In every profession, there are
those who go above and beyond to
achieve their goals. In teaching,
those who go the extra mile not
only help themselves, but better
society by influencing future gen-
erations. Mary Devine, Luis Bay-
ona and Dana Pilla are prime ex-
amples of what can be accom-
plished when teachers do just
that.
Pilla has been teaching Span-
ish at Haddonfield Middle School
for five years; Bayona has been
teaching Spanish in grades three
to five in Haddonfield for eight
years; and Devine has been teach-
ing Spanish in grades kinder-
garten through two in Haddon-
field for five years. Collectively,
they have transformed the Span-
ish program, adopting modern
teaching practices to immerse

Bill Keown of Cherry Hill
passed at the age of 90. Beloved
husband of Shirley J. Keown (nee
Geddes). He is also survived by
his daughter. Loving father of
Lorna M. Klimas (Mark P.),
grandsons Peter Mark (Carolyn
Riley) and Kyle William Klimas,
great-granddaughter Coraline
Klimas and three generations of
nieces and nephews.
Bill was an Eagle Scout. He
graduated from Collingswood
High School in 1941 and from
Dickinson College. He proudly
served in the
U.S. Army
during World
War II. Bill at-
tended Dickin-
son School of
Law and was
admitted to
practice law in
New Jersey in
1950. He
worked in his
fathers law office until his fa-
thers death and then conducted a
private practice through 2009. He
was a former member of the
Camden County, New Jersey
State and American Bar Associa-
tions and was admitted to prac-
tice before the U.S. Supreme
Court.
A long-time Haddonfield resi-
dent, Bill was active in communi-
ty affairs and served as President
of the Haddonfield Little League,
the Wedgewood Swim Club, the
Tri-County Swimming Pool Asso-
ciation, the Haddonfield Ys Men
Club, the Haddonfield Assembly,
the Camden Reciprocity Club and
most recently a member of the
Haddonfield 65 Club. He was also
a 62-year member of the First
Presbyterian Church of Haddon-
field, a member of the Chancel
and Oratorio Choirs, served as an
Elder and as President of the
Board of Trustees.

On May 11, 2014, Michael Bar-
ber, age 30, of Marlton, passed
away.
Michael was the beloved son of
Pam Young of Cherry Hill and
the late Jeff Barber; cherished
brother of Danelle Barber (Gre-
gory Smith) of Cherry Hill, Gre-
gory Barber (Tara Lambert Bar-
ber) of Haddonfield and Chad
Barber of Marlton; loving uncle
of Jason, Aiden, Luke, Charlotte,
Jane and Harley; dear grandson
of Margaret Wark; cousin of Nic-
hole and Mandy; nephew of
Marla and Rodney. Also survived
by his loving friend Bridget and
his devoted dog, Polar.
Michael was an avid fisher-
man and a huge Philadelphia
sports fan that especially loved
the Eagles. Additionally, Michael
was extremely funny, likeable and
had the ability to make friends
everywhere he went. He will be
greatly missed.

There is a disconnect between
our Zoning Board and citizenry
What began in my first Sun letter as a
passing curiosity became in the second a
rude eye-opener. Now, a simple, worrisome
observation: There exists a conspicuous
disconnect between our Zoning Board and
the citizenry, not to go unnoticed by either
party.
Examples are posted at http://is-
sues08033.org/zoningboard.html in the
form of two short and not-so-sweet audio
clips, along with more of my own commen-
tary than you might want to read. And, oh
yes, embarrassing hubbub, definitely em-
barrassing.
You can help the situation by telling our
commissioners perhaps that you are espe-
cially interested in certain borough deci-
sions. And, why not apply for appointment
to a borough board? Most boards like get-
ting some attention.
In the meantime, the Planning Board
(not the Zoning Board) has been resched-
uled to hear the hot topic about subdivid-
ing the property at 605 Warwick, on June 3.

ell phones are one of the great-
est inventions of the last 30
years. Coupled with other tech-
nological advances such as wireless
internet and the creation of social
media, cell phones have given us the
ability to connect to the world in the
palm of our hand no matter where we
go.
In misguided or uneducated hands,
though, cell phones can be dangerous.
Criminals use cell phones to plan and
execute crimes. They can be used to
perpetuate hate. They can be used at
the wrong time, such as behind the
wheel, and be the cause of life-threat-
ening circumstances to others.
And in schools, in the hands of kids
who dont fully grasp the effects of
their actions, they can be objects that
promote cruelty and lewdness, and
can seriously damage a childs future.
A middle school in Basking Ridge in
Somerset County is dealing with this
situation right now. Last week, admin-
istrators said they found nude photos
of students on several cell phones. The
districts superintendent sent a letter
about the incident to parents, inform-
ing them of a deadline for children to
delete the images, otherwise theyd
face disciplinary action through the
school and possibly criminal charges
from the county prosecutors office.
Because the nude pictures were of
middle school students, under the age
of 16, it would be classified as child
pornography.
Monitoring a childs cell phone
usage which includes their calls,
texts, video chats, web browsing and
social media usage is ultimately the
parents job, much like monitoring
what they watch on TV or look at on
the computer at home.
But it may be time for schools to
step up, too, and take a proactive ap-
proach with education. Schools al-
ready take on tough subjects with
young students, such as educating
them about stranger danger and sex
education.
Today, this education should expand
to include the potential dangers of tex-
ting, sharing and social media usage.
Cell phones are great. Texting is
great. Facebook is great. Twitter is
great. And so is everything else you
can do on a phone.
But if its not done properly, with
the right education and guidance, it
can go tragically wrong with the tap of
a touchscreen.

holder Boards continu-
ing commitment to
promote economic de-
velopment in the
County, the Camden
County Municipal Util-
ities Authority
(CCMUA) recently com-
pleted the largest utility
expansion in the state providing new op-
portunities to six municipalities.
The Atlantic Basin Interceptor Project
has expanded sewer capacity in the mu-
nicipalities of Berlin Borough, Berlin
Township, Chesilhurst, Pine Hill, Water-
ford Township and Winslow Township.
These towns have experienced limited
economic growth potential due to a
scarcity of available sewer capacity for
new construction. This expansion will
provide these municipalities with the op-
portunity to attract new ratables to their
communities, and the ability to issue
building permits for the first time in
years.
This project and the increase in capac-
ity is the culmination of years of hard
work and coordination between the
CCMUA, the municipalities and the state.
The $55 million project was awarded a $2
million grant from the New Jersey Envi-
ronmental Infrastructure Trust Fund,
along with a $53 million low interest loan.
The interceptor project allowed the
CCMUA to construct two new pumping
stations and 25 miles of new sewer lines
throughout the southern region of the
county. Not only does the completion of
the project allow additional customers to
come online, it also generates more mu-
nicipal revenue from the issuance of new
sewer permits and connection fees. The
expansion also resulted in an overall op-
erational savings on the system.
One example of the
economic growth poten-
tial from this project is
Winslow Township
where a moratorium
had been imposed on
new construction for
decades. Winslow is al-
ready experiencing a
rapid increase in devel-
opment as several contractors have ap-
plied for construction permits. Wendys,
Panera and CarMax, the nations largest
retailer of used cars, are all lined up to
open in along with 30,000 square feet of
additional retail. The township is also
gaining new housing with Taylor Woods-
a 264 apartment complex with tennis
courts, basketball courts, an in-ground
pool and a community center.
Another major component of the proj-
ect is the elimination of three antiquated
wastewater treatment plants. Taking the
water treatment plants in Winslow Town-
ship, Ancora State Psychiatric Hospital
and Camden County Technical School of-
fline will reduce the CCMUAs operating
costs. This along with new sewer connec-
tion revenue will offset the additional
debt service of the project.
The expansion will also discontinue
the discharge of 2.4 million gallons of
less than optimally treated wastewater
into the groundwaters of the Pinelands
National Reserve, the Mullica River and
the Great Egg Harbor River each day.

their students in the Spanish cul-
ture.
Before Luis came to the dis-
trict, there was no steady elemen-
tary program, Devine said. He
noticed the need to establish and
create a standards-based curricu-
lum for grades three to five based
on a communicative approach.
Luis realized that if we were
going to build a great program, it
was time to treat language as
communication tools by giving
our 21st century learners the nec-
essary tools they need to be able
to produce language that is mean-
ingful and natural while learning
a second language.
The teachers adopted a com-
municative approach to teaching,
presenting the lessons in the tar-
get language, which allows the
students to gain an ear for the lan-
guage. They also updated the cur-
riculum to reflect the current
world language standards: inter-
pretive reading/listening, inter-
personal speaking and presenta-
tion speaking/writing.
These initiatives seek to move
away from the standard gram-
matical-based model that is com-
mon in many world language pro-
grams. Instead, the focus is on
communication.
You do not teach fluency; flu-
ency in a second language can
only be achieved with time and
intensity, Bayona said. More ex-
posure to language instruction
and culture will help our students
reach higher levels of language
proficiency.
All three teachers use Total
Physical Response to engage their
students. TPR is a technique in
which a teacher will give com-
mands in the target language and
the students will respond with
whole-body actions. This tech-
nique has proven to be very effec-
tive in the retention of a second
language, and with all three
teachers using TPR, the students
continue to feel more comfortable
speaking the language.
We love this teaching method
because it allows an instant un-
derstanding of the target lan-
guage, Devine said. Students
can retain the content in their
high-speed/long-term memory. It
provides a stress-free environ-
ment because students can look
around and see what their peers
are doing.
The results of the dedication
and innovation of the teachers
speak for themselves. Bayona,
Devine and Pilla encourage their
students to participate in world
language competitions, including
the World Language Podcast com-
petition organized by Foreign lan-
guage Educators of New Jersey
and the National Spanish Exam.

like to see the programs expand-
ed at every level to become an
everyday class and continue to re-
vise the curriculum to push the

mathematics society, and Sigma
Tau, the engineering honor socie-
ty. In 1952 Joe earned the Master
of Science in electrical engineer-
ing at the University of Pennsyl-
vania.
Joe and the late Mary Molly
Parker (nee Webster) were mar-
ried in 1948 in the First Presbyte-
rian Church of Haddonfield
where they met in the church
choir. The couple had four chil-
dren together. Joe worked for
RCA in Camden from 1942 until
1963 when he accepted a job with
the Los Alamos National Labora-
tory in New Mexico where he
worked until 1994. Joe quickly fell
in love with the Los Alamos area
where he enjoyed skiing and hik-
ing the
canyons and
mountains
near their
home. Joe and
son John to-
gether built a
cabin in the
Jemez Moun-
tains, which
became a fa-
vorite family
getaway. In 1999 Joe and Molly
moved back to Cherry Hill to be
with their beloved First Presbyte-
rian Church of Haddonfield fami-
ly and extended family and
friends. Joe was diagnosed with
Parkinsons disease and in 2009,
the couple moved to a retirement
home in Evanston, Ill., to be near
their daughter Kate and family.
Joe was passionately interest-
ed in the sciences and loved to
share his enthusiasm. An active
member of The Institute of Elec-
trical and Electronics Engineers
Inc., Joe was awarded the IEEE
Third Millennium Medal in 2000
for outstanding achievements
and contributions. He was a
founding member of the Pajarito
Astronomers. He was a man of
great curiosity and broad inter-
ests and with his wife Molly trav-
eled to more than twenty foreign
countries and many of our na-
tional parks and monuments. An
avid photographer, he document-
ed their family life, trips, and na-
ture.
Joe and Molly were founding
members of the White Rock Pres-
byterian Church of Los Alamos.
Over three decades he faithfully
served the White Rock church in
many roles, frequently as deacon
or elder. Joe loved to sing and
served as a choir member in Pres-
byterian churches for fifty years.
He pursued his interest in music
as a member of the Los Alamos
Choral Society and later the
Santa Fe Harmonizers, a mens a
cappella group.
Pre-deceased by his daughter
Mary Stuart Parker in 1990 and
his brother Timothy I. Parker in
1963. He is survived by his daugh-
ter Kate Lynn Parker and hus-
band John Schneider of
Evanston, Ill.; his son John Web-
ster Parker and wife Laurie of
Santa Fe, N.M.; his son Eric
William Parker of Albuquerque,
N.M.; and four granddaughters,
Kate and Emilia Schneider, and
Jessica and Ayla Parker.
Parkers family will receive
friends on Thursday, May 22, from
9:30 to 10:45 a.m. at the First Pres-
byterian Church of Haddonfield,
20 E. Kings Highway, Haddon-
field, NJ 08033, where his Memo-
rial Service will follow at 11 a.m.
Interment will be private. Contri-
butions may be made in his mem-
ory to the church.

Downtown Haddonfield will
put a new spin on an old favorite
by introducing First Thursdays
starting Thursday, June 5 from 5 -
8 p.m. First Thursdays, taking
place on four select Thursdays
during the summer, will feature
an exceptional mix of music, on-
street artists, extraordinary din-
ing and themed displays in many
of Haddonfields unique, inde-
pendently owned shops and bou-
tiques.
First Thursdays replaces First
Fridays and each will present its
own unique theme. The June 5
First Thursday theme will be
One Stop Wedding Shop. Wed-
ding-related retailers, bakeries,
flower shops and many other
unique vendors will display their
wedding wares in front of their
stores.
Additional First Thursdays are
scheduled to take place on July 3
(Everything Red, White and
Blue), August 7 (Sidewalk
Sale) and September 4 (Back to
School).
There is a growing trend to-
ward families and couples look-
ing to get the weekend started a
little early and get out on Thurs-
day evenings, noted Remi Fortu-
nato, Haddonfields retail re-
cruiter. So weve changed our
First Fridays to First Thursdays
to cater to this trend and hopeful-
ly entice more folks to experience
our wonderful downtown.
Off-Kings Highway stores will
be invited to set up tables on
Kings Highway at a designated lo-
cation. Country Way Bridal, Jay
West Bridal and Angel Bridal will
offer sample dress sales. Clothing
stores will be displaying apparel
for wedding-related events.
Something totally new for First
Thursdays and downtown will be
customer appreciation rewards.
This promotion allows all re-
ceipts for purchases made be-
tween 5 and 8 p.m. on First Thurs-
days to receive a 10 percent rebate
on the total amount of money
spent. The rebate is to be given in
the form of a Haddonfield gift cer-
tificate and all receipts must be
redeemed within one week of the
event (by June 12 for June First
Thursday). The rebate is not to
exceed $50 per person.
On June 5, live entertainment
will be featured with a jazz band
playing on Tanner Street, bands
at The Shops at 116 Kings and at

Emergency repairs slotted
for Evans Pond Dam
The Camden County Freehold-
er Boards Department of Public
Works is conducting emergency
repairs on Evans Pond Dam in
Haddonfield.
The County has received ap-
proval from the New Jersey De-
partment of Environmental Pro-
tection to peform emergency re-
pairs to damage that occurred on
May 5 after a heavy and rapid
rainfall, said Freeholder Ian
Leonard, liaison to the Camden
County Department of Public
Works. The area around the
dam is currently closed to pedes-
trians, and will remain closed
until the repairs on the complet-
ed.
The repairs are scheduled to
begin during the week of May 12.
The exact timing of the project is
dependent upon the weather and
other factors.
The following report is on file
with the Haddonfield Police De-
partment:
On May 4, a man was arrested
for DWI after a traffic stop on
Haddon Avenue and Lake Street.
The man was placed under ar-
rest, processed and released pend-
ing court.
