A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
BRIDGETON, MISSOURI, ASKING THE EPA TORECOMMEND THEREMOVAL
OF NORTH COUNTY RADIOACTIVEWASTES IN THEWEST LAKELANDFILL

sixtyone years ago, the U.S. government began processing uranium at
Mallinckrodt,andfrom 1946until!9S7thewastes weretruckedtoa23
acretractattheSt.LOuisAirportonBrownRoad,onthebanksofCold
WaterCreekandweredumpedthere;and
some wastes were later trucked to Latty Avenue in Hazelwood for drying
andshipping,withdispersalalongthehaulroads;and
in1973 WestLakeLandfillwasillegallyusedby contractorshiredto
cleanupLattyAvenue;and
theradioactivewasteatWestLakeLandfilltotaling16acresinOUl and
about30acresinOU2,inBridgeton,isintheMissouriRiverfloodplain;
andtheNewMedrid fault; and
theradioactivewastehassurficially contaminatedlandwestofOU2,
knownastheFordProperty,whenerosionofsoilfromthelandfillberm
resultedinthetransportofradiologicallycontaminatedsoils;and
WestLake Landfillisnotalocationdesignedto storeradioactivewaste;
and
EPAplacedthe siteontheSuperfundNationalPrioritiesList(NPL)in
1990;and
inthefall of1997,theDeparttnentofEnergybeganto exhumetheAirport
Sitewaste,shortlybeforetheCorpsofEngineerstookovertheSt.LOuis
remediationproject;and
itistheobligationofthoselivingheretodaytoJettheEPAknowthatwe
wantthecleanupcontinuedandcompleted.
NOW, THEREFORE, BEITRESOLVED BY THE MAYOR AND CITY COUNCIL
OFTHECITYOFBRIDGETON,MISSOVR!,AS FOLLOWS:

ThattheEPAbenotifiedthatwewanttheirSt. Louiscleanupfunding
continued until the remaining wastes are removed.
Thatitbeunderstoodthatill$titutionalcontrol,i.e.deedandzoning
restrictions,isnotsolvingtheproblembutsimplyabdicatingitonceagain
to future generations, while the contamination continues to spread
