1. Executive Summary
Provide below a brief overview of this project (e.g., project purpose and justification):

The Euphoria Public Works Department has been directed to construct a new dog park for the City of
Euphoria that would create a safe and legally zoned area for animals and their owners in an urban
environment. Euphoria is home to 346,000 residents, of which 68% (235,280) own dogs. Currently, the
residents of Euphoria have the opportunity to visit any one of 38 city-owned parks, although none of
these parks are specifically designed to attract dog owners, and dog owners in the city have no safe
place to exercise their pets or unleash them in a designated area for play or for exercise. Euphoria Dog
Park will be the first park developed to attract activity and interest from the citys pet-loving residents.

The project is being managed by Euphorias Public Works Department, and the dog park will be located
on a piece of city-owned land located along a canal. The dimensions of the land parcel are 435 feet wide
and 160 feet deep. A canal borders one side, and there is public access to the parcel along its longest
side. Future goals for this land beyond the establishment of a dog park are to build a linear park.

This dog park is intended to provide a safe area for both large and small dogs to play, and will also meet
dog owners needs for a dog-washing area. The dog park will be divided into two sections, 1.11 acres for
large dogs and 0.32 acres for small dogs. This project is being undertaken to meet the needs of the citys
animal-owning or animal-loving inhabitants as well as to increase overall citizen satisfaction, and it will be
designed and constructed in a manner to minimize disturbance for nearby residents. Moreover, the
creation of formal green space and increased pedestrian activity from the dog park is intended to serve
all residents and local businesses, and the project team will closely manage public safety and
construction impacts.

2. Business Objectives
2.1 Product Description (Solution):

After, we have put together our team, reviewed all possible risks, planned for mistakes, and designated
responsibilities, we will start the project and work diligently to ensure the project is accomplished in a
timely manner. The project team will monitor the project constantly and have meetings with relevant
departments, team members, and stakeholders for updates as well as to discuss any issues that may
arise during design and construction. Meetings will also be held with department heads to review the
overall project progression.

The benefit of creating a dog park for the City of Euphoria is to provide dog owners a place where they
can enjoy a space with their canine companion and other dog owners. The park will have amenities to
make the experience pleasurable and safe. This will be the first park designed specifically for canines
both small and large, and allow dogs to have room to run, play, and explore. The park will also be a place
where dog lovers will have the opportunity to share their common interest with other owners.

2.2 Business Objectives:

Implementation of this dog park will provide a safe area for both large and small dogs to play.
It will meet dog owners needs for a dog-washing area.
It will be designed to increase overall citizen satisfaction.
It will be designed and constructed in a manner to minimize disturbance for nearby residents.
The creation of formal green space and increased pedestrian activity from the dog park is
intended to serve all residents and local businesses.
The project will be successful if it falls within a $650,000 budget, and use at least $600,000
within the first two years.
The project will be successful if there are no extended delays in construction due to weather or
holidays, and is completed within the 18-month timeframe.
Implementation of this dog park will lead to a positive impact on surrounding home values.

3. Project Description
3.1 Project Scope
Includes: The City of Euphoria Public Works Department will design a 1.6 acre dog park with
1.11 acres dedicated to large dogs (20 pounds and above) and 0.32 acres dedicated to small
dogs up to 20 pounds. The remaining acreage will be utilized to build restrooms, water fountains
for pet owners, and a dog washing area. Construction materials and methods for the Dog Park
will be green and sustainable whenever physically possible and financially feasible. Scope will
further include the background research, assessments, and surveys required to accomplish the
projects goals of successfully building a dog park, as well as a park design from city engineers
and the turn-key construction of the park.
Does Not Include: The scope of this project does not include the following items:
Operation and maintenance of the dog park,
Management of construction operations (including time for performing tasks, division of labor,
subcontracts, etc.),
The Citys plans for a future linear park incorporating this area,
Any necessary infrastructure improvements outside of the physical limits of the dog park,
Soliciting/lobbying by Euphoria City Commission, or
Construction, planning, or design of a parking lot or parking structure.
3.2 Project Completion Criteria:

details each Phase and the exit milestones required for phase completion.

5. Project Approach
5.1 Primary Plans - Will the project have formal written plans i.e., project schedule, budget, quality, risk, etc.?

Project Structure and Methodology

The Euphoria Dog Park project follows a design-bid-build methodology and will be implemented in a
phased approach, following the structure listed below, and each phase will end with the completion of a
significant milestone that will be used as the input for the following phase, as noted below. Details on
methodology and procedures are provided in sections 5.4 5.8.

(1) Research and Predesign
This phase will include conducting land and public surveys as well as safety assessments. It will also
focus on obtaining stakeholder input from the People for Pups organization as well as research into
applicable ordinances, laws, and regulations. Subsequent to the Project Managers review of survey
findings, the research will be turned into a written basis of design for use in the Design phase.

(2) Design
This phase will draw on the written basis of design and stakeholder input in order to produce
preliminary drawings of the dog park for review, followed by a final Site Plan for submission to City
Council for approval.

(3) RFP
This phase will consist of developing, issuing, and awarding the Construction RFP.

(4) Turn-Key Construction Execution
This phase will be managed by the construction contractor and overseen by the Public Works
Committee. It entails all construction activities and subcontracts up to construction completion.

(5) Inspections
This phase will occur simultaneously to the Turn-Key Construction Execution phase. It includes
electrical, plumbing, and building inspections during the construction process as well as a final safety
and building inspection after the construction phase is complete.

(6) Park Approval and Commissioning
The final phase includes the acceptance of the park by the city, payment of the final invoice,
commissioning of the dog park, and a grand opening celebration.

5. Project Approach

Project Plans

This project will have the following formal plans:

Project Schedule. The Public Works Department will produce an end-to-end project timeline for design
and construction of the dog park, with a target end date of November 2014. The timeline will be
developed with the objective of having a completed dog park ready for a grand opening celebration on
the day before Thanksgiving 2014: 11/26/2014.

Budget. The budget committee of the project team will produce a detailed proposed budget that keeps
total costs of the project under $650,000, while also reaching expenditures of $600,000 within two years
in accordance with the requirements of the citys bond funds.


Basis of Design. A written basis of design will be provided to the Design team that incorporates a text
description of all constraints, opportunities, and requirements identified during the Research and
Predesign stage that could impact the design of the dog park, including the park layout, usage
restrictions, construction materials, and amenities.

Site Plan. The Public Works Departments engineering team will deliver a formal site plan for the
proposed dog park that will be used as a blueprint for construction. At a minimum, the Site Plan will
provide for 1.11 acres for large dogs, 0.32 acres for small dogs, an area to wash dogs, and an area for
human facilities (bathroom, water fountain, seating, lighting).

Risk Plan. The risk management committee with conduct a safety assessment during the Research and
Predesign phase of the project and will produce a detailed risk plan that takes into account potential
safety hazards for construction crews, the general public, and dogs, as well as outlines and provides
recommendations for how to mitigate any identified internal or external factors that could delay or
otherwise impair the project.

Procurement Management Plan. The Procurement Management Plan will be created by the Citys
Purchasing Department and reviewed by the Budget Committee. The document is to be consistent with
the standard procurement methods used by the City of Euphoria and the Citys Chief Procurement
Specialist who is a member of the Budget Committee. After review by the committee, the plan will be sent
to the Project Manager, who will have final approval.

Resource Management Plan. The Resource Management Plan will contain a comprehensive list of all
goods and services required that will be supplied by entities other than the City. It will ensure that all
resources funneling into the Dog Park project are consistent with the projects overall plan, budget, and
schedule. It is a comprehensive listing of the types and quantities of resources required to complete the
project. These will include project staffing, equipment, supplies, and materials.

5.4 Issue Management:

Project-related issues will be handled as follows:
Project-related issues will be assessed directly by the Project
Manager.
The individual or individuals that identify the issue will track the
occurrence and report a summary of their finding immediately to the
Project Manager by way of an Issue Summary Log.
The Project Manager will assign a Team Specialist to resolve the
identified issue and they will report their resolution to the Project
Manager by way of the Issue Summary Log.
The Issue Summary Log will be discussed daily and communicated
to each team specialist by way of the Morning Project Analysis
Summary.
Any unresolved issues identified in the Project Analysis Summary
will be reassigned to the Team Specialist that was overseeing the
resolution in the prior work day.
The Project Manager will make the appropriate changes to the
scope and schedule of the project as a result of the changes made.
The Issue Summary Log will be transcribed monthly into the Project
Summary of Findings Record.

5.5 Change Management:

Changes made or requested by any individual on the project team will be
handled as follows:
Project Change Requests must be summited directly to the Project
Manager by way of Change Request Forms.
The Change Request must specifically indicate what the desired
change is and offer a proposed implementation plan.
The Project Manager holds the right to modify any Change
Requests Forms or the proposed implementation plan.
Approved Change Request Forms will be distributed by the
Project Manager and will be assigned at the Morning Project
Analysis Summary to a Team Specialist.
The Project Manager will make the appropriate changes to the
scope and schedule of the project as a result of the changes
made.
All Change Request Forms will be transcribed monthly into the
Project Summary of Findings Record.

5.6 Communication Management:

Project-relevant communication will need to be handled as follows:
The Project Manager will address the Team Specialist each
morning in the Morning Project Analysis Summary. These
communications will simply address project-sensitive information
and assign pertinent tasks to the respected Team Specialist.
The Project Manager will have weekly meetings with the project
Sponsors to update the project progress. Additionally the project
manager will distribute written minutes from each meeting with the
project sponsors within 24 hours of that respected meetings.
All Issue Summaries and approved Change Request Forms will
be distributed to the sponsors during the weekly meetings. The
Project Manager will also present possible risk management
issues to the project sponsors on a weekly basis.
At any time during the life cycle of the project, the Project Manager
can call for an ad hoc meeting so that time-sensitive information
can be distributed.
The Project Manager may notify the sponsors or Team Specialist
via e-mail of any and all urgent issues.
Every communication that required feedback from the Project
Manager, project sponsors, or a Team Specialist must be
responded to within one business day of the original
communication.
All documented meeting minutes will be transcribed monthly into
the Project Summary of Findings Report.

5.7 Procurement Management:

The procurement procedures to be followed are outlined in a Procurement
Management Plan created by the Citys Purchasing Department and
reviewed by the Budget Committee. The document is consistent with the
standard procurement methods used by the City of Euphoria and the
Citys Chief Procurement Specialist who is a member of the Budget
Committee. After review by the committee, the plan will be sent to the
Project Manager, who will have final approval.
The projects Resource Management Plan (see section 5.8) contains a
comprehensive list of all goods and services required that will be supplied
by entities other than the City. The Procurement Management Plan for the
Dog Park lists the procedures by which all goods and services listed in the
Resource Management Plan will be obtained. The City of Euphoria Dog
Park Procurement Management Plan components are listed below.
A comprehensive list of all goods and services categorized by
milestone. Each good or service in the list will be supplemented with
data concerning quantity of good/service, purchase date, and
documentation of consistency with the project budget.
A detailed summary of the construction RFP procedures for the project
showing consistency with the budget.
A detailed summary of the marketing RFP procedures for the project
showing consistency with the budget.
The construction and marketing RFP processes will adhere to those
used by the City for standard procurements. The requirements for the
project will be clearly communicated in the RFP documents. All
submissions should meet mandatory requirements set forth in the
project specifications and statements of work. Bid submissions will
include a cover letter explaining how the project will be completed
according to the Citys specifications.
The Citys Chief Procurement Specialist will follow the Citys standard
procedures for obtaining estimates in a fair and transparent manner,
and will directly handle all procurements requiring estimates.
The Citys Purchasing Department Staff (consisting of 3 people plus
the Chief Procurement Specialist) will procure all goods and services
for the project. The Project Manager will be given weekly briefings
regarding the status of all procurements and how they align with the
project budget and schedule.
Standard procurement documents used by the City will be utilized for
all project procurements.
The statements of work for the projects contracted services should
clearly and accurately describe the type of work that is to be
performed, and define the degree of quality and detail the City expects
from the contractor when performing the work.
The Citys Purchasing Department Staff will research sources of
potential goods and services for the project. These will be compiled
and reviewed by the Chief Purchasing Specialist and the Project
Manager will give final approval of sources.

5.8 Resource Management:

The Resource Management Plan will ensure that all resources funneling
into the Dog Park project are consistent with the projects overall plan,
budget, and schedule. It is a comprehensive listing of the types and
quantities of resources required to complete the project. These will include
project staffing, equipment, supplies, and materials.
The City of Euphoria Dog Park Resource Management Plan components
are listed below.
A resource requirements document will be generated by the Citys
Purchasing Department. It will present a detailed listing of all
project related goods and services. The list will be supplemented
with data concerning estimates of cost, and the presumed quality
of the good or service. The Chief Purchasing Specialist will review
this list and present it to the Project Manager for final review and
approval.
All goods and services requiring procurement from outside the
City will be compiled into a separate list. The Citys Chief
Purchasing Specialist will directly handle any such items requiring
estimates.
A staffing requirements document will be created by the Project
Manager. It will list the individual project staff members and will
show what areas of the project they will be most focused on. The
document will also include a timeline displaying the specific dates
and lengths of time individual staff will spend on the project.
