Brad, Thank you for taking the time to meet with me today. The email below and the attached documents state the minimum lateral clearance requirement for any potential construction of light rail along CSX ROW. As we discussed today, I do not believe CSX owns sufficient ROW to meet this minimum clearance, so acquisition of adjacent property would be required. Mr. Pringle, Thank you for sharing the information about the Pinellas LPA. Since CSX was not involved in the Pinellas AA, I am sending you the attached letters that were sent to HART during the recent Hillsborough AA. We previously have shared these with HART, TBARTA and FDOT, so I trust you were aware of our position regarding light rail prior to developing the LPA. Either way, I am available to meet with you or talk on the phone if you need additional input from CSX. As the attached letters state, light rail is not compatible with freight rail. In other words, an electrified light rail system cannot operate on our existing rail infrastructure in Pinellas County. This is likely inapplicable, as I noticed from the information you sent that the LRT system is to be located adjacent to the CSX rail lines, and only in certain locations. In these cases, please refer to the safety criteria outlined in the HART letters. 50 feet of lateral separation is required between freight rail and LRT tracks and any

crossing must be grade-separated. There are also criteria related to pedestrian safety. Again, if you would like to further discuss these criteria, I am available to meet in person or talk on the phone. Thank you again for sharing the results of your Alternatives Analysis with us.
