controlofourschools.IwouldthenseethatwearetrulyCEO's.Weshouldthenbepaidandhavea
trueevaluationsysteminplaceaswewouldbeincontrolandaccountable.
LISTENtowhatisgoingonintheschools.Lettheschoolsdowhatisworking,donotmicromanageus.
Everyoneistheschoolisdoingthebesttheycantosupportstudentachievement,butitisouroffear.It
shouldbeoutofloveandpositivemotivation.Somanyrumorscirculateamongstteachersthatare
questionable.Dosomethingaboutit.Assurethemthattheprocesswillbefair.Trustneedstobe
built...rightnowitisbeingdestroyed.Andexpectationofprincipalstodistractnegativityandfix
everything...wecan't!
Iwouldrecommendarevampoftheimplementationplanthattookintoconsiderationarepresentative
sampleofschoollevelpersonnel,notfocusgroups,andusedanopenandcollaborativeprocessinits
development.ThenIwouldcommunicateandtrain,communicateandtrain,communicateandtrain
beforeimplementing.Iwouldremovetheissueofpayfromteacherandadministratorevaluationsand
focusonprofessionalismandcontinuousimprovementtobuildcommitmentandnotmandate
compliance.
Slowdownontherollingoutofinitiatives.Toomanyallatonce.Iwouldsuggesttoimprovenotonly
moralefortheteachersbutfortheadministratorstooistoprovidemoreresourcestotheschools

workload.NooneinDOEupperadministrationislisteningtothefield.Idon'tfeelsupported.Welivein
aclimateoffearofretaliationmorethaneverbefore.

lowmoraleinallemployeesandcreatingaclimateoffearandintimidationthatwillharmthesystemfor
herstocomeifitisnotchangedsoon.Organizethecomplexesintoregionaldistrictsandgivethe
principalscontrolof90%ofthefunding.Requirethemtoorganizeandselecttheirregionalleadership
anddeveloptheirsystemsofimprovementwithaframeworkofexpectationsthataretrulyeducational

TRUTHFULmaymeanthatthereisnotacompletedratingbecausetherejustwasnotenoughtimefor
withertheteacherorthePrincipaltocompletetherequirementsbuttheinformationisaccurateand
truthful.HowdoweknowwehaveGOODDataorBADData.Howdowegetatruepictureofwhatit
takestocompletetheEESsystemifweareallnottruthful.Inaddition,themisconceptionisthatALLof
theseelementsofEEScanbedone.That'sbadifwearenotactingwithintegrityinordertocomply.

schoolsuccessfully.Theremustalsobeincentivetohaveeducatorstoentertheadminfieldoratthe

yearsintheDOE,heardsomanypeopletalkingaboutretiringorchangingcareers.Ithasbeentoo
much,toofastandwearefeelingoverwhelmedandunder-appreciated.
Theinitiativesareexcellent,thetimeframecausedimplementationtobeaninchdeep.
TheStriveHighregulationshavesomanycontradictoryregs.likestandards-basededusingbellcurve
forcefitdiscriminatoryguidelines.Unlessthosewhotrulyunderstandpsychometricscanclean-upthe
misinterpretations,ourleaderswillcontinuetomisdirectourteachers,staff,andcommunity.
Tobehonest...everyonewhocanretirewillbecauseexpectationsarebecomingunreasonable.
Everyoneistiredandwearenotbeingrespectedforallthetimeandeffortthatisexpended.
IgenerallydonothaveissueswiththestateinitiativesinandofthemselvesbutIdohavemajor
concernswiththemannerinwhichtheywereimplemented,thatistosaywithapoorlycommunicated,
inconsistentandincoherentimplementationplanthatdidnotconsiderreasonabletimelinesortraining
anddidnotallowforinputfromthefield.Thestatehascreatedatopdownsystemthatmandates
complianceandnotcommitmentandholdsteacherandprincipalevaluationandpayoverourheads.

ScalebackontheEES-1observationforteachersperformingsatisfactorily;2timesforprobationary
andmarginalteachers.OneSLO.Thenumerousmeetingsarechallengingtoscheduleandotherthings
aretakingabackseat.
Therearetoomanydisconnectedinitiativesbeingimplementedatonce,thenleavingittotheschoolsto
figureitout.Allofthiscoordinationattheschoollevel,then,takestimeawayfromotherimportant
efforts.Itseemsthattheimplementationplanlackstheinputofexperiencedschoolleveladministrators
becauseofthechaoticnatureoftherollout.Principalsshouldhavebeenanintegralpartoftheinitial
plan.Now,asanafterthought,wearetaskedwithbeingaccountabletocleanitup.
EESisabsolutelydetrimentaltohighperformingschools,sinceitconsumesthetime,energyand
resourcesthatthoseschoolsusedtobecomehighperforminginthefirstplace.
CASsupportisthere,butcancelledquarterlyvisits,orjustphoneconferenceandfeelCAS"inflates"
successatschoolswhenpresentingtostatelevel.
SRSisawastedposition.Clerkcoulddosame.Lotsofinformationfromstatetodistrictbutnotshared
toschoolsorsharedpiecemealthroughRT'stoschoolcoaches,bypassingadmin.
Wegivefeedbackbutdonotknowwhathappenswiththatfeedback,essentiallynofeedbacktoour
feedback.
Toomanyrumors,notgoodforourprofession.
Schoollevelleadersbeingmoved,sofearofwhoisnexttobemoved.
Iwanttodowellinmyjobbutwe'vehadsomanyunknownswithEESandlefttofigurethingsoutat
schoollevel.Schoollevelunit5membershavesteppeduptoassist(coaches)whentheyshouldnot
haveto.Again,toomanyrumorsabouthowEEShasrolledoutatdifferentdistricts,complexes,and
schoolswhichhastriggeredmorerumorsandfrustrationformetohearsomeofmycolleaguesarenot
completingSLO'sordoinganyobservations,leavingitalltoVP'setc.Rumorsnotgood.
Weneedtorestorehumanetreatmentofprincipalsandteachers.Toomuch,toofast,tooperfunctory,
toodemandingisjusttooinhumane.Ialwaysaimtoperformatthehighestlevelpossible;Istrivetodo
alaudablejobinallmyresponsibilities.Myschoolwasnotpartofthemulti-yearpilot,soEEScamein
onefellswoopforme.InadditionaltothatwereTitleIrequirements.Ithasbeenathoroughly
punishingyearforme--notanoverstatement.
Therateandscopeofchange,withoutsufficienttrainingandadequatesupport,isunrealistic.
Iplantoleavethiscareeranddosomethingbetter.
Ihaveaverydedicatedhardworking,willingtolearnnewthingsfaculty.RTTTmandatesandEESare
breakingtheirbacks.Ihaveneverseenthemgetsosicksooften.Thesameistrueofme.
WouldliketobepartofamorecoordinatedandunifiedUnit6efforttostandupagainstthe"cultureof
mistrustandfear"thatthecurrentHIDOEleadershiphascreated.
Oneimportantpurposeofanevaluationistocorrectandiffinallynecessary,releasetheindividualfrom
thejob.Thatisverydifferentfromhelpingteachersincrementallyimprove.Theresearchsaysthatthe
teacherimprovesincrementallymostefficientlyfromshortandoftenfeedback,notanextended
observationwithpreandpostconferences.Thereareteacherswhoarebetteroffseekinganother
professionbutthisyear.TheCDrubricdoesn'thavetobeusedinthewayitisbeingdemanded.
Teacherevaluationprocessmakesitproblematictoremovepoorlyperformingteachers-only2formal
observationsand2SLOswillnotprovidequalityinformationaboutpoorteachingpractices.The

withoutaVParestruggling.

whileitisnotourgoalto"remove"teachers,itshouldbeanoptionwhenteachersareineffectiveanddo
notdemonstratethedesireorefforttoimprove.TheEESsystemmakesnearlyimpossibletoremove
ineffectiveteachers.MuchmoredifficultthanPEPT,andtherewereconcernswiththisissueevenwith
PEP-T.
Itisdifficultforateachertoreceive"unsatisfactory"or"marginal"overallwhenthereareschoolwide
measurestakenintoconsiderationthatdoesnotdirectlytieintotheirperformance.thetripodsurvey's
validityisquestionableforlowerelteachersandthisisalsoapartoftheirmeasure.
BeforeEES,Ididn'thaveenoughtimetoattendtoeveryfacetofbeingaschoolleader.NowwithEES,
it'sharderformetoprovideatleastthesameorpreferably,better,levelofleadershipandmanagement
formyschool.
I'vebeenaroundformanyyears.ThisisthemoststressfulyearI'veeverhad.TheSTATEdoeis
runningaroundlikeachickenwithit'sheadcutoff,anditstillthinksitknowswhatitisdoing.Igive
credittothedistrict-levelpeople-theyarecaughtinthemiddleandarestillworkinghardtosupportus.
Systemwillcontinuetodevastatewhatisleftofmoraleandstiflethevoicesofstudents
EESforteachersisnotsuitableforteacherevaluation.Itisdesignedforindepthcoachingand
requiresexorbitantamountoftimeforadministrators
Ihaveworkedmoreweekendsthispastyearthanmyfivepreviousyearscombined.Theworkloadis
impossible.
TherolloutofEEShascausedgreatconcernforourschool.Teachermoraleisdown.Theamountof
thingsthatneedtobecompletedtakestoolong.Thisdoesnotallowadministrativetoleadtheirschools
astheyareonlytryingtobeincompliance.
ManydedicatedteachersarevoicingtheirhighlevelifstressbecauseifEESandarelookingforother
employmentopportunities.
Toomanyseasonedprincipalsareleavingschoolsbecauseofunrealisticexpectations,11-12hour
days,inadditiontoworkingeveningsforschoolfunctions.

IworryabouttheDOE'sdecision-making,theabsenceofcollaborativeleadershipandthenegative
impactonPublicEducationinHawaii.
MyhealthisgoingdownhillI'mworriedthatthisjobcouldcausemajorhealthproblemsifreliefisn't
providedsoon.
WhenIlookattheamountofadditionalworkrequiredofteachersandadministrators,thelackofeffect
systemsofsupportandthedeadlinesforcompliance,IthinktheDOEisbeingadministeredbystaffthat
don'thaveexperienceorunderstandwhatittakestoworkattheschoolleveland/ordon'tfollowthe
Plan-Do-Check-Actcycleforimplementingchange.
Superintendentanddeputysuperintendentneedstoexperienceandunderstandwhattheschoolsare
goingthrough.
Ihave29plusyearsw/theDOE,18asanadministrator.Iamdedicatedandhardworkingmy
evaluationshavealwaysbeen4'sor5's.Iintendedtocontinuetoworkafewmoreyears,butbecause
ofEES,Iwillretirethisyear,enough!!!
Ihaveneverfeltsofarremovedfromschoolactivities.Myteacherscomment,'Weneverseeyou
anymore."
ThevariouscomponentsoftheEESareokay,buttheDOE/staterolleditouttooquicklyandwithlittleto
noexplanationtoadministrationorteachersonhowtheywork.Theygaveeverybodyacopyofthe
EESbookletanditonlyconfusedthesituationmoreaseachrolegroupinterpreteditdifferently.Too
manyintricateandcomponentsthatneededtobeclearedup,buttherewasnobodywhocouldexplainit
well.Dateentryrequirementsisstillanightmaretodoanddeterminingwhatneedstobesubmitted.
Timelinetoaccomplishallthisisunrealistictoo.Ifyouarethesoleadministratorwithafairlylargestaff
itmakesdoingallthisinatimelymatternearlyimpossible.Ittakesbetween5to7hoursperteacherto
dothiswellandtheDOEexpectsthistobedone2ormoretimesperyear.Formyschoolthattranslate
intospendingnearly50eighthourdaysjusttoaccomplishthis.That'soveronequarteroftheschool
year.Thehigherupsforgetthatschoolleveladministratorhavemanyothertask,duties,and
obligationsthatmustbedonedailyotherwisewemightgetinthenews.
Themotivationtogetothercorecontentteacherstofullyengageinschoolimprovementistolink
studenttestscoresinSSandSciencetoMSGPscoresoftheirown...don'tlimitonlytoELAandmath
teachers.
ThePrincipalisexpectedtodotoomuchintooshortoftimewithminimalornosupportandresources.
Fasteractiononfacultythatareplacedonleave.
