Key Amendments to the Anti-Homosexuality Bill:


Clause 1 was amended by deleting the words bisexual, gay, gender and lesbian since they are not used in the Bill. Second, the word court is defined as chief magistrates court. Clause 3(2) was amended by substituting the words imprisonment for life for the words suffer death for the offence of aggravated homosexuality. Clause 6 (2) dealing with the right to privacy: the words outside the presence of the media were deleted. Clause 6 (3) insert the words the victim or between the word of in the sixth line of the provision and the word court in the seventh line. Clause 9 The word etc in the title was deleted as it makes the section vague Clause 9(1)(a) and (b) The words either in Uganda or elsewhere were deleted Clause 9(1)(a) and (b) add the words, commits an offence and is liable on conviction to imprisonment of seven years. Clause 10 Detention with intent to commit homosexuality was deleted. Clause 12 A new clause was inserted that sentences any institution or person that conducts gay marriage to 7 years imprisonment. Clause 12 replaces life imprisonment with 14 years imprisonment. Clause 14 Failure to disclose the offence of homosexuality was deleted. Clause 15 Reference to the magistrates courts as having jurisdiction for the Act deleted and be defined in the interpretation clause. Clause 16 on Extra-Territorial Jurisdiction deleted Clause 18 on nullification of international treaties that do not conform to the Act deleted
