1. INTRODUCTION
1.1 Background:
Out of 27 towns eligible to be covered under Integrated Housing & Slum Development Programme (IHSDP), Manipur Government has decided to take up Thoubal town in Thoubal district and Jiribam town in Imphal (East) district during the year 2007-08. Thoubal town was considered taking into account its population as per 2001 Census and Jiribam town was considered due to the remoteness of its location and distance from the Capital city of Imphal. While prioritising these towns, the existing infrastructure, economically and socially disadvantaged section of the populace were taken into consideration. This Project Report is for IHSDP of Thoubal town.

1.2 Project town- Thoubal:


Thoubal town lies at a distance of about 22 kms from Imphal along NH 39, towards Myanmar border. Thoubal is one of the fast developing towns of Manipur. It is the district headquater of Thoubal district and 2nd biggest (in population) town next to Imphal, the capital city of Manipur. The NH 39 divides the town almost in two halves from north to south lengthwise. The Thoubal river flows through the centre of the town from east to west. The town was declared as a Small Town Committee in 1969 with 12 wards. In the year 1982, Thoubal was declared as a Municipal Council with 18 wards. Thoubal is accessible to both Imphal & other sub-divisional HQs.

The present extent of Thoubal Municipal Council area is 11.05 SqKm. As per 2001 Census, the total population of Thoubal town is 41,174.

1.3 Objective:
The basic objective of IHSDP Scheme is to strive for holistic slum development with a healthy and enabling urban environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers of the identified urban areas. There are no notified slums in Manipur as per 2001 Census. But slum-like situation prevails. According to NSSO, undeclared slums were defined as if 20

households live in a compact area with a collection of poorly built tenements, mostly of temporary nature, crowded together usually with inadequate sanitary and drinking water facilities in unhygienic condition. In the case of towns in Manipur, no compact area with 20 or more households fulfilling the conditions of NSSO exists. Rather, poorly built tenements with inadequate facilities are there in scattered plots owned by individuals. Hence, the objective of this Project Report is to:

To take up construction of houses in scattered plots owned by


individuals, rather than going for cluster approach; To provide basic services to urban poor, who inhabit in slum like conditions in scattered plots, even if they are not fulfilling the criteria of NSSO for undeclared slums vis--vis number of households in an area.

1.4 Scope of Work.


The Consultants are responsible for the following:-

To review the existing housing and infrastructure status of the slum


areas of the town; To assess the requirement of housing and infrastructure through consultative process; To assess the requirement of private land, if any, for the project; To suggest suitable project phasing, if required; To suggest the investment plan; Reforms to be undertaken and their present status; Requirements of capacity building of the public representatives/ officials of the local town committee/ local administration; To amend or modify DPR if so advised by SLCC or Appraiser.

1.5 Approach & Methodology:


As a precursor to the preparation of this Project Report, a detailed SocioEconomic survey was conducted by Thoubal Municipal Council, covering the entire 8,797 households of Thoubal Municipal Council in 2006. The results of this Survey are incorporated in this Report in subsequent sections. Through the survey, data on number of houses with house type as 1) Pucca with RCC roof, 2) Pucca with CGI roof, 3) Semi-Pucca and 4) Kutcha were collected. It was considered that house type as Kutcha, i.e., category 4 belong to Poor Condition houses. Hence, a more detailed survey of household type was conducted in 2007. In this survey, the Kutcha house type was further classified into 1) Mud wall, mud floor & thatched roof and 2) Temporary house (Pakkhan in local parlance). In the course of this survey, there was an increase of 433 households in the town and the total number of households surveyed in 2007 was 9,230. From among the houses with housetype as 1) Mud wall, mud floor & thatched roof and 2) Temporary house, those families belonging to the poorest of the poor category are identified and 815 houses are proposed to be constructed in the first instance. Since, the IHSDP scheme targets at providing housing for the poor with emphasis on quality housing, the survey data was further analysed to identify the poorest of the poor households from among those living in house type as Mud wall mud floor & thatched roof and, Temporary house. A Biometric survey will also be conducted before implementing the Project to judiciously select the beneficiaries.

2. TOWN PROFILE
2.1 PHYSICAL CHARACTERISTICS: 2.1.1 Location

Thoubal is an important town in the eastern half of the Manipur Valley. It lies between latitude 24.15N and 25.60N and longitude 93.45E and 91.15E. Its average elevation is not very much different from the rest of the Manipur Valley which is about 790 metres on an average above the sea level. The town is situated on the banks of Thoubal river, which is an important source of water for drinking, irrigation and drainage in the region. The river also serves as a natural drain to the town. The river provides good quality building materials like sand, pebbles and boulders. Thoubal was declared as a Small Town Committee on 10.01.1969 with 12 wards. The town was upgraded to a Municipal Council with 18 wards on 06.03.1982.

2.1.2 Climate:
On the whole, Thoubal has an equitable and pleasant climate. Rainfall is relatively abundant and widespread. The rainy season starts in June with the onset of the south-west monsoon and last upto September. Intermittent rains continue even upto October along with the retreat of the monsoon. The cold season lasts from December to February. During the winter months light rainfall occurs under the influence of the north-east monsoon, March and October are by far the most pleasant months in the year. April and May are not hot season followed by occasional thunder storms.

The summer months are never oppressive with the average maximum temperature fluctuating between 32C to 35C during April-June, the mercury seldom going beyond 37C. In December-February with the start of the cold winter months the average minimum temperature fall to 6C to 4C, the temperature going below 0C. The town experiences an average annual rainfall of 116.55 cm. Rainfall data (in Cm) recorded at Rice Research Station, Wangbal are as follows:

2.1.3 Geology:
Thoubal town is surrounded by a few hillocks and hills of low heights. They are part of Khekman range, Mantak, Kwarok and Thongam Mondum-Punam. Of these, Punam hill has an elevation of 3310 ft. above sea level. Geologically, Manipur is said to belong to the young folded mountains of the Himalayan system. The rocks in the state vary from upper Cretaceous to the present alluvium. The oldest rocks found in the state are mainly confined in the eastern part of the state close to IndoMyanmar border, where Thoubal town lies and the rocks are grouped ascretaceous rocks consisting of chromite (Epilates), serpentine etc.

2.1.4 Mineral Resources:


Villages around Thoubal town are endowed with brine springs. These springs are found along the foothills on the eastern part of the valley. Water from this springs are boiled and salt is extracted by the method of evaporation. Salt is manufacture in the form of beautiful cakes and they are consider to have a good medicinal property. These salt cakes are used in ceremonial purposes also. Important places where brine springs are found are Waikhong, Sikhong, Chandrakhong, Ningel etc. The district has a number of places where red clay suitable for pottery is found. These are mainly available on the eastern side of the valley around Waikhong, Nongpok Sekmai, Thongjao, Chairel etc. The produce from these villages are routinely sold at market in Thoubal town.

2.1.5 Flora and Fauna:


Various types of trees are found all over the district. But the more commonly found varieties include Pipal trees. Kabulliua, (Oravila robusta), Khok (Albizzia Spp), Tera (Salimalia Malabarica), Sileima (Eugenia pracox), Tairen (Cedrela loona) etc. Bamboos and plantain trees are common everywhere. Various types of fruit-bearing plants also thrive in the districts. Important varieties are pineapple, pear, peach, jack fruit, banana, mango, lemon, plum, guava, amla etc. Recently, the Government as also introduced plantation of quick growing trees under the social forestry programme along the road side.

2.1. 6 Linkages:

As Thoubal town lies along the NH 39, it has good connectivity to other towns and places of tourist interest. Some of the important tourist places that can be easily accessed from the town are: Khongjom: It is situated about 10 kms. to the south of Thoubal town. It is the place where last war of Manipur's independence was fought between the Manipuri and the British soldiers. It has got a memorial erected on a small hillock, Khongjom is well served by the National highway. An eight-bedded Tourist home has been functioning there since 1988. Waithou: The place is important for its scenic beauty. The place is noted for its tasteful pineapples. An exotic and delicious variety of local fish known as 'Ngaton' used to be available at this place abundantly till a few years back from now. It is on the National highway about 3 kms. from the district headquarters. Kaina: The place is about 8 Kms from Thoubal town. It is a hillock about 921 metres above sea level and a sacred place of the Hindus. It is believed that the jackfruit tree from which the Shree Shree Govindajee was carved was found growing in this place. The scenery is charming and the hill shrubs and natural surroundings give the place a saintly and religious atmosphere. Moreh: Moreh is the International border town, bordering Myanmar. The town is about 80 kms from Thoubal along the NH-39. The recent opening of the Border trade turned Moreh into an important commercial hub in North-East. Right on the other side of the border, at Namphanglong, there is a big Myanmarese shopping complex selling all kinds of Thai and Chinese consumer goods.

2.2 SOCIAL CHARACTERISTICS: 2.2. 1 Demography: Population


Thoubal town is the second largest urban settlement in Manipur, after Imphal. As per 2001 Census, the total population of the town is 41,174. As per the Household Census survey (Socio-Economic survey), conducted in 2006, the population of Thoubal town is 41,472 with total number of households as 7,497. Of this, male population is 20,747 and female population is 20,427. The total number of households in the town is 8,797. Male population in 2006 is 20,759 (50.06%) and female population in the same year is 20,713 (49.94%). It is observed from the above Table and results of 2006 socio-economic survey that population growth of Thoubal is stabilised. Religion:
The town is predominantly inhabited by Hindus with 5,964 households (66.8%) belonging to this religious category. This is followed by Meitei religion with 2,284 households (26.36%). Sex Ratio:
The Sex ratio of Thoubal town as per 2001 Census was 985 per 1000 male. This figure is higher than the State average of 978. As per the Socio-Economic survey of 2006, the sex ratio of Thoubal town is 998. This ratio is 965 for the age group 0-14, 1008 for the age group 15-59 and 1032 for the age group 60 & above.

Social Profile:

Literacy:
The literacy rate of Thoubal town as per 2001 Census is 77.2%. The gender gap appears pretty obvious at 24.2% as between males 89.2% and females 65.0%. The gender gap is higher than Manipurs average of 19.8%. By 2006, the literacy rate has come down to 72.14%. Literacy rate for male in 2006 is 79.58%, while that of female is 65.64%. Thus, the gender gap has come down to 13.94%.

2.2. 2 Economy:
The Employment pattern of TMC has changed during 1991-2001. In 1991, 2 out of every 3 worker population used to work in the Primary sector whereas in 2001 only 3 out of every 10 would work in Primary sector. As per the Socio-Economic survey of 2006, there are 15,320 working population, which accounts for 36.94% of the total population of the town. Out of this, working male population is 10207 (24.61%) and that of female is 5,113 (12.33%). The per capita annual income of the working population is Rs. 24,810. For assessing the existing infrastructure of Thoubal Municipal area, a Household survey (Socio-Economic survey) was conducted in 2006. Through the survey, households by type of dwelling unit were identified and the ward-wise information is detailed below:

It is observed that 66.86% of the total households reside in Kutcha houses. The Kutcha house type was further sub-classified into 1) Mud wall, mud floor & thatched roof and 2) Temporary house (Pakkhan in local parlance) and another survey was conducted in 2007. This survey reveals that the number of households in the town has increased to 9,230. The category-wise detail of the results of this survey is given below:

3.2 PHYSICAL INFRASTRUCTURE: 3.2.1 Water Supply


There are 5 Water Supply schemes at Thoubal. They are 1) Thoubal water supply scheme, 2) Tangjeng water supply, 3) Khangabok water supply scheme, 4) Sabaltongba water supply Scheme and 5) Thoubal khunou water supply scheme. The main sources of water for these schemes are Thoubal river and Arong river. Although the existing water supply scheme was designed to cover all the wards of the town, due to lack of distribution network this objective could not be fulfilled. In 2006, it was observed that only 76 households (0.86%) of the households have tap water connection. Majority of the households get water from other unspecified sources like public pond. Among the households having access to tap/ public hydrant, water is available for only 1-3 hours on every alternate or third day. A total of 2,217 households (24.80%) use PVC/ plastic tanks for storing water.

3.2.2 Electricity
As there is no power house in Thoubal district, the town gets supply of power from Loktak H.E. Project. There is only one 33/11 KV sub-station. To augment power supply and to improve transmission and distribution of electricity in the district one 20 MVA, 132/33 KV sub-station at Kakching and another sub-station of 33/11 KV at Wangjing are under construction. Inadequate availability of power is a major constraint in the way of proper and rapid development of industries in the district. Due to the inadequacy of power, the State depends on the on the share of power allocated from other sources like NEEPCO and Eastern Grid. There are 27 transformers installed in the town.

3.2.3 Roads & Transport


The total road length of Thoubal town is 191.6 Km, which comprises of 7 Kms of NH, 6 Kms of SH, 3.5 Kms of ODRs, 51.6 Km of IVR (PWD) and 124 Km IVR (TMC). The entire road length of NH, SH and ODRs are black-topped. Road density of Thoubal town is 17.34 Km/ SqKm. Type of road finishing is shown in the figure below: The entire portion of IVR under TMC (124 Kms) are not black topped. The demand for public transport within the town is met by auto rickshaw and rickshaw services. As long distance bus services, which ply from Imphal to Moreh, Kakching, Sugnu, Yairipok etc pass through Thoubal, the medium and long distance transport demand of the town is satisfactorily met by these services. All the public transport services are operated by private operators.

3.2.4 Sewerage & Sanitation


In Thoubal town, there are only about 9 Kms of roadside pucca drains. These drains are on one side of the road only. As per the Household survey, 2006 only 239 households (2.72%) in the town have pucca homestead drains, while 6,223 households (70.74%) have kutcha drains. 51.62% of the households have runoff at public drains and 27.05% households let off household drain water to paddy fields.

The sanitation facility of Thoubal town is not satisfactory as 68.88% of the households surveyed in 2006 have kutcha (pit) toilets. Another 17.02% households are having low cost (leach pit) latrines. These low cost latrines are mostly Government scheme latrines. Only 11.11% of the households have proper pucca toilet with septic tank. 3.2.5 Solid Waste


The total solid waste generation of the town is 14 MT/ day. At present Thoubal Municipal Council is responsible for managing the solid waste of the town. One tractor-trailer is required on alternate days. A solid waste disposal site at Thoubal Khunou (Ward No. 18) is under construction (refer photograph on the right).

3.3 SOCIAL INFRASTRUCTURE:


Being the administrative headquarter of Thoubal district, the town has all the important divisional offices of various Departments. Besides, the offices of Deputy Commissioner (Thoubal) and Superintendent of Police (Thoubal) are located in Thoubal town. A Judicial office (Munsi Court) is also located in the town. There are a total of 16 Government offices in the town. There are a total of 3 major halls/ indoor sports complex. They are Table Tennis Hall (Indoor stadium) SEEMA Hall Community Hall Thoubal Wangmataba Thoubal Tomching Kshetri leikai (TMC)

3.3.1 Educational Facility


Thoubal town has 65 educational institutions. Out of this, 36 are Government institutions and remaining 29 are privately run institutions. They include 2 Graduate colleges. One of the colleges i.e., Thoubal College is a Government college. The town has 7 higher secondary and high schools, of which 3 are Government and remaining 4 are private. A total of 64 Anganwadis are located in Thoubal town, which looks after the welfare of the children. All the Anganwadis are situated at walking distance from the inhabitants. 3.3.2 Health Care Facility


In Thoubal town there are 6 Government Health Care centres. Apart from this, there is also one Private Health Care centre. The town also has 3 Private Clinics and Diagnostic centres. Presently, a 100-bedded Hospital under Central Government funding is under construction at Thoubal.

3.3.4 Markets & Commercial Facility

According to the data provide by the Thoubal Municipal Council, there are 792 commercial establishments in Thoubal. Majority of the shops are variety store (74 numbers), grocery shop (61 numbers), rice hotel (52 numbers), ready made garment stores (39 numbers), PCO booth (35 numbers) and vehicle repairing workshops (31 numbers). Apart from the above playgrounds there are a number of smaller open spaces in localities which cater to the requirements of the populace. The mandapas of local temples in the town are also used for community functions.

4. URBAN POOR PROFILE


4.1 Definition of Slum
Manipur has no slum population according to 2001 Census of India. According to NSSO, undeclared slums were defined as if 20 households live in a compact area with a collection of poorly built tenements, mostly of temporary nature, crowded together usually with inadequate sanitary and drinking water facilities in hygienic condition.

4.2 Overview of Urban poor in Thoubal Town


The Urban poor (BPL families) are scattered in the different localities of the town. These are identified by poor housing and infrastructure conditions. The BPL families are having land but could not construct their own houses and so they are living in poor & pathetic housing condition. Many of the families are also not having proper toilet and bathroom as indicated in the results of the Household survey, shown in preceding Chapter. The Urban poor do not have proper access to infrastructure facilities. Some of the urban poor areas are shown in the following pictures.

4.3 INFRASTRUCTURE STATUS 4.3.1 Housing


Out of the 4,956 households belonging to BPL category, 702 households are having house condition as mud wall, mud floor & thatched roof and another 1005 households are having house condition as temporary house. From the above table, it is seen that the housing conditions of the residents of Thoubal is extremely poor. Many houses still have Thached roof, makeshift old CGI sheet roofs & mud walls. Since, Manipur experiences high rainfall almost throughout the years, the houses, especially the thatched ones and makeshiftt old CGI need to be upgraded to make them favourable for human habitation. There are 884 thached houses and 1,109 nos. of makeshift (temporary) houses which required immediate attention.

4.3.2 Water Supply Status


There is no adequate water supply to the Thoubal town. The tape water is supplied to the town from 1) Thoubal water supply scheme, 2) Tangjeng water supply, 3) Khangabok water supply scheme, 4) Sabaltongba water supply Scheme and 5) Thoubal khunou water supply scheme. But these schemes fall too short to meet the drinking water need of the town, mainly due to lack of proper distribution network. The Table below shows the status of availability of drinking water in Thoubal (2006).

Therefore, some new additional water supply schemes are necessary to be taken up to meet the requirements of the growing population. A separate DPR for Augmentation of Thoubal Water Supply Scheme, at an estimated cost of Rs. 13.85 crore has been recommended by the SLSC under UIDSSMT and release of Central share from Ministry of Urban Development, Government of India is awaited. There are as many as 8,057 households are still depending on ponds, river or natural water source for their water supply. Most of the households (6,375) have no water storage facility.

Generally the drainage system in the urban poor areas is neglected. In most areas road side drains are absent and the storm drains are unhealthy and dangerous for the people dwelling near them as can be seen from the picture. This can be gauged from the fact that only 9 kms of the road side drains are pucca in one side of the road only.

4.3.5 Solid Waste Management


The urban poor areas are not having any solid waste/garbage disposal system as shown in the picture. The daily generation of solid waste is 14 MT/ day, which is being cleared by the Thoubal Municipal Council by its own tractor, on every alternate day. This service is not sufficient.

A separate project of Solid Waste Management Plant at Thoubal Khunou has been sanctioned under Ten Percent Year-marked Fund for the North East, the work for which is in progress.

4.3.6 Roads
The Urban poor settlements are connected to main roads by approach roads. However, the approach roads are in bad condition as indicated in section 3.2.3 of this Report. All the 124 kms of IVR under TMC are not black topped as can be seen from the accompanying picture.

4.3.7 Open Space & Playgrounds


Even though there are around 43 playgrounds and open spaces in Thoubal Municipal Council area, they are not properly developed and require improvement.

4.3.8 Community Facilities


Community centres are not available in some of the localities. There are only 3 numbers of major Community halls in the town. More community halls are required to cater to the need of the populace of Thoubal town.

6. PROJECT DESCRIPTION

The project proposals have been derived as per the guidelines of IHSDP. All the components considered under this project proposal are eligible under IHSDP. The 7-Point Charter laid down in IHSDP has also been considered. The fulfillment 7-point charters are described below: 1. Security of Tenure As all the urban poor are having their own plot, dwelling units will be constructed in situ at these plots. Hence beneficiaries will be having security of land tenureship. 2. Affordable Shelter A total of 815 new houses for poorest of the poor households in Thoubal town are proposed for construction in the first phase of this scheme. This will provide affordable shelter to the urban poor populace of the town. 3. Water Supply Under UIDSSMT, a Water Supply Scheme for Thoubal town was recommended by the SLSC and the same has been approved by the Ministry of Urban Development, Government of India at a cost of Rs. 13.85 crores. Release of Central share for the project is now awaited. This project will also cover the urban poor in Thoubal town. However improvement of public pond to preserve the water is proposed.

4. Sanitation As the urban poor households have kutcha toilets (dry), it is proposed to construct 815 numbers of toilet units for individual urban poor households. 5. Education Thoubal has 65 educational institutions including 2 degree colleges and 7 higher secondary and high schools. Since the town is only 11.05 Sqkm in area, the present educational institutions are sufficient to fulfill the demand.

6. Health Thoubal town has 7 health care centres, of which 6 are Government run centres. Besides, a 100-bedded Hospital is under construction with financial assistance from Central Government. The health care needs of the populace of Thoubal will be met by these facilities. Hence no new health care centres are proposed in this Project Report. 7. Social Security The town has been covered by the various Social security scheme of the Government.

6.1 Component wise Requirement


The components considered are as follows:

Housing
From the above chapters it may be concluded that there 4,956 BPL families in the town and 1,993 houses which require replacement urgently. Hence, at the first instant, the present project is for the construction 815 units of houses for the Urban poor which require immediate replacement as the scheme focuses on providing quality houses for Urban poor. These 815 beneficiaries will be identified by conducting a bio-metric survey within month of the project approval. Housing for single family occupancy comprising of two rooms, kitchen, is proposed since most of the beneficiaries are also at present living in separate houses/families and they are having their own plot of land for constructing a house. Due to the prevailing customs and tradition of Manipuris, toilets and bathrooms are not attached to the houses, It is thought that the beneficiaries would benefit the most with this kind of design.

Water Supply
Since the Augmentation of Thoubal Water Supply Scheme has been approved by the State Level Sanctioning Committee (SLSC) under UDISSMT and release of Central share is awaited, no water supply scheme is proposed. However, improvement of public ponds to preserve the water, which is used by a major share of

the urban poor for washing and other purposes, is proposed under IHSDP. A community pond is proposed to be properly lined with R.R. masonry work.

Sanitation
No separate community toilet is proposed since, individual toilet units have been proposed for each housing units.

Drains
Thoubal town is not thickly populated. Hence natural drains are able to carry the desired flow for the time being. They are managed by the community. Hence drains are not proposed under IHSDP of Thoubal town.

Roads/ Pathways
A separate proposal for all types of town roads/ pathways is being submitted by the Thoubal Municipal Council through SLSC under UIDSSMT, which would also covered the roads and pathways of the settlements of urban poor (BPL families). Hence, no proposal is made in the present DPR.

Solid Waste Management


A separate project of Solid Waste Management Project at Thoubal Khunou (Ward No. 18) has been sanctioned by the GOI under Ten Percent Year-marked Fund for the North East in 2006, the work for which is under progress. Hence, no proposal is made in the present DPR.

Community facilities
Since, there is Community facilities like market shed, schools and health sub centres, no proposal is made. However, there is a lack of Community Center in the areas where urban poor live. Hence, 2 (two) Numbers of Community sheds are proposed at Municipal Land near the Agriculture Office ward No. 8 & Thoubal Haokha Lampak ward. No. 12 in this Project Report.

Land Acquisition
Land acquisition of private land is not expected to be required since the identified beneficiaries are having their own land for construction of their own houses and the infrastructure facilities are proposed on localities where land is already available.

The actual component wise physical requirement of Thoubal town is given in the table below. The actual component wise financial requirement is also given in the table below. The detail requirement, actual position, estimate and requirement of fund for all the components are covered as below.

6.2 Land Tenure


All the identified beneficiaries have their own land.

6.3 Details of Identified beneficiaries


A Bio-metric survey would be conducted for the identified beneficiaries in one month time by the Thoubal Municipal Council to finalise the list of 815 beneficiary families proposed in the present DPR.

6.4 Adoption of Schedule of Rates


Manipur State PWD Schedule of Rates 2006, which is the latest SOR, is adopted for the purpose of cost calculation.

6.5 Proposed Density


The density in the proposed/identified localities is expected to remain same 3,753 person per sq km as present since, the project is to be implemented in-situ.

6.6 Conformity with Towns Master Plan


Although there is no published Master Plan of Thoubal Town at present, the proposal is conforming to the draft Thoubal Town Master Plan (unpublished).

6.7 Requirements of Approvals


The proposal is made in consultation with the appropriate authorities as well as the concerned Thoubal Municipal Council.

A total number of 815 new houses are proposed for construction in this Project.

7.1.2 Type Design


The proposed unit is designed with brick footing upto plinth level. The superstructure is woodworks with Ekra walling. The roofing is CGI on wooden trusses. A 10 cm thick PCC flooring is proposed. Windows and doors are to be fitted with locally available wood. This unit was design as per the provisions of the Thoubal Municipality Building Byelaws and to resist seismic forces as Manipur lies in the Seismic Zone-V.
