1.0

SCOPE This specification covers the minimum requirements for materials, surface preparation, application, and inspection of coatings to be applied in the shop and/or at the jobsite for PACIFIC RUBIALES ENERGY projects. Table No.1, Painting Schedule, identifies selected items and general categories of surfaces to be coated and identifies the required surface preparation, coating system and color requirements. Table No.2, Description of Coating Systems, presents detailed surface preparation and coating system information. Manufacturer's standard coating systems and tank linings are not covered by this specification. In addition to the referenced Standards, Local, State and Federal Codes which address the handling, storage, application and disposal of abrasives, protective coatings and coating related materials are applicable. 3.0 APPLICATOR'S GENERAL RESPONSIBILITY 3.1 Furnished Items Applicator shall furnish all specified coatings, materials, labor, equipment and incidentals to properly clean surfaces to be painted, protection of unpainted surfaces, store/protect unused material/equipment and properly apply coatings. 3.2 Material Safety Data Sheets Applicator shall maintain Material Safety Data Sheets (MSDSs) at the work site for all substances used on the job. Applicator shall maintain correct labels on containers and make MSDSs available to anyone who may come in contact with the materials.

3.3

Prior to delivery to the field, all equipment and shop fabricated items shall receive designated surface preparation and coatings in accordance with the requirements of Tables 1 and 2, or as directed or indicated on the respective Equipment Data Sheet. 3.4 Field Painting All items, which are to be field painted, shall receive designated surface preparation and coatings in accordance with the requirements of Tables 1 and 2, or as directed. Factory finished equipment, which incurs in coating damage due to handling and shipping shall be received with appropriate damage condition noted on the receiving ticket. This damage shall be repaired in accordance with the requirements of Tables 1 and 2, or as directed. Repair of all items, which have been shop cleaned and painted or galvanized and incur excessive shipping damage (greater than 2%) shall be the liability of the fabricator. After steel erection, all welding and damaged areas shall be repaired in accordance with the surface preparation requirements of SSPC-SP3, Power Tool Cleaning. All repaired areas shall be "feathered" to achieve an acceptable finish. Any field fabricated parts shall be abrasive blasted to an SSPC-SP6 Commercial Blast and primed prior to installation. All field welds shall be cleaned in accordance with SSPC-SP11-87T Power Tool Cleaning to Bare Metal, suitable anchor profile and coatings shall be in accordance with the appropriate coating system specification. 3.5 Unsatisfactory Work Surface preparation and coating applications that do not comply with this specification shall be removed and properly replaced. 4.0 GENERAL COATING REQUIREMENTS REQUIREMENTS 4.1 Surfaces and Miscellaneous Items Not Coated Unless otherwise specified, the following exposed surfaces, materials and items shall not be coated: Galvanized steel, nickel, aluminum, brass and stainless steel Interiors of tanks, piping, exchangers and vessels (except produced water tank and first course of crude and slops tanks) Metal jacketing and weather proofing on insulation Plastic and plastic coated materials Glass Fiberglass grating Machined surfaces Electrical/Instrument wire, raceways and cable

Connected Items Not Coated Unless otherwise specified, all electrical equipment control panels, cable trays, accessories, nameplates, machined surfaces, sight glasses, gauges, pilot valves, pneumatic controllers, filter regulators and similar items in contact with painted surfaces shall not be painted. They shall be removed, masked or protected prior to beginning any surface preparation or coating activity.

Protect Machinery and and Equipment Special care must be taken to protect equipment and machinery from paint overspray and abrasives during surface preparation and coatings operations.

4.4

Protection of Air Intakes Air intakes on electrical equipment, engines, compressors, motor housings, fans and blowers shall be protected with filter media or other suitable protection at all times during surface preparation and coating activity.

5.0

MATERIAL AND EQUIPMENT EQUIPMENT 5.1 Material Coating materials supplied by the Applicator shall be furnished in original, unopened, clearly identifiable containers. Materials, which have exceeded the manufacturers shelf life, will not be used. Coatings and coating related materials shall be shipped, handled and stored, by Applicator in accordance with the written coating manufacturers recommendations. Only those thinners and cleaners supplied, or approved in writing, by the coating manufacturer will be used. No coating shall contain lead or chromates in the formulation. No coating shall have a V.O.C. exceeding 3.5 pounds per gallon. 5.2 Equipment Blasting equipment, including compressors, abrasive pots, hoses, nozzles, etc. shall be maintained in good order. Compressors shall be of a size large enough to maintain 90 psi nozzle pressure at each blast nozzle. When using conventional blast equipment, the compressed air supply shall be free of water and oil or other

contaminants. Adequate operating moisture separators and traps shall be installed, and these shall be drained of water and oil. A Blotter test, according to the requirements of ASTM D4285-83, will be conducted at the beginning of each day's work as a minimum. If separators and traps are not adequate, an adequate air cooler shall also be utilized. The use of automatic blast equipment is acceptable when the specified anchor profile, degree of cleanliness and cleanliness of abrasive can be achieved and maintained. Application equipment shall conform, or be equal, to the coating manufacturer's recommendations and shall be maintained in an acceptable working condition. An adequate moisture trap(s) shall be placed between the air supply and the spray equipment. The trap(s) shall continually bleed off any water or oil from the air supply. Lines and spray equipment must be clean before adding new materials. Suitable and working regulators and gauges shall be provided for the air supply and the spray equipment. Equipment such as respirators, blasting hoods, airless hose, airless spray guns, blast hose and couplings, pressure pots, goggles, lights, etc., shall meet applicable safety requirements. Padded slings, soft lifting gear, sand bags or other suitable packing shall be used to prevent damage to coated items during loading, unloading, handling and transport to the F.O.B. point. Applicator shall repair excessive damage incurred during handling, loading, unloading and transport fulfillment. 6.0 SURFACE PREPARATION 6.1 Preparation Prior to Blasting Oil and grease shall be removed prior to blasting or painting by solvent or steam cleaning in accordance with the requirements of SSPC-SP1, Solvent Cleaning. Prior to blasting, sheared and other sharp edges shall be slightly rounded by grinding to a minimum 1/32" radius. Welded areas shall be given special attention for removal of weld splatter. Bolt holes shall be installed and burrs removed prior to blasting. 6.2 Abrasive Blasting Applicator is responsible for achieving adequate surface preparation and compliance to specified SSPC Standards prior to coating application. Welded areas and appurtenances shall be given special attention for removal of welding flux in crevices. Welding splatter, slivers, laminations, and underlying mill scale exposed during blasting shall be removed or repaired. Areas that are polished during the above shall be re-blasted to the specified cleanliness and profile.

After surface preparation has been completed, the surfaces shall be kept free of oil, grease, dirt, and other contaminants until the protective coating has been applied. In all cases, application of primer shall take place prior to the appearance of any corrosion "bloom" on the cleaned surface. Any cleaned surfaces left overnight, without coating shall be re-cleaned before application of the coating. No acid washes or other cleaning solutions or solvents may be used on metal surfaces after being blasted, unless such solutions can be properly removed prior to painting. Applicator must obtain written approval for use of these materials. Dust and spent abrasive shall be removed prior to coating application by blowing off with clean, dry air and/or by brushing or vacuuming. NOTE: SANDBLASTING IS NOT ALLOWED AT THE FIELD. 7.0 APPLICATION 7.1 Application Requirements Coatings shall be applied in accordance with the requirements of this specification, and Tables 1 & 2. The coating manufacturer's written recommendations and procedures for specified products are applicable to complement this specification. Manufacturer's pot life as stated in product data sheet shall not be exceeded, and when this limit is reached, the equipment must be emptied, material properly disposed of, and new material mixed. Manufacturer's label shall clearly note the manufacture date, batch number and shelf-life on every can. The application of each coating shall be within the limits of applicable ambient and surface temperature, relative humidity and other conditions required in order achieving proper adhesion and cure as recommended in writing by coating manufacturer. Coating will not be allowed when surfaces are less than 5F above the dew point temperature or relative humidity is above 85%. In addition to the number of coats given in the coating schemes, a stripe coat of the intermediate coat shall be applied to all welds, edges, corners, etc. The stripe coat shall be allowed to dry fully before proceeding with further full coats. 7.2 Workmanship Workmanship shall be of a standard to provide a uniform coating thickness, free of runs, sags, blisters, holidays, over-spray, dry spray bubbling, pinholes, cracking, and other imperfections. Coatings shall not be applied in less than the number of coats specified and shall not have a dry film thickness less than the minimum thickness indicated in Tables 1 & 2.

Coatings shall be properly mixed strained and kept at a uniform consistency. When required by the manufacturer, the mixed coatings shall be continuously stirred by mechanical agitators, or other approved means. Multi-component materials will be mixed in volumes provided by the manufacturer. Split kits shall not be permitted. Mixing shall be done with clean mechanical mixers and clean containers, free from other type coatings or contaminants. All coating containers shall be kept covered to prevent contamination. At completion of coating work, masking materials, over-spray, dry spray, etc. shall be removed. 8.0 INSPECTION AND TESTING TESTING 8.1 Inspection Notification Applicator shall notify The COMPANYS Engineer Construction Manager at least one (1) week prior to initiation of work. The COMPANY and Engineer reserve the right to inspect surface preparation or coatings work at any time or maintain a representative on site, to inspect the work in progress. This in no way relieves the Applicator from his responsibilities as the first line of inspection. 8.2 Inspection Requirements and Hold Points Surface profile shall be verified in accordance with the requirements of ASTM D4419 (Method C) using replica tape such as Testex Coarse or Extra Coarse "PressO-Film" tape as required by profile depth to be measured. Surface profile measurements shall be made at the start of work each day and after each 3 hours of surface preparation work. The measurements shall be recorded in the "Daily Log." All used tape shall be made available to the Engineer or COMPANY upon request, along with the part or tag number of the item tested. Surface preparation cleaning quality shall be verified by the use of SSPC-VIS-1 or ISO 8501-1 Color Photograph Standards. This shall be performed on all items before application of prime coat. As a minimum, all coated surfaces shall be inspected in accordance with this specification and the referenced industry standards for the following items: Pinholes Orange-peel Dry film thickness Blisters Mud cracking Holidays, missed areas Bubbling Curing properties Dry Spray Fisheyes Runs and sags Contaminants Uniformity

The thickness of each coat shall be determined prior to the application of subsequent coats in accordance with the following paragraph and using the allowed spot average maximum and minimum coating thickness as listed in Table 2. Dry film thickness (DFT) gauges shall be calibrated in accordance with SSPC-PA2 or ASTM B499-88. Determination of the DFT between coats or of the finished System will be based upon a sufficient number of spot measurements to verify compliance with the DFT ranges listed in Table 2. This may be more or less than the number of measurements specified in SSPC-PA2. A spot measurement is defined as the arithmetic mean of three gauge readings. The gauge readings shall be taken in close proximity, with readings no closer than 12 mm (1/2 inch) nor greater than 75 mm (3 inches) apart. Each gauge reading cannot be less than 20% below the minimum specified thickness listed in Table 2 nor greater than 20% above the maximum specified DFT. Deficiencies shall be corrected. The items, which are not acceptable to the inspector and/or the Engineer and COMPANY, shall be repaired immediately and approved before application of subsequent coatings. Inspector shall notify Engineer of any non-conformance items and document same on the "Daily Log". The Inspector shall verify that the applied material conforms to the specifications and purchase documents. The Inspector shall verify that all containers are properly identified and stored. Coating drying time to handle and recoat shall be monitored and the interval specified by the manufacturer shall not be exceeded. The following inspection equipment shall be used: Sling pyschrometer Psychrometric tables Surface temperature thermometer Testex Press-O-Film Tape & Spring Micrometer Coating material thermometer Wet film thickness gauge Dry film thickness gauge National Bureau of Standards shims for the range of total coating D.F.T.to be measured. Holiday Detector The reference to specific industry standard inspection equipment or industry standard procedures does not exclude use of other such tools available to the inspector if in his opinion they are required to determine the quality of the work. Inspection equipment shall be operated in accordance with approved procedures.

Coatings may be tested for adhesion if problems are suspected. Where adhesion is not sufficient to provide sound protection, the coatings shall be removed and the area recoated as specified. Adhesion will be checked in accordance with procedures of ASTM D-4541-85, using an Elcometer Adhesion Tester at locations selected by the Engineer or COMPANY. The following hold points, unless waived by Purchase Order Agreement or in writing from the Engineer or COMPANY, shall be: Before abrasive blasting to approve pre-cleaning and masking After completion of abrasive blasting and prior to application of primer Prior to application of subsequent coats Before final inspection, for acceptance and/or approval for shipment 9.0 DELIVERY, STORAGE AND AND HANDLING 9.1 Delivery Incoming - Items to be coated shall be inspected and recorded upon receipt at the applicator's shop or in the field. All shipping damage shall be noted and reported to the Engineer or COMPANY. Outgoing (Shop) - Applicator shall furnish padding to protect coated items during shipment to the project site. Storage (Shop and Field) - Applicator shall store all items to be coated in a manner to prevent damage to the item(s) or applied coatings. 9.2 Handling (Shop) Before coating, all items shall be handled using equipment and techniques that shall minimize damage to the item(s). After coating, all items shall be handled using padded slings or other soft lifting gear. Dunnage shall be padded, as shall all strapping and packaging for shipments from the shop. Damage to the coating during handling at the shop and load out shall be repaired by the Applicator at his expense. 10.0 JOB EXECUTION A pre-job conference is required, unless waived by Purchase Order Agreement or in writing from the Engineer or COMPANY, to discuss Specification requirements, Applicator's procedures, daily log, inspection, acceptance criteria, special job requirements, etc. The attendees shall include, but not be limited to, the Coating Manufacturer, Applicator, Inspector COMPANY and Engineer.
