This specification covers the general requirements for the layout design, spacing, and assembly, for skid mounted packaged units. This specification applies to packaged units for refineries, onshore oil and gas installations and processing facilities. The Vendor/Contractor shall comply fully with the provisions laid down in this Specification. Any exception must be authorised in writing by the Owner. In the event of any conflict between this specification and the applicable Codes and Standards, the Vendor/Contractor shall inform the Owner in writing and receive written clarification before proceeding with the work. This General Engineering Specification will form part of the Purchase Order/Contact. In addition to the above, any special requirements of the General Engineering Specifications for the particular types of equipment to be mounted on the skid, shall also apply. 2.0 2.1

DEFINITIONS Technical The technical terms used in this specification are defined as follows: Dropout Area A designated maintenance area adjacent to elevated equipment or structures to accommodate the lowering of equipment internals, such as tower trays, by means of a davit fixed to the tower. Other applications may apply, such as catalyst loading and unloading at reactors and dehydrators. Laydown Area A designated maintenance area local to rotating or other mechanical equipment where space is restricted, such as in a compressor building. For example, the casing of a compressor can be lifted and laid down in a specific area so that the compressor machinery can be inspected and maintained. Tube or Bundle Pulling Area A designated area to allow the pulling of removable tube bundles from heat exchangers and condensers. This definition also applies to the removal of furnace tubes for fired heaters. Tie-Points The terminal point of the Vendor supply at the package where the Owner makes his connection. Custom-Built Package A package that has been specially designed and built for one particular application. Standard Package A pre-engineered package normally supplied as a standard item, but which may be subject to modification by the Owner to his own requirements. Units SI derived metric units shall be used for all measurements, except nominal pipe sizes (NPS diameters) which shall be in inches.

2.2 Contractual The commercial terms used in this specification are defined as follows: 2.2.1 Owner

The oil and gas company, an associate or subsidiary, who is the end user of the equipment and facilities. 2.2.2 Vendor The company supplying the equipment and material. 2.2.3 Contractor The main contractor for a defined piece of work. 2.2.4 Sub-Contractor A company awarded a contract by a Contractor to do part of the work awarded to the Contractor. 2.2.5 Inspection Authority The organisation representing the Owner or Contractor that verifies that the equipment and facilities have been designed, constructed, inspected and tested in accordance with the requirements of this specification and the Purchase Order/Contract. 2.2.6 Inspector A qualified individual representing the Owner, Contractor or the assigned Inspection Authority, who verifies that the equipment and facilities have been designed, constructed, inspected and tested in accordance with the requirements of this specification and the Purchase Order/Contract. 3.0 3.1 3.1.1

DESIGN Codes and Standards The layout, spacing and assembly of packaged units shall comply with this Specification and the following Codes and Standards. American Society of Mechanical Engineers (ASME) ASME B31.3 ASME B16.5 Institute of Petroleum (IP) IP Refinery Safety Code Part 3 Model Code of Safe Practice in the Petroleum Industry Process Piping Pipe Flanges and Flanged Fittings

In addition to the above the relevant Codes as quoted in the General Engineering Specifications for the particular type of equipment on the skid, shall also apply. 3.1.2 Unless specified otherwise in the Purchase Order/Contract, the current editions of the Codes and Standards at the time of the Order shall be used.

The skid/structure shall comply with GES S.06. The Vendor/Contractor shall be responsible for the supply, proper mounting, and specified performance of all equipment on the skid. Skid equipment insulation shall be carried out in accordance with engineering specifications GES N.01, N.02 and N.03 as appropriate. All items such as equipment, controls, instruments, piping and valves that form part of a packaged assembly, shall be installed so that they are located entirely within the confines of the skid, and shall be completely piped and wired. No item shall protrude beyond the package base. The maximum overall packaged unit skid size shall not exceed 10m x 3m x 5m high (33 ft x 10 ft x 16.5 ft high),larger packages require special handling and the specific approval of the Owner.. The maximum allowable weight of the skid assembly to be transported and installed shall be subject to the type of transport available and handling equipment on site, and subject to the Owner's approval. Where a Vendor/Contractor proposes a standard package to fulfil the specified package duty he shall detail all exceptions to this specification for his standard supply and advise the commercial impact of providing a custom-built package complying with all requirements. 3.3 Location A package unit located within a process area shall be arranged so that there is adequate access for maintenance and operation. The layout of equipment for the package shall be compatible with the process area. For example, if there are exchangers with removable tube bundles mounted in the package, they shall be mounted so that there is an adequate tube bundle pulling area with road access. Consideration shall be given to the final location of the package including the overall height, to ensure adequate headroom. The location of package units in relation to other equipment and to other package units is dependant upon the type of equipment within the package, and shall be spaced in accordance with Table 2A of NOC Specification GES A.01. 3.4 3.4.1 3.4.2 3.4.3 3.4.4 3.4.5 Assembly Equipment and vessels shall be mounted on the skid or module base so that equipment supports bear directly on and are attached to primary structural members. All tie-points for piping, instrumentation and electrical connections shall terminate at the edge of the skid or module, and shall preferably be located on one side of a skid or module. Electrical and Instrument panels shall be mounted near or at the edge of a skid or module. The Vendor/Contractor shall provide for, and clearly indicate on their drawings, any drop-out areas and laydown areas required for the maintenance and operation of the package. access shall be provided for the removal of heat exchanger tube bundles and the removal of compressor piston rods etc. horizontal vessels requiring regular maintenance via end access must be located so that the enclosure assembly protrudes through the building wall facilitating access into the vessel from outside the building.

Structural All structural steelwork shall meet the requirements of GES S.06. Platforms, walkways, handrails and ladders shall be provided to ensure good access to all areas on the skid for safe operation and maintenance of valves, instruments and equipment. All pipework shall be anchored at the skid edge. Electrical All electrical installation shall be in accordance with GES L.28. Earthing shall be in accordance with GES L.25. All electrical equipment shall be suitable for use in the area classification and location in which it is to be installed. A lighting level of 40 ft. candles shall be provided within package enclosures by the Vendor/Contractor in accordance with GES L.26. Lightning protection shall be in accordance with NFPA 780(1997). The location of edge of skid junction boxes required by GES L.28 shall be subject to Owner approval.

Controls and Instrumentation Controls and instrumentation shall be in accordance with GES J.14. Instrument items shall be mounted, where possible, to be easily accessible from the skid floor or nominal grade level. All equipment items requiring routine operation/maintenance shall be accessible from the package floor level, or access ladders and platforms provided. All instrument drains shall be piped to a drip pan or a drain header terminating at the skid edge. All instrument cables shall terminate in a junction box located at the edge of the skid or module in an area approved by the Owner. Safety relief valves supplied with a skid mounted package and which will discharge to a closed relief system, may be required to be supplied as separate items. These may have to be located in the relief header, where this is elevated above the high point of the skid. All instruments and control valves shall be tagged with identity numbers supplied by the Owner.

Piping shall be to ASME B31.3 and shall be routed in a neat and workmanlike manner, lines shall be grouped together where possible and adequate supports provided. All main process inlet and outlet, utility and drain connections shall be extended to terminate at the skid edge, with flanged ASME B16.5 connections. Orientation of nozzles shall be subject to the Owner's approval. Where the Owner has specified the pipe size/schedule to be used up to the skid the Vendor shall design on skid piping to be comparable and orientation of connections shall be clearly shown and tagged on the engineering drawings provided by the Vendor/Contractor. Piping shall not obstruct maintenance or operating access to package equipment. Main operational Valves and Instruments shall be accessible from the edge of a skid package. A minimum clear access way 2.0 feet (610 mm) wide shall be provided within the skid package for valve and instrument operation and for maintenance access for items that cannot be reached from the edge of the package. Suction and discharge lines at a pair of pumps located in a package, shall be symmetrical. Piping shall be designed so that only one process or utility tie-in is required for each service. When there is interconnecting piping between two skids for the same package, the piping shall be supplied by the Vendor/Contractor and shall be run to provide headroom of 7.0 feet (2.1 m) or alternatively run in a trench with a grating cover. The latter method shall be subject to approval by the Owner. If these methods are not practicable, and the piping causes an obstruction at low level, the two skids shall then be regarded as one item of equipment on the plot. The space between them shall not be acceptable as a through accessway, and any piping obstruction shall be suitably protected to prevent accidents to operating personnel. Interconnecting skids of a package shall be assembled in the correct relative orientation and spacing in the Vendor's/Contractor's shop and interconnecting piping shall be checked for proper fit-up. Interconnecting piping shall be shipped in convenient spools, and shall be flanged so that easy on-site assembly may be achieved. The completed assembly in the shop shall be witnessed by the Owner or his appointed inspection authority. Stress and Supports Piping within packages shall be designed so that no excessive stresses are imposed on the piping and piping components or equipment nozzles. Each piping tie-point shall be anchored at the skid edge. Anchors shall be designed for additional external tie-in forces and moments equivalent to the max. allowable nozzle loads given in Specification GES V.01 Table 1. Loads to be combined to give worst loading condition. Interconnecting piping between skids shall be designed so that there are no excessive stresses imposed on the piping, or piping components. Piping within package skid limits shall be adequately supported and anchored from the steel skid to avoid undue stress and vibrations. Elevated lines at columns or drums shall be supported near the vessel nozzle. The supports shall be seal welded. Additional supports and bracing required for transport purposes shall be clearly identified, and shall be removed before commissioning. The location and design of supports for interconnecting lines between packaged skids shall be the

The location and elevation of all Owner connections shall be clearly shown and tagged on the detail engineering drawings. A table shall be made on the general arrangement drawing listing the tie-points, and indicating their line size, rating and material, function and flow medium. Tie points shall be located with sufficient space between flanges, for the installation of field applied insulation etc, and for ease of Owner piping installation and configuration when connecting with the tiepoints. The unit shall be packaged to optimise the number of piping and instrumentation connections required to put the unit in operation and to locate these connections at the edge of the skid. This will require separate manifolding of such items as relief valve discharges, drain lines, instrument air supply lines, etc. All tie-ins shall be located in the same area at the skid edge. Vents and Drains Valved drains shall be installed at low points on package piping, and valved vents shall be installed at high points of package piping. Process or steam vents discharging to atmosphere shall discharge 10 feet (3m) above any operating area within a horizontal distance of 25 feet (7.5m). Closed process vents shall discharge to the Owner's relief or blowdown header. Water and non-hazardous process drains shall discharge to equipment or skid drip-pans. Hazardous process drains shall discharge to a closed drain system that will terminate at the skid edge. All vent and drain tie points shall terminate with a flanged connection.

INSPECTION Procedures The inspection requirements as covered by each individual package specification shall apply.

Nameplate A nameplate shall be provided for each skid package. The nameplate shall be made of stainless steel with the required data stamped or engraved. The nameplate shall be mounted on a bracket free standing from the skid package base. The following minimum information shall be given on the nameplate. Pressure tests for package piping shall be carried out in the presence of the Owner's Inspector. Testing of package piping shall be in accordance with ANSI/ASME B31.3, together with the additional requirements of NOC Specification GES P.10; excepting boiler integral piping at packaged boiler skids, which shall be tested in accordance with ASME I. 6.1.2 Electrical Systems Electrical systems shall be tested in accordance with GES L.28. 6.1.3 Instrumentation Instrumentation shall be tested in accordance with GES J.14. 6.2 Test Procedures The Vendor/Contractor shall submit his detailed test procedures in writing to the Owner for approval prior to the start of the testing programme. 6.3 Test Certificates Upon satisfactory completion of testing requirements for the package equipment, the Vendor/Contractor shall issue the Owner with the relevant test certificates. 7.0 7.1 7.1.1 7.1.2 7.1.3

DOCUMENTATION Introduction This section covers the documentation required for the design, selection, fabrication, inspection and testing for all the equipment, components and services to be provided against this specification. The list of documents required shall be listed in the Purchase Order/Contract. The documents as listed may be considered as a minimum requirement; all details to confirm compliance with the relevant specifications, and to allow a full and continued appraisal to be made of the Vendor's/Contractor's proposals and interpretations of the ordered equipment, should be submitted in accordance with the schedule specified in the Purchase Order/Contract. Any production or procurement undertaken by the Vendor/Contractor which is prior to the relevant documentation being submitted and reviewed by the Owner is at the Vendor's/Contractor's risk. On all documentation the Purchaser Order/Contract number, equipment title, tag number and project name shall be quoted. All documentation shall be checked and signed by the checker before submission.

7.2 7.2.1 7.2.2 Schedule/Reports The Vendor/Contractor shall submit with his tender a preliminary quality control plan.

The Vendor/Contractor shall include with his tender documentation a statement of proposed sub-vendors, a document submission schedule for all documents based on a review cycle of three weeks and an outline programme for procurement and production activities. The Vendor/Contractor shall incorporate any revisions agreed with the Owner during the enquiry review stage and submit revised tender documentation for approval. Monthly reports shall be submitted by the Vendor/Contractor detailing design, procurement, production and documentation activities. The format of which shall be agreed with the Owner. Data and Calculations The Vendor/Contractor shall supply with his tender completed Data Sheets containing all the relevant information necessary for appraisal of the design by the Owner. Project specific instructions will be issued to the Vendor/Contractor with the Purchase Order/Contract, which describes the data and calculations to be submitted, and the methods of submission. The Vendor/Contractor shall be responsible for obtaining approvals from the Inspection Authority. All calculations shall be carried out in a clear and logical manner. Where conditions involve the use of formulae or methods not specified in the Design Code, the source of these formulae or methods shall be clearly referenced. Computer calculations will only be acceptable if all input is shown, together with calculated values of intermediate terms and factors and options chosen, as well as final calculated dimensions, stresses or other values and the computer program has been validated to the satisfaction of the Owner. Calculations and drawings that are interdependent, i.e. foundation loading and equipment footprint, shall be presented for appraisal together. Drawings The list of drawings required shall be listed in the Purchase Order/Contract and shall be sent by the Vendor/Contractor to the Owner and/or the Inspection Authority for review and approval. The components and process to produce the ordered equipment shall be shown in sufficient detail to be fully appraised eg, plating drawings, shall as a minimum, show the position of all through thickness welds, together with material thicknesses and specifications, clearly indicating the welding procedure specification which is applicable to each weld. General arrangement drawings shall be to scale and show the relative location and main dimensions of all components including elevations and orientations of nozzles, lifting lugs, nameplates and supports. Detail drawings which may be included on the general arrangement shall include thicknesses and dimensions of all components, weld details, machining and surface finish requirements, gasket and nameplate details. Final Records, Documents and Manuals Two copies of the Data Dossier shall be supplied, and shall be a record of the manufacturing process. Where stated in the Purchase Order/Contract, it shall contain the following:

Six sets of the Installation, Operations and Maintenance Manual shall be specifically compiled for the equipment supplied. A compendium of manufacturer's data for a range of like products is not acceptable. The IOM shall contain the following: a description of the equipment, process and controls philosophy. the master document list and certified copies key drawings. packing, shipping and site preservation instruction. step by step installation instructions. step by step pre-commissioning procedures. step by step commissioning procedures. normal start up, operating and shutdown procedures. step by step procedures for dismantling and re-assembly. normal operating and set point values for all instruments. routine preventive maintenance schedule and major repair procedures. lubrication, chemicals, consumables schedule. list of special tools. spare parts ordering information. for PLCs, a copy of the programme an re-programming procedures.

The IOMs shall be presented in A4 format, and be securely bound in heavy duty 4 ring binders. 7.5.3 7.5.4 8.0 8.1 8.1.1 8.2 The Vendor/Contractor shall produce "as built" documents revised to indicate field changes. The Vendor/Contractor shall supply one set of mylar original drawings.

PRIOR TO SHIPMENT Painting and Coatings Surface preparation, painting and painting materials shall be in accordance with Specifications GES X.01, X.02 and X.03. Spares The Vendor/Contractor shall submit with his proposal, a list of recommended spares for start-up and two years operation, for review by the Owner.

8.3 8.3.1 8.3.2 Packing and Storage

This section describes the minimum requirement for the preservation and protection of equipment packages during sea and land transportation and storage, prior to installation. The probable storage period will be specified in the order/enquiry and will extend from the time of despatch to the time of unpacking at site. If the storage period is not stated, a minimum period of 24 months shall be assumed. The following preparation for shipment shall be a minimum requirement. (a) Prior to shipping, all equipment, piping, instrumentation and items that will become part of the completed skid package shall be completely assembled and tested on the skid for the Owner's inspection. Before disassembly, all pieces that are to be removed for shipping shall be adequately match-marked and keyed to an assembly drawing so that field reassembly can be performed in minimum time. A sequence schedule of removal shall be furnished so that various pieces can be reinstalled in the field in optimum sequence. All the pipe spools and accessories removed for shipping shall be shipped with their related skid. After final acceptance and prior to shipping, all equipment, piping, instrumentation and other items shall be drained of all fluid used for pressure testing and dried. Winterisation shall be considered for the duration of shipment. All pieces shall be identified with indelibly marked tags. At least one copy of assembly drawings in a weatherproof packet shall accompany the skid unit. All items that project past allowable shipping dimensions of the skid unit shall be removed. Also, items that are likely to sustain damage if shipped in place, such as recorders, gauges, sight glasses, etc. shall be removed. Removed items shall be properly crated, boxed, or otherwise packed to prevent shipping damage. One copy of the individual packing list shall be placed inside of each closed package and one copy of the packing list shall be attached to the outside of each piece in a weather proof packet. Items from separate skids shall not be packed in a common box. Three copies of all packing lists and assembly drawings shall be furnished to the Owner. The Vendor/Contractor shall be responsible for packing, crating, bracing, closing openings and loading of the shipment. Care shall be taken to prevent possible damage during transportation. Sufficient temporary bracing shall be installed on the skid to prevent damage due to vibration and shock. Temporary bracing may be regarded as counterproductive as regards site assembly and should be designed out as far as possible. (g) All openings, flange faces, threaded connections, valve stems and other component parts subject to mechanical damage or corrosion shall be covered with bolted wood or plastic flange covers, waterproof tape, plastic thread protectors or the like. All machined and threaded surfaces shall be coated with a rust preventative. Openings shall be closed prior to shipment as follows: (i) (ii) (h) Threaded steel plugs on couplings and wood or masonite covers bolted to flange faces. All equipment requiring lubricants, coolants, etc. for proper operation shall be plainly tagged, warning that they must be checked and filled before startup.

All piping and handrails removed for shipment shall be properly tagged and where feasible, shipped secured inside the skid from which it was removed. The Vendor/Contractor shall be responsible for loading and anchoring the item(s) to prevent damage during shipment.

Shipping Detailed shipping arrangements will be given in the Purchase Order/Contract. The equipment package shall not leave the Vendor's/Contractor's works for shipment until the release certificate has been approved by the Owner's Inspector. Warranty The Vendor/Contractor shall warrant all materials and services supplied against any defect for a minimum of 12 months after commissioning or 24 months from the date of delivery to site, whichever is the shorter period, or for the period stipulated in the Purchaser Order/Contract. Should any item be found defective, the Vendor/Contractor shall be responsible for all costs associated with restoring the equipment to the standard specified by the Purchase Order/Contract.
