4.1 Instruction to The Master Concerning Stability
GeneralPrecautionagainstCapsizing
1. Compliancewithrequiredminimumstabilitycriteriadoesntensureimmunityagainst
capsizing, regardless of the circumstances, or absolve the Master from his
responsibilities. Master should therefore exercise prudence and good seamanship,
havingregardtotheseasonoftheyear,weatherforecasts,thenavigationalzone,and
should take appropriate action to speed and course warranted by the prevailing
circumstances.
2. Care should be taken to ensure that cargo, allocated to the ship is capable of being
stowed, so that compliance with stability criteria can be achieved. If necessary, the
amountofcargoshouldbelimitedtotheextentthatballastweightmayberequired.
3. Inthedeterminingthesequenceoftanksfromwhichfueloilandfreshwateristobe
consumedandthoseintowhichwaterballastmaybeadmittedduringthevoyagethe
Master must ensure, prior to departure, that the required minimum stability criteria
willbemaintainedthroughoutthevoyageaftermakingdueallowanceforfreesurface
effectasmaybeappropriate.
4. Before a voyage commences, care should be taken to ensure that the cargo and
sizeablepiecesofequipmenthavebeenproperlystowedandsecured/lashed,soasto
minimize the possibility of both longitudinal and lateral shifting at sea, under the
effectofaccelerationcausedbyrollingandpitching.
5. Mastershouldnotethatstabilitycanbeadverselyaffectedbysuchinfluencesasbeam
windonshipswithlargewindagearea,icingontopsideanddeckcargo,watertrapped
ondeckandindeckcargo,rollingcharacteristicsandfollowingseas.
6. WatertightdoorsandforecastleBHDandERcashingtoremainclosedandsecuredand
alltimewhilstthevesselisatsea.Accesshatchonexposeddeckaretoremainclosed
atalltimewhenthevesselisunderway.
Operationalproceduresbeforeandinheavyweather
Alldoorwaysandotheropeningsthroughwhichwatercanenterintothehullordeck
houses, forecastle, etc., should be suitably closed in adverse weather conditions and
accordinglyallappliancesforthispurposeshouldbemaintainedonboardandingood
condition.
Weather tight and watertight hatches, doors, etc., should be kept closed during
navigation, except when necessarily opened for the working of the ship and should
always be ready for immediate closure and be clearly marked to indicate that these
fittingsaretobekeptclosedexceptforaccess.Hatchcoverandflushdeckscuttlesin
fishing vessels should be kept properly secured when not in use during fishing
operations.
Any closing devices provided for vent pipes to fuel tanks should be secured in bad
weather.
Reliance on automatic steering may be dangerous as this prevents ready changes to
coursewhichmaybeneededinbadweather.
In all conditions of loading necessary care should be taken to maintain a seaworthy
freeboard.
In severe weather, the speed of the ship should be reduced if excessive rolling,
propelleremergency,shippingofwaterondeckorheavyslammingoccurs.Sixheavy
slammings or 25 propeller emergencies during 100 pitching motions should be
considereddangerous.

Specialattentionshouldbepaidwhenashipissailinginfollowingorquarteringseas
becausedangerousphenomenasuchasparametricresonance,broachingto,reduction
ofstabilityonthewavecrest,andexcessiverollingmayoccursingularly,insequence
orsimultaneouslyinamultiplecombination,creatingathreatofcapsize.Particularly
dangerous is the situation when the wave length is of the order of 1,0 to 1,5 ships
length. A ships speed and/or course should be altered appropriately to avoid the
abovementionedphenomena.
Mastersshouldbeawarethatsteeporbreakingwavesmayoccurincertainareas,or
incertainwindandcurrentcombinations(riverestuaries,shallowwaterareas,funnel
shapedbays,etc.).
Use of operational guidelines for avoiding dangerous situations in severe weather
conditionsoranonboardcomputerbasedsystemisrecommended.

4.2 Imos Intact Stability Guideline (A. 749)


(Recommendedgeneralcriteria)
1. For every loading condition, which is to be shown in the Trim and Stability Booklet, the
rightingarmcurve(GZcurve)shouldbeplottedusingtheKGcorrectedforthefreesurface
effectsofliquidintanks.
2. Theareaundertherightinglevercurve(GZ)shouldnotbelessthan0.005meterradiansup
to=30oangleofheelandnotlessthan0.09meterradiansupto=40oortheangleof
floodingf*ifthisangleislessthan40o.Additionally,theareaundertherightinglevercurve
(GZcurve)betweentheanglesofheelof30oand40oorbetween30oandf,ifthisangleis
lessthan40o,shouldnotbelessthan0.03meterradians.
3. TherightingleverGZshouldbeatleast0.20matanangleofheelequaltoorgreaterthan
30o.
4. Themaximumrightingarmshouldoccuratanangleofheelpreferablyexceeding30obutnot
lessthan25o.
5. TheinitialmetacentricheightGMoshouldnotbelessthan0.15m.
Note:

4.3 Recommendation On A Severe Wind And Rolling Criterion (Weather


Critrion) For The Intact Stability Of Passanger And Cargo Ships Of 24
Metres In Length And Over
(Recommendedalsoforfishingvesselsof45minlengthandoverinunrestrictedservice)
4.3.1

Scope
The criterion given hereunder is recommended for new deck seagoing passenger and cargo
shipsof24minlengthandoverandappliestoallloadingconditions.
The criterion supplements the stability criteria of the Recommendation on Intact Stability for
Passenger and Cargo Ship under 100 m in length in resolution A.167 (ES.IV) as amended by
resolution A.206 (VII). The more stringent criteria of resolution A.167 (ES.IV) and the weather
criterion of the present recommendation should govern the minimum requirement for
passengerofcargoshipunder100minlength.
Theminimumstabilityofpassengerandcargoshipsof100minlengthandovershouldcomply
with the weather criterion of the present Recommendation in addition to other appropriate
stabilitycriteriatothesatisfactionoftheAdministration.
Administrationsareinvitedtoadopt,inconjunctionwithotherappropriatecriteria,theweather
criterion of the present Recommendation unless satisfied that experience justifies departures
therefrom.

4.3.2

Recommended Criterion

4.3.2.1

The ability of a ship to withstand the combined effects of beam wind and rolling should be
demonstrated for each standard condition of loading, with reference to the figure as follows :
1. The ship is subjected to a steady wind pressure acting perpendicular to the ship's centerline
whichresultsinasteadywindheelinglever(lw1).
2. Fromtheresultantangleofequilibrium(o),theshipisassumedtorollowingtowaveactionto
anangleofroll(1)towindward.Attentionshouldbepaidtotheeffectofsteadywindsothat
excessiveresultantanglesofheelareavoided.*
3. The ship is then subjected to a gust wind pressure which results in a gust wind heeling lever
(lwl2).
4. Underthesecircumstances,areabshouldbeequaltoorgreaterthanareaa.
5. Freesurfaceeffectsshouldbeaccountedforinthestandardconditionsofloading,e.q.according
toappendix1toresolutionA.167(ES.IV).

4.4 Note On Use Of Free Surface Moments

Providedatankiscompletelyfilledwithliquidnomovementoftheliquidispossibleandtheeffecton
theshipsstabilityispreciselythesameasifthetankcontainedsolidmaterial.

Immediately a quantity of liquid is withdrawn from the tank, the situation changes completely and
stabilityoftheshipisadverselyaffectedbywhatisknownastheFreeSurfaceEffect.

5.2 Weight Distribution, Loading, Shearing Force and Bending Moment


5.2.1

Weight Distribution
The Longitudinal distribution of weight is assessed by dividing the ship into large number of
intervals.Theweightfallingwithineachintervalisassessedforeachitemorgroupinthescheduleof
weights and tabulated. Total for each interval divided by the length give mean weight per unit
length.Itisimportantthatthecentreofgravityoftheshipdividedupinthiswayshouldbeinthe
correctposition.

5.2.2

Loading, Shearing Force and Bending Moment


Becausethe weight curvehasbeendrawnparallel tothe buoyancycurve,thedifference between
two,whichrepresentsthenetloadingpforeachinterval.Itcomprisesaseriesofrectangularblocks.
Theloadingcurveisintegratedtoobtainthedistributionofshearingforcealongthelengthofthe
ship.Theintegrationisasimplecumulativeadditionstartingfromoneendandtheshearingforceat
the finishing end should, of course, be zero; in practice, due to the small inaccuracies of the
precedingsteps,itwillprobablyhavesmallvalue.Thisisusuallycorrectedbycantingthebaseline,
i.e.applyingacorrectionateachsectioninproportiontoitsdistancefromthestartingpoint.

The Curve of shearing force obtained is a series of straight lines. This curve is now integrated in
accordancewithrelationshiptoobtainthedistributionofbendingmomentM.Integrationisagaina
cumulativeadditionoftheareasofeachtrapeziumandtheinevitablefinalerror,whichshouldbe
small,isdistributedinsamewayasistheshearingforceerror.Iftheerrorislarge,thecalculation
mustberepeatedusingsmallerintervalsfortheweightdistribution.
