Tasks and Processes


The Federal Ofce of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) was established on 1 October 2012 in the course of the reorientation of the Bundeswehr. The new ofce combines the tasks of the former Federal Ofce of Defense Technology and Procurement (BWB) and the former Federal Ofce of the Bundeswehr for Information Management and Information Technology (Bundeswehr IT Ofce), additionally assuming in-service support tasks which up to now have been performed by other civilian and military organizational elements of the Bundeswehr. 9,600 employees, about 1,400 of which will be soldiers, will work for the newly established ofce and its subordinate agencies. The BAAINBw is based at Koblenz and Lahnstein with a total of 4,500 personnel. The main task of the BAAINBw is to provide the Bundeswehr with efcient and safe equipment. Its activities focus on the development, testing, procurement and in-service management of defense materiel. The spectrum ranges from highly complex weapon and IT systems, tanks, aircraft and ships to personal equipment of our soldiers. The new ofce assumes consistent responsibility from the proposal of technical solutions through their implementation

and in-service control to the disposal and recycling of defense materiel. Experienced, well-trained and motivated staff form a solid basis for the complex tasks that will have to be managed. This makes the BAAINBw the main technical service provider of the Bundeswehr and an important public customer. The new ofce will be supported by nine Bundeswehr Technical Centers and Research Institutes as well as the Bundeswehr Information Technology Center. The Naval Arsenal, another agency of the BAAINBw, ensures the operational readiness of the German eet. The liaison ofce in Reston/USA represents Germanys defense technology and armaments interests vis--vis government organizations and industry in the United States and Canada. As a result of Bundeswehr operations as well as shorter innovation cycles, faster and more exible procurement processes and structures are needed. The new procurement process - the Customer Product Management (amended) - and the new procurement organization are consistently geared towards fullling these requirements. Cooperation in newly created integrated project teams helps to improve intensive communication between all elements involved. The creation of the new ofce is therefore an essential step within the reorientation of the Bundeswehr as it further optimizes the equipment of our soldiers and the integrated performance of tasks carried out by civilian and military personnel.
