a) Five elements of pay i.e. Basic, Dearness Pay, Adhoc Allowance, Incidental Allowance and Interim Relief have been clubbed to ether and the minimum of the revised Pay scales has be un at the nearest hi her fifty rupees of the amount arrived at after clubbin the above mentioned five components of pay. For e!ample in the case of Peon, the fi ure after clubbin these five elements comes to Rs."#$#%&.'herefore, the pay scale of a Peon has started at Rs."#()%& and so on. b) 'he slab of increment has been appropriately fi!ed to protect the raise that an employee ot on increment in the old scale at present.

'he underlyin idea for rant of allowance is that whenever a situation arises where it becomes difficult to carry on the normal wor+ in the absence of a particular employee, it would be specifically entrusted to someone else in the e!i encies of office wor+ as it may not be feasible to appoint a new person for short duration. 'he dearness allowance to the employees of the Federation will be payable at same rates as notified by the ,entral -overnment for its employees. ;I. 8i) <o*se Rent Allo/ance 4ouse Rent Allowance will be paid to the employees of the Federation at the rate of ")J of basic pay plus dearness pay irrespective of place of postin and without production of rent receipt. Income 'a! Liability, if any on account of 4RA shall be borne by the employee. 4RA will not be admissible to those employee who occupy accommodation provided by the Federation. It has been observed that number of representations from the employees for protection of special pay or its continuation even after preponement%steppin up of their increments have been received, after revision of pay scales w.e.f. )*.$).$1##. *. It is clarified for information of all concerned that special pay was ranted to some employees at the time of revision of pay scales to protect the ranted benefit to them. In other words the intention of rantin special pay was that these employees may not et less pay than their Euniors as a result of fi!ation of pay in the new scales. 'he intention of pre&ponement of

increment to certain employees is also the same i.e. senior persons should not et less salary than their Euniors. 6n the basis of this analo y, it was decided not to protect the special pay in the event of preponin the date of increment to such employees who are ettin 0pecial pay as the protection of pay a ainst Eunior employees is to be iven once only. Further preponement of pay%increment to the employees is considered under the followin conditions< & a) b) c) d) 'hat in past Eunior should not have drawn the pay more than the 0enior. Both the Eunior and senior officers should belon to the same cadre. 'he posts in which they have been promoted or appointed should be identical.
