KOLHAPUR: Less than 2% Zilla Parishad (ZP) schools in the division have got grade A during the annual quality education evaluation program, while most others are ranked grade C, a deputy education director office report indicates. Officials said that lack of funds could be a reason behind the poor performance. The division, which comprises of Sangli, Satara, Kolhapur, Ratnagiri and Sindhudurg districts, has 10,699 ZP schools. Of these, barely 208 schools were ranked in grade A category. The report suggests 22.48% schools fall under grade B while more than 70% schools fall under grade C in the division. The figures denote the present status of the ZP schools in the division, officials said.

The schools from two districts in Konkan region, Ratnagiri and Sindhudurg, scored less in the assessment, though students usually top the secondary school certificate (SSC) exam in the state. From Ratnagiri, only three schools out of 2,741 got grade A, while six schools from Sindhudurg achieved grade A. "Under the quality evaluation program, the schools have to self-evaluate themselves on various parameters, including management, infrastructural facilities and academic performance. The program was launched by the state government in January last year to improve the education quality," an official said. ZP education department officials said that the low grades could be a result of the stringent evaluation criteria and lack of availability of infrastructure facilities in the schools. ZP primary education officer Smita Gaud told TOI, "We are aware of the lower number of schools in the better grading. The grades get affected by different parameters. We cannot say that if particular school falls in grade B or C, it means that it is not doing well. There are schools, which are good in academics, however, they fail in the infrastructural criteria due to insufficient Kolhapur space, funds or manpower."

Gaud said that shortage of funds plays a major role in the timely upgradation of the facilities in these schools. "With constant evaluation, we hope to see better figures in coming days," she added. ZP chief executive officer (CEO) Vijay Suryavanshi said that funds were an issue, but it cannot be an excuse for lower grading. "We are seeking public participation in the schools, which can be used for the schools' and eventually the students' welfare," he said. A ZP school teacher from Panhala taluka, on the condition of anonymity, told TOI, "Many of the parents due to insufficient facilities in the ZP schools send their ward to private English medium schools despite higher fees. The administration needs to increase the facilities and funds to attract more students to government schools." State rural development minister Jayant Patil had expressed his concerns on the quality of the ZP schools, during the state level education conference organized in the city on February 2. Patil had said that there are a number of ZP schools, which fall under the grade D and E and the teachers and the administration should focus on how these schools can be improved in a phased manner.
