ECONOMIC HOUSING

Pamayanang Diego Silang Village Location: Ususan, Taguig City -A government-run housing project through the initiatives of the Bases Conversion and Development Authority (BCDA) in collaboration with the National Police Commission (Napolcom). Pamayanang Diego Silang Village,

consists of 2,190 units with floor areas ranging from 36 to 56 square meters. The units have been awarded to Philippine National Police personnel through a lease to own agreement with the BCDA. The recipients would be paying monthly rentals of P1,500 to P4,000. A salient provision of the contract enjoins the beneficiaries to maintain a clean service record, otherwise the award would be cancelled and the unit to be given to another qualified applicant. The Pamayanang Diego Silang Federation of the Condominium Corporations Inc. provided and manage the water supplies for the residents. Each units has its own water meter. Water tanks are located at the top of each building. Also power lines such as Meralco are made available in the area as well as telephone lines (PLDT and the like) for better communication. There where also cellular/ mobile signals like Globe, Smart, etc available in the area. Movement and circulation There are wide easements and setbacks around a building and in between two buildings. These alleys where enough for walking, and biking. Since the subdivision plan is grid its easier to go to one place to another. Storm drainage There were canals in sidewalks and roof gutters with proper downspout in each building but some of them are already subject to corrosion. Solid and liquid waste disposal According to the residents around 5pm in the afternoon, garbage collectors/ trucks pass by the village to collect disposal from their dumpsite area. Park/playground Playgrounds are located near the school in the village and near the open parking. But some of the playground amenities are already rusty.

2. Conformity with the Zoning Ordinance or Land Use Plan of the City/Municipality Generally, housing Pamayayanang Diego Silang conforms with the zoning ordinance of the Taguig city. they are located in suitable site for housing and outside potential hazard prone and protection areas.

3. Physical Suitability The site have assuring healthful, safe and environmentally sound community life. During Rainy days, since the site of the village is relatively flat though it is elevation is higher than the main road and is far from a river it is not that susceptible in flood. 4. Accessibility & Circulation The site is by a road PDS Ave. from the main road Carlos P. Garcia Ave that is readily accessible to public transportation lines such as jeep, AUVs. There are also access road Levi B. Mariano Road. There were artery roads inside the Diego Silang Village such as 25th, 30th, 31st, 50th, 40th street that served the all the housing. A 3 to 5 min walk from the village to commercial areas and to the entrance of the village with security check point.

B. Planning Considerations 1. Area Planning The grid plan design caters the provision for possible future improvement or expansion. Each building apartment has a right-of-way ofroads and sidewalks. There are also open spaces for parking and playgrounds; allocation of areas for common uses and facilities. 2. Site Preservation/Alteration

a. Preservation of Site Assets

There are suitable trees with atleast caliper diameter of 200 milimeters or more, shrubs and desirable ground cover are preserved though there were paved areas for laundry, sidewalks and car parking. Some landscaping materials used are recycled water gallons and cut tires.

5. Design Parameters a. Space Requirement The floor area requirement for singlefamily dwelling is 36- 56 square meters for Diego Silang economic housing. It is compose of a living area, small kitchen, 1 or 2 rooms (but others divide one room) and toilet & bath.

The unit is completely furnished: floors are tiled with porcelain tiles or vinyl tiles as well as the kitchen countertop. Walls and ceilings are painted as well. The main door of the unit has two types of door, wooden solid panel door and metal screened door for security purposes. Also interior doors with proper width is also painted.

The windows of some of the units are grilled for security purposes of the resident. Fire exit stairs are made available in case of emergency but some are blocked or used as storage.

b. Access to the Property Direct access to the single-family dwelling is provided by means of an abutting public pathwalk with gardens and landscapes.

c. Open Space Open spaces is located in between two buildings such a manner as to provide maximum light and ventilation into the building. Though most of the residents use these area for laundry and drying areas. Aside from play grounds, basketball court is also available for the residents.

The open parking area of the Diego Silang Village is wide enough for the residents cars, and delivery parkings.
