RESOLUTION No.
9670



WHEREAS, Resolution No. 9640 (General Instructions for BETs) dated 15
February 2013, provides that at least seven (7) clays before the date of the
elections, the BETs shall convene in their assigned polling places to test and
seal the PCOS machines (FTS).

WHEREAS, the Commission has received numerous requests from
Elec Lion Officers (EOs) that FIS be done in venues other than the assigned
polling centers by reason that said polling centers are located in mountainous
and far flung and remote hinterlands that can be reached only by walking after
two (2) to three (3) days;

WHEREAS, deployment of the PCOS machines have been arranged to be
delivered directly in the assigned polling precincts in compliance with Section
20 of Resolution No. 9640.

NOW, THEREFORE, the Commission, pursuant to the powers vested in
it by the Constitution, the Omnibus Election Code, Republic Act No. 9369 and
other related election laws, RESOLVED, as it hereby RESOLVES, as follows:

1. The request by the Election Officer (EO)
and/or Provincial Election
Supervisor (PES) concerned for the change of the venue of the Final
Testing and Sealing
(FTS)
shall be approved by their Regional Election
Director subject to the following conditions:

a. That the location of the polling precinct is such that it will be
very difficult to supervise the conduct of the Final Testing and
Sealing
(FTS),
such as when there is a need to repair or replace
a defective PCOS machine;

b. That there is lack or difficulty of means of transportation in the
area;

c. That peace and order in the area justify the transfer of venue of
the FTS to another location before election day; arid

d. That the deployment service progi.cler-liall deliver the PCOS
machines and other election paraphernalia to the proposed FlS
venue, and afterwards to the polling precincts, without the
Commission incurring additional costs. For this purpose, the
RED/PES shall coordinate with the assigned deployment
service providers as to the change of FTS venues.

2. The FlS shall be conducted at least seven (7) days before elections,
but in no case shall the FlS be conducted less than three
(3)
days
before the date of the elections.

Let the Field Operations Group, Project Management Office implement
this Resolution.
