1 The Sub-Committee will be invited to consider and adopt the provisional agenda (HTW 1/1) and agree to the provisional timetable, set out in the annex, which is intended to serve as a guide for the conduct of the session and indicates the working and drafting groups, expected to be established. 3 The Sub-Committee will receive a report on the development, review, updating, translation and publication of model courses (HTW 1/3). 4 The Sub-Committee will be invited to validate the new and revised model courses submitted by the Secretariat, Member Governments and international organizations. Agenda item 4 Reports on unlawful practices associated with certificates of competency HTW 1/4 and addendum* Reports of fraudulent certificates Secretariat

5 The Sub-Committee will receive information on reports of fraudulent certificates detected and reported by Member Governments (HTW 1/4 and Addendum), and will be invited to consider any relevant proposals submitted by Member Governments and international organizations. Agenda item 5 Development of guidance for the implementation of the 2010 Manila Amendments 6 The Sub-Committee will be invited to consider any relevant proposals submitted by Member Governments and international organizations related to implementing the requirements of the 2010 Manila Amendments, and decide accordingly. 8 The Sub-Committee will be informed of the outcome of SDC 1 on the development of guidelines for wing-in-ground craft and invited to consider any relevant proposals submitted by Member Governments and international organizations, and decide accordingly.

Agenda item 14 Training in hot work procedures on crude oil tankers 15 The Sub-Committee will be invited to consider any proposals and recommendations related to Training in hot work procedures on crude oil tankers, submitted by Member Governments and international organizations, and decide accordingly. Agenda item 15 Develop guidelines for shipowners and seafarers for proper implementation of relevant IMO instruments in relation to the carriage of dangerous goods in packaged form by sea 16 The Sub-Committee will be invited to consider proposals for the development of guidelines for shipowners and seafarers for proper implementation of relevant IMO instruments in relation to the carriage of dangerous goods in packaged form by sea, submitted by Member Governments and international organizations, and decide accordingly.

HTW 1/1/1 Page 4 Agenda item 16 Development of a globally-consistent format for the certificate of training and education issued under the STCW Convention 17 The Sub-Committee will be invited to consider proposals for the development of global consistency in the format of training certificates and education issued under the STCW Convention, submitted by Member Governments and international organizations, and decide accordingly. 18 The Sub-Committee will be invited to consider the report of the correspondence group on training and certification requirements for seafarers for ships using gases or other low-flashpoint fuels (HTW 11/17), together with any other relevant documents submitted to this session and decide accordingly. Agenda item 18 Biennial agenda and provisional agenda for HTW 2 19 The Sub-Committee will be invited to review its biennial agenda, as approved by MSC 92, taking into account the progress made at the session, and to prepare the draft provisional agenda for HTW 2, in accordance with the Committees' Guidelines for approval by MSC 93. 21 The Sub-Committee will be invited to note the information provided on dispensations issued in the calendar year 2012 and 2013 and to consider any other matters submitted by Member Governments or international organizations or referred to it by the committees or other sub-committees.
