E) 48 Volt DC Rectifier & Battery System

1.1 GENERAL:
EDCO plans to purchase new 48 VDC Rectifiers and batteries systems for (55) sites to supply the telecommunications and control equipment by the DC power, these sites are situated in the Disi region. This contract includes for engineering, design, manufacturing, packing, delivery CFR EDCO stores in AQABA. Batteries shall be gel cell type shall be operated in no ventilated area.

RECTIFIER SYSTEM AND THE CONNECTIONS: Dimensions of the Rectifier system cabinet shall be (19" 1U-Rack). All non-current carrying metalwork shall be connected by suitably rated subconductors to a main fully rated earth bar. All connections inside the rectifier system itself and the connections with the battery sets shall be included in the scope of work.

CONTROL AND CHARGING EQUIPMENT:

1. Circuit breakers of suitable rating type shall be provided internal to the rectifier and input leads. 2. The rectifier shall be self-protecting in the event of overload and over voltage, to protect the battery from excessive discharging, low voltage disconnect shall be installed. 3. Rectifier shall be of the automatic constant voltage output type designed for float, boost and equalize charge operation. They must be suitable for operation from the alternating current supply stated in the schedules under the ambient conditions specified. 4. The rectifier boost charge feature shall provide an automatically controlled high charge rate sufficient to restore a fully discharged battery to the fully charged state within twelve hours without excessive gassing or any form of damage to the battery. 5. The boost charge shall be initiated automatically or manually but a timer should be provided to switch the rectifier to the float condition after the correct charge period. 6. The rectifier equalize charge feature shall provide an automatically controlled high charge rate sufficient to restore a fully discharged new batteries to the fully charged state within a correct charge period. 7. Although it is not intended to operate the rectifier when the battery set disconnected, the rectifier shall, nevertheless, be capable, with the battery disconnected, of maintaining normal system voltage without damage to itself with a ripple voltage no greater than 1 percent of nominal output voltage. 8. Each rectifier shall also be capable of sustaining, without damage to itself, a continuous permanent short circuit current at its output terminals. 9. Rectifier system equipment shall employ regulating and controlling cards to regulate and control manually and automatically the output voltage and current in case of float, boost and equalize operation. 10. The rectifier shall maintain the battery normally floating so that no discharge occurs under normal loading and the battery remains fully charged. 11. Rectifiers shall be designed for operation for the following values: o Single phase A.C input voltage of (180-265) V. o (40-66) Hz. 12. The rectifier shall maintain the float charge automatically, irrespective of variations in the voltage of the A.C. supply within the specified limits. 13. Upon manual selection of either of the rectifiers, a boost rectifier shall recharge the battery after a heavy discharge. During boost recharge the voltage-current characteristics of the rectifier shall have a tapering characteristic in order to minimize gassing during the finishing period of a conditioning charge. 14. With the battery connected to the rectifier output at any point between 0 and 100 percent of full load the sophomoric noise level shall not exceed the equivalent of 2 milli-volts at a frequency of 800Hz after weighting as specified by C.C.I.F. (1947)

15. In order to limit interaction between equipment due to sudden load changes, each main item of equipment shall be afforded its own supply direct from the DC output. Teed-connected supplies shall not be used. 16. The DC output shall have at least 5 outlets, each having a miniature circuit breaker (10-15Amp.) with fused characteristics outlets in the negative supply and a link in the positive supply. The panel shall be suitable for extension in the future. 17. The following local alarms shall be provided by means of indicator lamps, together with facility for remote indication and audible alarm:- AC Source failure. - Rectifier off (if the rectifier is switched off). - Rectifier fails indication. - Low rectifier voltage fault. - Battery alarms: high and low voltage alarm. - Battery earth fault. - DC supply failure. 18. The following instrumentation shall be provided on each control panel:a- Rectifier ON/OFF switch. b- Facility for c- Ammeters to indicate rectifier output current, and battery output current. d- Switches to choose between float and boost operation. 19. The control board may have as an optional requirement a non-volatile memory in order to record any alarms and events that may occur.

F) Uninterrupted Power Supply "UPS"


Fast delivery is highly appreciated. This schedule is to be completed by the Tenderer and the periods entered are to be binding to the Contractor. The times given include all ancillary Materials to enable the respective items of plant to be completely commissioned and put into commercial operation. 1.1 GENERAL: EDCO plans to purchase a UPS system to supply the SCADA equipment by the AC power, this site is situated in the Disi region. This contract includes for engineering, design, manufacturing, packing, delivery CFR EDCO stores in Aqaba, factory testing, training for three EDCO engineers at the factory, guarantee for two years after successful 4 months trail operation period from taking over of the UPS system, and as optional: Installation, and commissioning for all sites.

1.2 TECHNICAL SPECIFICATIONS: Two UPS system (Load Sharing) of capacity 10KVA considering a three phase input 380VAC 15% 50Hz 4% and stabilized single phase output, 220VAC, frequency 50Hz. Two UPS units (2x100%) with static change over device and maintenance, by-pass, output voltage 220V AC, 50 Hz shall be provided. Each power supply system shall consist basically of the following: *battery set with charger *inverter *static by-pass switch *maintenance by-pass/supply, by-pass transformer 230V/230V The capacity of the UPS system shall be determined during engineering phase to suit the requirement of the plant being provided.

Inverter Ratings and battery Capacities All equipment which is duplicated shall be supplied by main UPS from 230V AC bus which supplies to SCADA system , communication equipment and most of the man-machine equipment. The overload capacity of the inverter shall be 150% for one minute .in case an overload up to 150%,will last longer than one minute ,the load shall be automatically switch to alternative mains. Overload of more than 150% shall result in an immediate automatic switch over to alternative mains. Each battery shall have a capacity C=1.3*C',where C' is the capacity to feed the inverter with rated output for 60 minutes. The rectifier rated output shall be sufficient to fed the inverter with rated output load, and at the same time charge the batteries with at least C/20 A current, where C is the battery capacity in Ah (modified constant voltage charging with current limit). Rectifier and Battery Charger

The rectifier/battery charger shall operate satisfactorily with input AC supply of three-phase 380VAC 15%, 50Hz 4% Hz, and harmonic level H4 (less than 20%). An isolating transformer shall be put on the input of the rectifier/battery charger. A combined system of rectifier and battery charger shall be provided where the system normally feeds the inverter, at the same time, float-charges the battery set. In this arrangement, in the event of failure of AC mains, the battery set supplies the inverter. The charger shall be equipped with a total current limit and a separate battery current limit (10-50% of the total rectifier current), independently adjustable for each of the charging modes. Trickle charging and floating operation and stand-by parallel operation shall be possible. Controls shall be provided to vary the DC voltage within the output range. The DC voltage shall remain within 2% of its pre-set value over the full current range of the rectifier/charger and simultaneous AC mains fluctuations 380V15%, 50Hz 4Hz. The output ripple shall not exceed 1%peak-to-peak measured across the output of the charger when connected to its associated battery set.

Batteries Batteries shall be of maintenance free type, the type and rating shall be in accordance with the prevailing environment and supplier's standard voltage level. The batteries shall be mounted on racks. The contractor shall be entirely responsible for carrying out and completing the initial charge, test discharge and subsequent recharge. The final test discharge shall be made at the site. For commissioning, operation and maintenance of the batteries, one set of the following instruments shall be provided: One cell testing voltmeter Two cell-bridging connectors Detailed instructions Inverters The Inverter shall be composed of semi-conductor switching devices utilizing either power transistor or thyristors as the main switching elements. Under all condition of input and environment, the output steady state voltage shall not deviate from the normal value by more than -5% at any load current from zero to specified overload. The output voltage shall normally be synchronized to alternative mains within the range 220V 15%, 50Hz 4%. In case the alternative mains is outside the pre-set range, the output frequency shall be kept in 500.4Hz unaffected by load variations and environment, until the ac mains frequency returns to acceptable value.

Protection Each UPS unit shall be equipped with the following: Current limitation in both rectifier and inverter as specified Fuses with alarm contacts for rectifier input, battery input, inverter input, alternative mains input, and system output.

Alarms and Metering The following alarms shall be provided in each UPS unit: High/low rectifier input voltage, rectifier fault. High/low inverter input voltage, inverter fault. By-pass manually blocked, alternative mains outside limits. Overload. Load from alternative mains. High/low battery voltage. A lamp test for these alarms shall be included. In the alarm circuit, a DC supply, separate from the one being monitored by the alarm, shall be used. Potential-free contacts shall be provided for external alarms. The following metering instruments (class 1.5)shall be included in each converter: 138

V-meter for battery. A-meter for battery. V-meter for converter output. A-meter for converter output. Frequency meter for converter output. The following indications and alarms shall be available: Battery set#1 on UPS1/UPS2. Battery set#2 on UPS1/UPS2. Emergency lighting on UPS1/UPS2.
