Proposed Amendment to: (1) Require Video Streaming of State Board Meetings;
and (2) Allow Board Member Questions During Public Comment


2204.
(a) (1) Each year, the State Board shall hold:
(i) A meeting in July; and
(ii) At least three other regular meetings.
(2) The Board may hold special meetings as necessary.
(b) (1) At the annual Board meeting in July, the State Board shall select a
president and a vice president from among its members.
(2) A member may not serve for more than 4 years as president.
(c) (1) The State Superintendent is the Chief Executive, Secretary, and
Treasurer of the State Board.
(2) He shall attend each meeting of the Board and of its committees,
except when his own tenure, salary, or the administration of his office are under
consideration.
(3) He may advise the Board on any question under consideration, but
may not vote.
(d) A member of the State Board serves without compensation but is entitled to
reimbursement for expenses in accordance with the Standard State Travel Regulations.
(e) The affirmative vote of a majority of the members then serving on the State
Board is required for any action by the Board.
(f) (1) The Board shall provide at its website a live streaming video broadcast
of the portion of each meeting required to be held open to the public under Maryland
Public Information Act.
(2) The Board shall provide at its website links to video and audio
recording of the open portion of its meetings going back to January 2011.
(g) (1) The Board shall set aside 30 minutes at the beginning of each regular
meeting for 10 three minute slots of comment by members of the public.
(2) Board members are permitted and encouraged to ask questions of
persons providing public comment at a Board meeting. The Board shall amend its
bylaws to reflect that questions by Board members of public commenters are
permitted and encouraged and shall revoke any previous policy not permitting
such questions.

Section 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, That 16
section 2-204 of the Education Article of the Laws of Maryland be amended by adding 17
