UM in Perspective
History and Background

University of Malaya, or UM, Malaysias oldest university, is situated on a 900 acre campus in the southwest of Kuala Lumpur, the capital of Malaysia. The varsity is proud to claim the title of the countrys premier university and the origins of the university can be traced back to 1905 with the founding of King Edward VII College of Medicine and its subsequent merger in 1949 with Raffles College (founded 1929) in Singapore to form the national university of the Federation of Malaya under the name of University of Malaya. In 1954, the government put forward a proposal that the University of Malaya should rightly have two branches, one in Singapore and another in Kuala Lumpur. Academy of Islamic Studies

The Academy of Islamic Studies, University of Malaya, as it exists today is the result of a merger between the Department of Islamic Studies and the Academy of Islam. Prior to this merging, both were independent institutions within the University of Malaya. The Department of Islamic Studies was formed in 1959 as a result of a formal relationship between the then Islamic College of Malaya and the University of Malaya. Since then the Council for Islamic Colleges functioned as the executive controller to the Department, whilst the Senate of the University of Malaya monitors all academic matters. When the Council of Islamic Colleges was dissolved in 1970, the Department of Islamic Studies was placed under the purview of the Council and Senate of the University of Malaya. From that point until the time of its merger with the Academy of Islamic Studies in April 1996, this Department was a department under the Faculty of Arts and Social Sciences, University of Malaya. The Academy of Islam was formed in 1981 as a result of the taking over of the Kelantan Foundation for Higher Islamic Studies which was established in 1965. The Academy consisted of two faculties; namely the Faculty of Syariah and the Faculty of Usuluddin; one degree programme; the Bachelors in Islamic Education Degree and one matriculation programme, the Pre-Academy of Islam. In 1996, the Academy continued to grow with the formation of nine Departments which were divided into four divisions, which are the Division of Shariah Studies that is made up of the Department of Fiqh and Usul, the Department of Siasah Syariyyah, the Department of Shariah and Economics, the Department of Shariah and Management, and the Department of Shariah and Law. The Division of Theological Studies, on the other hand, comprised the Department of Aqidah and Islamic Thought, the Department of Missionary and Human Development, the Department of Al-Quran and Al-Hadith, and the Department of Islamic History and Civilization. The Division of Joined Studies conducted the Islamic Education and Islamic Studies programmes, in other words, continuing the joined studies programme with the Faculty of Arts and Social Sciences. The PreAcademy Programme meanwhile, also continued to be carried out at the Nilam Puri branch campus in Kelantan.

Cultural Centre
The Cultural Centre has been an integral part of University of Malaya since its establishment in 1974. Initially the centre provided and managed cultural based co-curriculum activities for students and staff alike. It was a meeting place of professionals, artistes, traditional masters, art critics and students. Holding true to national aspirations the centre worked towards promoting traditional cultural forms and activities in view of contemporary development and trends. Independently or in cooperation with local, national and international institutions and organizations, the centre organized regular drama, music and dance performances on and off campus. The centre also holds visual arts exhibitions and seminars on arts and culture. Tours and participations in international cultural festivals are annual events. As such, for the last three decades, University of Malaya students who joined the centres cultural troupes have toured many countries in Europe, the Middle East, Latin America, East and Southeast Asia. 1997 marked a new era and new challenges. The Cultural Centre was made a fully fledged academic centre while retaining its role as cultural event managers for the university. The year witnessed the centre offering degree programmes in Performing Arts to educate, train and nurture future performers, managers, technologists and scholars in the fields of music, drama and dance. Students graduate from this programme with the degree of Bachelor of Performing Arts with Honours. In 2001, the Centre started post-graduate programmes for candidates to pursue master and doctoral degrees in various aspects of performing and visual arts. The post-graduate programmes have recently seen a marked increase in international students intake.

Despite the fact that the faculty is quite young compared to other established schools in the country, nonetheless, it has managed to attract the best achievers from high schools and matriculation centres. This is well reflected by the high entry point requirements needed for candidates to be considered for intake. Some of our students have shown their achievements and competitiveness by winning numerous awards and medals both locally and internationally. The FBE offers postgraduate programmes by research as follows: the Master of Science (Architecture), Master of Science (Building) and Master of Science (Estate Management). The Master of Real Estate and MSc. in Facilities & Maintenance Management programme is offered by coursework. The faculty will offer a new postgraduate programmes by coursework, i.e MSc. in Architectural Studies in the 2012/2013 session. The faculty is a centre of excellence in the development and dissemination of knowledge and professionalism in the fields of the built environment, both nationally and regionally.

Computer Science and Information Technology

The provision of computer facilities and services at the University of Malaya (UM) began in mid-1967, soon after the Computer Centre was officially formed in 1965. This also made the University one of the pioneers in computer usage in Malaysia. In December 1969, the Computer Centre took on an additional role of teaching and research of computer science and information technology. The Computer Centre Board was formed, comprising the Vice Chancellor (as Chairman), the Director of Computer Centre (as Secretary), and a representative from each Faculty, Institute, Centre of the University, and from the University Senate. In 1974, the Diploma in Computer Science postgraduate programme was introduced. The Master of Computer Science (M. Comp. Sc.) and the Doctor of Philosophy (Ph.D.) were two higher degree research programmes approved by the Senate and had been administered by the Computer Centre since 1985. In addition, the Computer Centre offered a 4-year Bachelor of Computer Science programme. The first undergraduate enrolment for 1990/1991 session was 50 students. In April 1993, the University Senate agreed to the formation of the Computer Centre Study Board. The Board proposed the establishment of a faculty to be called the Faculty of Computer Science and Information Technology (FCSIT). The existing Computer Centre was to be annulled and replaced by a Computer Services Division which was placed under the Chancellery. On 22nd of September 1994, the University of Malaya Council agreed to the formation of the Faculty of Computer Science and Information Technology (FCSIT), and the Computer Services Division. A sum of RM 4.2 million was obtained from the Ministry of Education under the 6th Malaysia Plan to put up a new building for the faculty, with the necessary infrastructure for teaching, learning and research. The building was officially declared open by the then Minister of Education, Datuk Seri Najib Tun Abdul Razak on 26th September 1996. To accommodate an increased student population, an additional building was built in 1997-1998 which was officially opened by Dato Dr. Fong Chan Onn, Deputy Minister of Education on 21st September 1998.

Engineering education, at the tertiary level, began in Malaysia in 1956 with the establishment of the Engineering Department at University of Malayas Bukit Timah campus in Singapore. Only a Bachelor degree course in Civil Engineering was offered then. The department was upgraded to the Faculty of Engineering when University of Malaya relocated to its campus in Lembah Pantai in 1958. In the same year, the second bachelor degree course in Mechanical Engineering was introduced A year later, a Bachelor Degree course in Electrical Engineering was added to the number of courses available to undergraduates. In 1970, the Faculty introduced the fourth course, a bachelor degree in Chemical Engineering. Based on these disciplines, four departments were formed in 1974. In the 1996/97 session, the Faculty introduced six other courses namely in Telecommunication Engineering, Environmental Engineering, Materials Engineering, Computer Aided Design and Manufacturing Engineering and Biomedical Engineering. Internationalisation is an important agenda in the Faculty of Engineering and part of the thrust of the National Higher Education Strategic Plan. Beginning with the 2007/08 session, international undergraduate students were also recruited to pursue engineering courses at the Faculty. With the presence of international students, alongside Malaysian students, it is the Facultys aspiration to make students adopt a more global and open-minded approach in order to enhance their overall level of competitiveness. We hope all students will be able to successfully complete their courses and be able to secure successful careers, upon graduation.

Mission

Vision
To be a centre of excellence in learning, research and international reference on Asia and Europe.

47

To spearhead quality academic and research work through smart partnership between Asia and Europe.

Asia-Europe Institute
The Asia-Europe Institute has successfully established itself as one of Southeast Asias leading institutions for social science postgraduate research and teaching. Established under the Asia-Europe Meeting (ASEM) process with a philosophy of enhancing AsiaEurope relations, AEI aims to foster exchange of students and scholars with a view to develop better understanding of the cultures, histories, politics, institutions, economics, business and legal practices of both regions. The origins of the AEI can be traced back to the idea of establishing closer higher education linkages between Asia and Europe under the provisions of the Asia-Europe Meeting (ASEM) initiative in 1996. In 1997, the Government of Malaysia established the Asia-Europe Centre (AEC), the first step of AsiaEurope University cooperation in education designed to support the Fourth Pillar of the ASEM process. Three years after its inception, on 2 January 2000, the AEC was transformed into a full-fledged academic institution. It was renamed Asia-Europe Institute (AEI) and hosted by the University of Malaya, the oldest university in Malaysia. Over the years, the AEI has received staunch support from the Government of Malaysia, working in partnership with other ASEM countries. It reflects Malaysias commitment to internationalizing higher education and advancing the idea of the AEI as an educational infrastructure and knowledge of network for Asia and Europe in the twenty-first century. The AEI aims to be the place where intellectual discourses are held. Key issues on intensifying globalization and regionalization environment, international business, innovation and technologies and inter-regional relations between Asia and Europe are discussed. Further AEI promotes collaborative research with academic as well as government and private sector institutions. Our research pillars and range of international postgraduate courses indicate the breadth and quality of expertise that the AEI can bring to bear. As such, our postgraduate students are central to the realization of a collaborative and innovative education hub for the future.

Mission

The enhancement of postgraduate management to support the University of Malaya in becoming a world renowned institution of choice for postgraduate education.

Institute of Graduate Studies

During his term as Vice-Chancellor of University of Malaya, Royal Professor Ungku Abdul Aziz envisioned a centre for advanced interdisciplinary research that would strengthen and complement graduate studies and research activities in the existing Faculties, Academies and Centres of the University. The idea was that such a centre would be conducive for professors and researchers of different disciplines from the Arts to the Sciences to interact, exchange knowledge and create new understanding with a wider perspective in the postgraduate context. Professor Ungku Azizs vision took form on 16 August 1979 with the establishment of the then Institute of Advanced Studies Institut Pengajian Tinggi; affectionately known as IPT. It was the first such institute in the country. As Malaysias first postgraduate and advanced research institution within a university, IPT sought to fulfil a new concept in higher learning by providing multidisciplinary and interdisciplinary facilities for research and studies. This concept was embodied in the institutes objectives, which also included serving as a centre for project-oriented research relating to national development, to collaborate with other local and international organisations for promoting graduate studies and advanced research, and to offer postgraduate programmes leading to higher degrees. Administered by the Dean, Deputy Dean, Deputy Registrar, Assistant Registrar and Assistant Bursar, the Institute had upon inception, its own core group of academic members. Among the professors were distinguished local and expatriate scholars who were instrumental in founding new research niches and higher degree programmes that exist till today. The IPT office then occupied the building that is now the Faculty of Business and Administration. 1980 saw the first intake of a candidate for Doctor of Philosophy at the Institute. The first intake of 6 candidates for Master of Philosophy was in 1981. The institutes library was established in the same year. The Master of Library and Information Sciences and the Diploma in Strategic Studies each took their first intakes in 1987. 1988 marked a major physical expansion of the institute, with the establishment of its Science Complex. Sprawled on a land area of over four acres, the four-storey complex was designed to create the ambience for various disciplines to work together under one roof. Professor Ungku Aziz is especially proud of the Science Complex architecture as he recalled that the three wings in parallel A, B and C were meant to accommodate the different disciplines of the sciences. The blocks have about 40 laboratory spaces, heavy duty elevators, seminar rooms, an auditorium and other facilities. Block D which stretches perpendicularly across these wings at the front end facing the main road, houses the foyer, offices, library, tea room and lecturers rooms where they can have their own spaces to work in privacy, and at the same time meet up with each other for stimulating discussions and conversations. In line with a transition in the universitys management in 1998 towards a more corporate approach, the Institutes name was changed to Institute of Postgraduate Studies and Research (IPSR) or Institut Pengajian Siswazah dan Penyelidikan (IPSP). The name change was timely. Amidst a rise in the number of universities and university colleges in the mid 1990s in the country, the term Institut Pengajian Tinggi and thus the initials IPT were used by the media to refer to all higher learning institutions. Yet another management change at the turn of the millennium brought forth a proposal for the institute to become a centre for the administration of all postgraduate programmes at the university, while research management is carried out by a separate institute, and the coordination of the Biotechnology, Technology (Environmental Management) and Technology (Material Science) Masters programmes was transferred to the Faculty of Science. The new focus in role led to another adjustment in name, to the Institute of Postgraduate Studies or IPS in short.

50
Embarking on new challenges in the era of globalisation and information technology, IPS promises a more vibrant presence, with its multiple functions in propelling postgraduate activities to greater heights at University of Malaya. As a postgraduate centre, it manages the formalities of postgraduateship at the university, a role that requires working in coherence with all of University of Malayas Faculties, Academies, Centres and other Institutes. The Doctor of Philosophy and Master of Philosophy programmes at IPS have been reinstated to realize the primary cause that the Institute came to be, and to continue the legacy of UMs longest-serving Vice-Chancellor. Thus IPS also manages its own higher degrees, and is opening its doors to new multi and interdisciplinary programmes or programmes not offered by the other faculties. Since 2009, IPS is officially known as Institute of Graduate Studies (IGS) and continues as the main hub of the postgraduate education administration and activities which are the vital features of a research university that University of Malaya is recognized as. Striving for excellence and superiority in advanced education, the Institute of Graduate Studies is in a unique position not only to uphold the premier status of University of Malaya, the grand dame of higher learning institutions in the country; but also to thrust Malaysia internationally as a renowned centre for academic pursuits in the region.

Objectives
 To

increase the efficiency and effectiveness of IGS as a postgraduate management centre To formulate policies, identify and implement best practices pertaining to the management of postgraduate education To enhance the promotion of postgraduate programmes towards achieving the quality objective of the University on postgraduate education To facilitate multidisciplinary programmes in the University of Malaya To organize academic and social activities for postgraduate students To provide additional amenities and services to postgraduate students
