The Air Force Fiscal Year 2013 National Defense Authorization Act Implementation Plan
AStrongTotalForcefortheFuture

InFebruaryof2012,theFiscalYear2013(FY13)PresidentsBudget(PB)submission reflectedAirForcedecisionsonhowtobestaligntheAirForcetofitthe2012guidancesetforthin SustainingU.S.Leadership:Prioritiesfor21stCenturyDefense(DefenseStrategicGuidance)and thefiscalconstraintsstemmingfromtheBudgetControlActof2011.Wemadeastrategicchoice tobecomesmallerinordertoresourceafullyready,modernizingAirForce,abletodefendour interestsandprojectAmericanpoweracrosstheglobe,todayandinthefuture.Afterreleaseof theFY13PB,stakeholdersquestionedwhetherthesedecisionsprovidedsufficientforcestructure tomeettheNationsneedsathomeandabroad.Recognizingthecomplexityandimportanceof thesynergybetweentheActiveandReservecomponentsthatpowersourAirForce,seniorleaders oftheAirForceActive,Guard,andReservereviewedtheFY13PBforcestructuredecisionsin lightoftheseconcernsanddevelopedaTotalForceProposal(TFP)thatofferedanintegratedset ofmodificationstotheFY13PB.TheAirForcedeliveredthisproposaltoCongressinNovemberof 2012,andCongressacceptedtheseproposedmodificationsthroughitsinclusionoftheproposalin theFY13NationalDefenseAuthorizationAct(NDAA). TheFY13NDAAauthorizedtheAirForcetocompleteactionsthathadbeenapprovedin previousyears,directedexecutionofamixoftheforcestructureactionscontainedwithinthe FY13PBandtheTotalForceProposal,anddirectedspecificactionsintheremainingareasthat CongressdidnotacceptfromFY13PB.Thispaperdescribestheactionsnecessarytocomplywith theFY13NDAAandprovidesatimephasedaddendumthatcapturesthemajorforcestructure changesbylocation. TheAirForce,aswellasoursisterServicesandotherfederalagencies,faceagreatdealof fiscaluncertaintyasweplanforfutureyearbudgetactions.Wedonotcompletelyunderstandthe neartermorlongtermeffectsofsequestration,anditwilltakesometimetofullyresolveallthe impacts.Asaresult,thispaperonlydescribesfutureforcestructureprojectionsthroughFY14.

NewDefenseStrategicGuidanceandFY13PBForceStructureChanges
TheFY13PBsubmissionwasinformedbytheDefenseStrategicGuidanceandtheBudget ControlActof2011.TheDefenseStrategicGuidancerequiresU.S.forcestoremaincapableof deterringanddefeatingaggressionbyanypotentialadversarybyconductingacombinedarms campaignacrossalldomainsland,air,maritime,space,andcyberspacewhileremaining capableofdenyingtheobjectivesof,orimposingunacceptablecostson,anopportunistic aggressorinasecondregion.

TheAirForcepreparedanFY13budgetrequesttoensurethattheTotalForcewasableto meetthecapabilitiesandforcesizingrequirementsasdirectedbytheDefenseStrategicGuidance. Indoingthis,theAirForcemadedifficultchoicesacrossallofitscorefunctionstobalanceriskto forcestructure,modernization,readiness,andpeopleprogramsacrossmissionareas. TheFY13PBproposedreducingtheTotalForcefleetby223aircraftinFY13andatotalof 287aircraftbetweenFY13andFY17.Correspondingly,itproposedreducingmilitaryendstrength by9,900inFY13,withatotalreductionof11,600byFY17.Ofthattotalof11,600,4,200ofthose reductionsweretocomefromtheActivecomponent,5,500fromtheAirNationalGuard(ANG), and1,900fromtheAirForceReserve.Thesavingsprojectedasaresultoftheseforcestructure andendstrengthreductionswouldhaveaddedupto$1.4billioninFY13and$8.7billionacross thefutureyearsdefenseplan(FYDP).

MovingForwardwiththeTotalForceProposalForginganEffectiveTotalForce
AftersubmissionoftheFY13PB,stakeholdersinCongressandthestatesexpressed concernsthattheAirForcecapabilitiesprogrammedintheFY13PBwouldnotmeetallthe Nationsneeds.Inresponsetotheseconcerns,theAirForcereleasedanupdatedTotalForce ProposalinNovember2012.TheTotalForceProposalretainedsomeofthemajorelementsofthe FY13PBproposal,butadjustedsomeelementstoenhancetheNationsAirForceandaddress concernsthattheFY13PBproposaldivestedtoomuchfromAirForcecapabilities,particularlyTitle 32supportforstategovernors.TheTotalForceProposalmadethefollowingchangestotheFY13 PBsubmission: ReversedtheeliminationofoneANGandoneReserveC130Hsquadron; ReversedtheeliminationofoneANGKC135squadron; ReversedtheeliminationoftwoANGA10squadrons;and ReversedtheplannedshiftofallMC12WaircrafttotheANG.

Inaddition,theproposalrestoredsomeReservecomponent(RC)missionsperformedprior toFY12andaddednewmissionsforsomeRCunits.Insum,theseadjustments: AddedtwoANGC130squadronsandincreasedthesizeofoneANGC130 squadron; AddedoneANGKC135squadron; TransferredoneActivecomponentA10squadrontotheAirForceReserve;and Consolidated11RC26BaircraftatoneANGlocation.

Furthermore,theproposalretainedand/oraddedseveralintelligence,surveillance,and reconnaissance(ISR),commandandcontrol(C2),andoperationalsupportmissionsintheANG.

Finally,theproposalmadethefollowingadjustmentstotheFY12PBActivecomponent forcestructure: DivestedtwoC130Hsquadrons; DivestedfourKC135aircraft;and DivestedonefightersquadronandtransferredonefightersquadrontotheAir ForceReserve(asstatedabove).

Most,butnotall,oftheseadjustmentstakeeffectineitherFY13orFY14,withthe remainderscheduledtooccurnotlaterthanFY17. TheAirForcewasabletoidentifyfundsforsignificantportionsoftheTotalForceProposal bymakingadjustmentswithintheAirForcebudget.However,werequiredadditionalfundingto sustaintheproposedstructureadjustmentsacrosstheFYDPwhilesimultaneouslymaintaining acceptablereadiness.Theproposalretained90percentofthesavingsthatourproposedFY13PB forcereductionswouldhavegenerated,whilerestoringapproximately38percentoftheoriginal proposedFY13PBRCaircraftforcestructurereductionsandapproximately75percentofANG militaryendstrengthreductions.

FiscalYear2013NationalDefenseAuthorizationAct
FollowingthesubmissionoftheTotalForceProposal,Congressreviewedtheelementsof theproposalanddraftedtheFY13NDAA,incorporatingnearlyalltheelementsoftheTotalForce Proposal,exceptwherespecifiedwithintheact.WiththeenactmentoftheFY13NDAA,Congress approvedtheforcestructureproposedintheTotalForceProposal,andtheFY13NDAAnow authorizesustomoveforwardwiththeseacceptedchanges.Inaddition,theFY13NDAAprovides theAirForcewiththeauthoritytoimplementthefollowingprioryearretirementsdelayedby CongressduringFY13PBdiscussions.Theseretirementsaresummarizedinthefollowingchart:

Afteraccountingforaircrafttransfersbetweencomponents,thenetchangeauthorizedby theFY13NDAArelativetotheFY12PBisnowareductionof65aircraftandapproximately1,400 militarybilletsfromtheANG,57aircraft(withnoadjustmentinmilitaryendstrength)fromtheAir ForceReserve,and122aircraftandapproximately6,100militarybilletsfromtheActive component. ThemajorforcestructurechangesapprovedandenactedbytheNDAAaredescribed below.Additionaldetailsarecapturedintheattachedaddendum. CombatAirForces TheAirForcewilldivestthreecombatcodedA10squadrons(oneeachfromtheActive component,theANG,andtheAirForceReserve)andonecombatcodedF16squadron(fromthe ANG).AnadditionalA10trainingsquadronwillberealignedtotheAirForceReservefromthe Activecomponent. MobilityAirForces TheAirForcewillretire16KC135RaircraftfromtheTotalForce:threefromtheActive component;eightfromtheAirNationalGuard;andfivefromtheAirForceReserve.Asaresultof thesechanges,theAirForcewillmaintainafleetof398KC135sinFY13.Tomaintainthefleetof 301strategicairliftaircraftasmandatedbytheFY13NDAAwhileawaitingcompletionofthe NDAAdirectedstudy,theAirForcewillcompleteonlyoneoffiveplannedC5Aretirementsin FY13.TheplannedC5AretirementisfromtheAirForceReserve.Afterretainingthe358intra theaterairliftaircraftrequiredbyFY13NDAA,theAirForcewillretireonlyoneActivecomponent C130HinFY13.TheAirForceplanstodivestall21C27Jaircraft,allfromtheAirNationalGuard. Section8118ofH.R.933,theConsolidatedandFurtherContinuingAppropriationsAct,2013,as passedbytheU.S.HouseofRepresentativesandtheSenate,requirestheAirForcetoobligateand expendfundsthatwerepreviouslyappropriatedfortheprocurementofC27Jaircraftforthe purposesforwhichsuchfundswereoriginallyappropriated.BecausethecontractvehicleforC

27Jprocurementhasexpired,theAirForcemustassessthebestmeanstocomplywiththis requirement,includingthedispositionofaircraftonceprocured,andwewillprovidedetailsata laterdate. Intelligence,Surveillance,andReconnaissance TheAirForcewillretainitsentireRQ4Block30fleetintheActivecomponent.TheAir Forcewillalsorestorefundingfor11RC26BaircraftintheANGandlaterconsolidatethemata singlelocation.TheAirForcewillproceedwiththedivestitureofoneE8CaircraftfromtheANG andaddfiveMQ1/9remotesplitoperations(RSO)unitstotheANG.Lastly,allMC12aircraftwill remainintheActivecomponent. FY13NDAAImplementationPlan
ToexecutetheactionsapprovedordirectedbytheFY13NDAA,eachAirForcemajor command(MAJCOM)hasdevelopedplanstofacilitatetheseactivation,reassignment,re missioning,ordivestitureactions.AstheAirForcedevelopedtheseplans,itsoughttoadhereto twokeyprinciples:1)ensurethatpersonnelreadiness,training,andretentionfortransitioning unitsremainatthehighestlevelpracticable;and(2)minimizemissiongapsforunitstransitioning tonewordifferentmissions.

Thefollowingfactorsdroveouractions: Theabilityofthelocationorunittoabsorbthenewmission,i.e.,whenwillspace becomeavailabletosupportarrivalofequipmentand/orpersonnel?(e.g., departureofretiringaircraft); Theavailabilityofrequiredtrainingtofacilitateaunitstransitiontoitsnew mission; Completionofcomplianceitems(e.g.,NationalEnvironmentalProtectionAct) analysis;and Completionofanyinfrastructureimprovementsrequiredtosupportachangein mission.

TimelinesforForceStructureChanges AdetailedreviewofalltheFY13NDAAdirectedforcestructurechangesislocatedinthe attachedaddendum.Theaddendumprovidesastatebystatedescriptionofchangesforeachof thebasesaffectedbytheFY13NDAAandcomparestheindividualbasesFY12PBforcestructure, theFY13NDAAdirectedaircraftandmissionchanges(e.g.,transfers,retirements,remissioning), andmanpowerchanges.Theaddendumthenprovidestransitiondates,implementationnotes, andfinalforcestructure.AirForceMAJCOMsandtheNationalGuardBureauworkedtogetherto aligntrainingavailability,aircraftavailability,andreadinessanddeploymentrequirementswith unitneedsandlimitations.Theseplanshavebeenprovidedtotheaffectedunitsfortheirreview.

FY13NDAAComplianceIssues
Inadditiontotheapprovedforcestructureactionslistedintheaddendum,theFY13NDAA directedtheAirForcetoaccomplishadditionalactionsbeyondtheFY13PBandTotalForce Proposalacceptedactions.Thesemandatedchangesincluderequirementsto:1)maintainan intratheaterairliftinventoryof358aircraft;2)maintainafloorof301strategicairliftaircraftuntil anOfficeofSecretaryofDefense(OSD)/JointStaffledmobilityrequirementsandcapabilitystudy iscompleted;3)retaintheRQ4Block30aircraftuntilDecember31,2014;4)maintain36combat codedB1aircraft;and5)sustaintwoANGairspacecontrolalertlocationsthathadbeenidentified forclosurebyU.S.NorthernCommand(USNORTHCOM).WedescribeAirForceplanstocomply withthislanguagebelow. MaintainanInventoryof358IntraTheaterAirliftAircraft TheFY13NDAAdirectedtheAirForcetomaintainanintratheaterairliftinventoryof358 aircraftforFY13.WeappreciatethelatitudethattheFY13NDAAprovidedinnotspecifyingthe type(s)ofintratheaterairliftaircraftrequiredtocomprisethe358totalaircraft.Asaresultofthis flexibility,theAirForcewasabletoconsiderdifferentoptionstoretainonlytheC130fleetor maintainamixedintratheaterairliftfleetcomprisedofbothC130sandC27Jaircraft.

C27JDivestiture AswepreparedourportionoftheFY13PB,weevaluatedourforcestructurewithrespect totheDefenseStrategicGuidanceandthefiscallimitationsimposedbytheBudgetControlActof 2011.Ouranalysisshowedthattherewasexcesscapacityintheintratheaterairliftfleet.The requirementsoftheDefenseStrategicGuidancecalledfor310C130aircraft;however,theFY12 PBprojectedaninventoryof372C130sand38C27sattheendoftheFYDP.Asaresult,theAir Forcemadeastrategicchoicetoretire65aircraftfromtheC130HfleetacrosstheFYDPand divesttheC27Jfleet.Theremainingfleetof318C130swassufficienttomeettherequirements leviedbytheDefenseStrategicGuidance,includingtheArmysdirectsupportrequirement. AswepreparedtoimplementthedirectionprovidedintheFY13NDAA,wereviewedour FY13PBanalysisandanFY12NDAAdirectedcostbenefitcomparisonoftheC27JandC130.The costbenefitcomparison,whichwasdeliveredtoCongressinAugustof2012,includedadirect comparisonofthecost,capability,andcapacityoflikesizedC130andC27Junitsandconfirmed bothalowerlifecyclecostandaperformanceadvantagefortheC130versustheC27J.Asa resultoftheFY13PBanalysis,theFY12NDAAcostbenefitanalysis,andthecurrentfiscal environment,theAirForceelectedtocontinuewithitsplantodivesttheC27J. AsweimplementtheC27Jdivestiture,theAirForceplanstoscreenthedivestedC27J aircraftforreuseinaccordancewiththeproceduresoutlinedinDoD4160.21M,DefenseMateriel DispositionManual,asamendedbysection1091oftheFY13NDAA.Aftertheseaircraftare deemedexcesstotheneedsoftheDepartmentofDefense(DoD),FY13NDAA,section1091, requirestheSecretaryofDefensetoaffordtheSecretaryofAgriculture(U.S.ForestryService)the firstrightofrefusalandtheSecretaryofHomelandSecurity(U.S.CoastGuard)thesecondrightof refusalintransferringuptosevenexcessaircrafttoeachdepartmentbeforeofferingthetransfer ofexcessaircrafttoanyothernonDoDagency.BasedonDoD4160.21Mandsection1091ofthe FY13NDAA,priorityforallocationofC27Jaircraftis:(a)issuetoanothermilitaryService;(b)issue toanotherDoDagency;(c)issuetotheU.S.ForestryService(insertedbysection1091);(d)issueto theU.S.CoastGuard(insertedbysection1091);(e)issuetofederal/statelawenforcement activities(perFY97NDAA,section1033);(f)issueforsecurityassistanceneeds;and(g)issueto otherfederalcivilagenciesthroughtheGeneralServicesAdministration.TheAirForcewillbegin formalscreeningoftheC27JaircraftinMarch2013todetermineifthereisreuseinterest,andif so,whentheinterestedorganizationswillaccepttheseaircraft.Aircraftthatarenotwantedby anyfederalagencywillbetransferredtotheAircraftMaintenanceandRegenerationGroup (AMARG)atDavisMonthanAFB,Arizona,andpreservedforfuturereuseorsale.TheAirForce planstocompletedispositionofthe21C27JaircraftbySeptember30,2013.However,afterH.R. 933issignedintolaw,theAirForcewillevaluatehowtobestcomplywiththeintentofsection 8118,aswellasdevelopfollowondispositionplansforanyC27Jaircraftprocuredasaresultof H.R.933.

RetainC130HAircrafttoMaintainanIntraTheaterAirliftInventoryof358Aircraft TheAirForcewillretain18C130aircraftinFY13tocomplywithdirectionintheFY13 NDAAtomaintainaninventoryof358aircraft.SevenoftheseaircraftareallocatedtoANGunits and11wereeitherrestoredorallocatedtoAirForceReserveunits.Alloftheaircraftwere retainedatlocationswheretheaircraftwerepreviouslyassigned,eliminatinganytransfer requirements. TheAirForceelectedtoextendtheinventorylevelof358throughFY14.Inadditiontothe 18aircraftretainedorrestoredinFY13,theAirForceretainedanadditional25C130Haircraftwe hadplannedtodivestinFY14.TwelveoftheseareintheAirNationalGuard,12areintheAir ForceReserve,andoneisintheActivecomponent.Thisvoluntaryextensionaffordstimeforthe completionofadditionalstudies,expandstheopportunitiesfortheAirForcetocontinuetheintra theaterairliftforcestructuresizingdialoguewithitsstakeholders,andallowsforresolutionofthe BudgetControlActssequestrationprovisionbeforetheAirForcereassessesitsforcestructure duringtheFY15budgetcycle. MaintainaFloorof301StrategicAirliftAircraft TheAirForceisrequiredtomaintain301strategicairliftaircraftuntil45daysafterthe FY13NDAAdirectedmobilityrequirementsandcapabilitystudyissubmittedtoCongress.TheAir Forcewillworkcloselywiththejointauthorsofthestudy,OSDsDirectorofCostAssessmentand ProgramEvaluation(CAPE)andtheChairmanoftheJointChiefsofStaff,toprovideCongresswith necessaryanalysistosupporttheairliftforcestructurelevelsproposedinFY13PB.Untilthen,the AirForceexpectstoretireoneC5AfromtheAirForceReserveCommandtoreachandmaintain thefloorof301aircraft.WewillmaintainallotherC5AaircraftintheAirForceinventory.As eachC5AaircraftapproachesitsplannedretirementdateinFY13,itwilltransitiontoawarm storage(XJstatus)ontheassignedunitsflightline.WewillplacefourC5AsinXJstatusin2013. RetaintheRQ4Block30Aircraft InaccordancewithdirectionintheFY13NDAA,theAirForcewillretainallassignedRQ4 Block30aircraftandmaintainoperationalcapabilitythroughDecember31,2014.TheAirForceis evaluatingthebestwaytocomplywithsection8118ofH.R.933asitpertainstocontinuing procurementoftheRQ4Block30andwillprovideadditionaldetailsatalaterdate. Maintain36CombatCodedB1Aircraft TheFY13NDAAdirectstheAirForcetomaintainnolessthan36primaryaircraft authorization(PAA)combatcodedB1s.Incompliancewiththisdirection,theAirForcewillretain threecombatcodedB1sthatweoriginallyplannedtoretireaspartoftheFY12PBandmaintain

12assignedcombatcodedaircraftateachofthethreeoperationalB1squadrons.Wewill maintainall36aircraftinflyable,combatcodedcondition,butwillnotusethethreeadditional aircraftatthefulloperationalrateduetotherepurposingofmanpowerauthorizationspreviously associatedwiththethreeaircraft.TheAirForcewillrequireadditionalfundinginfuturebudget cycles(FY1719)tocompletetheintegratedbattlestationmodificationsandbringthethree additionalaircraftuptothecommonconfigurationstandard. AerospaceControlAlert(ACA)Operations TheAirForceoriginallyplannedtodiscontinueaerospacecontrolalertoperationsinFY13 atDuluthAirNationalGuardBase(ANGB)andJointBase(JB)LangleyEustis.However,theFY13 NDAAauthorized$8.3millioninfundstoretain128ANGActiveGuardReserve(AGR)personnel fortwoACAlocations.Therefore,theAirForcewillcontinue24/7alertoperationsatDuluthANGB andJBLangleyEustisinFY13untiltheymustcommencedrawdownactivitiesinordertoreturnto traditionalstatusbySeptember30,2013.Theprecisedatesforthecessationof24/7alert operationsattheselocationswillbedeterminedbyNorthAmericanAerospaceDefenseCommand (NORAD)andNORTHCOMincoordinationwithAirForcesNorthernandtheNationalGuard Bureau.TheseactionswillnotreduceANGforcestructure.TheAirForceandANGwillconvert theACAfulltimepositionsattheseunitstotraditionalparttimepositions. Operationaldecisionsaboutaerospacecontrolalertpostureremaintheresponsibilityof NORADandUSNORTHCOM,andtheAirForceacknowledgesthatthesetwositeswillberequired fortheACAmissionwhenUSNORTHCOMdirectshigherstatesofreadiness.TheAirForcewillalso participatewiththeJointStaff,OSD,andNORAD/USNORTHCOMtocompleteaconsolidatedACA DoDbudgetexhibitandreporttoCongressnotlaterthanApril1,2013. MQ1/9RemoteSplitOperationsConversion WhilenotachangefromtheFY13NDAAoracomplianceissue,thissectiondescribesthe transitionprocessforANGunitsidentifiedtotransitiontotheMQ9missioncontrolelement (MCE)missionwithinthisdocument.Althoughtheattachedtimephasedaddendumprovidesthe timingforthesetransitions,theprocesswillbeofinteresttostakeholdersofaffectedunits. AspartoftheFY13NDAA,theANGwilltransitionfiveunitsfromtheircurrentmissionsto MQ9MCEmission.TheMCEshavesubstantialcommunicationsandinfrastructurerequirements. FY13FundingRequirements
TheFY13NDAArestoredforcestructurethatwasnotfundedwithintheAirForceportion oftheFY13PB.TheAirForceidentifiedthefundingrequiredtorestorethisforcestructureas outlinedintheAirForcesTotalForceProposaltoCongress,andthosefiguresremainunchanged. Inaddition,weidentifiedthefundingrequiredtomaintaintheNDAAmandatedintratheater airlift,B1s,andRQ4Block30aircraft.Wealsoidentifiedthecostsdrivenbythedirectioninthe FY13NDAAtodelayC5AretirementspendingthesubmissionofanOSD/CAPEandJointStaffled mobilitycapabilitiesandrequirementsstudy,butactualcostsmaychangebasedonusageofthese aircraftuntilretirementisapproved. TheAirForcebegantheFY13programmingprocessunderstandingthatthefiscalpressure toreducebudgettopline,drivenbytheBudgetControlAct,wouldforceustomakedifficult choicesbetweensustaininganagingforcestructure,decliningreadiness,andlongdelayed modernization.ThecompromiseenactedbytheFY13NDAAwillrequireadditionalfundingacross theFYDPtomaintaintheNDAAdirectedforcestructure.Atthesametime,wearekeenlyaware thatfuturefiscalpressuresmaydriveustoseekreductionsbelowtheFY13NDAAforce. TheAirForceiscommittedtocontinuingforcestructureandbudgetissuesdiscussions acrossourTotalForceandwithallofourstakeholders.Thisdialogueprovidesuswithavaluable opportunitytoconductandreviewtheforcestructureanalysisthatisrequiredtoreachamutual understandingaboutthenecessarysizeandshapeofthefutureAirForce. WewillcontinuethedialoguewithourstakeholdersthatbeganduringtheFY13PB deliberationstorefineourplansandprogramsasweconfrontadynamicsecurityenvironment andtheNationsfiscalchallenges.Thefutureyearprojectionscontainedwithinthispaperare mostlylimitedtoFY14becauseoftheuncertaintiesdrivenbythefiscalreductionsimposedbythe sequestrationportionoftheBudgetControlActof2011.
