The ulobal Funu Communities anu Nu0 Boaiu Belegations believe that the New
Funuing Nouel (NFN) being uevelopeu by the ulobal Funu (uF) iequiies a
compiehensive, cooiuinateu, anu consistent paitneiship appioach towaius enhanceu
engagement of civil society (CS) anu key populations (KPs) in the countiy uialogue
piocess, countiy cooiuination mechanisms (CCNs), anu giant implementation. To this
enu, communities anu Nu0 uelegations, the ulobal Funu Secietaiiat anu its technical
paitneis (0NAIBS, Stop TB, anu Roll Back Nalaiia) aie ueveloping a joint civil society
action plan (}CSAP) to ensuie anu enhance engagement of CS anu KPs in countiy level
uF piocesses.

0ne of the issues to be uealt with in the action plan is a stiategy to impiove infoimation
shaiing anu uevelop mechanisms that will make technical assistance (TA) anu capacity
builuing (CB) suppoit available at the iight time foi CS anu KPs involveu with uF
piogiams.

The uF anu othei multilateial, bilateial, anu Nu0 paitneis spenu millions of uollais pei
yeai on TA anu CB; but at countiy level, CS anu KP gioups iepoit that they have
uifficulty knowing how to go about obtaining the suppoit they neeu. When it is accesseu,
they complain that the pioviueis often uo not have the appiopiiate skills anu expeitise,
paiticulaily when it comes to woiking with KPs.

The NFN is focusing on ensuiing that money pioviueu by the uF is uiiecteu to the iight
inteiventions, which often means ueveloping piogiamming with haiu to ieach
communities. These aie the same communities that have limiteu access to TA anu CB. In
light of the NFN, theie is an uigent neeu foi uF countiy teams anu funu poitfolio
manageis to know wheie anu how to access appiopiiate technical assistance foi CS, KPs,
anu people living with uisease (PLWB) to ensuie that these gioups fully paiticipate in
the oppoitunities offeieu by the NFN.

This iepoit will summaiize the cuiient TA anu CB lanuscape anu piesent
iecommenuations fiom pioviueis anu iecipients of this suppoit on what can be uone to
impiove access, cooiuination, anu communication. The iepoit is baseu on iesponses by
TACB pioviueis anu iecipients of a suivey conuucteu on-line between Septembei 24
anu 0ctobei 1u, 2u1S, anu inteiviews with multilateial agencies, bilateial oiganizations
oi piojects they suppoit, anu netwoiks involveu in pioviuing suppoit to CS anu KP
woiking on uF giants.

The intention of this woik is to builu on past effoits to impiove TA anu CB, which aie
summaiizeu in Annex 1. A list of the 28 oiganizations inteivieweu oi who paiticipateu
in the suivey is attacheu as Annex 2, along with a summaiy of theii iesponses anu
iecommenuations. A mapping of many of the key oiganizations, piogiams, anu
netwoiks involveu in pioviuing TA anu CB suppoit to civil society anu KPs is shown in
Annex S. The mapping of pioviueis is not exhaustive, anu othei gioups shoulu be auueu

ovei time. This mapping helps to uefine what seivices aie available foi CS anu KPs anu
wheie theie aie gaps. The iesponuents weie askeu to veiify infoimation in the uiaft
iepoit between Novembei 2 anu 17. The coiiections pioviueu have been incoipoiateu
in this uiaft. In auuition, 12 oiganizations pioviueu valuable supplementaiy feeuback
anu commentaiy on the iepoit, which has been summaiizeu in Annex 4.

The iecommenuations to be consiueieu anu acteu upon by the }CSAP task team incluues
this woik as builuing block S of the action plan.

Technical assistance anu capacity builuing foi CS anu KPs is a complex fielu with a laige
numbei of pioviueis with uiffeient focuses anu manuates. The laigest anu most
compiehensive pioviueis aie bilateial agencies anu the piojects they suppoit, such as
the uiant Nanagement Solution (uNS) suppoiteu by the 0S, the S% Initiative suppoiteu
by the Fiench uevelopment coopeiation, anu the BACK0P Initiative suppoiteu by uIZ.
0N agencies such as 0NBP anu 0NICEF pioviue CS0-focuseu TA anu CB, anu 0NAIBS
suppoits the woik of thiee laige technical suppoit facilities (TSF) coveiing Afiica anu
Asia which pioviue technical suppoit to goveinment agencies anu CS involveu in AIBS
piogiamming. The laigest piogiam with a specific focus on CS anu KP is the
Inteinational BIvAIBS Alliance, which woiks uiiectly thiough seven iegional technical
suppoit hubs locateu in 0kiaine, Kenya, Buikina Faso, Inuia, Cambouia, Peiu, anu
}amaica, anu thiough ovei 4u linking oiganizations taigeting suppoit in all iegions.
Bozens of inteinational Nu0s anu iegional netwoiks pioviue suppoit - sometimes as a
sub-contiacteu agent foi one of the laigei entities.

PEPFAR iecently announceu the Key Population Challenge Funu, which will iequiie
countiy offices to inciease theii piogiamming focusing on oveicoming baiiieis to
seivice access foi KP gioups. While this initiative is useful, anu may be of benefit to
some gioups, it may not be accesseu extensively if the 'anti-piostitution pleuge' clause
iemains in effect foi applicants.

Piinciple iecipients (PRs) foi a uF giant aie also heavily involveu in pioviuing TA. PRs
aie encouiageu to builu the capacity of the CS sub-iecipients (SRs) anu sub-sub
iecipients (SSRs) to take on the incieasingly complicateu iole as implementeis of uF
giants. uiven the natuie of uF piogiamming piioiities, PRs focus theii suppoit on
activities that stiengthen giant peifoimance such as financial management, oi
monitoiing anu evaluation skills iathei than institution builuing to help SRs become
sustainable, viable agencies.

The suivey paiticipants anu inteiviewees iepoiteu that theie is usually auequate
funuing available foi uF giant-specific TA, which auuiesses issues ielateu to seivice
ueliveiy anu financial management. They noteu that sometimes pioblems weie not
iuentifieu eaily enough but, once iuentifieu, suppoit was ieauily available. Bowevei,
suppoit foi oiganizations that aie not alieauy implementeis of uF giants is limiteu anu
uifficult to obtain. 0ne inteiviewee iepoiteu that the pioblem is getting woise. The
move by the uF to intiouuce the single stieam of funuing concept seems to have
entiencheu cuiient PRs anu SRs, making it uifficult to bieak in.

Theie is a maikeu uiffeience between the uiseases in teims of how many pioviueis they
can tuin to. Cuiiently, the majoiity of TA anu CB pioviueis focus theii suppoit to CS
involveu in AIBS piogiamming. While theie is an attempt to pioviue suppoit foi AIBS
anu TB ciosscutting issues, the bulk of suppoit foi TB comes piimaiily fiom just a few
souices: KNCv Tubeiculosis Founuation, anu the WB0 ulobal TB piogiam. Civil society
oiganizations focusing on TB uo not have as stiong a voice (as compaieu to BIv) anu
the affecteu population movement is uifficult to opeiationalize, as the uisease is cuiable.
This makes civil society foi TB empoweiment ieliant on top-uown appioaches. To
auuiess this, WB0 cuiiently suppoits CS uemonstiation piojects in five countiies, but
moie neeus to be uone to scale up CS engagement.

CS oiganizations, paiticulaily those involveu in the ulobal Coalition of TB Activists
(uCTA), iepoit that accessing TA anu CB is veiy uifficult. Bespite eviuence that
community engagement in the TB iesponse is beneficial anu cost-effective, the majoiity
of suppoit is uiiecteu to goveinment entities. The Stop TB Paitneiship has been able to
biokei some suppoit foi TB Nu0s thiough uIZ anu othei souices, but the ieach is
limiteu anu, accoiuing to the uCTA, neeus to be expanueu.

CS oiganizations involveu in uF piogiamming ielateu to malaiia tenu to be the least
well oiganizeu. The Nalaiia Baimonization Woiking uioup woiks with national uisease
authoiities to uevelop iobust piojects to be funueu by the uF. National malaiia
piogiams will ioutinely incluue CS0s in the uevelopment of countiy specific plans. The
community oiganizations involveu in malaiia piogiamming aie often involveu in othei
health-ielateu issues, such as vaccinations, anu watei anu sanitation. Theie aie plans by
the Nalaiia Auvocacy Woiking uioup (NAWu) to iuentify malaiia-focuseu CS0s in
piioiity countiies anu to facilitate collaboiation anu auvocacy to uevelop a coheient,
common message. The TB community took this step 18 months ago with the
uevelopment of iegional TB netwoiks.

Nost of the suivey anu inteiview paiticipants inuicateu that theii woik incluueu genuei
equity. Bowevei, as iepoiteu at the }uly 2u1S meeting on stiengthening Women's
Engagement with the uF hosteu by ASAP anu Athena Netwoik, the uepth of this
engagement is not sufficient. While 0NW0NEN anu 0NBP have manuates in this aiea,
paiticipants in the meeting iepoiteu that accessibly of TACB iemaineu weak. Theie aie
similai conceins about TACB iegaiuing human iights. While 61% of suivey
iesponuents inuicateu that theii oiganizations offei TA ielateu to human iights, the
uepth of this suppoit may not be in line with the expectations of the uF five-yeai
stiategic plan.

Since the intiouuction of the NFN, laige TA anu CB pioviueis iepoit an inciease in
coopeiation anu communication to jointly auuiess the neeus of theii clients. An
infoimal cooiuination gioup of funueis of uF giant implementation technical suppoit
has iecently been foimeu. The infoimal gioup incluues the 0niteu States goveinment,
0NAIBS, uIZ BACK0P, anu the Fiench S% Initiative. The puipose of the gioup is to
impiove cooiuination of giant implementation iequests fiom countiies anu othei
piogiam activities. The gioup meets viitually on a monthly basis anu hau one face-to-
face meeting in Naich 2u1S to plan a numbei of futuie activities, incluuing ueveloping
communications on technical suppoit pioviueis.

A few examples of successful cooiuination among TA anu CB pioviueis have been
iepoiteu. The 7u% coalition foimeu anu suppoiteu by 0NAIBS anu othei technical anu
Nu0 paitneis helpeu to cooiuinate suppoit to countiies applying foi funuing fiom the
uF in Rounu 1u. The iesult of the cooiuinateu effoit between technical anu Nu0
paitneis was an inciease in the numbei of BIv anu AIBS piogiams appioveu by the
technical ieview panel.

The Baimonization Woiking uioup (BWu) hosteu by Roll Back Nalaiia (RBN) has a
goou tiack iecoiu in cooiuinating suppoit foi malaiia piogiamming in piioiity
countiies. Bowevei, the piioiitization of CS anu KP as activists in the piocess is in its
eaily stages.

TSF-ESA iepoits that they continuously netwoik with iegional anu global technical
paitneis on theii own initiative. Theie is no foimal mechanism in the iegion that is
viable, accessible, anu inclusive. The Regional AIBS Tiaining Netwoik (RATN) baseu in
Kenya plays an impoitant iole in cooiuinating TA anu CB in east anu southein Afiica,
focusing on acauemic anu meuical oiganizations anu some Nu0s.

TSF Asia Pacific (TSF AP) has uevelopeu stiong collaboiative ielationships with key
technical suppoit pioviueis in the iegion with a view to ensuiing haimonization. The
cooiuination is veiy effective in auuiessing specific neeus iuentifieu by a client. Paitneis
in the iegion - uNS, 0NAIBS, anu the Alliance Technical Suppoit Bubs - meet iegulaily
to plan which agency can pioviue the most appiopiiate suppoit.

An impoitant cooiuinating mechanism has been lost in the past yeai with the
uiscontinuation of the Civil Society Action Team (CSAT) hosteu by ICAS0. CSAT woikeu
thiough five iegional netwoiks anu playeu an impoitant iole in maintaining a flow of
consistent infoimation to CS oiganizations anu netwoiks about how to access the uF
anu how to woik with CCNs. The inuiviuual iegional netwoiks that maue up CSAT
continue as iegional entities, but what is lost is the cooiuinateu global messaging anu
auvocacy pioviueu thiough CSAT. The lesson leaineu fiom CSAT was that biokeiing
without funuing foi TA oi CB is a iecipe foi fiustiation. While some TA neeus coulu be
auuiesseu by existing pioviueis, CSAT was often askeu to pioviue suppoit in aieas such
as auvocacy foi KPs that was beyonu the manuate of existing pioviueis at the time. The
CSAT expeiience points to the neeu to ensuie flexibility of pioviueis to meet a bioau
iange of neeus.

0NW0NEN has establisheu a genuei consultant iostei, which is manageu thiough theii
heau office. Local oi iegional offices can access infoimation on the iostei to match
expeitise anu language skills foi assignments. When combineu with funuing, this iostei
is useful in suppoiting paiticipation of women's gioups in countiy uialogues, as was the
case in the Zimbabwe countiy uialogue in eaily 2u1S.

TBTEAN anu ENuAuE-TB aie impoitant foia foi cooiuination of suppoit pioviueu in
the TB fielu. WB0's ulobal TB piogiam hosts anu maintains an expeits' uatabase which
countiies can use to obtain suppoit foi ueveloping oi implementing TB giants. The
uatabase has a piovision to iuentify inuiviuuals with expeitise in CSS; howevei, this
expeitise tenus to be unuei utilizeu. The ulobal Coalition of TB Activists is also engageu
in suppoiting CS anu TA neeus thiough theii listseive.

The Inteinational BIvAIBS Alliance (IBAA), woiking with iegional hubs, manages up-
to-uate expeits' iosteis of locally vetteu technical expeits who aie iequiieu to unueigo
pie-assignment tiaining anu ongoing knowleuge uevelopment. The tiaining anu testing
incluues competencies conceining the uF anu its piocesses, as well as skills
uevelopment in knowleuge tiansfei. IBAA shaies theii expeits' iostei pioactively with
TSFs to impiove collaboiation anu avoiu oveilap.

0NAIBS-sponsoieu TSFs have extensive uatabases of local expeits who can be calleu on
to pioviue shoit-teim TA in giant-ielateu aieas. Clients aie given at least thiee expeits
to choose fiom, anu TSFs peifoim quality assuiance anu follow up as iequiieu. Some of
the suppoit is pioviueu to giant implementeis focusing on piogiammatic anu giant-
ielateu neeus. A consiueiable poition of TSF AP's suppoit also goes to CCNs anu is
aiounu goveinance anu oveisight.

The Cooiuinating AIBS Technical Suppoit (C0aTs) uatabase hosteu by 0NAIBS was a
piactical tool foi countiies to monitoi anu access technical suppoit. The uatabase is no
longei active uue to lack of use. While the content was veiy goou, the lesson leaineu is
that the infoimation neeus to be actively manageu (as is the case with the 0NW0NEN
anu WB0 TB expeits' uata bases) anu closely linkeu to the clients.

Theie aie also excellent mappings of TA anu CB alieauy in place which can be expanueu.
Foi example, in 2u11, SAT conuucteu a mapping exeicise that iuentifieu 41 iegional
oiganizations that aie pioviuing technical suppoit to local CS0s, goveinments, anu
othei sectois in the aieas of BIv, TB, anu malaiia.

With the push to ensuie bettei paiticipation in the countiy uialogues by KP anu CS,
theie is a neeu to aim uF staff with contact infoimation foi those they can tuin to foi
help in auuiessing BR, genuei, anu KP issues. The uatabases mentioneu above uo not
seem to auuiess human iights oi CSS expeitise sufficiently.

Twenty-eight oiganizations paiticipateu in the suivey anu inteiview piocess
iepiesenting multilateial anu bilateial agencies, anu netwoiks with a global focus (16),
as well as iegional netwoiks (12). Paiticipation was stiongest foi oiganizations
involveu in BIv piogiamming. Bowevei, views fiom TB- anu malaiia-focuseu
oiganizations weie also obtaineu.

Baseu on the infoimation shaieu by paiticipants in the on-line suivey, the piogiamming
aieas that ieceiveu the least amount of suppoit weie: health systems stiengthening,
mateinal anu newboin chilu health, anu malaiia. The same pattein was shown when
iesponuents weie askeu which constituencies theii woik focuseu on. People affecteu by
malaiia anu people in piisons weie the least suppoiteu constituencies.

Seventy-two peicent of oiganizations paiticipating in the suivey inuicate that they
pioviue KP piogiaming, anu Su% of suivey paiticipants saiu that the TACB they
pioviue ieaches LuBTI gioups. While the numbei of pioviueis is high, inteiview
paiticipants iepoiteu that unless they weie alieauy a PR oi a membei of a CCN, the
suppoit was not available. The TA anu CB is skeweu to the gioups cuiiently in the
system, anu bieaking into the club is a challenge.

If an Nu0 is chosen by the CCN to be a PR as pait of the uual tiack funuing piinciple,
theie aie many avenues to suppoit theii uevelopment. Foi example, the Lesotho
Council of Nu0S (LCN) ieceiveu extensive suppoit fiom Southein Afiican AIBS Tiust
(SAT) which incluueu oiganizational capacity assessments of seven membei umbiella
oiganizations engageu in the national iesponse to BIv anu AIBS in Lesotho. Baseu on
the assessment, SAT uevelopeu a capacity builuing stiategy to guiue the implementation
of the community systems stiengthening activities in the uF Rounu 8 woik plan. The
Inteinational BIvAIBS Alliance pioviues similai suppoit to paitneis that aie
implementing uF giants thioughout the woilu.

Becoming a uF PR is not easy. SAfAIBS ieceiveu one yeai's intensive institutional
capacity builuing suppoit funueu by 0SAIB anu will soon be in a position to apply foi uF
funuing. NAC0SA anu CBAZ aie goou examples of Nu0s which weie suppoiteu to
become stiong implementeis. 0pen Society Founuation has also been instiumental in
pioviuing suppoit to help oiganizations, woiking with people who use uiugs in Eastein
Euiope anu elsewheie to become uF giant iecipients. While these aie goou example,
theie aie many othei oiganizations that woulu like to become uF implementeis. Some
woulu aigue that the cuiient system has built-in uisincentives with its focus on TA anu
CB to impiove giant peifoimance insteau of sustainably. In auuition, what incentive
uoes a PR have to builu the capacity of an SR to become a PR when this may put theii
oiganization out of business.

KP netwoiks iepoit that they aie often askeu to pioviue technical suppoit without
compensation, which is a stiain on theii oiganizations. They also iepoit that as
netwoik-baseu oiganizations, they often pull in volunteeis to pioviue TA anu CB while
highly paiu consultants who aie not auequately familiai with the issues make eiiois
which the netwoiks must then fix at theii own expense. The KP netwoiks have foi a
long time aigueu that they shoulu be leauing theii own TA anu CB neeus foi theii
communities, as the 'nothing about us without us' piinciple woulu uictate.

0nfoitunately foi oiganizations not alieauy involveu as PR anu SRs oi on a CCN, theie
aie limiteu oppoitunities to finu suppoit to engage in uF piocesses. Theie aie many
moie oiganizations which woulu benefit fiom intensive suppoit to become an
implementei, but theie is limiteu funuing anu no cooiuinateu aiticulation of theii neeus.

The uF focuses on uemonstiating iesults anu, in some ways, has a challenge to both
uemonstiate iesults foi the funuing ieceiveu anu focus on long-teim, sustainable
institution builuing. This is in laige pait why the majoiity of funus spent on TA focuses
specifically on issues that can impiove giant peifoimance. The gap, howevei, is that this
appioach will continue in emeigency moue inuefinitely, anu sustainable solutions will
be elusive without a conceiteu stiategy.

The expeiience of EBRN shows that pioviuing infoimation - topics, amounts,
ueaulines, application conuitions, etc. - about available TA is useful. EBRN useu
to collect infoimation about TA pioviueis in the EECA iegion, which was shaieu
with membeis, tiaining paiticipants, etc., but was time-consuming. The iuea of
the cleaiinghouse is goou, but it neeus to have cleai functioning mechanisms -
iegulai upuates anu use by constituencies. Befoie a functional cleaiinghouse can
be set up, ceitain issues neeu to be auuiesseu: how to ensuie that TA pioviueis
anu expeits aie incluueu, anu aie willing to constantly upuate theii infoimation;
how to ensuie that the message about the iesouice is wiue spieau; what the
foimat will look like, taking into account ease of use anu slow inteinet

be maintaineu in teims of both financial anu human iesouices.

The ulobal Funu coulu be auvocateu to invest moie in stiengthening the capacity
of civil society on the national level. Foi example, in the past two yeais, EBRN

capacity anu impioving civil society involvement with the ulobal Funu. The
