Introduction
1. The United States of America acting through the Millennium Challenge Corporation
(MCC) and the Government of the Republic of Indonesia (the Government) have entered
into a US$600,000,000 Compact for Millennium Challenge Account assistance to help
facilitate poverty reduction through economic growth in Indonesia through three projects:
the Green Prosperity (GP) Project; the Community-Based Nutrition to Reduce Stunting
Project; and the Procurement Modernization (PM) Project. The Government of
Indonesia, acting through the Millennium Challenge Account Indonesia (MCA-Indonesia)
intends to apply a portion of MCC funding to eligible payments under a contract for
which this Request for Qualifications is issued. Any payments made under the proposed
contract will be subject, in all respects, to the terms and conditions of the Compact and
related documents, including restrictions on the use and distribution of MCC funding. No
party other than the Government and MCA-Indonesia shall derive any rights from the
Compact or have any claim to the proceeds of MCC funding.

2. This Request for qualifications follows the General Procurement Notice that appeared in
dgMarket and UNDB onl i ne on November 29, 2013, on the MCA Entity website
http://mca-indonesia.go.id/pengadaan/pengumuman-pengadaan/general-procurement-notice-
period-november-2013-may-2014/ on November 26, 2013, and local newspaper Kompass on
November 30, 2013.

Background of the Assignment


3. The GP Project is a five year, $332 million program that aims to promote environmentally
sustainable, low carbon economic growth as set forth in the Governments medium- to long-term
development plans (RPJP and RPJM), the National Greenhouse Gas Emission Reduction Action
Plan (RAN-GRK), and Regional Spatial Plans (RTRW). The GP Project will provide a

combination of technical and financial assistance to support rural economic development that
raises real incomes of Indonesians in a manner that reduces reliance on fossil fuels, improves
land management practices, protects natural capital, and complements efforts to reduce emissions
from deforestation and environmental degradation. The GP Project will involve local
communities and local and regional governments in these activities to improve the
implementation of government policies and regulations that support low carbon development, as
well as build capacity of local communities in natural resource and environmental management.

Objectives of the Assignment

4. MCA-Indonesia requires the involvement of individual consultants at the region to develop
relationship with the government agencies, potential project sponsors and other stakeholders, to
accelerate the identification and preparation of potential projects in the districts. Roles of the
individual consultants are vital specifically during the preparation period prior to the
establishment of various GP facilities such as; financing, project implementation, grant,
Technical Assistance and Project Management Consultant. The consultants who are selected as
GP Relationship Managers at the National, Province and District level are deemed to have met
the requirements specified herein above, and are able to perform tasks specified by the MCA-
Indonesia.

5. The details of tasks are described in the Terms of Reference (TOR)

Key Qualifications for GIS Specialist

6. The interested Individual Consultants will be evaluated based on the following
qualification:

A. Mandatory Requirements
a) Bachelor degree with major in any of the following fields: Environment, Geomatic or
Geodetic Engineering, Geography, Forestry, Agricultural, Natural Resource
Management, Forestry, or other relevant background with at least 5 years in maintaining
and running desktop scale GIS.
b) Consultant should have at least 7 years of professional working experience in the work
on GIS and are able to demonstrate skills and knowledge to perform this assignment
professionally; Experience working with the local governments at least 3 years where the
consultant will be assigned and is able to work in collaboration with all stakeholders in
the national, provincial and district level.
c) Candidates are able to communicate fluently in Bahasa Indonesia and English experience
in working for projects on Renewable Energy or Natural Resource Management
(Agricultural, Forestry, Fisheries or Environment), especially in projects related to the
reduction of carbon emissions.
d) Experience in working for projects funded by International Donor Agency or private
sector or Government, in the area of Spatial Planning, Spatial Data Infrastructure,
Community Development, Local Economic Development or Program Nasional
Pemberdayaan Masyarakat (PNPM) project, and poverty reduction program.
e) Has over 4 continuous years of experience in using ESRI ArcGIS.

B. Desirable Requirements

a) Master degree in any of the following major: Environment, Engineering, Geography,
Forestry, Agricultural, Natural Resource Management, Forestry, or other relevant
background.
b) Computer literate
c) Has enough knowledge on where to find relevant GIS dataset as well as sources for
medium and/or high resolution satellite image
d) Understand and able to manage simple relational database (such as MS Access)
e) Experience in land cover mapping from designing field survey, executing and creating the
final GIS database and map(s).
f) Able to work under pressure.
g) Background in participatory mapping and/or community development work would be an
advantage. Ability to process and to work on aerial photography is an advantage.
Understand UAV / Drone for low altitude aerial photography is an advantage.
h) Experience in Geodetic GPS survey.

Deliverables
a) The Consultant shall submit an inception report in the first month and a Monthly Report
in the following months that includes the accomplishments of the Consultant for the
reporting period including time sheets, minutes of meetings where the consultants have
participated, all activities related to Green Prosperity that he/she contributes or
participates and other relevant activities and event.
b) At the end of the assignment, the Consultant shall submit a Final Report that include the
accomplishments of the Consultant for the period of the assignment, including
constraints, experienced and any recommendation for improvement.
c) Report shall be submitted two copies of Monthly Report in both electronically and hard
copy no later than ten (15) calendar days after the end of the reporting period.

Duration and Place of Performance

7. The Consultant is expected to work full time for a period of twelve consecutive months
(annual contract) with a possibility of extension subjected on the consultants
performance and the need of MCA-Indonesia. Consultant will be based in MCA-
Indonesia Office in Jakarta.

8. MCA-Indonesia hereby invites interested Individual Consultants to submit their
Application as per instruction herein below (Section 12).

9. Interested Individual Consultants shall submit the following (in English only):

(i) Curriculum Vitae (CV), using the CV template provided by MCA-Indonesia,
detailing the consultants professional qualifications, areas of expertise, and experience
carrying out similar assignments.

(ii) Professional references (at least three (3) referees) with contact details, including a
valid email address.

Proof of all professional qualifications and work experience indicated in the CV may be

requested to the selected consultant.

Submission Date and Time


10. Interested Consultants shall submit their CVs as per instruction on Section 9 above to the address below
on or before May 23, 2014, 10:00 a.m., Jakarta local time. Applications received after this date and time
shall not be considered.

Selection Process

12. An Individual Consultant will be selected following the Individual Consultant
Procedures as defined in the MCC Program Procurement Guidelines (available at the
following Website: http://www.mcc.gov/pages/business/guidelines)

13. Individual Consultants CVs and related documents will be evaluated to determine if they
meet the qualifications requirements stipulated in Section 6 (above). The education,
adequacy for the assignment and language requirements will be evaluated. A Consultant
shall be rejected if he/she fails to satisfy any of the mandatory requirements.

14. After the Evaluation of Qualifications, the Consultant that satisfies the mandatory
requirements and is deemed most qualified will be interviewed in person or by telephone in
order to confirm qualifications. References will also be checked. If the verification process
supports the initial findings, the Consultant will be requested to submit a financial proposal
and may be invited to negotiate the contract. Should negotiations fail with the most
qualified Consultant, the MCA-Indonesia may at is discretion proceeded to verify the
qualifications of the next highest ranked Consultant.

15. Final selection will be subject to reasonableness analysis of the proposed fee. If verification is
not satisfactory and the proposed fee is not reasonable, negotiations may be terminated.

16. MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and
may cancel the selection process at any time without providing any justification to the
Consultants.

Bid Challenges

17. MCA-Indonesia shall entertain a bid challenge from any contractor, supplier, or consultant
that claims to have suffered or that may suffer loss or injury due to a breach of a duty
by MCA- Indonesia in the conduct of this procurement. The Bid Challenge System can be
