CARE HOME SECURITY & ACCESS CONTROL People living in care homes are vulnerable and deserve the best available protection in every sense. Sadly, there have been cases where physical security has not received the priority it deserves with sometimes tragic consequences. Now, following the publication of the Francis Report earlier this year, the Access Control Section of the British Security Industry Association (BSIA) has released a free guide to aid care homes in understanding the benefits of access control security systems. A recent survey of BSIA Access Control members aimed to discover trends in care home security over the last year. Over 60% of respondents felt that the use of private security measures in the care sector had increased over the last 12 months, with a further 60% anticipating them to increase further over the course of the next year. The survey also revealed that resident safety and well-being has, and will remain to be, a primary focus in the sector, with 100% of survey respondents believing that the awareness of duty of care among care home management has increased over the past year. HISTORY & HERITAGE While we are all eager to know future trends, the locks industry has a long and illustrious history in which there continues to be a lot of interest. In this issue are pleased to include a report on The Lock Collectors Association, whose stand attracted many visitors at MLA Expo. One of the Associations committed aims is to bring about a national locks museum, an initiative worthy of support. Details of LCA membership are provided in this report. Pat, Editor

PICKERSGILL-KAYE WINS TWO COUNTIES ORDER FOR SECURITY LOCKS


Pickersgill-Kaye Ltd has successfully installed locks at six separate custodial facilities as part of a Private Finance Initiative (PFI) scheme for the new Two Counties Police Investigation Centres (PICs) in Norfolk and Suffolk. The new Two Counties PICs have some of the most modern security facilities anywhere in the UK and can accommodate police officers, investigators and staff, as well as suspects detained in custody for questioning. Leeds-based Pickersgill-Kaye were awarded the contract by project contractor Kier Group (part of the Justice Support Services consortium), to fit 146 cell and 232 pass locks on secure doors (manufactured by Cell Security Ltd) at the state-ofthe-art detention units after the products were specified by the centres FM providers, Reliance Secure Task Management (RSTM), now known as TASCOR, the custody facilities division of Capita. RSTM specified PickersgillKayes products to Kier because of its past experience of their reliability, high performance standards, sector experience and excellent support, which will help guarantee that the Two Counties PICs set the standards for efficient policing and detention across the UK.

To mark National Security Month throughout October, Yale is providing locksmiths with a campaign that will drive demand for their services throughout autumn and winter. National Home Security Month, supported by Yale, is designed to create awareness around home security across the UK and support locksmith services nationwide. The campaign is highlighting tips and solutions that will help keep consumers and their possessions safe as the dark nights draw in. With a different focus each week, consumers learn how best to protect their valuables kept inside and out, effectively secure their doors and windows, and what latest digital technology is on offer to improve security in the future. Yales Crime Watcher app, which displays burglary statistics within a mile of a property during a one-month period, is also being promoted as part of the campaign and the dark nights initiative. David Herbert, Head of Marketing for Yale, said: Unfortunately, the dark nights do equate to a rise in residential and commercial property crime, so it is our responsibility as the UKs leading security solutions provider to supply the guidance and products which will help keep the nation secure, while supporting the industry more broadly. SCOTLAND YARD FACES INQUIRY AFTER PALACE BREAK IN


Scotland Yard is facing a major inquiry into the worst security breach at Buckingham Palace in 30 years. Senior officers will have to explain to the Home Secretary how a man managed to scale a 12ft fence, evade dozens of armed police, apparently kick down a door and make his way into the state rooms, which are accessed through an inner courtyard of the Palace. The man was arrested when he set off a motion detector in the room. The Queen was informed of the incident while she was on holiday at Balmoral. HRH Prince Andrew received an apology from Scotland Yard officers after he was challenged by two officers as he took a stroll in the grounds just 48 hours after the break-in. In a statement afterwards he said: The police have a difficult job to do balancing security for the Royal Family and deterring intruders, and sometimes they get it wrong. I am grateful for their apology and look forward to a safe walk in the garden in the future. The breach was said by experts to be the worst since Michael Fagan broke in to the Palace in 1982 and found the Queen asleep in her bedroom. The Palace is under permanent armed guard by armed officers from the Royal and Diplomatic Protection Unit. It is also covered by CCTV and an array of other monitoring equipment. There is an outer perimeter wall and fence, which is covered in anti-climb devices, then an inner cordon of armed guards, as well as further security cordons inside the Palace building itself. The suspect appeared to have climbed the fence which forms the outer cordon of the 40-acre grounds, made his way across the open ground which surrounds the Palace, and then into the first floor state room. Royal protection squad officers and Palace officials found him in a state room, one of 19 open to the public in the summer. An alleged accomplice was arrested on the street outside. Both men were held, questioned, then released on police bail.

IRELANDS STANCE ON STOLEN VEHICLE DATA: IATTA PRESSES FOR CHANGE


The European & UK Branches of IAATI have issued this joint statement on the refusal of the Irish Police to release data on Stolen Vehicles. IAATI has been well aware of the issue of The Republic of Irelands stolen vehicle data not being made available. IAATI considers this a major issue in the fight against Organised Vehicle Crime and the fight against the International Trafficking of Stolen Vehicles and is something that should be changed without delay. All other European Nations and most of the rest of the World release their stolen vehicle data to be uploaded on to the Interpol Stolen Motor Vehicle Database. This database is accessible by any Interpol office worldwide to search any suspect vehicle instantly 24hrs a day seven days a week. The Interpol system enables tens of thousands of stolen vehicles to be identified, seized and recovered each year. With the current situation any Interpol office carrying out a search on an Irish stolen vehicle would get a negative result. That Interpol office would consider the vehicle to be clear of any theft marker and allow it to continue to circulate in whatever country it was checked. In addition there are numerous systems, similar to the HPI Checks and the Experian Car Data Checks that operate in the UK. Some European Police Forces even operate their own website which enables a vehicle registration or VIN (Chassis Number) to be checked for stolen markers by any member of the Public. A positive search directs the party making the enquiry to the relevant Police Station. Contrary to what has been stated there are no Data Protection issues as the only data that is released is vehicle data, which is already accessible from third party systems and the stolen marker. IAATI consider the current Policy operated by the Garda to be counterproductive and not in the interest of the public nor the Insurance Industry and would call on the Commissioner to set up a review and to make changes to enable this data to be released to Interpol and the other systems that exist to detect stolen motor vehicles and protect the interests of the motor public.

We enjoyed meeting people at the MLA Expo this year. We really had to be there as it was the right place to introduce more people to the new business and to some of our products. Apprenticeships have been highly praised in a new survey, with nearly eight out of 10 (78%) apprentices and eight out of 10 (81%) businesses saying they would recommend them to friends or other employers. The surveys from the Department for Business, Innovation and Skills (BIS) also showed that eight out of 10 (83%) apprentices said their Apprenticeship improved their ability to do their job and boosted their career prospects. Business Secretary Vince Cable said: Despite the tough economic climate we have prioritised funding for Apprenticeships. With numbers increasing by more than 80 per cent in the last two years we know they are a popular choice. Todays survey reinforces this, proving that Apprenticeships boost the prospects for both young people and businesses. Building a skilled workforce, partly through Apprenticeships, will give employers the skills they need to build a stronger economy throughout the UK. The survey follows new data released last month which showed that 54% of young people in England would choose to do an Apprenticeship if one were available. We want it to become the new norm that young people go either to University or into an Apprenticeship. Research published in April this year also showed that employers find apprentices 15% more employable than young people with other qualifications. In the study, employers ranked higher apprentices as the most employable of all young people - above those with degrees.

Late payment exaceRbates cashfLoW pRobLems foR SMEs


Almost a third of SMEs are experiencing cashflow problems, with over half of these firms attributing this to late payment, according to new research by Lloyds TSB Commercial Finance. The data is taken from the banks bi-annual Business in Britain survey, which questioned over 1,700 firms across the country in a variety of sectors about issues affecting them. The research shows an increase in the number of firms experiencing cashflow difficulties in the last six months. The latest results show that 30 per cent of firms had problems with their cashflow, compared to 26 per cent in January 2013. Of those SMEs experiencing cashflow difficulties, over half (60 per cent) attribute these problems to late payment. The number of firms attributing cashflow problems to late payment has fallen slightly from 56 per cent six months previously. However, late payment is still the single largest cause of cashflow problems for these firms. Lloyds TSB Commercial Finance is urging companies to sign up to the Prompt Payment Code to ease the pressure of late payments on SMEs.

ScottIsh Independence coULd be costLy to bUsIness


The new President of the CBI has told business leaders that Scottish independence could be costly and create significant economic dislocation. Speaking at the CBI annual dinner in Glasgow in September, Sir Mike Rake said that the move could impact businesses on both sides of the border. He said: The CBI is not convinced of the economic case for independence and has asked some important questions of the Scottish Government. These need to be clearly answered so that the Scottish electorate can make their decision with full knowledge of the potential business and economic implications of independence. The economic implications of independence published by the Treasury raised serious questions around the costs of independence, such as maintaining different cross-border tax, regulatory and legal systems, as well as and the significant issue of currency. What would be the implications of independence on our unified labour market, integrated infrastructure and our catalogue of well-honed business arrangements, and our position in the European Union? Thats why it is so important for the Scottish Government to fully respond and we look forward to the publication this autumn of the independence white paper.

With the UK seemingly on the right path to sustainable economic recovery, The Locksmith journal has linked up with Mul-T-Lock in a new comment column to review the opportunities ahead for locksmiths across the UK and Ireland.
UK manufacturing is booming again declared the BBC News on 2nd September 2013, with the sector seeing its strongest growth in activity for two and a half years in August. According to the latest Markit/CIPS purchasing managers index (PMI) for the sector, the figure jumped to 57.2. (A figure above 50 indicates expansion.) This rise marks the fifth consecutive month of expansion and is the highest reading since February 2011 with output and new orders rising at their fastest rate for 19 years. Whilst the analysts have naturally welcomed the figures and the data undoubtedly supports growing optimism over prospects for the economy as a whole, the news will for locksmiths, still be received with caution. And we are also open to feedback from our locksmith partners, to ensure we can grow together. But it is not just innovative products that will impress our customers or secure any level of recovery. The key to sustainable growth is maintaining and tightening relationships with customers, right from the initial enquiry through to project completion. We all know that we must be competitive to survive in todays business environment, but the opportunities to work together with our partners, share ideas and invest in tried and tested, yet innovative product solutions are equally important for mutual benefit. And this is where we will continue to enhance our Combined Solutions initiative to offer to be an extension to any locksmith team. So our focus for the remainder of 2013 and into next year, will be not just to deliver opportunities from end users for locksmiths, but also actively maintain dialogue on a one to one basis, to ensure we work together to deliver bespoke, integrated solutions to exactly meet the needs of the end user. BRITONS STILL LEAVE A SPARE KEY HIDDEN OUTSIDE THEIR PROPERTY


More than 20% of people in Britain are keeping up the old tradition of leaving a spare key hidden outdoors, a new survey by Keytek Locksmiths has revealed. The survey asked people across the UK where they keep a spare key, and the results showed that - despite years of police and government advice warning against it - many people are still leaving their keys in easily-discovered hiding places. Of those interviewed, two percent said they kept a key under a plant pot, six percent under a mat,seven percent elsewhere in the garden, and six percent in the garage or shed. These figures will come as a surprise to many, as having a key in any one of these places is almost certain to invalidate your home insurance, should an intruder find it and use it to gain entry. This is something that the majority of home insurers advertently advise against. The AA insurance website warns homeowners Dont hide a spare key outside as burglars know where to look. As well as a significant proportion of people with keys hidden in the garden, the survey also showed that 44 percent of people actually keep a spare key with a neighbour, which offers an interesting new angle on the debate about how familiar modern Britons are with their neighbours. Eddie Wilkinson, Operations Director at Keytek, said: Although Britons on the whole are more security-conscious than they used to be, these results show that many people are still taking big risks with the safety of their homes, by leaving keys in obvious hiding places that experienced burglars will be well aware of. English manufacturing SMEs are ready to invest, the latest Manufacturing Advisory service Barometer suggests.
Half of the 682 companies surveyed in the study expect to spend more on new machinery and premises over the next six months, a rise of 12% on the same period last year. high of 67% predicted further growth over the next six months. David Caddle, area director for the Manufacturing Advisory Service, commented: Manufacturers tend to be very cautious and traditionally would have needed significant confidence in the long-term future to relax the purse strings. BUMBLING THIEF NICKS LADDERS UNDER NOSE OF CCTV INSTALLER


You couldnt make it up - a bumbling thief stealing ladders and other equipment was caught on camera by a video surveillance installer. The man was caught on camera by Barrie Smith, whose video surveillance installation van was parked in the driveway. The thief didnt take Smiths expertise into account when he walked up the driveway and stole the ladders. Speaking to the Telegraph, Barrie explained how he checked the surveillance images when he realised the equipment was missing: I went straight to my CCTV and looked back through, and there he was, plain as day, helping himself. He was not a very good thief. His clothing has some really big logos, and he looked straight at the camera. He could not have been more obvious. Barrie put the images onto Facebook and YouTube, which led to an arrest and the return of the ladders, worth around 200. The thief was issued with a police caution. Some great PR for Barries business and a testament to the effectiveness of video surveillance and the power of social media.

Their card is charged, they receive an email receipt instantly and the business also gets immediate notification that theyve been paid. Unlike traditional card terminals that cost roughly 600 per year in rental fees and minimum charges, there are no monthly contracts to use this service. At an event at 10 Downing Street held in June to celebrate the massive contribution that small businesses make to the economy, the Prime Minister announced that all the recommendations made in a recent report by his Enterprise Advisor Lord Young will be accepted including lifting the cap on Start Up Loans so that over 30s who aspire to set up their own business will be able to access funds and get on in life.
It will also be made easier for these people - and other small businesses owners - to access the right advice and support to succeed in the global race. This is part of the governments GREAT campaign and celebrated the important contribution that small businesses make to the UK economy - with small firms accounting for 99.9 per cent of all businesses in the UK. The recommendations from Lord Youngs report will also inform the work BIS is leading with the small business community to refresh the 2011 small and medium sized business strategy Bigger, Better Business . The publication, expected in the autumn, will look at making it easier for small and medium sized businesses to access the right support, and to improve the way government communicates with firms. Business Secretary Vince Cable said: Half of all jobs in this country come from small and medium sized business. So if were to get our economy going again, we must do all we can to support them. Business and Enterprise Minister Michael Fallon said: We all want faster growth. As Britain recovers, small firms are leading the generation of ideas, creating new jobs and driving enterprise. The British Security Industry Association (BSIA)s Vacant Property Protection Group, a group formed of members of the BSIAs Security Guarding, Security Systems and newly-named Property and Asset Protection Section, has recently released its official Code of Practice. The group, officially launched in May 2013, consists of businesses that provide security measures and services introduced when a property is at an increased risk of criminal attack as a result of a change of circumstances in its occupancy. The new code provides guidelines for the provision of security for vacant properties, the nature of which varies considerably according to the type and condition of property and might include manned guarding, monitoring or patrols, physical barriers, materials, structures or electronic devices. The code recommends good practice that companies should follow if they provide services relating to the protection of vacant properties. Customers are recommended to use providers that follow the code, providing assurance that they are sourcing their products and services from a reputable supplier. Subjects covered in the new code include the vetting of staff, health and safety, the care of plant and equipment, training, risk management, operational considerations, inspections, access management and site maintenance. The aim is that the document will become a standard that companies can be audited and inspected against, as proof of their competence and quality. Work will progress over the next year to see this through. Simon Alderson, Chairman of the Vacant Property Protection Group and Commercial Director for BSIA member Vacant Property Specialists (VPS), comments: I am very pleased that this Code of Practice is being published to provide guidance on best practice for assessing, protecting and managing vacant property. It has been written and designed by BSIA members who have decades of experience working with landlords and estate managers in caring for empty properties. The group is also planning to produce separate guidance that will advise on the technical requirements of physical aspects of protection, such as how to fix shuttering and what type of shutter is best to us. Locks on nUcLeaR mIssILes WeRe changed afteR LaUnch key bLUndeR


All the locks on US nuclear missiles based in Britain had to be changed after an RAF technician discovered that his launch key also fitted in the slot reserved for an American operator. The problem with the dual key control on Thor missiles occurred in the early 1960s but was kept from ministers and RAF commanders until 1983, files released recently by the National Archives disclose. Dr David Owen, then deputy leader of the SDP, uncovered details of the potentially disastrous incident and asked Margaret Thatcher for a full investigation in February 1983. Mrs Thatcher wrote back a month later, confirming that it had happened but stressing that it was never possible for one person to launch a Thor missile on their own. She said: An RAF technician discovered during routine servicing of an inert missile that a British key turned the US Air Force lock. A comprehensive check of the other missiles revealed that this was also the case for one other USAF lock. All the locks were changed as a result.

Under the system, British and American personnel would each have to insert their own key in order to fire one of the weapons as a safeguard against Washington launching its nuclear missiles from the UK without Londons permission.

EUROZONE OUT OF RECESSION BUt stILL a Long Way to go


The eurozone has emerged from recession after a record 18 months of economic contraction. The blocs GDP grew by 0.3% in the second quarter of 2013, slightly ahead of forecasts, the Eurostat agency said. The growth was widely expected after the German economy rose 0.7% between April and June. But the overall figure masks the mixed economic fortunes among the countries that make up the 17-country eurozone area. Germany and France both posted stronger-than-expected growth, expanding 0.7% and 0.5% respectively. Portugal, among the smallest and the weakest eurozone economies, showed the fastest growth, at 1.1%. The country was one of three that had to take a multi-billion-euro bailout. But Spain, which had to seek outside support for its struggling banking sector, saw its economic output fall by 0.1% on the quarter. Italy and the Netherlands both saw output drop by 0.2%. European Commission Vice-President Olli Rehn said the figures suggested the European economy was gradually gaining momentum, but added there was no room for complacency. There are still substantial obstacles to overcome: the growth figures remain low and the tentative signs of growth are still fragile, he said. A number of member states still have unacceptably high unemployment rates; the implementation of essential, but difficult reforms across the EU is still in its early stages. So there is still a very long way to go.

BSIA caLLs foR cLaRIty fRom goveRnment on fUtURe of secURIty RegULatIon


Calls for clarity from the Home Office on the timing of regulatory change for the private security industry have been issued by the British Security Industry Association (BSIA), following the recent announcement that the regulation of private investigators is to be introduced as early as 2014. James Kelly, Chief Executive of the BSIA,comments: We welcome the regulation of private investigators; however, it is ironic that the wider security industry still awaits clarity from Government after three years of discussions on the future of the licensing of security businesses. Talks on the future of the security sectors regulatory regime began in 2010 with an announcement from the Government that the current regulator the Security Industry Authority was to be abolished. Lobbying from the industry soon softened this message to one of a for the wider security industry. However, despite unprecedented consensus across industry stakeholders, we remain deeply concerned that the proposals forged jointly between the industry, its regulator and the Government will not be capitalised upon. As an industry, we are in a state of limbo, where companies are attempting to make business forecasts with no idea of the cost or administrative implications of a new regulatory regime. We need confirmation from the Home Secretary as to the Governments intentions in terms of introducing the primary legislation necessary to effect this change, and I will be writing to her directly to seek clarity on this matter. The BSIA will be engaging with politicians on a wider scale regarding this issue later this year as it attends both Conservative and Labour party conferences.

Homeowners are losing confidence in British tradesmen, according to TrustMark, the government endorsed quality mark for firms in the home repair, maintenance and improvement sector. At first glance, new research into public perceptions of tradesmen commissioned by TrustMark, indicates that most people have a good impression 71% of respondents felt their overall experience of using a tradesman was more positive than negative. When given a list of good and bad adjectives to describe tradesmen, the five most frequently used words were skilled , hardworking , professional , helpful and trustworthy . But almost quarter say they have had an overall negative experience with tradesmen, and more than half of all respondents (52.5%) felt their perception of tradesmen had become more negative because of the cowboy builder TV programmes, which pursue the worst rogue traders and criminals masquerading as tradesmen in the domestic sector. Liz Male, chairman of TrustMark, said: The appalling activities of rogue traders are tarnishing the reputation of British tradesmen, and this must stop. The government has committed to help us extend the TrustMark scheme so that far more good local firms can get the TrustMark badge. We will be working with these firms, as well as government and industry and consumer advice groups, to boost customers confidence in the many excellent tradesmen in the sector. Key findings from TrustMarks poll reveal: One in five people would encourage friends or family to get a job in the sector only if there was more recognition of good quality and skilled tradesmen. 43% of people agreed with the statement Many tradesmen do a good job there are some great firms out there , but 50% of people also said they were not confident about the level of consumer protection available

Van users could overpay for fuel if they ignore the small print on their invoices, according to Steve Clarke, group marketing manager for The Fuelcard People, who said, Many of the firms who have switched to our fuel cards during 2013 have complained about hidden charges levied by their previous suppliers. He explained that another fuel card supplier had introduced transaction charges but not given adequate warning or explanation. They were charging an additional 2 on every refuelling transaction, said Steve. According to customers, there had been no letter warning them about the change, with the only explanation for the new charges buried in the small print on invoices. Van users told The Fuelcard People that their displeasure was as much about the other suppliers attitude as the amount. 2 more per refuelling may not seem a lot, although it could amount to an extra 100 per year, per vehicle, Steve said. Following the publication of the Francis Report earlier this year, patient safety and welfare within the care sector is crucial now more than ever. As such, the Access Control Section of the British Security Industry Association (BSIA) has released a free guide to aid care homes in understanding the benefits of access control security systems. A recent survey of BSIA Access Control members aimed to discover trends in care home security over the last year. Over 60% of respondents felt that the use of private security measures in the care sector had increased over the last twelve months, with a further 60% anticipating them to increase further over the course of the next year. The survey also revealed that resident safety and well-being has, and will remain to be, a primary focus in the sector, with 100% of survey respondents believing that the awareness of duty of care among care home management has increased over the past year. Care homes have a number of vital considerations when it comes to resident safety, explains Mike Sussman, Chairman of the BSIAs Access Control Section. Whether it is the security of personal possessions, the well-being of residents or the risk of unauthorised visitors, access control systems can play a fundamental part in ensuring a high standard of care and safety. This new guide demonstrates just how influential access control systems have already been within the care sector, helping to secure care homes while providing multiple added benefits, such as staff time and attendance management. 1st September marked the one year anniversary of the anti-squatting law that made residential squatting a criminal offence. The milestone also saw squatters internet sites encouraging action in order to mark the anniversary. The Vacant Property Protection Group of the British Security Industry Association (BSIA) is reiterating to owners and landlords of vacant commercial properties the importance of securing and protecting their premises. Section 144 of the Legal Aid, Sentencing and Punishment Act 2012 criminalised squatting in homes and all other residential buildings for the first time in England and Wales last September, making the offence punishable by a maximum prison term of up to six months, a maximum 5000 fine or both. However, the law does not include commercial premises, and as a result, more vacant commercial properties have found themselves as the target of squatters over the last year. Simon Alderson, Chairman of the BSIAs Vacant Property Protection Group and Commercial Director of BSIA member VPS, comments: There is strong evidence that squatting in commercial properties has doubled since the new law came into being. Whether it will be expanded to include commercial premises is still very much an unknown, so in the meantime, owners are strongly advised to review their security arrangements and to implement measures to protect vacant property. Prevention is far easier and cheaper than the cure. When securing vacant commercial properties, there are various factors that property owners should consider. One of the most important actions that owners should take is to allocate clear responsibility for all aspects of vacant property management, this includes managing the shutdown of the building, conducting a risk assessment and taking action to reduce the different types of risks. The Federation of Small Businesses (FSB) believes small firms could be missing out on cheaper finance as new figures shows around two-thirds (61%) of firms havent heard of Funding for Lending (FLS). Current results show an increase in lending for the first time through FLS, a 1.6 billion rise of net lending the main high street banks. But while it welcomes this, the FSB believes more needs to be done for businesses to have loan applications accepted. Some 17.6 billion than has been taken out of the scheme in total by the banks and lending over the scheme is relatively flat, so the FSB is pleased that the data shows the price of finance has begun to fall. The survey shows less than a third (29%) of respondents are, however, aware of FLS. The Federation wants to see the communication about availability of cheaper finance stepped-up by the banks. The FSB is hopeful the Governments Business Bank will oversee improvements in communication between banks and small businesses and offer guidance on focusing governmentbacked schemes, to the specific needs of small firms before January 2015. Federation research also shows other sources of finance are not widely knows, as the survey also reveals that fewer than four in 10 are aware of being able to borrow from alternative or specialist lenders, such as peer-to-peer or asset finance providers. John Allan, FSB National Chairman, said: Many small businesses have been affected by the lack of access to financial support during the financial recovery and have relied on non-bank lenders to keep them afloat. We hope the small increase in lending from Funding for Lending (FLS) continues to build. However, with many firms unaware of what FLS is we want to see an increase in communication that the banks are open for business. We hope the increase in competition from non-bank lenders in the scheme will continue to deflate the cost of borrowing and boost lending to small firms. Only when the banks tailor their packages specifically to certain sectors and improve the way they advertise those products to small businesses, will small firms get the finance they need.

MISLAYING PRISON KEYS COSTS TAXPAYERS 100,000 A YEAR TO CHANGE LOCKS


Taxpayers are footing a 100,000 a year bill to change the locks in prisons because guards have mislaid keys, it has been disclosed. Four prisons have had to replace all their locks over the past three years because officers lost crucial keys, ministers have admitted. It has cost taxpayers 300,000 since 2010 to call in locksmiths to prevent escapes. In total during the past three years, around 140 sets of keys have been lost, ranging from those for prison gates to escort chains. Shadow justice secretary Sadiq Khan, who obtained the figures quoted, said: Ive heard of locking up prisoners and throwing away the keys, but losing the keys is ridiculous. This is breathtaking incompetence of the highest order and is money the taxpayer can ill afford to waste. The errors cost 79,525 to put right at the category B Swaleside jail on the Isle of Sheppey in Kent. Replacing locks at the Glen Parva young offenders institution in Leicestershire cost 173.608. A further 84m418 had to be spent at Warren Hill young offenders institution in Suffolk and at the fourth jail, HMP Birmingham the bill for replacing the locks came to a staggering 415,276 - although that bill was met by G4S which runs the category B jail. The Prison Service insisted that no prisoner escaped as a result of the losses. Justice minister Jeremy Wright said: Following these incidents, vigilance at the prisons was increased regarding key security and events that may lead to a prison needing to be relocked. Andrew Neilson, director of Campaigns at the Howard League for Penal Reform, said: With budgets dwindling year on year, the Prison Service ill afford spending hundreds of thousands of pounds on changing the locks. A spokesman for the Prison Service said: Incidents like this are extremely rare. We always investigate them thoroughly and update our security measures accordingly.

SecURIty InstItUte Takes BUILdIng the FUtURe AWaRd at BSIA AWaRds


The Security Institute took home the British Security Industry Associations Building the Future award at the annual BSIA lunch. The award was the culmination of an event that saw the BSIA also presenting the Security Personnel Awards, Apprentice Installer Awards, Chairmans Awards, and Special Awards for Outstanding Service in cash-in-transit. The Building the Future award was presented to the Security Institutes current chairman, Emma Shaw, by Brian Sims, in recognition of the Institutes valuable contribution to the security industry. Their part in developing the register of chartered security professionals, and in producing a range of good practice guides, was praised and Bobby Logue, who helped present the award, described the Security Institute as a worthy winner. SecURIty PeRsonneL AWaRds Earlier in the afternoon, 15 security professionals picked up awards for their work across the UK in the past 12 months. Winners included representatives of VSG, Advance Security, and G4S, and there were stunning examples of individual heroism from people including Mark Cooper, who pulled a woman to safety by her backpack when he saw her trying to jump into a river known for its strong undercurrent, and Michael Smyth, who managed to save a patient from falling from the upper floors of a hospital building, after she had entered an dangerous area. Access control software suite.
Access Control Technology (ACT), the Irish-based access control manufacturer, has announced the launch of its latest product, the ACTpro eLock which is now on sale through the established ACT network of distributors. The system consists of a battery operated, wire-free, electronic lock with a built-in card reader. The ACTpro eLock uses networked wireless controllers (Hubs), capable of managing up to 32 doors each. The eLock uses the latest ACT software suite, ACTenterprise for installation and monitoring. In keeping with ACTs policy of continuous support to its customers the eLock is compatible with all existing ACTpro hardware. David Tymlin, managing director of ACT, stated We realised that we could address the shortcomings of competing products on the market, whilst ensuring the latest in reliable, cost-effective technology. The ACTpro eLock is the perfect addition to our pro range of access control, and will be a popular product from launch day. With the ability to add a door ajar/door open sensor, the eLock will also inform the system of alerts automatically. If it loses connection to the hub or in the event of a power outage, the ACTpro eLock will function independently until the connection is re-established. The ACTpro eLock will always allow free egress from the secure side, and can be configured to unlock in the event of a fire or other emergency. The eLock ensures the highest level of safety standards for your site. The launch of the ACTpro eLock coincides with ACTs new professional level software suite, ACTenterprise, which can control up to 60,000 users and thousands of doors.

GREEN SUCCESS AT ARGE CONFERENCE


Following its successful conference in Budapest, ARGE has announced that it will be pursuing the creation of generic Environmental Product Declarations (EPDs), as well as introducing new key members to the Executive Board. At its General Meeting on 5th September, attended by over 41 delegates, ARGE voted to pursue its sustainability agenda through the creation of entry level EPDs. EPDs are the most effective way for communicating a products verifiable and accurate environmental information, and following the introduction of the new Construction Products Regulation (CPR) these are becoming increasingly imperative. Three tenders have been submitted to ARGE outlining plans for the effective delivery of EPDs. These proposals will now be debated by ARGE, with the preferred method informing its sustainability roadmap. In addition, ARGE elected a Chairman and two additional members of the Executive Board. Hans Weissenboeck, will take up the position of the new ARGE Chairman and will be chiefly responsible for delivering the ARGE objectives and sustainability roadmap. Executive Board and is MD of the German Fachverband Schloss und Beschlagindustrie, Germanys main association for locks and builders hardware. Welcoming the new appointments, Joachim Kieker, ARGE General Secretary, said: The decision to pursue the creation of EPDs helps to shape ARGEs vision and sustainability roadmap giving us some very clear aims to work toward and most importantly deliver for our members. We have worked hard to stress the importance of the changes in the construction sector and the impact these will have on the lock and hardware industry. Lets face it, there are probably a hundred things right now that you feel are far more important than providing guidance and if necessary, training, for you and your drivers. Right? However, lets try and stop and think for a minute about exactly that. Your guys. Out on the road. Driving to a customer. If we break that down, theres actually quite a lot that you need to have thought about to ensure your business is compliant with Health & Safety legislation and the rather important Corporate Manslaughter Act. Before you turn the page, here are a few key things that wont go away: 1. Do you have a Company Drivers Policy in place? 2. Have all (yes, ALL) of those driving for your business seen and signed up to it? 3. Have their licences been verified? 4. Are all vehicles roadworthy and fit for purpose? 5. Have all drivers been assessed for risk? 6. Have at-risk drivers been trained or offered training? Okay, thats enough for now but you can immediately see that driving for work is not something to be taken for granted or ignored. As an employer, you simply have to address, at the very least, the key issues concerning occupational driving. Why? Well, if you dont do anything and something does happen to one of your employees whilst out driving for work, you could be found negligent and face severe punishment at the end of a court case. Only just recently, two company directors were jailed for this very reason after an employee died after driving over and above the permitted number of hours. You might be thinking this is scaremongering. Far from it. In 2011, over 1,750 people were killed whilst driving and nearly 600 of these were whilst driving for work. Thats at least 2 people killed and 30 seriously injured every single working day. When you compare these stats to those concerning fatalities and injuries incurred in other industry activities, it is clear that driving for work is the single riskiest thing that anyone will do for their employer. Fact. So where to start, if you havent already done so? The best place is to look at the policies and procedures that will underpin what the industry refers to as Driver Risk Management (DRM). Its an umbrella term for ensuring that the risks faced by your drivers when out on the road are addressed and as much as possible, mitigated. DRM Policies and procedures help to provide your drivers with clear guidance and have been proven to reduce your business liability in the event of a court case. Always a good thing. Unfortunately, clear guidance is a broad term and can include a wide selection of materials such as driver handbooks, crash packs, postincident guidelines and more. Knowing what items should be included and how best to word it for the greatest impact can be incredibly confusing and timeconsuming. Keeping your policy up to date with constantly changing legislation can also be a challenge. For businesses which either dont have this material in place, or need to refresh their current guidance, its important that you seek advice and use measures that are sufficiently robust to withstand scrutiny in the event of an accident. Take driving licence checking surely the simplest of tasks? Well, it is easy but only if you do it the right way and this means ensuring every licence is currently valid. This can only be done using the DVLA and not simply by a visual check of the paper and photo card elements. If youre only doing the latter, youre leaving yourself wide open to a claim of negligence. If all of this sounds like hard work and added cost to your bottom line, then it is important to remember that investing in DRM provides a substantial return and significant benefits across your business, including: Reduced on-road incidents and improve safety for company drivers Reduced costs associated with running a fleet fuel, servicing, repair Increased residual value of your fleet Lower insurance premiums through fewer claims Enhanced Corporate Social Responsibility (CSR) and Duty of Care measures Even improved staff morale, wellbeing and performance Every company is unique and a DRM strategy should be tailored to suit each company. All businesses should seek expert advice to help find the best and most cost-effective DRM programme for them. BRItIsh ChambeRs UpgRades UK gRoWth estImate


The British Chambers of Commerce (BCC) has upgraded its UK growth estimate for the next three years from 0.9% to 1.3%. The upward revision is due to stronger than expected Q2 results, driven by a strong service sector and household consumption. Increased exporting activity among BCC members has also been reflected in the reduction of the real trade deficit in goods and services by over half in the last three years. BCC director general, John Longworth said the positive outlook was testament to businesses steadfast determination in previous quarters, but warned that recovery is not yet secure. We have had false dawns in recent years and although this upturn appears to be on stronger ground, we must be aware that complacency could lead to setbacks. External factors, such as the eurozone, the Middle East, and the Chinese economy could halt our progress. Our surveys have shown, however, that firms are confident about their prospects and want to expand, but they cannot do it alone. Improving access to finance for viable, fast-growing businesses is a major priority, and the government and the MPC must do more to ensure that vibrant SMEs can obtain finance on reasonable terms. The government must also work with the Bank of England and the Treasury to underwrite private sector investment in infrastructure projects, and our have a go exporters need support on the ground to help them break into new markets.

MLA EXPO 2013: THE BIGGEST AND BEST YET

Locksmiths, suppliers and security industry professionals from across the globe flocked to MLA Expo 13 last month, with the event being declared one of the biggest in its 30 year history.
Held at The International Centre in Telford from September 13 to 15, MLA Expo 2013 attracted 77 exhibitors a significant increase on the 64 exhibitors who attended the last MLA Expo, held in 2011. Hosted by The Master Locksmiths Association (MLA), the UKs largest trade exhibition for the locksmithing and security industry saw exhibitors and delegates showcase products and services, discuss industry trends, network and attend training courses on subjects including CCTV, Safe Lock Picking and Lock Related Standards. TOP SPONSORS PLAYED A LEADING ROLE The event was opened by Jim Maddan, National Chairman of the Neighbourhood and Home Watch Network, an official partner of The Master Locksmiths Association, and was sponsored by global businesses Abloy, Mul-T-Lock and Yale, together with ASSA ABLOY Security Solutions. Dr Steffan George, development director for the MLA, said: Im delighted to say that MLA Expo 2013 has been one of the biggest and best yet. The International Centre proved again to be a superb venue and it was great to see so many people exchanging ideas, making new contacts, sharing knowledge and swapping business cards! There was a real buzz in the hall and the event got off to a great start on Friday 13, which was anything but unlucky for us as we were particularly busy - we even had to lend one visitor a trolley because they had purchased so many products! A company spokesman said: We were delighted with the level of attendance and the genuine interest shown on our products. The fact that people had given up their weekend to come to the show speaks for itself. We had decided to exhibit just two products which we thought would be of most interest, the Waferlock stand-alone shadow card / Online PC Based systems and the A1 high security electronic and mechanical lockset. Our new IP67 electronic cylinder - which we had displayed in a water filled container - generated much interest, as did the stand alone battery leverset which could be fitted in 10 minutes and programmed with just a card. Typical comments from locksmiths who had already used the product were the ease with which it could be fitted and programmed, and also the reliability in comparison to similar products on the market. In our view, the MLA put on a fine Expo and we will certainly be at the next one.

The Locksmith Journal caught up with Abloy UK Marketing Manager, Jon Burke, at the recent MLA Expo in Telford to hear the companys key messages this autumn Fire doors and exits on escape routes are a big concern for Abloy at the moment, particularly those where, by default, electro door magnets have been installed, explains Jon. We are raising awareness of these dont bear thinking about but unfortunately it is something that affects many commercial and non-residential properties all around the UK. At the MLA Expo Abloy is speaking to installers and facilities managers, or whoever is in charge of building access and advising them that custodial sentences are now being issued for non-compliance. Its a tough message but one that could save lives, Jon says. Abloy isnt one to rest on its laurels and is following up this message with the offer of support to those needing clarification on compliance as well as matters of security and energy efficiency through its Foundations Course. The Abloy Academy provides training, including Foundation courses, on what you need to do to be compliant. Although the courses are managed by Abloy they are objective, informative and are CPD recognised. Full day courses are available, as well as a RIBA one-hour taster course. From dedicated facilities in Willenhall, the Academy covers presentations, education and certified hands-on practical training. The course content is particularly relevant to building managers or directors, main contractors who find themselves in an advisory role and even fire safety officers. Bespoke courses are also available on request.

Customers were also busy downloading the new TradeLocks Mortice Lock ID iPhone App which went live over the weekend. This handy app can be used to identify a Mortice Lock and find out the best tool to use to pick it. PICKLES HITS OUT AT COUNCILS & CCTV PARKING


Communities Secretary Eric Pickles has criticised councils that use CCTV to catch parking offences.
Pickles has identified councils use of cameras for on-street parking enforcement as one of the reasons that town centre shopping continues to decrease. The use of so-called camera cars -- mobile parking enforcement vehicles with surveillance cameras attached -- has been on the increase since legislation changes in 2004 introduced under the Labour Government. In a statement, Pickles said: Excessive parking charges and unfair parking fines push up the cost of living, and undermine local high streets and shopping parades. We want to rein in over-zealous parking enforcement, so it focuses on supporting high streets and motorists, not raising money. Parking spy cars are just one example of this and a step too far. Public confidence is strengthened in CCTV if it is used to tackle crime, not to raise money for council coffers. Since 1997, the Department for Communities and Local Government reports that revenue from local authority parking has risen from 608 million. Pickles said that the law could be changed before Easter to ban the use of fixed cameras and camera cars for parking offences. These cameras have been used to issue 10 million fines, worth 301m, in the past five years according to Conservative Party figures. Civil liberties group Big Brother Watch has backed the Communities Secretarys position, saying that they wholeheartedly support the Government plan and that the biggest issue is that the public are never, ever told that this is part of the deal when they accept greater CCTV surveillance. The group continues to ask if the public would be as willing to accept more surveillance cameras if they had the full facts about what they are being used for. This is a position in line with the Governments CCTV Code of Practice which was published and enforced earlier this year; a document which attempts to enshrine the principle of surveillance by consent. The Governments suggestion is that only visible traffic wardens will be allowed to film vehicles.

A TRAINING-CENTRED APPROACH TO CUSTOMER SATISFACTION


In September, grouphomesafe opened the doors to its new purpose built Training Centre at the ERA site in Willenhall, West Midlands, alongside the companys UKAS-accredited test facility. Eager to take a peak, The Locksmith Journal was lucky enough to be the first publication to be invited to visit the new facility and meet with Group Technical Director, Ben Penson, and Head of Technical Product Training, Graham Loakes, to understand how this new development marks a real turning point in the cohesion of the grouphomesafe brands, while maintaining the individual strengths and expertise of each, and how this offers added value to its customers. THE DRIVING FORCE grouphomesafe is a significant supplier in terms of volume but, until now, has been somewhat of a sleeping giant that hasnt particularly shouted about our progress, explains Ben. We have, however, begun to change this, with product development being the main driver. So it has become necessary to introduce the Training Centre in order to help our customers to sell more effectively the enhanced product offering and its benefits. During the various training sessions, Graham Loakes demonstrates the advantages of particular product enhancements, such as security and improved durability, to locksmiths and merchants. We also equip them with the tools to sell effectively and realise the true value of the products through price and customer perception. The overall aim is the recognition of an improved offer to customers on all fronts, continues Ben. The key elements of this are good value, in terms of product, and good experience, in terms of the interaction the customer has with us. It is very important that they get exactly what they wanted when make contact with us. MULTIPURPOSE The Training Centre is an example of how grouphomesafe has successfully integrated its various brands and is now promoting a unified company culture through education and empowerment, to the direct benefit of its customer base. The Training Centre is not solely for the use of our customers, Ben says. It is also a place where staff can come and brush up on their product knowledge. This improves job ownership and engagement and, in turn, improves overall customer satisfaction through the product information and technical advice they receive from us. TWO-WAY COMMUNICATION The interaction that takes place in the training room provides a platform for feedback that can be applied to the product development process, giving us a better understanding of the needs and demands of the industry and enabling us to find an appropriate solution. The Training Centre has its own dedicated personnel headed up by Head of Technical Product Training, Graham Loakes, who explains, The ultimate goal is for the Centre to be booked up everyday. A re-organisation of warehousing has made way for a room that has been designed especially for training, which creates the right environment for freedom of thought, where questions can be asked and answered and where ideas can be shared. This is all a culmination of a culture shift that has taken place within the company, which came as a result of an employee survey where some disparity was evident. The company-wide consolidation that has now taken place builds on an ethos that began years ago but one that is now really gaining momentum, with great benefits to both customers and the workforce. The Training Centre not only marks an important stage of the transition but also works to reinforce and emphasise the grouphomesafe objectives and values by creating a network of informed and enthusiastic brand advocates. A full staff training programme is currently underway and a standard training course pack for customers is available. Pickersgill-Kaye Ltd is collaborating with an Irish engineering company in a project to help reduce the instances of self-harming in police cells in the Republic of Ireland. Pickersgill-Kayes custodial inspection hatch and ligature resistant external 8-lever Kaye Class 1 Custodial Cell Lock were selected by the projects authorised installers, including Oliver Boland Engineering Ltd, which produced the new cell doors using Pickersgill-Kayes products at selected Garda Stations all across the Republic. The custodial lock, strike plate and hatch developed by the Leeds-based firm met the OPW and Garda Professional Standards Units (PSU) strict criteria by addressing the architectural issues of the old style doors and mitigating potential ligature points. The Kaye Class 1 Cell Lock meets the requirements laid down in the SS317 standard: an international specification that accurately measures the locks resistance to wilful damage, physical security, ergonomics, cyclic testing and performance in a hostile environment. I NEED A SAFE BUT HOW MUCH CAN I KEEP IN IT?


Compared with the prominent, high tech side of the security industry, safes have a relatively low profile, yet safe manufacturers have expertise no-one can afford to ignore. Our expert Safes correspondent MIKE PALMER tells us more.
It is a simple fact of life that the relatively low tech hardware side of security, that is to say lock and safe makers, are the poor cousins of our industry. You do not have to look very far to see the truth of this observation: visit IFSEC at the NEC, for example, and you will find remarkably few lock manufacturers, no safe manufacturers at all and just a couple of specialist safe distributors we simply cannot afford to be there. But just because our side of the industry has a low profile, it does not mean that we do not have anything relevant to teach our high tech colleagues. The truth is that they ignore our expertise at their peril. Take the rapid growth in the market for electronic cash deposit and cash recycling systems. The advanced technology present in these systems must have taken huge chunks of cash out of R & D budgets. These ultra-sophisticated machines recognise foreign currencies and identify the denomination of a bank notes in a twinkling of an eye, storing them instantly in sealed cassettes. They dispense just as quickly, incorporating the latest IP communications technology and advanced computer software. There are significant markets ready and waiting for this type of product and manufacturers product literature tells them everything they need to know about all their remarkably advanced features. Well, almost everything. One of the questions a customer inevitably asks is, How much can I keep in it overnight? At which point is seems as though someone licks a finger, holds it in the air and replies, Oooh, about 20,000 to 30,000 Of course, they are factually correct. You could quite easily leave 30,000 in it overnight. You could probably squeeze in a bit more if you tried really hard, but thats not what the customer was asking. Theyre not interested in the capacity; what they really needed to know was, How much will my insurer allow me to leave in it overnight? The answer to this question is substantially different. When specialist insurance surveyors took a closer look at the physical construction of some of these extremely expensive systems, it became clear that little if any consideration had been given to their burglar resistance. In fact, some of them offered no more protection than a reasonably priced key cabinet. Other companies could indeed provide optional containers that were actually tested and rated according to EN standards it was there in the small print but insurers were under the impression that it was left to the customer to request the option rather than being offered it proactively by the producer. Consequently, if the user was not specifically asked what level of indemnity they would expect their insurer to provide, they were sold the bog standard model. One senior manager with a major insurer said, Some users were asking us to insure up to 60,000 in one of these standard systems. When we told them that the maximum cover we were prepared to extend was just 1,000 the same as we would give a lockable filing cabinet, they were more than a little disappointed. Certainly, if the unit is to be used solely as a day safe with the cash being removed at the end of the working day and transferred to a fully insured cash safe, it is possible that they could be insured for a 20-30,000 risk. If the cash is not transferred and remains in the deposit or recycling system overnight, it simply wont be insured. THE EUROPEAN STANDARD EN1143-2 Had the designers taken time out to discuss this with anyone familiar with safe-making their attention would have been immediately drawn to EN1143-2, a standard for testing and rating safes with deposit facilities. Deposit safes successfully tested by approved test houses are certified and rated from Grade 0 to Grade VI with corresponding overnight cash limits from 6,000 to 150,000. Any safe maker would have taken one look at these standard containers and instantly advised the developer that, as it stood, their system was only insurable for 1,000 overnight not much use in the cash office of a busy bus terminal or superstore.

Things are, however, beginning to change, albeit slowly. One manufacturer of cash recycling systems has already co-operated with a Swedish safe maker to develop and launch a recycling system incorporating a body that has been fully tested and certified in accordance with EN1143-2 to Grade II standard. The Association of Insurance Surveyors (AiS) has agreed that it can be recommended for an overnight cash holding of 17,500 and has granted it their AiS Approved logo. Another producer has the option of a German manufactured Grade III safe suitable to secure 35,000 - but

you would be hard pressed to find a reference to it on their website. One manufacturer has joined Eurosafe UK, the association of safe makers and distributors, in order to tap into their members knowledge and experience in developing a tested, certified and suitable graded body. In the meantime, buyers beware! When a supplier tells you their deposit or recycling systems can hold 30,000 cash overnight, they may well be telling the truth; but what they fail to mention is that it almost certainly will not be insured. One recent case was the theft of a hotel room safe containing valuable jewellery during the Cannes International Film Festival. But significantly bigger models are also at risk: safes weighing several hundred kilos have been stolen from industrial, commercial companies, pharmacies and family homes. Burglars take advantage of a typical weak point: the missing or improper anchoring of the safe. All models weighing less than 1000 kilos should be firmly fixed to the wall or floor. If a safe is transportable , thieves are only too happy to take it. ECBS-certified safes are always supplied with robust anchoring possibilities and manufacturers are required to furnish proof of this. Users should anchor their safe professionally with heavy-duty dowels in concrete. Parquet floorings, wood floorings or screed floors are not suitable as base materials since they do not provide the necessary support. Q - You attracted many visitors to your stand at MLA Expo this year: do you consider exhibitions of this calibre an essential part of your marketing strategy? All of these methods have a place but in different degrees depending upon the message you want to convey. Q - At what other exhibitions do you have a presence? A - We exhibit at the MLA Expo and the Locksmiths show in Nottingham as well as taking part in regional shows. This year we have expanded our product range that will take us into new markets and are assembling a full strategy for the coming year with our full service Marketing agency. A - We are continually enhancing the help and support section of the website and usage is huge, which has allowed us to grow the company without having to increase the customer service staff in our Aldershot office. The lock programming videos are very popular, with visits in equal volume from the UK and Europe. The next stage is to have the videos transcribed so users can download the text and refer to it later if required. The increase in our online services and activity has necessitated a change in our site structure and we look forward to unveiling our new-look website later this year. Q - Securikey is a member of the MLA: how important do you rate accreditation to trade/professional bodies in terms of your companys credibility with the trade and public? A - Customers use organisations such as the MLA to give justification to their choice of purchase. Accreditation takes away the nervous purchase by removing a lot of the risk, as customers are following in the footsteps of those who are already using the products. In addition to MLA membership, we are also members of Eurosafe, Essa and have full ISO9001 accreditation, all of which make a customers choice easier and gives them peace of mind in following a well trodden path. Q - One of the criticisms made about the UK locksmith industry is that it is not properly regulated, as it is in other parts of the world. What are your views on that? A - I think the industry could benefit from the introduction of regulations but not as an additional revenue generation scheme. Organisations such as the MLA play a large part in raising the profiler of the industry but I do feel that everyone should play their part in banging the drum. The alarm industry went through the exact same thing some years back and received backing from the insurance industry to force out the rogue element.....maybe we should look to history for the way forward.

Q - You regularly introduce new products to existing ranges. Approximately how long does it take for a product to be launchready from research and development? And how much customer feedback/ input is involved in the development of new products? A - Product introduction can vary from a few months, like our new range of Grade 0 safes, to a good 18 months if the product is designed from base up. The whole process starts with feedback from our customers. Our sales team provide excellent market data and with the introduction of electronic PDF questionnaires as part of our ISO 9001 we are often pointed in the right direction from day one. Tracking sales patterns utilising our ERP system helps greatly in product life cycles, enabling us to replace and renew as desires change. Q - With this in mind, can we expect more product additions early in the New Year? A - From the Security area probably the largest change will be our move into demountable vaults. These are bespoke strong rooms that are precast in our factory and then delivered to site for assembly. While we recognise that products of this size and complexity are not everyones cup of tea, we felt that this market could benefit from our unique approach. Obviously we will continue to review our ranges and add where necessary as the opportunity arises. Q - What are your top-selling products? A - Safes form a good part of our sales and are what we are known for, but the key cabinets that we introduced back in 1973 are still going strong. After 40 years of trading we feel that we know the market well, yet we are frequently surprised by the brand recognition we get from our key cabinet ranges.

DAVENPORT BURGESS - THE GENERATION GAME


The Davenport Burgess of today is renowned as the countrys market leader in the key blank and manufacture and wholesale industry, supplying a full range of keys, key blanks, key cutting machines and a complementary range of locks and associated hardware, from its purpose-built office and warehouse on Wednesfield Road, Willenhall.
The origins of Davenport-Burgess can, however, be traced back to early generations of the Davenport family, who lived in Wednesfield, Wolverhampton in the mid19th Century. At this time Wednesfield was well known for both key and trap making. All kinds of traps were made there, including mantraps , which were mainly exported to Africa. Although traps were big business, keymaking was also prominent but existed as a cottage industry and was often a secondary occupation. The key-making industry in Wednesfield catered for the needs of the lock industry, which was mainly based in the neighbouring town of Willenhall. As the Willenhall lock industry grew with the likes of Josiah Parkes, Union, Chubb etc., so, too did the key industry. The Davenport family, who were known as publicans in the area, produced keys in the outhouse of the pub they owned. In those days, everything was made by hand using simple hand tools but even today in its modern form, Davenport-Burgess still receives a healthy demand for duplicates of these old keys. The traditional occupation of key making continued throughout the Davenport family but it was not until after the Second World War that the firm of H. Davenport & Sons began to develop into the type of organisation we know today. The firm was located in a small workshop behind a terraced house in Victoria Road, Wednesfield. During the post war years, production of malleable iron keys and key blanks was expanded to include exports to Australia and South Africa. However, with the increasing demand for locks and keys, faster methods of production were needed, and during the 1950s the fabricated welded steel blank was developed. This is now the main method of production for the common mortice key, which is particularly popular here in the UK. At the same time, the market for cylinder or Yale type keys was increasing, so the firm continued to develop throughout the 1960s, widening the range of keys and key blanks on offer. But the 1970s was the most significant decade in the history of DavenportBurgess, for several reasons. In 1978, Steve and Jim Davenport took control of Davenport Burgess from their father, Stanley Davenport and made the decision to become a distributor for Dominion Lock of Montreal, who was, at that time, the worlds largest manufacturer of cylinder key blanks. Davenports also became the first distributor for J & A Engineering of London, the originators of Jakey key cutting machines. It was around this time that Davenports Ltd had outgrown the extended workshop in Victoria Road. The firm then acquired the business of B. Burgess & Sons Ltd, the family business of current Sales Manager, Matts grandmother, in Temple Bar, Willenhall. The existing premises were extended and the two companies moved in together and began trading as Davenport-Burgess. B. Burgess and Sons Ltd specialised in lock distribution and therefore complemented the traditional key and key blank business of H. Davenport & Sons Ltd. By the end of the 1980s, DavenportBurgess had outgrown the premises at Temple Bar and a large piece of derelict land a few hundred yards away in Wednesfield Road was acquired. Since January 1st 1990, Davenport-Burgess has been supplying from these premises, continuing to move with the times and adapt to a changing market. Both families are still very much active in the business, with Jim and Steve Davenport as co-Chairmen and sons Andy and Matt Davenport as Procurement Manager and Sales Manager respectively. But in 2008, the business appointed its first non-family Managing Director, Tony Wright. Tony has a strong background in business and IT. and has been instrumental in improving processes, making the companys activities more time-efficient. More recently the business has embarked on a skilled based recruitment drive to ensure it maintains a skilled workforce, enabling it to preserve the traditional skills and craftsmanship of its long heritage, while keeping abreast of modern techniques.

Thomas HaRt: The FIRst ChaLLenge to ChUbb

Those early inventors of patent locks were caught up in the excitement of what they believed their invention to be the perfect lock. Quite naturally, in order to promote a new idea or principle the advantages of an idea over, say a competitors product would be to point out and demonstrate the weaknesses of that competing product. A natural course of action, and is a marketing technique continued to

Sarah (1846), another Thomas (1849) and Ann (1856). Interestingly Thomas and Elizabeths third child, also named Thomas (1849-1934) and also a locksmith carrying on in the tradition of his fathers trade, worked for both Milner and Chubb. Chubb had successfully promoted his detecting Mechanism to the extent that it soon became a household name earning a very enviable reputation. The popularity of Chubbs lock in those early years was such that in order to meet demand it was outsourced. One such subcontractor was Joseph Richards, a Wolverhampton locksmith, who in turn, and unknown to Chubb, further subcontracted to another skilled locksmith, Thomas Hart. In those days locks were made by hand, lock cases and components were fettled and fabricated from metal strips, plates, bars and castings, perhaps 12 at a time. You may have noticed in some early locks all the parts were numbered either with stamped in dots or numerals or even roman numerals. This was to remind the locksmith which parts were for which lock in the series he was making at the time. He would make 12 cases, 12 bolts, 12 sets of levers and so on, finally and individually dressing each part to complete the lock. Parts were not interchangeable as in modern locks. What this meant was that the locksmith had a very clear and intimate knowledge of how each of the components interacted with each other and how the key interacted on the whole. He would also have realised weaknesses and improvements, especially in relation to efficiency of the principle or the cost in terms of time taken to produce the product for its intended market.

One such locksmith was Thomas Hart, whose skill and efficiency in fettling locks almost intuitively allowing him to speculate and theorise on a possible alternative to Chubbs lock. His speculation paid off when he came up with a design idea. Like inventors before him, he first needed to demonstrate weaknesses in the Chubb design. So around February 1832 he claimed that the Chubb lock could be picked open and proceeded to open a number of them in public. This was, no doubt, based on his practical, detailed knowledge of the Chubb locks he was making for Richards. Chubb was furious with Richards for being too free with Chubb secrets and refused any of his locks. Chubb responded with a challenge and 10 reward. Hart suspected that the challenge lock was not the normal version. It was agreed that should the trial lock be anything other than a normal production version and Hart failed, then a fee of 5 was to be paid by Chubb. Hart several times left the site during the trial to make adjustments or modify his tools. With little under an hour left for the trial Hart again left to adjust his instruments. Chubbs deliberately misinterpreted his departure and put a seal on the trial lock claiming victory. Both Hart and witnesses protested but to no avail. Chubb stated that since Hart had conceded there was no need to inspect the lock. Chubb naturally claimed victory and even solicited Isombard Kingdom Brunel to help denounce Harts lock. Interestingly, history was to repeat itself some 20 years later when Hobbs picked Chubbs locks - complete with claims and counter claims. Shortly after this affair Chubb completely redesigned its detector lock, in 1833 introducing the New Patent. I wonder if

this was in part a response to Harts public claims. Certainly the new lock was a simpler to produce. Hart though had secured his name in locksmithing history; he sold his idea to Richards who commercially produced his lock. Indeed other companies, such as Mace, later made his design so it must have gained some merit of purpose despite Chubbs claims. My own theory is that whilst the Chubb detector lock was state of the art at the time for high security safes and vaults and the like, some felt it might be overengineered and, therefore, expensive for the risks associated with ordinary doors for homes or securing cabinet doors etc. Harts lock answered this need more than adequately and more reasonably priced. Thomass son also Thomas, after living in Liverpool for a short while and working

for Milner moved to London working for Chubb at its Glendale Road works, later moving back to Wolverhampton and still employed by Chubb. So the affairs of the first Thomas Hart hadnt interfered with his sons employment either within the trade or specifically with Chubb. Indeed Victorian puffery was as much a tool in maintaining an edge on public opinions, perceptions and their buying habits. Despite the claims of Patent or Propriety lock makers, they each knew only too well the limits or viabilities of their own products and of their rivals! A PASSION FOR LOCKS


The Lock Collectors Association.
Now in its seventh year, The Lock Collectors Association in its current form was first established in June 2006, in what was then the Lock Museum, in the highly appropriate town of Willenhall between Wolverhampton and Walsall in the West Midlands Black Country. Willenhall was, of course, historically an important centre for lock manufacture and although manufacturing has gradually declined through the last few decades, the town is still home to many lock businesses. establishment of a National Locks Museum may not be an impossible dream. Many other countries do have such museums and the Association strongly believes that the UK certainly deserves one. The LCA was formed in a bid to bring together those people with an interest in indeed a passion for - locks. Initially aimed at lock collectors as its name implies it is actually open to all with an interest. Not unnaturally, many members tend to be involved in the lock trade and industry. One of the most important aspects of membership is that it enables members to share and exchange knowledge and information, to buy and sell locks and to exhibit at various events items from members own collections. Visits and social occasions are organised through the year. In January this year, for example members visited Londons fascinating Science Museum where the curator in charge of locks, Dr Helen Peavitt, accompanied them around the Locks Gallery and showed them the Lock of antique cuttings and information about themselves and rival makers) are kept. vaults; plus Trinity College library which holds the famous Book of Kells. The LCA enjoyed a very good attendance at the MLA EXPO in Telford in September, and as a result hopes to see a boost in membership in the next few months. Plans are also being put in place to attend the 2014 ELC annual meeting next September which will take place in Graz, Austria which boasts a large, privately-owned exhibition building with displays of many important locks and keys, many of which are British. Members were again delighted to have the chance to handle 20 of the Museums most important British-made locks using gloves of course! The Association is represented at major industry events and was present at The Locksmiths Expo in Nottingham in March this year, providing a display of locks and keys for sale and as exhibits. This month, members have attended the European Lock Collectors (ELC) annual meeting in Dublin which was planned to provide visits to Irelands National Museum; Collins Barracks (possible locks/keys display); Bank of Ireland tour of underground

When the Lock Museum at Willenhall closed to become Locksmiths House, most of the exhibits were transferred to The Black Country Living Museum (BCLM) in Dudley. Locksmiths House is now available to visit only by prior appointment, and as a result, is sadly largely unused. The original aim was to relocate the former Lock Museum to the Dudley site but planning permission was refused. The Association is determined, however, that the UK should have its own national Lock Museum. To date, that has not been possible largely because of funding difficulties in the worst of the recession. But given that the UK was historically the world leader in the development of locks, the Association is confident that with enough support, and a growing membership, the

BMW X5 MOST STOLEN & RECOVERED CAR IN 2012


The BMW X5 was the most frequently stolen and recovered car of 2012, TRACKER has claimed. This recovery specialist has revealed that this four-wheeldrive topped its table the previous year too. The Land Rover Vogue/Sport were second in the standings followed by the: BMW M3 (third), BMW 3 Series/Audi RS4 (joint fourth), MercedesBenz SLK (fifth), MercedesBenz ML (sixth), BMW M5/ X6 (joint seventh) and the Mercedes-Benz CLS/E-Class (joint eighth). This is not to say, however, that these were the most commonly taken cars nationwide - only that they were the most frequently stolen and recovered in TRACKERs database. This, by its nature, contains a large proportion of prestigious cars as most low value rivals are not worth protecting to this extent. As such, the most expensive taken last year was worth 70,000 compared to an average of 25,500. But there were thefts of cars worth less than 5,000. Last year alone, TRACKERs satellite technology helped the firm to recover 12.5 million worth of assets bringing the

companys total to 474 million. These recoveries led to 2,317 arrests.

CRIME SURVEY REVEALS ITEMS MOST STOLEN FROM VEHICLES


The Crime Survey for England and Wales has revealed that the most common items stolen from vehicles are exterior fittings . In 2011/2012, these components that included windscreen wipers, registration plates, badges and trim were taken in 37 percent of cases. This was, however, four percent less than 2010/2011. Of all the exterior fitting to lose registration plates are the most significant, because criminals can fit stolen plates to their vehicles then commit crimes that implicate the legitimate owners of the numbers - hence the many cases of innocent motorists being pulled-over by the police. The exterior fittings category was followed by valuables such as jewellery, handbags, clothing, documents, wallets/purses, shopping bags and cash taken without consent in 18 percent of thefts. Electrical items including sat-navs, TVs, videos, MP3 players, DVD players and computer equipment were taken in 16 percent of cases a three percent rise. The Survey also showed that the percentage of thefts involving other vehicle parts was nine, followed by radios (seven), and CDs/tapes/videos/DVDs (six). Tools thefts accounted for five percent which fell one percent from last year. Accounting for four percent of stolen items from vehicles is glasses and sunglasses. The theft of wheels (which has its own category), accounts for only two percent. Finally, also at two percent is the theft of mobile phones. Both of the latter categories were one percent less than 2010/2011. www.motoring.co.uk

MINIMISING RISK, MAXIMISING SALES


With so many millions of vehicles on the roads, criminals tend to seek out soft targets. The trick is for motorists to make their vehicle less appealing than those that surround it by first ensuring it has a wide range of security features: locking wheel nuts, anti-theft registration plates and a high-quality alarm. Motorists should also consider the safest place to park preferably somewhere thieves would feel uncomfortable as they are likely to be noticed. It makes sense then, to aim for a public parking place that is brightly lit and protected by closed-circuit television. At the very least, try to park close to a lamp post at night. Hide every item of cargo in the boot or glove box even those with very little financial value. Sat-nav suction cups and on-board cameras leave rings on the windscreen that suggests there is a valuable item nearby. Wiping away any tell-tale marks before leaving the car is a good idea. Locksmiths who offer car security equipment could benefit by drawing customers attention to the survey results and by providing their professional advice.

Following significant investment from global automotive manufacturers in the UK in the past two years, Business Secretary Vince Cable has set up the Automotive Investment Organisation (AIO) led by Joe Greenwell, the former Chairman of Ford.
Funded with up to 3 million over the next two years, the AIO is spearheading the campaign to attract inward investment to the UK. The Automotive Investment Organisation is led by UK Trade & Investment (UKTI), and takes strategic direction from the Automotive Council, to develop a strategy to repatriate the supply chain and build on the opportunities identified in the UK. Organisation needs. He will help to build on the success of the unprecedented investment we have seen in the UK automotive sector and encourage a more extensive supply chain. The CBI welcomed the governments decision to partner with business to develop an automotive strategy in 2013. Commenting, Katja Hall, CBI Chief Policy Director, said: This strategy sets out a bold vision for long-term growth right across the automotive sector, which is at the front line of the drive to rebalance our economy. The 1bn investment in a new centre for cutting-edge engine technologies should go a long way towards making the UK a globally-competitive place for automotive research and development. Strengthening the supply chain is rightly identified as a major priority. The creation of the new Automotive Investment Organisation will help, alongside action to improve suppliers access to finance and delivering on the skills roadmap so firms of all sizes can access a wider pool of talented graduates and apprentices.

Nearly half 46 percent of the vehicles stolen in 2011/2012 were taken when the offender used a key, the Crime Survey for England and Wales has revealed.
This represented a significant rise of 20 percent over the previous record period (2010/2011). Why? Because modern vehicles, say the experts, tend to have highly sophisticated security systems that incorporate locks, alarms and immobilisers, etc. As such, the easiest means of access is often to steal keys from (say) property or coat pockets. Furthermore, 22 percent of stolen vehicles were removed after the offenders forced - or tried to force - the locks and 14 percent of criminals broke - or at least tried to break - windows. These figures were 13 and five percent lower than the previous record period. Staggeringly, a further nine percent were removed while the doors were not locked . Of the vehicles stolen and returned to their rightful owners, nearly threequarters - 74 percent were damaged. Of these, 26 percent were written-off/ beyond repair , 22 percent had extensive damage , and 26 percent had moderate/ slight damage . As we know, some vehicles predominantly late-plate prestigious models - are stolen to order then shipped abroad. Some of these are taken with cloned keys so motorists are urged to remember not to rely completely on the manufacturers security system. Other vehicles are stolen by opportunists who look for any suitable machine rather than a specific model to order. It might then be used for joy-riding, robbery, etc.

As this type of criminal favours soft targets so it makes sense to make it more secure than those that surround it. So owners are urged - at the very least to fit a high quality alarm and immobiliser then consider extras such as a tracker that is monitored by the police. Clearly, vehicle security remains a major challenge and all auto locksmiths should be promoting their specialist services to motorists through every possible means, from localised leaflet campaigns to social media.
