RULES FOR THE CLASSIFICATION AND CONSTRUCTION OF STEEL SHIPS Amendments No.

06/Amd/12/2013 Date: 17th December 2013

These sheets contain amendments within the following Sections of Volume V Rules for Materials, edition 2013. These amendments are effective from January 1st, 2014.

Section 4. Steel Plates, Strips, Section and Bars


Sub Section K Normal and Higher Strength Corrosion Resistant Steels for Cargo Oil Tanks is a new sub section.
K 1. Scope

1.1 These requirements apply to normal and higher strength Corrosion Resistant steels when such steel is used as the alternative means of corrosion protection for cargo oil tanks as specified in the performance standard MSC.289 (87) of Regulation 3-11, Part A-1, Chapter II-1 of the SOLAS Convention (Corrosion protection of cargo oil tanks of crude oil tankers). 1.2 The requirements are primarily intended to apply to steel products with a thickness as follows:

For steel plates and wide flats; All Grades: Up to 50 mm in thickness

For sections and bars; All Grades: Up to 50 mm in thickness

1.3 Normal and higher strength Corrosion Resistant steels as defined within this sub section, are steels whose corrosion resistance performance in the bottom or top of the internal cargo oil tank is tested and approved to satisfy the requirements in MSC.289 (87) in addition to other relevant requirements for ship material, structural strength and construction. It is not intended that such steels be used for corrosion resistant applications in other areas of a vessel that are outside of those specified in the performance standard MSC.289 (87) of Regulation 3-11, Part A-1, Chapter II-1 of the SOLAS Convention. 1.4 Since Corrosion Resistant Steels are similar to the ship steels as specified in B., the basic requirements of B. apply to these steels except where modified by this sub section.

1.5 The weldability of Corrosion Resistant Steels is similar to those given in Part 1, Volume VI Section 12, therefore welding requirements specified in Part 1, Volume VI Section 12 also apply except as modified by this sub section. 2. Approval

2.1 All materials are to be manufactured at works which have been approved by BKI for steel in accordance with B.2. 2.2 Corrosion tests are to be carried out in according with Annex C. Approval can be given for application in one of the following areas of a cargo oil tank: (a) (b) (c) Lower surface of strength deck and surrounding structures; Upper surface of inner bottom plating and surrounding structures; For both strength deck and inner bottom plating

2.3 It is the manufacturers responsibility to assure that effective process and production controls in operation are adhered to within the manufacturing specifications. If the process or production controls are changed in any way, or any product fails to meet specifications, the manufacturer is to issue a report explaining the reasons, and, in the instance of product which fails to meet specifications, the measures to prevent recurrence. The complete report is to be submitted to the Surveyor along with such additional information as the Surveyor may require. Each affected piece is to be tested to the Surveyors satisfaction. The frequency of testing for subsequent products is at the discretion of BKI. 3. 3.1 4. Method of Manufacture Method of manufacture, deoxidation practice and rolling practice is to be in accordance with B.3. Chemical Composition

4.1 The chemical composition of samples taken from each ladle of each cast is to be determined by the manufacturer in an adequately equipped and competently staffed laboratory and is to be in accordance with the appropriate requirements of B.4. 4.2 The manufacturer will establish a relationship of all the chemical elements which affect the corrosion resistance, the chemical elements added or controlled to achieve this are to be specifically verified for acceptance. Verification is to be based on the ladle analysis of the steel. 4.3 The manufacturer's declared analysis will be accepted subject to periodic random checks as required by the Surveyor. 4.4 5. 5.1 6. 6.1 7. The carbon equivalent is to be in accordance with B.4. Condition of Supply All materials are to be supplied in one of the supply conditions specified in B.5. Mechanical Properties Tensile testing and Charpy V-notch Impact Testing is to be carried out in accordance with B.6. Freedom from Defects

7.1 The steel is to be reasonably free from segregations and non-metallic inclusions. The finished material is to have a workmanlike finish and is to be free from internal and surface defects prejudicial to the use of the material for the intended application. 7.2 The acceptance criteria for surface finish and procedures for the repair of defects, as detailed in B.7 are to be observed. 8. 8.1 9. Tolerances Unless otherwise agreed or specially required the thickness tolerances in B.8 are applicable. Identification of Materials

9.1 The steelmaker is to adopt a system for the identification of ingots, slabs and finished pieces which will enable the material to be traced to its original cast. 9.2 10. 10.1 The Surveyor is to be given full facilities for so tracing the material when required. Testing and Inspection Facilities for Inspection

The manufacturer is to afford the Surveyor all necessary facilities and access to all relevant parts of the works to enable him to verify that the approved process is adhered to, for the selection of test materials, and the witnessing of tests, as required by the Rules, and for verifying the accuracy of the testing equipment. 10.2 Testing Procedures

The prescribed tests and inspections are to be carried out at the place of manufacture before dispatch. The test specimens and procedures are to be in accordance with B.10.2. All the test specimens are to be selected and stamped by the Surveyor and tested in his presence, unless otherwise agreed. 10.3 Through Thickness Tensile Tests

If plates and wide flats with thickness of 15 mm and over are ordered with through thickness properties, the through thickness tensile test in accordance with B.10.3 is to be carried out. 10.4 Ultrasonic Inspection

If plates and wide flats are ordered with ultrasonic inspection, this is to be made in accordance with an accepted standard at the discretion of BKI. 10.5 Surface Inspection and Dimensions

Surface inspection and verification of dimensions are the responsibility of the steel maker. The acceptance by BKIs Surveyor shall not absolve the steel maker from this responsibility. 11. 11.1 12. 12.1 Test Material Definitions and requirements for test samples are to be in accordance with B.11. Test Specimens Mechanical Test Specimens.

The dimensions, orientation and location of the tensile and Charpy V-notch test specimens within the test samples are to be in accordance with B.12.1 and B.12.2. 13 13.1 14. 14.1 15. 15.1 Every finished piece is to be clearly marked by the maker in at least one place with the BKI's brand and the following particulars: identification mark for the grade of steel (e.g. KI-A) Steel plates that have complied with these requirements will be marked with a designation by adding a corrosion designation to the unified identification mark for the grade of steel. Example of designation: KI-A 36 RCB The corrosion resistant steel is to be designated according to its area of application as follows: Lower surface of strength deck and surrounding structures; RCU Upper surface of inner bottom plating and surrounding structures; RCB For both strength deck and inner bottom plating; RCW

When required by BKI, material supplied in the thermo mechanically controlled process condition is to have the letters TM added after the identification mark but before the corrosion designation. (e.g. KI-E 36 TM RCU). Name or initials to identify the steelworks. Cast or other number to identify the piece. If required by the purchaser, his order number or other identification marks.

15.2 The above particulars, but excluding the manufacturer's name or trade marks where this is embossed on finished products are to be encircled with paint or otherwise marked so as to be clearly legible. 15.3 Where a number of light materials are securely fastened together in bundles the manufacturer may, subject to the agreement of BKI, brand only the top piece of each bundle, or alternatively, a firmly fastened durable label containing the brand may be attached to each bundle. 15.4 In the event that any material bearing the BKIs brand fails to comply with the test requirements, the brand is to be unmistakably defaced by the manufacturer. 16. 16.1 16.2 16.3 16.4 Documentation The Surveyor is to verify certificates before the material is accepted by BKI. Documents shall be in triplicate. The certificate is to be supplied in either electronic or paper format as required by BKI. BKI may require separate documents for each grade of steel.

16.5 The certificate is to contain, in addition to the description, dimensions, etc., of the material, at least the following particulars:

Purchaser's order number and if known the hull number for which the material is intended. Identification of the cast and piece including, where appropriate, the test specimen number. Identification of the steelworks. Identification of the grade of steel [and the manufacturers brand name]. Ladle analysis (for elements specified in B.). If the steel is approved in accordance with 4.2, the weight percentage of each element added or intentionally controlled for improving corrosion resistance. Condition of supply when other than as rolled i.e. normalised, controlled rolled or thermo mechanically rolled. Test Results

16.6 Before the test certificates are signed by the Surveyor, the manufacturer is required to furnish him with a written declaration stating that the material has been made by an approved process and that it has been subjected to and has withstood satisfactorily the required tests in the presence of the Surveyor or his authorized deputy. The name of BKI is to appear on the test certificate. The following form of declaration will be accepted if stamped or printed on each test certificate or shipping statement with the name of the steelworks and initialled for the makers by an authorized official: "We hereby certify that the material has been made by an approved process and has been satisfactorily tested in accordance with the Rules of BKI." 16.7 In the case of electronic certification BKI is to agree upon a procedure with the steel mill to ensure release is authorised by the Surveyor.

Annex C Test Procedures For Qualification of Corrosion Resistant Steel For Cargo Oil Tanks in Crude Oil Tankers
Annec C is a new procedure for corrosion test.

Scope

These Procedures provide details of the test procedure referred to in Section 4, K.2.2 of this Rules.

Testing

Corrosion resistant steel shall be verified by the following tests. 1. 1.1 Test on Simulated Upper Deck Conditions Test Condition

Tests on simulated upper deck conditions in cargo oil tank (COT) shall satisfy each of the following conditions: 1.1.1 Corrosion resistant steel and conventional steel shall be tested at the same time.

1.1.2 The chemical composition of conventional steel shall comply with the requirements of Table C.1. The mechanical properties of the test specimen should be representative of steel used in its intended shipboard application.

1.1.3 The tests for corrosion resistant steel shall be carried out for 21, 49, 77 and 98 days. The tests for conventional steel shall be carried out for 98 days. The tests for welded joints shall be carried out for 98 days. 1.1.4 There are to be five test pieces for each test period.

1.1.5 The size of each test piece is 25 1 mm x 60 1 mm x 5 0.5 mm. The surface of the test piece shall be polished with an emery paper #600. The size of the test piece for a welded joint is 25 1 mm x 60 1 mm x 5 0.5 mm, including 15 5 mm width of the weld metal part.

1.1.6 The surface of the test piece, except for the tested surface, shall be protected from corrosive environment in order not to affect the test results. 1.1.7 The test apparatus consists of a double chamber, and the temperature of the outer chamber is to be controlled. 1.1.8 Simulating the condition of the actual upper deck, the test cycle runs with distilled water and simulated COT gas (4 1% O2 - 13 2% CO2 - 100 10 ppm SO2 - 500 50 ppm H2S - 83 2% N2). A sufficient distance between the surface of the test piece and the distilled water is to be kept to avoid splashing of distilled water. The minimum gas flow rate is 100 cc per minute for the first 24 h and 20 cc per minute after 24 h.

1.1.9 The test pieces shall be heated for 19 2 h at 50 2C and 3 2 h at 25 2C and the transition time is to be at least 1 h. The time for 1 cycle is 24 h. The temperature of the distilled water is to be kept at not higher than 36C, while the temperature of the test pieces is 50C. 1.2 Test Results of Base Metal

Prior to the testing, the following measured data shall be reported: size and weight of the test piece;

and, after the testing, the following measured data shall be reported: weight loss (difference between initial weight and weight after testing) of conventional steel (WC) and corrosion resistant steel (W21, W49, W77 and W98); corrosion loss of conventional steel (CLC) and corrosion resistant steel (CL21, CL49, CL77 and CL98), calculated by the following formulae:

The test is considered to be carried out appropriately if CLC is between 0.05 and 0.11 (corrosion rate is between 0.2 and 0.4 mm/year). The concentration of H2S in simulated COT gas may be increased for adjusting CLC; coefficients A and B of corrosion resistant steel, calculated from the test results for 21, 49, 77 and 98 days by least square method. Corrosion loss of corrosion resistant steel is described as follows: CL = A x t B A(mm) and B T = coefficient = test period(days);

estimated corrosion loss after 25 years (ECL) calculated by the following formula:

The surface boundary between base metal and weld metal shall be observed by microscope at 1,000 times magnification. 1.4 Acceptance Criterion

The test results based on provisions of 1.2 and 1.3 shall satisfy the following criteria: 1.5 ECL(mm) 2 (for base metal); and no discontinuous surface (e.g., step) between the base metal and weld metal (for welded joint). Test report

The test report shall include the following information: 2. 2.1 name of the manufacturer; date of tests; chemical composition and corrosion resistant process of steel; test results according to 1.2 and 1.3; and judgment according to 1.4. Test on Simulated Inner Bottom Conditions Test Condition

Tests on simulated inner bottom conditions in cargo oil tanks (COT) should satisfy each of the following conditions: 2.1.1 The test shall be carried out for 72 h for base metal, and 168 h for welded joint.

2.1.2 There are to be at least five test pieces of corrosion resistant steel for base metal and welded joint, respectively. For comparison, at least five test pieces of base metal of conventional steel should be tested in the same condition.

2.1.3 The size of each test piece is 25 1 mm x 60 1 mm x 5 0.5 mm for a specimen with base metal only, and is 25 1 mm x 60 1 mm x 5 0.5 mm for a specimen with welded joint including 15 5 mm width of weld metal part as shown in Fig. C.3. The surface of the test pieces shall be polished with an emery paper #600, except a hole for hanging. 2.1.4 The samples are hung in a solution from a fishing line (0.3 mm to 0.4 mm in diameter, made of nylon) to avoid crevice-like and/or localized corrosion. An example of a corrosion test configuration is shown in Fig. C.4. 2.1.5 The test solution contains 10 mass% NaCl and its pH is 0.85 adjusted by HCl solution. The test solution should be changed to a new one every 24 h to minimize pH change of the test solution. The volume of the solution is more than 20 cc/cm2 (surface area of test piece). The temperature of the test solution is to be kept at 30 2C.

Test Results of Base Metal

Prior to the testing, the following data shall be measured and reported: size and weight of test piece;

and, after the testing, the following measured data shall be reported: weight loss (difference between initial weight and weight after testing); corrosion rate (CR) calculated by the following formula:

to identify specimen which hold crevice and/or localized corrosion, the CR is to be plotted on a normal distribution statistic chart. CR. data which deviate from the normal statistical distribution must be eliminated from the test results. An example is shown in Fig. C.5 for reference; calculation of average of CR's data (CRave): Test Results of Welded Joint

2.4

Acceptance Criterion

The test results based on Sections 2.2 and 2.3 shall satisfy the following criteria: 2.5 CRave (mm/ year) 1.0 (for base metal); and no discontinuous surface (e.g., step) between the base metal and weld metal (for welded joint). Test Report

The test report shall include the following information: name of the manufacturer; date of tests; chemical composition and corrosion resistant process of steel; test results according to 2.2 and 2.3; and judgment according to 2.4.
