1.1 General
Operating regulations for the Oil Harbour in the Port of Gothenburg are divided in two
parts. Te frst part primarily concerns vessels and the second part concerns land-based
activities. However, all those afected by the regulations are duty bound to be acquainted
with the contents of both parts of the regulations. Moreover, complying with the Port of
Gothenburg operating regulations for the Oil Harbour in the Port of Gothenburg does
not exempt anyone from responsibility to comply with the General Operating Regulations
for the Port of Gothenburg.
1.1.1 Risk management
Crude oils, refned products, petroleum gases and chemical products are usually fammable and hazardous
to health. Special attention is therefore required to prevent personal injury or damage to property and the
environment.
1.1.2 Knowledge of the regulations
All personnel that work and are present in the areas the regulations refer to, as well as all outside visitors
present in the oil harbour area, shall inform themselves of the rules and are obliged to follow the regulations.
It is compulsory for vessels calling at the Oil Harbour always to have the latest issue of the Operating
Regulations on board, in printed or electronic form. Tese regulations are also available in Swedish.
1.1.3 Port Ofcers
Port Ofcers in the Oil Harbour are defned in these regulations as the Vice President Operations, Senior
Operation Manager, fre engineer, production planners and safety coordinators, in accordance with the Port
of Gothenburgs organisation chart for the Oil Harbour.
1.1.4 ISGOTT
Operating Regulations for Gothenburg Oil Harbour are based on the recommendations given in the latest
issue of International Safety Guide for Oil Tankers and Terminals (ISGOTT).
1.2 Geographical areas of application
1.2.1 Oil harbours in the Port of Gothenburg
Te regulations are to be applied in enclosed areas belonging to the Oil Harbour in the Port of Gothenburg,
as in Appendix 1.11.3 concerning the Skarvik Harbour and Rya Harbour, Tor Harbour and berth 644 in
Skandia Harbour. Te areas of responsibility are marked in pink in the appendices.
1.2.2 Areas belonging to Statoil and Stena Oil
For the private oil harbours belonging to Statoil and Stena Oil as in appendix 1.1, the Operating Regulations
are applied in accordance with chapters A2, A3, A4, A5, B3 and B4.
1.2.3 Stipulator of the regulations
Vice President Operations in the Port of Gothenburg stipulates the regulations. Validity appears from data at
the bottom of each page.

1.3 Responsibility for Safety
1.3.1 Safety policy
Te Oil Harbour in the Port of Gothenburg has the following basic view for its safety policy:

activities shall be conducted in such a way as to promote a good working environment, a high level of safety
and good quality.

everyone that works in the Oil Harbour should be able to feel safety in the exercise of their occupation.

the operation of the Oil Harbour in the Port of Gothenburg should be characterised in the public eye by
far-sighted environmental work and responsibility for safety.

a working environment free of drugs and alcohol shall be applied for all work on land and on board in the
Oil Harbour in the Port of Gothenburg.

companies that handle goods of a fammable, unhealthy or enviromentally harmful nature in the Oil Harbour
area shall have a continuously patrolling guard while the handling is in progress and at other times surveillance at
least twice every 24 hours at their own facility. Exemptions shall be approved by the Vice President Operations
for Operations or the Oil Harbour Senior Operation Manager. Patrolling routines and participants must be
approved by the Port of Gothenburg.
Cooperation in safety matters between companies and with the Oil Harbour in the Port of Gothenburg shall
take place for the purpose of achieving good, fnancially advantageous solutions for the parties.
1.3.2 Responsibility of the companies
Te executive and operational management of companies with workplaces in the oil harbours shall ensure the
following:

that delegation occurs in an organisationally correct manner in accordance with current legislation.

that the training of the companys personnel is in accordance with current legislation, that the conditions
stated by the Oil Harbour in the Port of Gothenburg are complied with and that the training in other
respects corresponds to the work content.

that signs and instructions are designed so that they can be understood, even by personnel that have no
command of the Swedish language.

1.3.3 Responsibility of personnel
Personnel that work in the Oil Harbour have personal responsibility for regulations, instructions and generally
accepted recommendations being followed and for personal protective equipment being used in accordance
with prescribed instructions.
1.4 Environmental responsibility
Te Port of Gothenburg has a permit under the Environment Code from the County Administration in Vstra
Gtaland County. Storage and handling of oil, gas and chemicals involves risks of emission to the surroundings.
Te Oil Harbour in the Port of Gothenburg has the following basic view of its environmental policy:
that storage and handling of oil, gas and chemicals shall take place in such a way as to minimise the risk of
emissions. Te best available technology shall be applied.
that all companies working in the oil harbours are responsible for internal training being conducted in
environmental risks and the handling of equipment, for the purpose of minimising these risks.
that loaded tank trucks may not be parked on ground of a higher permeability than asphalt (i.e. approved
ground is asphalt, concrete and steel, etc)
damage to the ground and the environment shall be reported to the County Administration or the Environment
Administration by those causing the damage, in accordance with the current environmental inspection
programme.
goods with a fashpoint under 30 C and other products or substances that may make cleansing of the OPD
water (Oil Polluted Drainage system) more difcult may not be admitted to the OPD system.
1.5 Smoking prohibited
A general ban on tobacco smoking and a ban on the use of a naked fame apply in the whole Oil Harbour area,
both ashore and on board vessels and in vehicles. Smoking is only allowed on premises approved for the purpose.

1.6 Deviations
Damage, incidents and near-accidents shall be reported as deviations that are of importance to activities in the
Oil Harbour. Such deviations shall be addressed by the cooperation committee and appointed project group,
with a view to reducing the amount of damage and the number of incidents.
1.7 Responsibility for protection
All personnel operating, temporarily or permanently, in the Oil Harbour must comply with Port of Gothenburg
protection rules regarding safety and access to the Oil Harbour. A complete set of rules can be found in the
general operating regulations for the Port of Gothenburg.
1.8 Personal protective equipment
1.8.1 Regulations and area of application
Te following applies to all persons working or otherwise present in the entire Oil Harbour area:

safety helmet shall be worn.

goggles or visor shall always be readily accessible and shall always be worn in hazardous environments.

coveralls and protective shoes shall be worn.
If any of the above is lacking, the port ofcer on duty has the right to suspend work until correction is made.
1.8.2 Helmet colours
Jetty operator and pipeline operators shall wear orange helmets.
Applicable to the Port of Gothenburg and as a recommendation to other companies:

ofcers and supervisors wear yellow helmets.

safety delegates wear red helmets.

visitors wear blue helmets.

others wear white helmets.
1.8.3 Life jackets
Life jackets shall be used for work at all quays and piers or where there is a risk of falling in the water. Tis
applies to the whole Oil Harbour area. In the absence of a life jacket, the port ofcer on duty has the right to
interrupt work until correction is made. For welding the life jacket should not be worn, but be within reach.
1.8.4 Other protective equipment
When handling oil, gas or chemicals that require further personal protective equipment than what is mentioned
in 1.8.1, the company in charge of the workplace shall use or have available protective equipment to the extent
directed by authorities or as recommended in product sheet/MSDS.

1. General regulations for vessels
1.1 Masters declaration
All vessels calling at the Gothenburg port area shall report to Port Control no later than 24 hours before
arrival. Reporting is made electronically via VTMS. Hazardous goods that are to be brought into the port
area by sea shall be notifed in VTMS no later than 24 hours before arrival at the port or not later than when
the vessel leaves the loading port if the voyage lasts less than 24 hours. Reporting must be fully completed
to be considered as a masters declaration.
1.2 Ventilation gases from tanks
All ships must declare previous cargo before calling at the port. Vessels with most recent cargo containing a
high concentration of hydrogen sulphide and mercaptan must declare the concentration of these substances
in the tank atmosphere no later than 12 hours before arrival. For loading of products where gas recovery is
not used, the following maximum permitted values apply, for H
2
S 50 ppm and for mercaptan 0.5 ppm, both
values stated in i gas phase. Te requisite protective equipment shall be used for all handling of products
with a higher H
2
S or mercaptan concentration than stated above.
Before arrival, excess pressure in cargo tanks must be reduced to normal atmospheric pressure for check
measurement. If these rules are not followed, there is a risk of being forced to shift from berth to anchorage
for ventilation and of losing priority. All costs in connection with sampling, analysis and shifting are incurred
at the expense of the shipping company.
1.3 Order of priority at quays
Provided declaration is made in accordance with current port regulations, order of priority is calculated from
when the vessel arrives in the trafc area, or at assigned anchorages or waiting berth and Notice of Readiness
(NOR) has been tendered. By approach is meant approach from the sea (Vinga) or approach from the River
Gta (Lrje). If the vessel has not exercised its priority within 6 hours of the berth being granted, the vessel
next in turn may go in to berth.
Exception Tor Harbour: Vice President Operations or his/her deputy may on request break the priority rules
if there is special cause. A refnery that for compelling production reasons requests priority for the unloading
of a crude oil cargo is cause for a deviation. A deviation report shall be prepared.
Vessels that for some reason outside the control of the Oil Harbour lie idle for a longer period (more than 6 hours)
may be turned away from the quay after deliberation between the port ofcer/oil harbour management and
the ships master. Te ships master is responsible for obtaining the assistance of a pilot/tug when such assistance
is required for departure from quay. Vessels turned away from quay as above are placed in order of priority
when a renewed Notice of Readiness (NOR) has been tendered and the vessel is ready for cargo handling.
Vessels that, after completed loading or discharging at an oil harbour quay, for some reason outside the
control of the Oil Harbour request to return to quay, are placed in order of priority in accordance with the
above and are assigned an anchorage or waiting quay pending an available quay. Renewed Notice of
Readiness (NOR) need not be tendered.
Vessels at oil harbour quays shall constantly be ready to move at short notice under their own power. Exemption
can be granted by Port ofcers in exceptional circumstances, provided the following conditions are met:

a tug with the necessary tug capacity will be provided as long as the vessel is not able to move under its own
power. Tis tug will be in the vicinity of the vessel, though no further away than that the tug can be in
position within 20 minutes.

a berth will be granted only as long as no other vessel requests the berth in question.
1.4 Smoking
Smoking is prohibited on open deck, jetties or the like, regardless of what cargo the ship is carrying. Notices
prohibiting smoking shall be readily visible on board. Port ofcers may, when particular circumstances demand
it, prohibit smoking in areas where smoking is normally allowed.

1.5 Naked ame, hot work, use of spark forming tools and the like
Hot work, use of naked fame, spark forming tools, etc. may only occur on ships in the oil harbours with the
consent of the port ofcer.
1.6 Portable telephones
Portable non-ex-classed radio equipment, including mobile phones, may not be used on open deck or on quay.
1.7 Ships services
1.7.1 Bunkering (bunker barge/tank vehicle)
Bunkering may take place after permission from the port ofcer. Bunkering between two vessels is not
permitted in wind forces over 20 m/s mean wind (read from a windgauge indicated by the port).
Bunkering is not permitted during ongoing unloading, loading, sampling or ventilating of fammable goods
with a fashpoint lower than 30C. Neither may bunkering take place during unloading/loading if the ship has
previously carried fammable goods with a fashpoint lower than 30C in cargo tanks or slop tanks unless tank
cleaning has been carried out and the ship is free of gas. Tis shall be afrmed by a certifcate or attest from
am independent surveyor. Observe that the conditions also apply to bunkering from vehicles on the quay.
Te port ofcer can grant exemption from the above rule on lowest fashpoint if special conditions are met.
1.7.2 Disposal of machine room waste (sludge)
Te same conditions as for bunkering. See item 1.7.1. Note that the conditions also apply to vehicles on the quay.
1.7.3 Other ships services
Provisioning and other ships services may only take place after permission from the port ofcer. Note that the
conditions also apply to vehicles on the quay.

1.8 Fire, product emission or personal injury
Notices of action in the event of fre, product emission or personal injury shall be posted in readily visible
places on board (Appendix A 1.1).
1.9 Special regulations
1.9.1 Mooring with the use of boatmen
For mooring work (a ships arrival or departure) on ships with a length of 80 metres and over, approved boatmen
shall be used in accordance with the general operating instructions of the Port of Gothenburg. However, all
vessels, regardless of length, that moor at berths 510, 511, 519, 520, 521, 800 and 801 shall use boatmen. Te
port ofcer can temporarily prescribe that boatmen shall be used even for ships under the length limit of 80 m
when prevailing circumstances such as weather, manoeuvrability or the design of the vessel make it necessary
from the point of view of safety.
1.9.2 Communication
Communication over VHF with the port ofcer, the Oil Harbour and Port Control is made on VHF channel 12.
1.9.3 Regulations for weather on arrival, departure or shifting
If the weather forecast (as indicated by the port) indicates mean winds over 20 m/s, the harbour master or his
deputy determines whether arrival at or departure from Oil Harbour quays is to be permitted or required.
Tis decision is based on wind force and direction, the vessel concerned, the availability of tugs etc. Te ships
master decides on tug assistance and a pilot and places orders for these services.

2. Regulations for unloading and loading
2.1 Operative responsibility
When unloading or loading, the respective receiving or supplying depot (refnery) has the operative
responsibility. At least one operatively responsible loading master shall be available during the whole
operation. See also item B 1.1.4 B 1.1.5.
2.2 Ship/Shore Safety Checklist
2.2.1 Completion of checklist and follow-up
Before unloading or loading may be commenced, the Ship/Shore Safety Checklist shall be completed (see
appendix A 1.2) by the ships master and the representative of the depot/refnery or loading master and signed
by them. Te jetty operator also endorses the checklist and receives the cargo handling plan, as well as being
responsible for following up while loading/unloading is in progress. Exemption from the checklist requirement
can be given to ships bound by agreements. Exemption is applied for at the Oil Harbour.
2.2.2 Responsibility
Responsibility for the details completed being correct and for the terms of the checklist thereafter being
continually complied with rests with the ships master and the representative of the depot/refnery or
loading master.
2.2.3 Exceptions
In the private oil terminals these companies are responsible for each workplace.
2.3 Cargo-handling plan
Before the unloading or loading operation is commenced, a cargo-handling plan shall be completed (see
Appendix A 1.2) and signed by the ships ofcer on duty and the depot manager, a representative or loading
master. Te jetty operator also endorses the list.
2.4 Special conditions
2.4.1 Approved product hoses
Only approved product hoses tested by an authorized frm in the past 12-month period may be used. Test
certifcates shall be accessible and the hoses shall be marked with the date of the most recent test and permitted
working pressure.
2.4.2 Gas tankers
Unloading or loading places for gas tankers shall be cordoned of and marked with readily visible signs. When
connecting or disconnecting gas tankers, vessels may not pass to or from neighbouring quays (quay 562-563).
2.4.3 Operational limitations in various weather conditions
In the event of a mean wind over 20 m/s (read from a wind-gauge indicated by the port) loading operations
shall be suspended and the loading arm or hose shall be disconnected and blinded. Te port ofcer may
deviate from the rules for reasons of safety. If there is a thunderstorm and the time between a fash of lightning
and the following thunder is shorter than 5 seconds, loading operations shall be suspended, valves shall be
closed and operations may not be resumed until the above-mentioned time is over 5 seconds.

2.4.4 Special operational restrictions for Tor Harbour quay 801 for ships over 280 m
For the following weather criteria, Port Control shall be consulted before a call may be made:

the weather forecast indicates wind forces over 18 m/s, northeasterly, easterly or southeasterly wind directions.

the weather forecast indicates wind forces over 20 m/s, other wind directions.
For the following weather criteria when the vessel is moored, loading shall be stopped, the loading arm shall
be disconnected and manifolds blinded. To ensure that the vessel is securely moored, Port Control shall be
contacted to summon a tug.

for winds over 15 m/s northeasterly, easterly or southeasterly wind directions.

for winds over 20 m/s other wind directions.
2.4.5 Special conditions regarding pumping in the Oil Harbours joint pipeline network
Te temperature of products in the pipeline may never exceed 70C.
In the event of a power failure all cargo handling shall be stopped immediately.
2.4.6 Vessels with agreements on so-called key discharging
Depot supervisors and vessels that meet safety and training requirements for crews approved by the Port of
Gothenburg under agreements have responsibility for coordination. In these cases, responsibility lies with
the ships master for operations on the quay. Both holders of quay equipment for key discharging and vessels
using the equipment are obliged to notify users concerned immediately of any changes in equipment or
handling of equipment.
2.5 Interruptions
In the event of interruption of unloading and loading, the vessels and the land facilitys manifold valves shall
be shut.
2.6 Closed loading
2.6.1 General conditions
Closed loading of oil products, gas and chemicals is required in the Oil Harbour in the Port of Gothenburg.
2.6.2 Exemption
Te Oil Harbour may grant exemption from the condition in 2.6.1 in cases of emergency.
2.6.3 Tank hatches and ullage openings
All tank hatches and ullage openings shall be kept shut. Ventilation of the cargo tanks shall be done via the ships
tank ventilation system. Surveillance of current cargo levels in the tanks is made with the help of instruments
or other equipment so that ventilating out gases can take place via the vessels tank ventilation system.
2.6.4 Gas recovery
Vessels that load fre class 1 products shall be connected to a gas recovery unit. Te vessel shall comply with
IMOs requirements for safety equipment. Recommendations in ISGOTT shall be followed.
2.6.5 Inspection after completed loading and sampling
On request from the vessel, opening of ullage hatches may be allowed before or after completed loading/
unloading, for the purpose of pressure equalisation of the tank atmosphere in the cargo tanks, to enable exact
ullage determination or for sampling of the cargo. Te port ofcer or the jetty operator shall be informed.
2.6.6 Stoppage of cargo handling
In cases where the rules mentioned above are not observed, a port ofcer, harbour personnel or jetty operator
shall immediately stop the loading. Loading may only be resumed when conditions and rules are again complied
with. Te port ofcer responsible decides. A deviation report is prepared.

3. Regulations for ushing ships tanks
3.1 General
Cleaning of a ships cargo tanks (tank fushing) is not allowed without a special permit at quays in the whole
Oil Harbour area. Tank fushing entails a greater risk of an outfow of fammable and injurious gases and there
is also a risk of ignition of the fammable gases. Special restrictions therefore apply in the Oil Harbour in the
Port of Gothenburg.
A permit may be issued, at the request of the ships master, for vessels that arrive at the Oil Harbour in the
Port of Gothenburg for loading/unloading or to pump ashore oil contaminated tank washings before shifting
to a repair yard in Gothenburg. Flushing and ventilating of slop tanks containing tank washings may be
allowed, with the observance of certain marginal values concerning emissions to the air. Recommendations
in ISGOTT shall be complied with.
3.2 Reporting
Te ships duty ofcer shall report intention and request permission from the Oil Harbours port ofcer to
clean or ventilate the ships tanks before the work may be started. If wash liquid is to be conveyed ashore,
agreement must be reached with a receiving depot.
3.3 Checklist
Before tank cleaning a special checklist must be completed and signed by the ships and ports duty ofcers.
See appendix A 1.3. For pumping ashore of washings (cargo residue) B 1.1.4 applies. Swedish Transport
Administration regulations shall be observed.
3.4 Responsibility
Te ships duty ofcer shall ensure that operations take place in a correct manner. Te person on board
responsible for operations shall have the required competence.
3.5 General rules for operations
Te requisite gas measurements shall be carried out by an authorised person. Te Oil Harbour has the right
to appoint an independent gas tester if it is considered necessary.
3.6 Safety guard on board
Te following shall be complied with:

the ships duty ofcer shall appoint a safety guard from the crew.

the safety guard shall be on deck when fushing.

the safety guard shall be on deck when tank washings are pumped ashore.

3.7 Ventilation
When ventilating tanks that contain fammable goods with a fashpoint of 30C or lower, ventilating shall
take place through the ships ventilation system. After completed cleaning of the tank or pair of tanks that have
contained washings residue, ventilating may take place by other means after agreement with the port ofcer,
if ventilating through the ventilation system is not possible.
3.8 Inspection
Te port ofcer has the right to ensure that equipment for tank cleaning, ventilating and communications
systems are in a satisfactory condition and that the proposed method can be accepted.
3.9 Crude oil washing
Recommendations in ISGOTT shall be complied with.
3.10 Unloading of ballast water
When unloading ballast water, the same regulations apply as for unloading products (see chapter A 2).
3.11 Emission of ballast water in the Gothenburg port area
Only clean ballast water from tanks exclusively used for ballast water (SBT) may be released into the sea,
docks or other port area administered by the Oil Harbour in the Port of Gothenburg. Te port ofcer may
carry out the requisite inspections. Time consumed and any costs for such inspections of ballast are incurred
at the ships expense.
Te ships ofcer is responsible for release/pumping out being suspended if any oil contamination of the ballast
water is discovered or suspected. Te jetty operator shall be informed immediately.

4. Use of insulation anges
4.1 General conditions
Insulating fanges shall be used where fammable goods are handled between ship and shore.
Electrically non-conductive hoses may be used as an alternative to an insulating fange. Te same rules apply for
insulation measurement and intervals as for insulating fanges. Non-conductive hoses shall be clearly marked
with details of such so as not to be confused with conductive hoses. Gas return hoses shall be conductive.
4.2 Function check
Te insulation resistance shall be checked regularly or at least twice per year and recorded.
Te lowest permitted insulation resistance is 1,000 ohms. Te measuring voltage should exceed 100 volts. If
the resistance is lower, the hose or loading arm may not be connected.
When measuring the insulation resistance of a horizontally placed insulating fange in the ballast pipe, this
shall frst be drained and any water dried out. Such measurement shall be made before a ballast pipe with a
horizontally placed insulating fange is put to use.
Poor or absent insulation capacity of an insulating fange shall immediately be reported to the person responsible
at the terminal in the case of equipment belonging to individual depots or companies in the Oil Harbour, or to
the port ofcer responsible if the equipment belongs to the Oil Harbour in the Port of Gothenburg.
After notice has been given of faulty equipment, the companies shall promptly attend to the faults in question.
5. General arrangements for quays
5.1 General conditions
See the Port of Gothenburg home page for detailed mooring recommendations, maximum dimensions for
vessels at each berth and other restrictions concerning berths in the Oil Harbour. Tese documents have the
same validity as these operating regulations and are on a par with these operating regulations.

1.1. Responsibility for coordination
1.1.1. Joint workplace
Tose in charge of a joint workplace are responsible under the Working Environment Act (SFS 1977:1160)
for the coordination of measures to protect against ill, health and accidents. Te Oil Harbour in the Port of
Gothenburg has three joint workplaces that the Port of Gothenburg is in charge of (as in appendix B 1.1-B 1.3).
Te Head of Department for Operations therefore has statutory responsibility for coordination unless
otherwise prescribed below.
1.1.2 Tenancy and leasehold areas in Tor Harbour, Skarvik and Rya Harbours
Tenancy and leasehold areas at Tor Harbour, Skarvik and Rya Harbours constitute workplaces that the
respective occupier is in charge of. Te respective occupier therefore has responsibility for coordination in
these areas. It should be noted that certain conditions are regulated in the leasehold and tenancy agreements.
1.1.3 Request for changes in facility
Each change in a facility that concerns a change in a pressure vessel, pipelines, rotating equipment,
instrumentation, electrical installation, cut-out settings, platforms and also departures from current operating
conditions shall undergo a procedure to ensure that the change can be made safely. Te procedure guarantees
function, integrity, safety and environment.
Proposal for change Analysis Approval Implementation
In cases where a company intends to make a change that afects Port of Gothenburg facilities, the proposal for
change shall be submitted to the Port of Gothenburg, after which the terms of the procedure are determined.
Where changes concern other tenants, these shall be informed in order for them to give their approval.
1.1.4 Green Card authorisation for work in the Oil Harbour
All occupational categories that carry out work in the Oil Harbour area shall have undergone specifc training
for their category in accordance with the agreement between the Port of Gothenburg and the companies in the
Oil Harbour. Category grouping as in the Green Card schedule. If current rules and regulations are not
followed, authorisation for work in the Oil Harbour is lost.
All personnel serving in the port area shall have a good spoken and written command of Swedish or English, or
have someone immediately accessible that has a good command of Swedish or English. If the Port of Gothenburg
considers that personnel are not qualifed or sufcient in number for the current operation, the Port of
Gothenburg has the right to stop the operation.
1.1.5 Unloading of ships
When ships are unloaded, the receiving depot or refnery is in charge of and responsible for the workplace,
comprising the ships allocated berth and the pipeline used up to the receivers depot or refnery area, from
the time the workplace is set up until the time the workplace is discontinued. Te workplace is considered to
be set up when the completed Ship/Shore Safety Checklist has been signed by the ships master and the
representative of the depot or refnery. Te workplace is considered to be discontinued when the ships master
and the representative of the depot or refnery, by signing the checklist in the intended place, have declared
that the unloading has been concluded in the stipulated manner.
1.1.6 Loading of ships
When ships are loaded, the supplying depot or refnery is in charge of and responsible for the workplace,
comprising the ships allocated berth and the pipeline used from the supplying depot or refnery.
1.1.7 Ships with agreements concerning to so-called key discharging
Depot supervisors and vessels that conform to safety and training requirements for crew approved by the
Port of Gothenburg under agreements have responsibility for coordination. In these cases responsibility lies
with the ships master for operations on the quay. Both the holder of quay equipment for key discharging
and vessels that use the equipment are obliged to notify key users immediately of any changes in equipment
or handling of equipment.

1.1.8 Pumping between companies
When pumping between companies, the receiving company is in charge of and responsible for the workplace,
including the pipeline used. Companies that pump between their own depots are in charge of and responsible
for the workplace, including the pipeline used.
1.1.9 Other work
For work outside the tenancy and leasehold areas in the Oil Harbour, the customer ordering the work is in
charge of and responsible for the workplace. Te workplace is set up when the completed work permit has been
signed by the port ofcer. Te workplace is discontinued when the Oil Harbour port ofcer has inspected
the workplace and signed the permit.
1.2 Work permit
1.2.1 Work permit in general
Anyone wishing to carry out work at a workplace he is not in charge of shall obtain a permit from whoever is
in charge of the workplace (work permit). Te port ofcer on duty has the right to inspect and suspend work if
necessary, even inside tenancy areas.
1.2.2 Work permits in Port of Gothenburg areas
Anyone wishing to carry out work on equipment situated on Port of Gothenburg land, quay and water areas in
the Oil Harbour, i.e. outside the tenancy and leasehold areas, shall report this to the Oil Harbour in the Port
of Gothenburg. See appendix B 2.1.
1.2.3 Hot work
Apart from a work permit, a special permit (so-called hot work permit) is required for work with naked fame,
heating, hot surfaces, spark forming tools or electrical equipment that is not approved for use where fammable
gases can occur. Hot work permits for Port of Gothenburg equipment and areas may be issued by the Fire
Engineer, Senior Operation Manager or Vice President Operations. Port ofcers also have authority not to
allow or with immediate efect to suspend work if instructions given are not followed or if there is a risk of
incidents or accidents. See Appendix B 1.2.
Responsibility for permits for hot work rests with those that conduct the activities requiring a permit in each
area. In addition, there is a responsibility to consult the Rescue Services and/or the Port of Gothenburg Fire
Engineer if necessary.
Applications for temporary hot work permits in the Oil Harbour shall be submitted to the Oil Harbour in the
Port of Gothenburg before the planned commencement of work.
1.2.4 Coordination permit (for hot work)
In SRV:FS 2004:7 9 it is laid down that in areas where several operators handle fammable gases and liquids,
one of them has the responsibility of coordinating protective work. In the Oil Harbour in the Port of
Gothenburg, Port of Gothenburg AB has this coordination responsibility. Te permit issuer for each activity
has responsibility for hot work and planned gas emissions being reported for coordination. Applications for
coordination permits are made via the ports home page www.portgot.se where supplementary information can
also be found. See appendix B 1.3.
1.3 Personal protective equipment
1.3.1 Regulations and area of application
Te following applies to all persons working or otherwise present in the entire Oil Harbour area:
safety helmet shall be worn.
goggles or visor shall always be readily accessible and shall always be worn in hazardous environments.
coveralls and protective shoes shall be worn.
If any of the above is lacking, the port ofcer on duty has the right to suspend work until correction is made.

1.3.2 Helmet colours
Jetty operator and pipeline operator shall wear orange helmets.
Applicable to the Port of Gothenburg and as a recommendation to other companies:

others wear white helmets.
1.3.3 Life jackets
Life jackets shall be used for work at all quays and piers or where there is a risk of falling in the water. Tis
applies to the whole Oil Harbour area. In the absence of a life jacket, the port ofcer on duty has the right to
interrupt work until correction is made. For welding the life jacket should not be worn, but be within reach.
1.3.4 Other protective equipment
When handling oil, gas or chemicals that require further personal protective equipment than what is
mentioned in 1.3.1, the company in charge of the workplace shall use or have available protective equipment to
the extent directed by authorities or as recommended in product sheet/MSDS.
1.4 Cooperation Committee for the Oil Harbour in the
Port of Gothenburg
All tenants and leaseholders in the Oil Harbour shall participate in the Cooperation Committee for the Oil
Harbour in the Port of Gothenburg. Te Cooperation Committee discusses and decides on mutual issues
concerning the environment, working environment and safety, as well as other mutual issues.
Te cooperation committee also includes representatives for Statoil and the refnery companies in Gothenburg
and representatives for the Swedish Petroleum Institute, the County Administration and the Greater
Gothenburg Rescue Services. Te Port of Gothenburg holds the chairmanship.

INSTRUCTIONS
1-7. Applications
Those authorized to take out permits are persons with the required competence and Green Card
training at Port of Gothenburg Oil Harbours. Applications to be submitted to the permit issuer
24 hours before the intended start of work.
For hot work in PGABs Oil Harbour coordination responsibility area, work permits are always to be
applied for at the PGAB Port Office.
N.B. Work permits in writing are to be accessible at the workplace. If there is more than 1 contractor
at the workplace, all permits are to be posted at the place. When work for the day is finished the permit
is to be handed in to the PGAB Harbour Office.
8. Temporary hot work permit
Applications for temporary hot work permits are made to the fire engineer at the PGAB Oil Harbour.
9. Work conditions
Permit applicants for the work fill in proposed work conditions on application. The permit issuer may
prescribe further conditions.
10. Neighbouring depots/vessels/equipment
In connection with permit issuance, the PGAB Oil Harbour states which depots lying within 25 m of
the workplace must be informed and approve the hot work.
11. Safety information & permit
Responsibility in addition to work conditions rests with contractors (not employed by PGAB)
signing in this box to ensure that working methods and equipment satisfy laws, rules and statutes.
The person in charge of an established workplace is responsible for laws, statutes, other conditions
set by authorities and the conditions of the work permit being observed. Note that a person in charge
of coordination is to be appointed when more than one company carries out work at an established
workplace, in accordance with the Working Environment Act (SFS 1977:1160). In such case this person
signs the work permit.
12. Period of validity
The work permit may be extended for a maximum of 5 work periods, provided that stated conditions
also apply for the extension period. In other cases a new work permit must be applied for.
13. Completed job
In connection with the discontinuation of the workplace, the PGAB Oil Harbour is to be notified.
Coordination responsibility remains with the permit holder until the workplace has been wound
up by the PGAB Port Office.

Safety regulations
1. The issuer of a permit is responsible for the hot work being conducted in accordance with prevailing regulations. (That there is internal
coordination of the work at the company, that a sufcient risk assessment has been made, that handling of ammable goods is done in
accordance with prevailing conditions and restrictions for the work, that relevant changes in operations are communicated to contractors
concerned etc). The issuer of the permit is also responsible for the hot work being reported to Port of Gothenburg AB on a daily basis via
a web form at www.portgot.se.

2. The operator is responsible for the work being carried out in accordance with prevailing regulations. (That the right equipment is in place,
that the instructions in the permit are followed, that the personnel have the right training etc). The operator is also responsible for gas
measurement being done by a person with the required competence. Required competence varies according to the workplace and work
in question. In doubtful cases the issuer and/or an expert shall take part in the assessment. A hot work permit and coordination permit
shall be accessible at the workplace.
3. The person in charge of coordination is responsible for checking that the work can be conducted with regard to other activities in the
port area, with the exception of the issuing companys own activities.
4. Hot work is all work with an open ame, spark forming and heat generating tools that can produce a spark or heat sufcient to ignite
well-carburetted ignitable gas. Examples of hot work in the oil harbour are: heat pistols, welding equipment, cutting machines, battery-
operated screwdrivers. Electrical equipment that is not of ex-classed type, mobile phones, cameras, video equipment and measuring
equipment operated by battery. Work with excavators, sky-lifts and the like. Car trafc in ex-classed zones. Non- ex-classed pumps
and fans. Pneumatic equipment does not usually require a hot work permit (provided there is no risk of mechanical sparks during the
work itself).
5. Before work is started:
a) All easily combustible material within 15 metres of the workplace is removed. If the weather is dry the ground is to be watered.
Oil spill on the ground to be cleaned up.
b) Manholes within 15 metres of the workplace are sealed.
c) For indoor work, re cell limits to be reviewed and if necessary sealed.
d) For work where there is a risk of accumulation of ammable gases, the ventilation is to be adapted to eliminate this risk. Observe
that explosion protected ventilation equipment may be required in certain cases.
6. The workplaces extinguishing equipment is to be kept easily accessible. All personnel shall be able to handle it correctly.
7. Gas cylinders are marked with a clearly visible sign in accordance with the current standard. Gas-welding equipment shall be tted with
backre protection, check valves, xed shut-off key and protective glove. After completed work and at the end of the working day, the
equipment is put in the place assigned.
8. For work where construction may lead heat to combustible material (roong, welding on a girder in a wall etc) a regular check is made
that there is no incipient smouldering or risk of ignition. Checks shall also be made on interruption for breaks or in connection with
completion of work. Further checks are to be made at least one hour after work is completed.
9. Certain parts of the oil harbour area may be contaminated by previous spill. If leakage oozes out in connection with digging, for example,
the work shall immediately be suspended until the leakage has been ascertained to be harmless with regard to re and explosion.
10. Electric cables and control devices for welding equipment and lighting etc shall be whole and well protected from mechanical damage.
Connected electrical equipment may not be left unattended at the workplace. The welding equipments return circuit is to be placed as
close to the welding place as possible.
11. Non-ATEX-classed mobile phones are prohibited in certain zones.
12. Smoking is generally prohibited in the oil harbour area (there are, however, exceptions in specially appointed places).
13. For work where gas measurement is required, this shall be documented in writing.

2. Use and inspection of insulation anges
2.1 General conditions
Insulating fanges shall be used where fammable goods are handled between ship and shore. Electrically
non-conductive hoses may be used as an alternative to an insulating fange. Te same rules apply for insulation
measurement and intervals as for insulating fanges. Non-conductive hoses shall be clearly marked with details
of such so as not to be confused with conductive hoses. Gas return hoses shall be conductive.
2.2 Function check
Te insulation resistance shall be checked regularly or at least twice per year and recorded.
Te lowest permitted insulation resistance is 1,000 ohms. Te measuring voltage should exceed 100 volts. If
the resistance is lower, the hose or loading arm may not be connected.
When measuring the insulation resistance of a horizontally placed insulating fange in the ballast pipe, this
shall frst be drained and any water dried out. Such measurement shall be made before a ballast pipe with a
horizontally placed insulating fange is put to use.
Poor or absent insulation capacity of an insulating fange shall immediately be reported to the person responsible
at the terminal in the case of equipment belonging to individual depots or companies in the Oil Harbour, or to
the port ofcer responsible if the equipment belongs to the Oil Harbour in the Port of Gothenburg. After notice
has been given of faulty equipment, the companies shall promptly attend to the faults in question.

3. General arrangements for quays
3.1 General conditions
See the Port of Gothenburg home page for detailed mooring recommendations, maximum dimensions for
vessels at each quay and other restrictions concerning berths in the Oil Harbour. Tese documents have the
same validity as these operating regulations and are on a par with these operating regulations.
