This section co!ers the details re+ardin+ preparation of
$our manuscript for submission, the submission procedure,
re!ie% process and cop$ri+ht information.
") 1reparation of Manuscript
In the interest of speed and econom$, the IEEE
T&A'SACTI('S (' C('S)ME& E*ECT&('ICS onl$ accepts
1camera5read$2 papers that are printed directl$ from this
electronic template as furnished b$ the author. $ince the final
printed pages loo2 e0actly li2e the submitted copy, it is ur+ed
that authors ta4e the utmost care in the preparation utiliIin+
this electronic template. For $our information, pa+e siIe is
B.@7:: inches and column %idth is >.>E@ inches. All fi+ures
and tables should ha!e ade0uate titles or captions as
e7ampled later in this document, and must be inte+rall$
placed at their proper location6s8 in the te7t. For the benefit of
the readers, the fi+ures, tables, +raphs and photos should be
placed near the correspondin+ te7tG that is, not accumulated
at the end of the te0t or at the end of the manuscript . Further
information on Fi+ures and Tables can be found in Section

;ue care should be e7ercised to a!oid the use of
abbre!iations and phrases %hich ma$ not be familiar to all
readers. &eaders of the IEEE T&A'SACTI('S (' C('S)ME&
E*ECT&('ICS ha!e %ide and di!erse bac4+rounds and ma$
not be emplo$ed in the specific area of an$ +i!en paper, but
are still interested in follo%in+ the state5of5the5art. All
abbre!iations and phrases need to be suitabl$ defined in the
te7t, usuall$, the first time the$ occur. It is +ood practice not
to use abbre!iations in the title.
The len+th of contributed technical papers is limited to F
pa+es or less 6includin+ all fi+ures and bio+raphies8. The
len+th of in!ited papers is at the discretion of the editor.
Pa+e numbers and pa+e headin+s are not to be added b$

1Correspondence Author2 information.
(nl$ those %ho personall$ %rite the paper are to be listed
as authors. Since it is unli4el$ that a lar+e number of authors
can %rite a cohesi!e paper, submissions listing more than five
authors will not be accepted. The efforts of the persons %ho
contributed to the pro/ect described, or %ho other%ise pro!ide
help to the author6s8 ma$ be reco+niIed in an
Ac4no%led+ments section at the end of the paper.
For each author, a brief bio+raph$ for each author is to be
included at the end of the paper as detailed in this template.
The inclusion of a small photo+raph 6head onl$8 of each
author is encoura+ed but not mandator$. If an author does not
%ant a photo+raph, then delete the photobo7 for that authorAs
bio+raph$.
3) $ubmission 1rocedure
The only acceptable electronic format is *ord +)0 or later
6.doc or .doc78. The title of the electronic file should include
the last name of the first authorG i.e., smith.doc. For papers
presented at the ICCE 6IEEE International Conference on
Consumer Electronics8, the file should also include the paper
presentation date and the paper number, e.+., :=>?@"EBF#.
For non5conference papers, use the first t%o %ords of the
paper title and last name of first author, e.+., Preparation
of.4irst"uthor.doc.
Papers must be submitted electronicall$ to
http,--%%%.cloInet.com-ieee5ce-. The %eb site %ill re0uire
$ou to enter information about the paper as %ell as contact
information, to /ustif$ %hat is ne% about $our paper and %h$
$our paper is rele!ant to Consumer Electronics. If the paper
%as presented at ICCE, the paper number must be entered in
the appropriate location. )pon successful submission of the
paper, an automatic email confirmation %ill be sent to the
contact author.
The abo!e contact information %ill also be used to pro!ide
a complimentar$ cop$ of the issue in %hich the paper is
published to each author. (nl$ one complimentar$ cop$ per
paper of the issue in %hich the paper is published %ill be sent
to the contact author. The T5CE cannot be responsible for

There are four issues published per $ear, dated Februar$,
Ma$, Au+ust and 'o!ember. The deadlines for these four
issues in =#:= are Januar$ :@, April :@, Jul$ :@ and (ctober
:@, respecti!el$. 9o%e!er, from =#:>, the deadlines %ill be
Januar$ :, April :, Jul$ : and (ctober :, respecti!el$. The
deadline time is before midni+ht in the E;T time Ione 6as of

,) I%% $ubmissions
Pre!iousl$, the Februar$ issues %ere restricted to papers
presented at the Januar$ ICCE, but from =#:> this %ill mo!e
from the Februar$ issue to the Ma$ issue. Authors should note
that as a conse0uence of the Ma$ issue bein+ reser!ed for
ICCE papers, then contributed 6non ICCE8 papers submitted
after the :

Januar$ %ill normall$ considered for the
follo%in+ Au+ust issue. E7tended ICCE papers submitted for
the Ma$ issue must cite (reference) the I%% paper in the
e0tended paper as a normal reference to pre!iousl$ published
literature, and detail the enhancements in the e7tended paper
o!er the ori+inal ICCE paper.
) !eview 1rocess
All papers, includin+ resubmitted papers, submitted to the
IEEE T&A'SACTI('S (' C('S)ME& E*ECT&('ICS are sub/ect
to a thorou+h re!ie% process. The Editor5in5Chief is
responsible for coordinatin+ the re!ie% amon+ the Associate
Editors and ma4in+ final decisions on each paper)
hen a paper submitted, an automatic email receipt is sent
to the contact author containin+ a uni0ue )&* that allo%s
authors to resubmit ne% !ersions of their paper. This )&*
%ill be a!ailable until the issue submission deadline. Please
use this method to send updated papers before the deadline
rather than creatin+ ne% submissions.
The contact author %ill be notified b$ email at the
conclusion of this &e!ie% Process. !outine in/uiries as to the
status of the submitted paper within the !eview process or
/uestions about when the issue will be completed and
available, either in hard copy or on I -plore, will not be
accommodated) IEEE members should note the$ can si+n5up
to an e5mail notice to inform %hen ne% issues are posted to
Dplore, or an &SS feed. The accept-re/ect results are e5mailed
normall$ in the third to fourth %ee4 of the month of the issue
6i.e. Februar$, Ma$, Au+ust and 'o!ember.8
If the paper is accepted, there is no opportunit$ to ma4e an$
chan+es from %hat %as ori+inall$ submitted. hat %as
submitted is %hat %ill be printed and posted on I -plore.
4) !esubmissions
In cases %here the Editor re/ects a submission, resubmission
ma$ be encoura+ed. Corrected manuscripts ma$ be
resubmitted !ia the same T5CE %eb site, bein+ sure to select
the 1Jes2 button indicatin+ a resubmission.
5) %opyright
It is the polic$ of the IEEE to o%n the cop$ri+ht to the
technical contributions that it publishes on behalf of the
interests of the IEEE, its authors, their emplo$ers, and to
facilitate the appropriate re5use of this material b$ others. To
compl$ %ith the ).S. cop$ri+ht la%, authors are re0uired to
si+n an I %opyright 4orm before publication. Authors
must submit a si+ned cop$ of this form after submittin+ each
manuscript. The form %ill be +enerated durin+ the electronic
submission process. Also a uni0ue )&* is +i!en in the email
submission receipt to re+enerate the form if re0uired and
submit the form to the paper submission site.

here papers are accepted, an acceptance e5mail %ill be
sent that also contains information on ho% authors ma$
select their paper to be published on Dplore in an (pen
Access format as per the current IEEE (pen Access Polic$.
There is a si+nificant fee for this process. For details, see
IEEE documentation or the acceptance e5mail sent to the
contact author.
III. #RIT%RIA &R $"(*I#ATIN
The IEEE T&A'SACTI('S (' C('S)ME& E*ECT&('ICS
publishes papers presentin+ new technology that is rele!ant,
interestin+, enli+htenin+ and instructi!e for members of the
Consumer Electronics Societ$. It should be emphasiIed that
ne% technolo+$ does not simpl$ impl$ ne% product
de!elopment %here unusual technical achie!ement has been
attained. The 4e$ factor is the emphasis placed on the
technology rather than the product.
The scope of the IEEE T&A'SACTI('S (' C('S)ME&
E*ECT&('ICS is 1The engineering and research aspects of
the theory, design, construction, manufacture or end use of
mass mar2et electronics, systems, software and services for
consumers2 and broadl$ constructed under the follo%in+
areas, Camera-;ispla$-Transducer s$stems, Communications
technolo+$ related to consumer products, Consumer
'et%or4s, Consumer &ecord-Pla$bac4-Stora+e s$stems,
Si+nal Processin+ techni0ues applicable to consumer
products, <ames Technolo+ies and Soft%are for Consumer
Products.
For authorsA %ho ha!e not submitted to I
T!"#$"%TI&#$ &# %&#$'M! (%T!&#I%$ before, it is
re0uested that a number of past issues are e7amined to learn
the st$le and lan+ua+e of the /ournal.
It is stron+l$ recommended that papers submitted to the
IEEE T5CE be based on papers pre!iousl$ published in the
T5CE and sho% their rele!ance to T5CE b$ citin+ rele!ant
pre!ious T5CE papers. (ur Publications &e!ie% Committee
%ill chec4 for such basis %hen re!ie%in+ the &eferences
section of all submitted papers.
<ate5le!el desi+n of inte+rated circuits, detailed securit$
s$stems 6includin+ %atermar4in+8, Internet and Personal
Computer desi+n, in +eneral %ill not be accepted.
The emphasis of technolo+$ implies certain criteria must
be obser!ed in papers presented for publication in the IEEE
T&A'SACTI('S (' C('S)ME& E*ECT&('ICS. The material in
the te7t of the paper should be of the nature of a re!elation of
technical information not +enerall$ 4no%n or familiar to the
consumer en+ineerin+ communit$. This ma$ be in the form of
ne% technical de!elopments or tutorial in nature %here
scattered sources of information are brou+ht to+ether in one
coherent reference.
Per IEEE polic$, authors ma$ not submit a +i!en
manuscript to t%o or more publications %ithout informin+ the
editor that the paper is concurrentl$ under consideration b$
another publication. 3iolators %ill be reported to IEEE and
could be sub/ect to suspension of publication opportunities.
It is re0uired that an indi!idual author is not an author in
more than > papers bein+ considered, per issue, includin+
resubmissions.
") %ommercialism
All e!idence of commercialism is to be meticulousl$
a!oided in the title, te7t, footnotes, tables and fi+ures of the
paper. This includes compan$ names, trademar4s, re+istered
lo+os and commercial part numbers. It is appropriate to put
the compan$ affiliation of the authors6s8, alon+ %ith email
addresses %ithin the footnote on the first pa+e, as indicated b$
this template. "ll commercial part numbers, whether the
sub8ect of the paper or not, are to be avoided in the title,
te0t, tables and illustrations. 'o commercial names or part
numbers are no% allo%ed in the footnote.
The IEEE T&A'SACTI('S (' C('S)ME& E*ECT&('ICS
must con!e$ a professional approach to its readers and
attempts at in/ectin+ commercialism in papers presented for
publication ha!e been, and %ill continue to be, ade0uate
cause for re/ection.
3) Image %opyright
In +eneral ima+es that are under cop$ri+ht should be
a!oided, and in most cases %ould contra!ene the
commercialism rule. 9o%e!er, in e7treme cases, authors can
use non5commercial ima+es that are under cop$ri+ht
pro!idin+ that the authors ha!e permission to do so b$ the
ori+inal cop$ri+ht holder and clearl$ state after the ima+e
caption that the authors ha!e permission from the ori+inal
cop$ri+ht holder to use the ima+e.
%) 1lagiarism
The IEEE T&A'SACTI('S (' C('S)ME& E*ECT&('ICS
performs an electronic chec4 on papers to detect pla+iarism
as per IEEE polic$. If authors of submitted papers are
suspected of si+nificantl$ presentin+ %or4 that has been
published before, b$ an$ author, then the submitted paper %ill
be remo!ed from the submission 0ueue and full$ in!esti+ated.
3iolators %ill be reported to IEEE and could be sub/ect to
suspension of publication opportunities.

C('S)ME& E*ECT&('ICS become candidates for one of the

Please note our official publication lan+ua+e is En+lish
and to maintain 0ualit$ consistent %ith our formal archi!al
publication, it is re0uired that all submissions conform to the
st$le and formal +rammar rules of the En+lish lan+ua+e. For
this reason, it is encoura+ed that all authors %hose nati!e
lan+ua+e is other than En+lish to enlist the ser!ices of a
nati!e lan+ua+e spea4in+ collea+ue or associate to re!ie% and
edit $our submission. Improper use of the En+lish lan+ua+e
%ill continue to be a sufficient reason for re/ection
