New measures to safeguard seafarers from abandonment ave earned praises
from InterManager, saying suc regulations will furter upold teir welfare!

amendments to te Maritime (abour "onvention 200) indicate tat te
international community regards seafarers as te *eart and soul* of te global
maritime industry!
+e stressed tat altoug te number of abandoned seafarers are small
compared to te si%e of te international fleet, te amendments only prove tat
te maritime industry is more tan willing to provide more assistance to tem!
,e new measures were adopted during a recent meeting of te International
(abour of -rganisation in .eneva!
,e amendments will ensure tat seafarers will receive proper compensation in
te event of teir abandonment! ,ey will also be able to avail temselves of
contractual claims for deat and personal in/ury!
-nce approved, I(- member'states are required to ensure tat sips sailing
under teir flags ave a financial security system to assist seafarers applying for
long'term disability, deat and abandonment benefits!

,e --0 was alone on te bridge of a 4,000'tonne cargo sip as it proceeded
on autopilot under calm seas following te voyage plan entered in an 1"2I$! +e
wor&ed on paperwor& for a fortcoming vessel audit! ,e voyage plan ad been
input to te 1"2I$ by te cief officer and amended te previous evening to
sorten te route! At 1330, course was altered to follow te plan! Minutes later,
te master, wo was in is cabin, felt a cange in te vessel4s vibrations! +e
instructed te --0 to cec& te water dept! ,e --0 loo&ed at te 1"2I$
display and reported tat tere was no cause for concern! ,e vibrations
increased and te vessel quic&ly lost speed! ,e --0, realising tat someting
was wrong, put te propeller pitc to %ero! +e ten canged te 1"2I$ display to
a 1530000 scale and saw from te carted dept of water tat te vessel was
aground! ,is was confirmed after switcing on te eco sounder! ,e master,
arriving on te bridge wit te "-, put te propeller pitc to full astern! ,e
vessel refloated witout difficulty witout any damage! No action was ta&en to
save te 627 data! ,e amended voyage plan ad ta&en te vessel across a
carted area of sallow water! ,e vessel4s officers ad not been trained in te
use of 1"2I$ and no procedures on its use were included in te $M$!

cannot be met wen e is distracted by secondary duties!
0en using 1"2I$, --0s still need to &eep teir wits about tem, identifying
navigational mar&s and cross'cec&ing a vessel4s position by different means!
,e use of 1"2I$ does not diminis te importance of &eeping a good loo&out!
,e principles and requirements of passage planning on 1"2I$ are no different
tan wen using a paper cart, and a master4s responsibility to cross'cec& te
wor& of is officers still remains!
