The Invoked 4-Month Atonement, by Milwaukee Professionals Association LLC, is to take stock, look at specific public policies around LAND use and land acquisition, federal funding, tax credits and other RESOURCES that can be used to PREVENT a repeat of injustice to the People. We specifically will look at behaviors that are crippling our joint-potentials. We will look at how we can adopt best practices and transparency in co-location support. And, we will look at and take legal steps for correction and remedies. MPA LLC has called for the four months to be April 7, 2014 August 7, 2014. MPA LLC has also Call for a Moratorium of the city of Milwaukee officers to conduct an in-house investigations during this timeframe to look at how they can be more effective, trustworthy and accountable. Focus of Invoked Atonement 1). The 4-month Atonement is to recognize how our Missions are inextricably tied to our actions and best practices. 2). The 4-month Atonement will call attention to MPA LLC identified 3 main assets of the city of Milwaukee for the citizenry. They are:

3). The 4-month Atonement ask that we see that our daily actions do not contribute to FRAGMENTATION - a driving force that leads to discrimination, profiling, bullying, abuse, murder, homicides, safety matters, privilege seeking, unemployment, turning a blind eye to cronyism, exploitation, corporate welfare, fraud of the peoples funds, loopholes, loss of integrity, loss of hope, loss of TRUST, monopoly-oligopoly economics, public and social policies for the wellto-do, cultures-mindset that invite widespread disenfranchisement, pitting one against another, failure to share information, failure to share resources for capacity building at the census tract and neighborhood level for sustainability. It guarantees by-design Enduring Concentrated Poverty in the city of Milwaukee. 4). The 4-Month Atonement is to recognize WHO, WHAT, WHEN, and WHERE the money and/or our resources go. Following-the-money will help eliminate the by-proxy authorization of funding by elected-appointed-hired-selected federated disbursement centers, donor for hire and well-connected power brokers. 5). The 4-month Atonement forces reflection, purging and change for NEW. The self-examination and identification of common areas of work, sharing of information, linking with partnerships, Information technology attainment, academic attainment, economic Upscalability, beautification of real estate, glamourizing services, competitive customer care, revisiting goals of Mission with citizenship, entrepreneurship, fellowship, apprenticeship, leadership, ownership, scholarship and stewardship uppermost in looking at SWOT/ strengths, weaknesses, opportunities and threats. 6). To create a 2014 FOUR 4- Month Atonement White Paper Report as well as note national policy centers we will work with for continuity, oversight and recommendation at their level.

SURVEY NO. I OFFICE HOURS # OF NSP IN DISTRICT # OF BIDS IN DISTRICT

Milwaukee Professionals Association LLC conducted its first survey of 14 city officers on 4-14-14. The survey was to assess customer care in information sharing, telephone presence, availability, timely response and knowledge. There were three 3 questions asked What are your hours? # of NSP/Neighborhood Strategic Planning Areas and # of Business Improvement Districts in district? Here are the responses. The calls were made in the AM and PM.

No Alderperson office contacted knew the answer to all three questions. They did know the hours of work. It is 8:00am 4:45pm. A couple of the offices did not know what I was referring to. No office provided both the # of NSP and # of BIDs for their district upon first call. The overall telephone presence was pleasant. The statement of getting back with info was re-assuring; however, not followed thru by two offices. Availability answering telephone, returning calls lacking. NSP There are 18 in the city they are budgeted through HUD provide $$millions annually to city of Milwaukee. BIDs Statutory engaged revenue that engage taxes from the citizenry and promotes business and employment.

Specifics Alderman Hamilton No response to call voice mail left. Alderman Davis Leg. Assistant said he would call right back no follow-up. Alderman Kovak sent information by afternoon Monday in email. spoke 2 times. Alderman Bauman office called back with information by afternoon Monday. Alderman Bohl office responded back with 0 in both categories and explanation. Alderwoman Coggs No response to call voice mail left. Alderman Wade office responded in email by referring me DCD and Block Grant office with telephone #. Since this was a survey of quickness of information and knowledge of information per the alderperson and/or staff, his office was scored, did not know. Alderman Donovan office responded back in email with information. Alderman Puente no response voice mail left. Alderman Murphy office responded back with information. Alderman Dudzik personally responded with called back and information. Alderman Perez office returned voice mail and information Wednesday Morning, April 16, 2014. Alderman Witkowski assistant ask for in-writing request; it was sent immediately no response. Alderman Zielinski No response to call voice mail left. Deadline for the Survey was Wednesday, April 16, 2014 at Noon. Not given to office. Messages left by MPA LLC expressed time-sensitivity.
