1.1

Scope This document has the aim to define functional requirement to be fulfilled and technical criteria to be adopted for designing and installing carbon dioxide fixed fire-extinguishing systems, designed for total flooding and provided for enclosed space protection. This specification defines minimum requirement and can be applied to carbon dioxide fixed fire-extinguishing systems to be installed on gaseous and liquid hydrocarbons extraction and treatment plants. Carbon dioxide fixed systems is generally enslaved to a fire detection system; statement of the requirement of this one system is beyond the scope of this specification.

FUNCTIONAL NORMATIVE REQUIREMENT

2.1

Definitions Definitions to be applied are those defined by ISO-6183 standard.

2.2

Operative environment Environmental conditions of the installation place, defined by the design specification, shall be considered for defining components requirement of carbon dioxide fire-extinguishing plant.

The classes of fire characterising enclosures to be protected, in accordance with CEN codes, are the following: class A: fire of solid materials class B: fire of flammable liquids class C: fire of flammable gas class E: fire of electrical equipment.

Typology enclosures to be protected with carbon dioxide plants are the following: enclosed areas; normally unmanned areas: personnel shall be into the enclosure only for short period of time for checking, moving and other reasons which however provide a short and deferred stay into it; those identified by the first four items of point C - Special Application Cases in the Table 1 as an integral part of ISO 6183 codes.

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 7 2.3 2.3.1 Functional requirements Main requirements Carbon dioxide fixed system must be designed, made and installed in accordance with ISO-6183 Standard. The choice of enclosure to be protected shall be realised in accordance with criteria given by 12304.FFS.SAF.PRG specification. Requirements of fire detection system to which carbon dioxide is enslaved are listed in Company Specification 20193.VAR.SAF.SDS Selection of sensors and gas and fire detection criteria. Characteristics of main components shall be listed in technical data sheets MOD.SAF.COD.011 relating to carbon dioxide fixed extinguishing systems. 2.3.2 Type of plant Carbon dioxide fixed extinguishing plants is designed to hold overpressures, sized for total flooding of the enclosure to be protected. 2.3.3 Installation Each carbon dioxide fixed extinguishing plants must be dedicated to the protection of only one room; the possibility to use an only plant for protecting adjacent rooms with the same volumetric references will be allowed in order to minimise the fire-extinguishing systems build-up. Besides the provisions of paragraph 15.9 of ISO 6183, relating to the temperature of the room where storage cylinders are installed, the following requirement shall be considered: Storage cylinders of carbon dioxide must be placed as close as possible to the room to be protected and must be adequately weather-proofed or protected from chemical or mechanical damages. Storage cylinders and fittings must be placed in order to facilitate inspection, testing and maintenance.

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 8 2.3.4 Calculation of fire-extinguishing agent quantity The quantity of carbon dioxide to be provided in order to assure total flooding of the protected area, must be calculated according to criteria of paragraph 15.2 of ISO 6183 standard. Calculation of quantity of carbon dioxide to be stored into cylinders defined in paragraph 2.3.10 must be done taking into consideration the following indications: Protected area must be considered completely enclosed or however supplied with devices for apertures and ventilating system shut down and air conditioned pipes sectioning, by fire stop shutters. These devices, controlled by the same detection system which determines the extinguishing system operation, will operate before the extinguisher discharge starting. Sealed enclosures (this property must be stated by manufacturer), are supplied with openings or vents properly sized in order to reduce overpressure caused by extinguisher discharge. Porosity and cracks normally present around doors and windows, even if not evident or easily calculable, already provide enough overpressure decrease. Quantity of total flooding agent normally calculated takes into consideration these small leaks. Quantity of total flooding extinguishing agent, as indicated by normative references, must take into consideration the entire volume of the enclosure itself. Only the volume of solid structural elements, such as foundations, columns, beams, etc. can be taken off. If the protected area is supplied with false floor and/or false ceiling, devices shall be installed in order to deliver carbon dioxide also to this zones, unless the permeability to extinguishing agent is enough to provide a uniform concentration. Quantity of extinguishing agent shall be increased according to ISO 6183, in the following particular events: fire-extinguishing agent is used for shut down devices operating (ventilation, shutters shut out, etc.). eventual openings outwards of the protected enclosure can not be completely shut before the extinguishing agent discharge. air-ventilating systems can not be shut down before the extinguishing agent discharge.

2.3.5

Continuity of protection Designer will evaluate the opportunity for demanding a continuos protection of the enclosed area, eventually by installing an extinguishing agent supply

2.3.6

Extended discharge Carbon dioxide discharge must be made within time between 30 to 60 seconds in accordance with indications of table 2 of ISO 6183. If the fire can involve combustible solids or other special situations described by table 1 of ISO 6183, carbon dioxide discharge will be allowed to be extended according to the provisions of point 15.8 of that standard code.

2.3.7

Distribution system Distribution line, number and characteristic of the discharge nozzles shall meet the requirement of paragraph 16 of ISO 6183. However, the following provisions shall be taken into consideration. Number and layout of the fire-extinguishing agent sprinklers are determined by enclosure size to be protected and must be able to release fire-extinguisher according to the times provided by normative requirement. Piping connecting cylinders and sprinklers must be sized in order to hold the flow provided during discharge , while maintaining the provided pressures. This connecting system must be made by steel; no plastic or combustible materials are allowed. If threaded joints are used , they shall be supplied with a Teflon gasket. No connectors must be placed between the fast relief valve and sprinklers. The whole distribution system must be rigidly anchored by stirrups. In wide enclosures or, in any case, where for plant reasons, a cylinder rack is used in order to reach the useful fire-extinguishing capacity, each cylinder must be connected directly to the manifold by installing a non-return valve for each cylinder. However the path between cylinder and sprinkler must be as short as possible and adequately sized in order to not decrease the discharge rate.

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 10 2.3.8 Diagnostic system The extinguishing system shall be continuously monitored in order to get it well operating. The monitoring system of the relief electrovalve must provide for controlling the electrovalve coil and the control line. Any fault on the control line due to opening, short circuit and loss of electricity to earth shall be diagnosed and properly signalled. The operating circuit shall signal the voltage failure by the fall of a normally activated relay. The charge of the cylinder shall be also to verify in order to be able to diagnose any leakage. Each cylinder shall be provided with an automatic weighting apparatus able to signal to a manned area any accidental leakage, cylinders leaking more than 10% of the charge value must be replaced. All the fault signals shall be available on terminal boards for a possible connection to a remote measurement system. A pressure switch supplied with a device for manual test and manual restore of operating conditions shall be placed on the discharge line or manifold of the possible cluster of cylinders for signalling the extinguishing system intervention.

2.3.9

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 11 The switch off condition shall be signalled to the control room. When the actuator is an electrovalve it shall be of the type normally turned off in order to not cause the extinguishing agent discharge in case of failure of energy supply. A suitable control circuit shall transmit a tension pulse 24 V DC to the electrovalve lasting for a time enough for the extinguishing agent discharge. Emergency control device is realised by a mechanical actuator, operated by a alarm to action handle, able to provide for depressurisation or pressurisation of the differential piston upper chamber with the following valve release and opening. Alarm to action handle must be placed outdoor, close to the rack and entrance door of the protected enclosure. The designer is allowed to connect to the alarm to action handle devices which operate the depressurisation of the pneumatic lines of the shutters placed on the enclosure openings. The path of the handle-actuator connecting line must be as short and direct as possible and however mechanically protected against bodies which can limit its operations. In order to allow an effective extinguishment even in case of manual operating for energy supply failure, the emergency handle shall be interlocked by another handle which depressurises the pneumatic circuit of the fire stop shutters by operating on a three ways valve causing the shutting before the extinguishing agent is discharged. When two or more cylinders are used for discharge system, electric or manually operated control devices must be installed at least on two cylinders and each device must be able to operate the whole system. Enclosures protected with fixed carbon dioxide systems will be supplied with all the visible and audible systems for personnel safety; ISO 6183 requirements are the following. The extinguishing agent discharge shall come after the visible and audible signal of abandon enclosure. Each enclosure protected with carbon dioxide shall be thus supplied with a visible signal system, placed in a position visible from every point of the enclosure, having in clear ABANDON THE ENCLOSURE. The activation of the light signal shall be followed by activation of an acoustic signal (one or more acoustic diffusers). Into the enclosures with high noisiness, the acoustic signal shall be realised by red flashing stroboscopic lights placed in order that at least one of them is visible from every point of the enclosure. Every protected enclosure shall be supplied outside the entrances with a red label DO NOT ENTER, activated at the same time of the signal inside the enclosure itself. 09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 12 equivalent devices, so that the personnel coming into the enclosure can have the only way to remove the isolation of the total flooding system (i.e. shut-off system key, etc.). Those devices, both mechanical and/or electrical, must assure the inhibition of the discharge into the environment in case of personnel presence (even temporarily) and must forbid the access to the enclosure if the extinguishing system is not early excluded.

The following figure shows an example of a mechanical interlock layout.

The ball valve inhibiting the discharge (1) is normally open with a mechanical lock and holds the key for opening the enclosure locked. The closing of the valve frees the key. The microswitch (4) is activated by the shutting of the valve and supplies the signal light (5) System excluded. The mechanical lock (6) of the enclosure is the same of the valve (1) as thus can be opened only in case of valve closed. Both enclosures protected with fixed carbon dioxide systems and the adjacent ones, will be adequately identified by the proper safety signal. In order to achieve an effective extinguishment without any difficulties to the personnel probably into the protected enclosure, the control system shall comply with the following sequence of intervention. When receiving the activation signal by a system monitoring the smoke or flame presence, the control system shall start the sequence operating the visible and

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 13 audible signals of ABANDON THE ENCLOSURE into the protected enclosure and the visible signal of DO NOT ENTER at the entrances of the enclosure . The sequence shall interrupt if the selector included/excluded shall be previously turned on EXCLUDED by personnel authorised to go into the protected enclosure. The activation sequence shall continue in any case if the selector is turned on INCLUDED after the starting sequence has been signalled. If the selector is normally turned on INCLUDED the control system shall provide for blocking possible ventilation and/or air conditioning devices and for shutting possible fire stop and/or ventilation shutters. After about 20 the control system shall activate the electrovalve of the electrical actuator causing a depressurisation of the upper chamber of the differential sucker of the relief valve with a following turning on a completely open position. The electrovalve control shall be however maintained for the time necessary for a total cylinder discharge. Visible and audible signals shall be maintained up to a reset of the control system. 2.3.10 Structural characteristic Carbon dioxide storage cylinders rack must contain and support all the distribution manifolds needed, check valves, manual, mechanical and electric actuators, servo-control flexible hoses, servo-control manifolds, pilot check valves, vent valves, carbon dioxide cylinders, pressure switches on distribution manifold and cylinders fixing stirrups. Alloy aluminium components are not allowed. If the cylinders battery is placed outdoor and when required, a self-bearing protecting case with AISI 316 frontal and lateral panels shall be provided so that to protect the cylinders themselves against mechanical damage. This case must be designed in order to allow easy operation for: empty cylinders replacement; easy ordinary maintenance; fast operating on manual actuator of fire-extinguishing system. Adequate openings must be provided on the case so that a natural ventilation is allowed into the case itself.

Cylinders must be built according to the building proceeding approved by local Agency or authorities having jurisdiction. All the cylinder having the same capacity must be supplied with the same fittings (instruments, joints, controls, etc.) and a tag specifying the carbon dioxide quantity in kg, tare and pressure inside the cylinders. All the cylinders of a rack must have the same carbon dioxide capacity. The structure must be supplied with lifting eyebolts and must be realised in order to be able to support the whole rack maximum weight, considering cylinders charged. Into enclosures classified as hazardous for explosion or fire according to CEI 64.2 codes all the electrical devices of the fire system shall be realised in accordance with the same codes by using explosion proof material certified according to CENELEC codes.

2.3.11

Cylinders capacity Cylinders must have a standard capacity of 27 and 69 litres. These capacities come from NFPA 12 values which are here adopted since no indications come from ISO 6183 normative reference. Each protected enclosure will be supplied, if possible, with only one cylinder with a suitable standard capacity; if higher capacity is required cylinders in parallel, with the same capacity, shall be installed. The filling coefficient of cylinders in kg per litres capacity, relating to the enclosure temperature where are installed, shall be in accordance with paragraph 20.2 of ISO 6183.

2.3.12

Fittings Each cylinder shall be supplied with a automatic weighing device able to signal eventual releases to a manned area; cylinders whose weigh loss is more than 10% of charge value must be replaced. On the carbon dioxide piping a pressure switch for high pressures detection shall be installed for signalling, in manned area, the discharge activation is occurred.

These devices must be regularly serviced and thus removable from the cylinder itself without any extinguishing agent discharge. The cylinder rack will be normally placed on floor with a anchorage to wall in order to assure an easy maintenance. The fixing devices are of anti-vibration type for system to be installed on platform. The relief valve must be fastened directly on the cylinder neck and must be realised according to the principle of differential chambers in order to allow the use of every type of actuator (electric, pneumatic or even different actuators cascade). The piston must be on the closed position until pressure remains constant on its two sides. When any of the actuators pressurise or depressurise the upper chamber, even for a moment, pressure on the two side of the piston will move and keep it opened. Actuators must be removable form the valve without any extinguishing agent discharge.

Boundaries, limits and exclusions Carbon dioxide fixed fire-extinguishing system includes: cylinders battery for extinguisher storage and its fittings; distribution pipes; discharge nozzles; automatic control with possibility of exclusion; visible and audible alarm system. diagnostic system

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 16 2.5 Ergonomics All the plant devices must be placed in order to: 2.6 not hinder passageway; be accessible to control operations; be accessible to maintenance operations; be protected against mechanical damages.

Safety Enclosures protected with carbon dioxide fixed systems must be supplied with all the devices able to assure: safety of the personnel into the enclosure; prompt operation of competent men in case of fire; no admittance to enclosures where extinguishing or unauthorised personnel rescue operations take place. Recommendations given are specified with details in ISO-6183. The following indications are valid too: plant design must include all the safety devices necessary to prevent accidental discharge, from every cylinder, during installation and usual maintenance; check valves must be provided placed on the piping between cylinders and gas collecting manifold, in order to allow the empty cylinders removal (from any side of battery) without any accidental discharges from the remaining cylinders. Sections of the cylinders battery not involved must be allowed to operate normally even while the empty cylinders replacement; enclosures with false ceiling must be supplied with suitable false ceiling fastening within 2 meters from the nozzle, in order to prevent any shift or stress caused by the extinguishing agent discharge; storage batteries and piping must be adequately grounded; in the under floor installations piping for fire-extinguishing agent must be fastened to floor in order to prevent any shift during discharge.

09336.FFS.SAF.SDS Rev. 1 May 1996 Sheet 17 2.7 Requirements for Quality Management and Quality Assurance Eventual requirements for Quality Management and/or Quality Assurance are included in the applicable managerial specification enclosed to the offer request.

2.8

Additional requirement for review Testing provided for components and for carbon dioxide fire-extinguishing system are divided into: factory acceptance testing; operative acceptance testing. Factory acceptance testing has the aim to check: conformity to the Companys specific requirements by checking the design manufacturing documents; conformity to the original design by making visual and dimensional checks. Check and controls to be made are those given in NFPA 12 and listed in the following: visual control; dimensional control; control of structural works and components fastening realisation; control of equipment nominal values; tags control.

The following controls must be carried out: control of painting and other protective treatment against weather agents defined in Data Sheets; control of protection levels of the electric equipment. The dimensional control is limited to overall dimensions of the storage container and to the main equipment contained into it. When the installation is made the Supplier shall proceed to operation of: inspection and commissioning; functional testing. These requirements shall be in accordance with ISO-6183 and NFPA 12 Standard requirements.

2.9 2.9.1

Documentation General The Supplier must send to the Company all the documents listed in the design specification (Data Sheets for Technical Documentation Request) as agreed in ways and times. Documentation shall be completed with technical information useful to a correct evaluation of the characteristics and performance of the present equipment. At least the following items shall be listed: formal verification of the design variables such as: manufacturing type, carrying out nominal data and services; technical characteristics; battery and interface limits. Companys approbation will not mean recognising the supplying conformity to the quality, operation, dimensioning, meeting to the rules and prescriptions characteristics, since these are the only and complete responsibility of the Supplier. Simbology to be used and formats on which documentation must be produced shall be specified in a document issued for the Specific Design.

2.9.2

Documentation for information The Supplier must send to the Company all the documentation needed for the design performance and for the components installation. Generally, documentation must include at least: drawings, with overall dimensions, weights, spaces necessary to normal accessibility and maintenance, drilling, slab and support sections; frontal view and typical sections;

The information listed above can be given in lists and publications by Supplier. The company reserves the right to ask for documents not included into the Design Specification. When this documentation is considered particularly important, it can be subjected to approbation by the Company. The design technical documentation shall be drawn up by the Supplier and will contain all the instructions relevant to the procedure to be followed, during the building, in order to achieve a right assembly of the carbon dioxide fireextinguishing system. However, the Supplier shall have task and liability of giving all the information needed so as the installation is made correctly and at the highest safety level. In particular, instructions shall be very clear and concerning at least the following arguments: Point out the storage cylinders are pressurised and contain injurious gas that, if accidentally released, is a hazard for personnel present at the assembly operations. Give correct indications relating to the connections between the support structure and the storage cylinders rack. Specify connections and supports characteristics in order to avoid breakdown of servo-control, collecting and distribution manifolds for plant operation. Specify checks to be made in order to assure piping cleanliness and modality of cleaning if it is necessary. Specify assembly of the control and check valves and the tightness materials of threads that must be used. Point out the need of an adequate check of the correct check valves installation and show control modality. Point out importance, before assembly and connections are realised, of controlling manual and automatic actuators condition which must be of no operation.

2.9.3

Testing documentation The Supplier must provide for all the certification about kind, acceptance and special tests. Test documentation must include at least the following technical information: check list and trial list made with indications of the carrying out modality; list of the instrumentation used and results obtained.

2.9.4

Final documentation Documentation subject to approbation previously sent is to be considered integral part of the final documentation in the version approved by the Company. Final technical documentation must include the documents listed below and divided into the following parts: Design and installation instructions design documentation certificate relative to type tests, acceptance and special tests description of the field test modality after installation. Operative instructions description of starting modality description of the utilisation modality Maintenance instructions preventive maintenance instructions, with periodic inspection schedule; tuning instructions, with indications for removing or replacing all components and fittings included into the spares list; list of spares and use materials for plant starting and maintenance during the plant operation with all data needed for their order to the manufacturer (Name and Code).

Moreover, Supplier must provide a spares list advised for the operating time defined in the design specification. When asked for, list shall be realised on Company form. Spare parts included into the list must be in compliance with components and/or materials installed and must be supplied with the packaging provided for a long time conservation. The elaboration modality of this documentation (number and format of issues) shall be described in a general standard issued for the specific design.
