Program Coordinator Luzon Visayas Program Office (JG 4)

Responsible for the delivery of quality programming support and coordination with other program/project staff and the Program Manager to ensure integration of program initiatives within the assigned area. Programming. Contributes to the analysis and periodic updating of issues affecting children in the locality area. Leads in formulating detailed implementation plan in the area of focus in consultation with Program Officer (PO). Ensures/supports the operationalization of theory of change and delivery of quality programs/ projects. Ensures preparation and monitoring of Impact Area Plan. Ensures coordination with different project coordinators/ mobilizers implementing thematic projects or programs. Ensures implementation of thematic deliverables in coordination with POs. Ensures integration of regular and special initiatives. Networking, Partnering and Advocacy. Maps and identifies potential partners (community-based groups, civil society organizations, academe, donors) that Save the Children can work with in relevant thematic/geographic areas. Establishes and maintains active working relationships with local partners, local government units and other NGOs specific to concerned thematic areas. Manages SC partner projects/ programs. Provides feedback to the Advisor regarding prospective partners and donors and opportunities for resource mobilization. Drafts local policy proposal in coordination with Advisors. Facilitates/ conducts capability building of local partners on policy advocacy. Tracks local issuances and budgets affecting children. Implements local advocacy activities in line with the national policy agenda (childrens participation, networking, mobilizing the public, engaging the private sector and media, and lobbying with LGUs and partners;) and supports national advocacy efforts. Monitoring, Evaluation (M&E) and Documentation Ensures that Program Offices utilize M&E findings/ results in enhancing/ modifying program implementation. Assists in identifying priorities for and in the conduct of program documentation. Assists in monitoring of implementation of sub-grants. Provides documentation (i.e. success stories, case studies, photo essays) of project/ program successes and best practices. Contributes to knowledge management and learning agenda. Ensures that plans (i.e. operational plans, DIPs/SIP PIT, action plans) are implemented based on agreed targets and timelines. Capacity Building (CB) and Community Mobilization (CM). Attends CB activities as directed. Participates in echoing session organized by Technical Advisor (TA) and shares this with colleagues. Adopts lessons and insights in program implementation. Facilitates CB activities to partners in consultation with concerned TA. Consults with partners to identify training needs. Facilitates CM /Organization Development of community groups for program delivery ad sustainability. Human Resource, Finance, Member and Donor Relations and Logistics. Supports and contributes to various policies and processes in Human Resources, Finance, Member and Donor Relations, Logistics including: performance management system, coaching and mentoring, Child Safeguarding Policy, Policy on Fraud and Anti-Corruption, Safety and Security Policy, responding to member needs, design and implementation of Logistics Plan, judicious use of SC resources, evaluation of program proposals from partners, budget process, financial reporting and procedures Humanitarian Response. Participates in humanitarian response vis--vis defined roles under an Emergency Response roster. Requirements: Demonstrated competencies in two or more of the following: establishing and maintaining partner relationships with local government, private enterprises, community groups; community mobilization at the city or province or groups of cities and provinces; and program delivery and partnering preferably in the context of the assigned areas; Child-centered initiatives and processes; work on programs for children e.g. education, health, child rights governance, child protection, livelihoods, humanitarian / emergency response Requirements Common to all positions in Save the Children : Has a healthy sense of urgency; proactive and results-oriented. Prepared to travel (estimated travel is 15%-20% in assigned region.
