Sub: Request for an Appointment regarding Consultancy Services offered by Webcon.

We would like to introduce ourselves as an ISO 9001:2008 certified multi-disciplinary consultancy organization set up in 1979. Webcon is promoted by all India Financial Institutions and Government bodies of West Bengal, Sikkim and A & N Islands and is audited by CAG. We take this opportunity to emphasise that despite best efforts by the present Government for the last 3 years to usher in qualitative shift in the education system including the education infrastructure and create quality human resources in education, a general vacuum in the State Education infrastructure is still felt throughout the population-base across all districts of the State. Some of the issues are highlighted in the following sections Moreover, the qualitative aspect of the presently imparted education has enormous implications as present rate of success of students from the State in all India level competitive examinations revealed that candidates from West Bengal are still lagging way behind other states in this front, be it IAS/ IPS/ CAT/ AIJEE etc. Therefore, with the increase in population of the State and the rising aspirations of the students from the State to emerge successful in the modern socio-environmental context, a deeper and wider penetration of the quality education institutes with modern techniques of imparting education preferably affiliated under ICSE/ CBSE board are required to be set up in the districts of West Bengal. The number of schools affiliated to CBSE/ICSE boards in the State have increased manifold. It is observed that the parents are oriented to send their children to schools imparting holistic education. There is a gross-trend of migration of quality students from the State to other States offering better institutes and learning environments along with other support services readily available at hand. States like Karnataka, Andhra Pradesh, Pune (Maharashtra), NCRDelhi are some such examples. Non-availability of Tier-II institutes, in the districts as a backup to the premier institutes, mostly in Kolkata, add-up to the qualitative degeneration fo the districts in terms of imparted education and available educational infrastructure quality. The present lot of private institutes in the higher education is either under-equipped (for lab related studies) or are poor in teaching quality (staff quality and teaching methods are questionable), which is again a predictable outcome of decades of qualitative degeneration of the overall education system in the State. In the past few decades, proper efforts to develop the high quality tier-II institutes for higher education across the State were neglected, leading to this dismal scenario.

In general, numerous private institutes that were setup in the course of the past few decades are more oriented towards commercial interests than building an environment of educational excellence and imparting in high quality education in their respective areas. In this scenario, Webcon can offer services to the department and assist in its quest for advancement and upliftment of the state of education infrastructure in West Bengal.
