Subject: Primary seat belt ordinance
Hello Everyone,
As you may be aware, over the past several years, MoDOT has actively pursued
state legislation enacting a primary seat belt law. We have a secondary law,
meaning you cannot be stopped just because you are not wearing a seat belt, you
have to be stopped for some other reason. Based on the data we have, we estimate
that if there was a statewide law, 90 lives could be save each year. However, the
legislature has not passed this law.
St. Louis County did pass an ordinance several years ago for un-incorporated
portions of the county and a number of municipalities in the St. Louis County have
passed their own ordinance. We are asking other municipalities to consider such an
ordinance. Ballwin, Manchester, Chesterfield and Creve Coeur and many more
have enacted their own ordinance.
Please let me know if this is something the city or county is willing to consider. I
