The Moorestown Township
Board of Education shared budg-
et specifics at its meeting on
March 4. In the William Allen
Middle School auditorium, which
was overflowing with parents,
teachers, students and other resi-
dents, business administrator
and board secretary Lynn E.
Shugars mentioned that budget-
ing to a 2 percent cap for the com-
ing school year may raise taxes
per household by $80 to $100 per
year.
Shugars explained that the
board faced many challenges re-
lated to the budget, but highlight-
ed, One was a revenue chal-
lenge.
The proposed tax increase may
be the only way to overcome this
challenge.
Still, Shugars and the rest of
the board received supportive
words from community members
who spoke at the meeting.
Resident Harry Fauns told the
board, My concern is that
Moorestown might fall into medi-
ocrity we have to go to cap
we might even need to go above.

Long-time Moorestown resi-
dent and parent Jack Lance was
never seriously interested in poli-
tics. Realizing he did not partici-
pate at all in local happenings
that may directly affect him or his
children, Lance decided to start
attending local government meet-
ings.
I started going to council
meetings around September,
Lance said.
After meetings, Lance noticed
the township did not post the
minutes from each meeting in a
timely manner, he said. Without
timely, direct answers to some of
his most pertinent questions,
Lance garnered the idea to record
the meetings in accordance with
the statewide Open Public Meet-
ings Act.
Independent of party lines,
Lance had a vision of the govern-
ment and community having
more of an open dialogue.
Lance explained, I didnt want
to constantly worry, did I hear
what was just said?
Lance first recorded meetings
on his personal iPad mini. Lance
uploaded the videos to YouTube,
under his channel name, open-
doorsMoorestown.
Around the same time, Lance
began noticing views on the
videos not attributed to his own,
and residents started to thank
him for uploading the video.
In regard to recording, Some-
one should be accountable, said
Joe Clayton Sr., a Moorestown
resident of 58 years.
Speaking about the recordings,
Moorestown resident Jason Kra-
doska said, They help me under-
stand.
After the first recordings,
Lance upgraded to a Samsung
Galaxy camera, and bought a tri-
pod to assist in proper recording.
The total expenses were about
$800.

The Moorestown Department
of Parks and Recreation is
pleased to offer another summer
filled with activities for people of
every age. The Summer Parks
Program has been a staple of
summer life in Moorestown for
nearly half a century.
Every summer, hundreds of
children attend this long-standing
day camp program, and have an
opportunity to play organized
sports and camp games, create
art projects, and take field trips.
Summer 2014 is no different.
The Summer Parks Program,
which runs from June 23 through
July 25, takes place from 9 a.m. to
1 p.m. The program provides ac-
tivities on a variety of levels,
where students interact with one
another in a positive, relation-
ship-building environment.
This summer, youth will have a
weekly art lesson led by long-
standing Artist-In-Residence
Sophia Geiger. Geiger will lead
children through projects that ex-
plore new levels of creativity and
encourage children to find their
inner artistic side.
Children will enjoy a highly su-
pervised morning with coun-
selors and counselors-in-training,
playing everything from kick ball
and basketball to knock-hockey
and board games.
Each week, a field trip is of-
fered to attendees for an addition-
al fee. Included in this summers
trips are a Camden Riversharks
game, roller skating and bowling.
Another nearly half-century-
old summer program, the Sum-
mer Theater Program, is an an-
nual summer stage event open to
all who apply.
Campers are encouraged to
find their inner character, and
participate in a complete theatri-
cal experience, from learning
lines and singing and dancing to
making costumes and building
sets.
The Summer Theater Camp

ver since the school shooting
in Newtown, Conn., in Decem-
ber 2012, school districts across
the country have done their best to im-
prove school security.
Some have hired armed guards to
stand watch in school buildings. Some
have improved security systems, lock-
ing all exterior doors and filtering visi-
tors through one main entrance. Some
have installed metal detectors and
other screening devices. Some have
done all this, and more.
New Jersey officials recognize the
need for increased school security, and
they want to do something about it
or, at least, they want to study what to
do about it.
The state Senate and Assembly re-
cently established a School Security
Task Force that will ultimately give
recommendations on how to improve
school security and safety. The group
will also make recommendations on
building security and assessment
standards for current school buildings
and new ones to come.
Some of the areas of focus they will
study:
Placing screening systems at
school entrances
Using biometric, retina or other
advanced recognition
Stationing police officers in each
school building
Requiring advanced student and
visitor identification
Conducting an official study on
school security with a panel of indus-
try experts is a tremendous, and long
overdue, idea. Just like with student
testing and budgeting requirements,
its a good idea to have a standardized
system for security at schools through-
out New Jersey.
But this begs the question: How will
we pay for whatever this task force
recommends?
Lets say, for example, the task force
recommends a biometric, retina or
other advanced recognition system
for visitors entering school buildings,
and our state government then passes
that bill. How are our already-cash-
strapped school districts going to pay
for what sounds like an expensive sys-
tem?
Studying school security on a
statewide level is a great first step.
Making recommendations on how to
improve security is a natural second
step. But a necessary third step must
be how any required security en-
hancements will be paid for, and by
whom. In an age when schools are hav-
ing trouble paying for teachers, its
hard to imagine biometrics being easy
to fit into the budget.

Mediocrity is not something that I
thought I would see in Moorestown.
Here, we live in a town full of very suc-
cessful people who are the best at what
they do in many fields of business, health
care, sports and politics. We would never
settle for mediocrity in our professional
lives, yet we seem to be OK with mediocrity
in our schools.
It has been no secret that our schools are
faced with a large budget deficit, that the
board is faced right now with an approxi-
mate $4 million hole. How this magically
arrived is truly yet to be understood, but
that does not matter as much as how we
can fix it.
In talking to people who live in this town
and who have kids in this town, they all
seem paralyzed with the notion that, it is
what it is.
Yet again, I have seen more people upset
by cupcakes being removed from school
classrooms than by something of real sub-
stance.
I am not OK with this. We are faced with
the prospect of losing real programs that
will affect our kids. Programs that may
seem like it is not a big deal, but that will
likely further lower our ranking of the best
schools in New Jersey.
Did you know that we are being beaten
by many area school districts in many dif-
ferent academic areas right now?
If we do not invest in our education sys-
tem, we will be passed by many more as
they are investing in their educational sys-
tems.
Why should this matter, some of you
would ask? If you dont have kids in school,
why should you care?
There are many reasons that we all
should care. The one that I would argue for
the most is this: If our schools slip in
standing with statewide comparison tools
that are used to stack up our schools, we

For youth who just love to play
sports, the department of Parks
and Recreation offers the Sum-
mer Sports Camp. Summer
Sports Camp is a fun-filled, week-
long program that offers youth
ages 5 to 7 and 8 to 12 the opportu-
nity to learn and fine-tune the
fundamentals of recreational
sports.
Included sports are soccer, bas-
ketball, flag football and more.
The Summer Sports Camp is
geared toward training athletes.
Good dietary habits, stretching
and cool-down techniques will be
highlighted. Summer Sports
Camp runs from Aug. 18 to 22 for
ages 5 to 7, and Aug. 25 to 29 for
ages 8 to 12.
The department of Parks and

asked the board to go to a 2 per-
cent cap to maintain as many
clubs and school activities as pos-
sible.
Moorestown High School stu-
dents Cathy Jin and Harry Lewis
spoke about extracurricular ac-
tivities being as important to stu-
dents as their regular classes.
Other students also elaborated on
the topic.
In a speech that garnered
much applause from the audi-
ence, Lewis explained that some
of his classes not related to his
rigorous core schedule are cru-
cial parts of his day.
Speaking about his madrigals
class, Its the best 40 minutes of
my day, Lewis said.
Speaking about the Robotics
Club, which could be in danger of
getting cut without proper fund-
ing, By the end of this club, I
have learned a lot a lot of skills
I would not have learned any-
where else, Jin said.
To not cut any extracurricular
classes and programs, the board
gave a preliminary presentation
about the idea of a pay-to-play
program. This program would in-
volve charging parents or stu-
dents to participate in activities
not related to core class sched-
ules.
Theater would be offered at
schools during the next school
year for a board estimate of $40 to
$80, and clubs could cost as much
as $30. All estimates were present-
ed as per club, per student.
The fees would be annual, so
students would only need to pay
for extracurricular activities
once, most likely at the inception
of the school year. The board
could take a possible $200,000 off
the pay-to-play charges, and
generate those collected funds
back into the school system.
During the meeting, Interim
Superintendent Timothy Rehm
asked all in attendance to focus
on the children as students, more
so than taxes or other factors.
There is no constituency here
tonight that is not here because of
them, Rehms said. Youre all
here because you care about edu-
cation. How we got here right
now we should not debate
tonight.
Though the board faces the
task of overcoming a nearly $4
million deficit, as discussed in de-
tail at the previous board meet-
ing, Rehms decided to shed some
positive light on the progress of

Lance mentioned several times
that the cost was of little concern
to him, as he needed a platform to
create more transparency be-
tween the community and local
government.
There are a lot of active peo-
ple, they just dont have the abili-
ty to come to every meeting. Im
trying to provide that, Lance
said.
The camera also helps Lance
comment and focus during the
meetings, without wondering if
there is something he missed.
I like to go to meetings and re-
ally focus on whats happening
now, Lance said.
Since his first recording,
Lance, with the assistance of fam-
ily friend and cameraman Dan
Weisman, started recording all
council and Board of Education
meetings.
What we started to implement
is every council and every school
board meeting, Lance said.
Lances main objective was and
still is to create, convenience and
openness for the public to see
what is going on in the town
where they live, he said. The
whole reason I started it mainly
was to open up everyones
eyes.
Lance also mentioned his chil-
dren as motivation for the record-
ings.
Lance so far has looked to ex-
amples, such as the public associ-
ations in South Orange, and to or-
ganizations in Haddonfield such
as the Haddonfield Civic Associa-
tion. Though still in the develop-
ment phases, Lance is working to-
ward creating some sort of civic
collaboration, so that future gen-
erations can benefit.
I would love to create an or-
ganization, Lance said.
Other than Weisman, others
willing to help Lance with record-
ing and starting an organization
are residents Lisa Petriello, Bob
Zieniuk, Patrica Blair, Bob Gor-
man and Melissa Clayton.
Its a community effort here.
We all care about the same
things, Lance said. We just
wanted more information. I feel
for the council I do not oppose
them, Lance said.
When asked to comment about
Lances recordings, Township
Manager Scott Carew was brief.
"Well, the citizens have the
right to do that. The meetings are
open to the public," Carew said.
Though the YouTube name
may be revised in the future,
Lance encourages his neighbors
and fellow residents to get in-
volved in the process of creating
a community network, in any
way possible.

The following reports are on
file with the Moorestown Police
Department.
On Feb. 22, a woman age 48 of
Shamong was arrested and
charged with shoplifting from
Boscovs Department Store in the
Moorestown Mall. The woman
concealed two bathing suits in
her handbag, valued at $218. The
woman was released on a sum-
mons.
On Feb. 23 at approximately
1:20 p.m., a woman age 60 of
Mount Laurel was arrested due to
an altercation at the TD Bank lo-
cated on West Main Street. The
woman was arrested and charged
with simple assault, aggravated
assault on police, disorderly con-
duct, resisting arrest and bias in-
timidation. The woman was com-
mitted to the Burlington County
Jail in default of $25,000 bail.
On Feb. 25, Kmart reported two
shoplifters. Arrested and charged
with shoplifting was a woman age
18 of Browns Mills, and a second
woman age 18 of Browns Mills.
One woman was found with
makeup valued at $45.83, and was
also charged with possession of
marijuana under 50 grams. The
other woman concealed makeup,
clothing and a dog bone valued at
$85.58. Both were released on
summonses.
On Feb. 27, Moorestown Police
detectives charged a 34-year-old
man of Mount Royal with the
Feb. 19 daytime burglary/theft of
a residence on the 400 block of
Edgemoor Drive. A Samsung tele-
vision, iPad, HP laptop and as-
sorted movies that were stolen
have not been recovered. Bail was
set at $100,000 in full. The man is
presently lodged in Salem County
Jail on other charges from other
jurisdictions.
As a result of a continuing in-
vestigation, Moorestown detec-
tives have charged a man of Mays
Landing, age 41, with robbery, ter-
roristic threats, criminal mis-
chief and receiving stolen proper-
ty, with bail set at $80,000 full. He
is charged in connection with the
robbery of a resident who inter-
rupted the burglary, and a previ-
ously charged female accomplice,
of a residence in the 100 block of
West Maple Avenue, on Jan. 14 at
approximately 5:40 p.m. The man
is presently incarcerated in Cam-
den County Jail on charges from
other jurisdictions.

Rehms gave a detailed presen-
tation about Baker, Roberts and
South Valley elementary schools
being well above average in both
math and literacy tests of the
NJASK standardized tests. With
the highest of all schools, South
Valley scored in the 92nd per-
centile of last years tests.
I am extremely impressed
with whats going on down there.
There should be no limit to where
these children are going, Rehms
said. This is probably the most
positive news there is no doubt
that we are at the top of the list.
Rehms also highlighted ex-
tremely high scores among MHS
students regarding the HSPA
standardized tests.
Other positive news presented
at the meeting regarded state aid.
State aid collected for the 2014-
2015 school year totaled $75,000.
Though needed due to debt, that
could still increase, depending on
state grant applications and other
processes not yet put forward by
the board.
The next board meeting is
March 18, and will be solely dedi-
cated to budget talks. March 20 is
the submission deadline for the
budget to be assessed by the coun-
ty office. The official budget hear-
ing is currently set for April 29,
but that date is subject to change.
