PRE-QUALIFICATION NOTICE FOR SELECTION OF EXECUTANTS / FIRMS FOR CONSTRUCTION OF SHAKTI BHAWAN COMPLEX AT BHOI NAGAR, BHUBANESWAR & TECH TOWER AT SAHEED NAGAR BHUBANESWAR Orissa Industrial Infrastructure Development Corporation (IDCO) proposes to construct State-of-the-Art Multi-storied Modern Building at Bhubaneswar. 1) Triple Tower in the name of Shakti Bhawan Complex for OPTCL, Bhubaneswar. The Complex will consist of three towers in a series with one building with 4 Floors, Second with 7 floors and the third with 10 Floors besides stilt floor for all the three buildings. The building is being designed by one of the reputed Architect and it will be one of the landmark building at Bhubaneswar. The building is being designed as Zero Energy Building with modern facilities. The approximate cost of the complex will be about Rs.65.00 Crore. 2) Tech Tower for OPTCL Bhubaneswar with Double Basement, Stilt and 11 floors at Sahid Nagar Bhubaneswar. The approximate cost of the building will be around Rs.35 Crore. IDCO invites Expression of Interest from reputed Executants / Firm (Except Government Undertakings / PSUs) to shortlist for taking up the execution of the above said works, which are proposed to be completed in all respect within 2 years from the date of issue of work order. The minimum eligibility criteria for short listing the Executants / Firm for the work are as follows.

The Executants / Firm should have been in existence for more than 10 years in the field of construction and it should be a profit making organization. Average Annual Turn Over of the Executants / Firms should not be less than Rs.150.00 Crore (from construction work only) as per Audited Annual Report at least in the last 3 Financial Years ending March, 2013.

The turn over will be considered of the bidding Company and not of Group of Company or any of its subsidiary Company. The Executants / Firms should have net worth at least Rs.100.00 Crore as on 31 March, 2013 and should not have incurred loss during last 5 years ending March, 2013, duly certified by Chartered Accountant.

The Executants / Firm should have modern construction plants & machineries like Batching Plant, Tower Crane, Transit Mixer, Concrete Pumps etc. and the gross value of assets relating to construction machineries shall not be less than Rs.30.00 Crore, as per the latest Audited Annual Report.

The Executants / Firms should have Bank credit facilities of not less than Rs.80.00 Crore. The Executants / Firms should have successfully completed at least one composite Multi-storied building project (more than 10 Floors) including Fire fighting, electrical, P.H works for Hotel / Office or Bank, costing not less than Rs.70.00 Crore in one agreement within last 3 Financial Years.

The work executed in Joint Venture / Consortium will not be considered for eligibility criteria. The Executants / Firms should have valid ISO Certificate 9001-2008, 14000-2004 and OHSAS 18001-2007 as on date of submission of bid. The Executants / Firm should not have ever been debarred / banned / declared ineligible by any Global Lending Institution / Bank / Financial Institution etc. and the Executants / Firms have to give an Undertaking in this regard.

IDCO is free to even further shortlist from the technically qualified applicants at 1 level based on their over all capabilities, performance and resourcefulness. A pre-bid meeting of the qualified bidders will be organized before going for Financial Bid.

The interested Executants / Firms can submit their full credentials including list of major works completed during last 5 years, list of major works in hand, Audited Balance Sheet for last 5 years, List of major construction equipments in hand, details of litigations pending with different clients, Organizational Chart etc. to the undersigned in the address given below, so as to reach the same on or before 25 March, 2014 by 4.00 P.M. The offer should be delivered by only Registered Post / Speed Post / Courier Service. The offers received will be evaluated in due course and further intimation will be given to the participating Executants / Firms. All participants are required to clearly mention their Postal Address / e-mail ID / Telephone Number for communication. Interested Executants / Firms can participate in one or both works mentioned above. The firm has to clearly mention the name of work/ works for which they are submitting documents for pre qualification.
