April 7, 2014 Michael O'Haara- FAA Acting Regional Administrator Mr. O'Haara On October 7, 2013 the Dallas Morning News published an article whereupon Dallas city council member/Economic Committee Chair, Tennell Atkins announced a $33 million runway expansion project at Dallas Executive Airport, that is to begin this July 24, 2014. Apparently, the City of Dallas has received a grant from TXDOT to fund the 90% needed for this project while the City of Dallas has already approved the additional 10% of the funds on February 12, 2014. This announcement in the paper went unnoticed by many residents who live adjacent to the airport and to this day, still do not know very much about the project. On February 3, 2014 the Dallas Morning News again published a second article telling essentially the same story about the expansion of the runway along with predictions of economic benefits for the Southern half of Dallas. I was informed about the runway expansion project by a neighbor who saw the second article and soon after was contacted by local television station CBS11 to get my feelings on this expansion project. Needless to say, I along with others, am not pleased. At this point, our city council member, Ms. Vonciel Hill has not been available to answer any requests for a public meeting to hear about the expansion project and to host such a forum for questions and answers. A friend of mine who lives closer to the airport, reached out to Dallas City Aviation director Mark Duebner about three weeks ago, and asked that a meeting be conducted for Dallas residents to inform them of the project. Mr. Duebner did conduct a public meeting on April 3 at Dallas Executive Airport, only after the request was made by Dallas residents. While the meeting was welcomed, it was focused on informing residents that the runway expansion was a minor project and that there would be no significant changes in air traffic and land use around the airport going forward. His prediction of a 3-5% increase in traffic over many years was at best, circumspect. Unfortunately, the Master Plan assembled by Coffman Associates, says otherwise. It appears that major plans are being proposed for Dallas Executive Airport, but we don't know about it. The plan can be viewed at: http://dallasexec.airportstudy.com/master-plan/ Many Dallas residents are troubled that the City of Dallas has not made any efforts to inform the general public about this runway expansion project and associated plans for the land parcels around the airport, within the rules and regulations set forth by the FAA regulations in document, 5050.4B We have never had a 30 day notice of any type of meeting based on FAA rules either in 2013 or 2014. We are concerned that this project without proper information being given out in a timely manner to Dallas residents might have an adverse effect on many residents daily life and property values for years going forward. Speaking on behalf of many Dallas residents who live adjacent to Dallas Executive Airport, I am requesting that you immediately begin an investigation in conjunction with the City of Dallas to confirm, or quell our concerns with regard to the scope of this runway expansion project, it's effects on the area, and the lack of proper notification for Dallas residents to hear all plans being made at Dallas Executive Airport.
