Sui Northern Gas Pipelines Limited (SNGPL) was incorporated as a private limited Company in 1963 and converted into

a public limited company in January 1964 under the Companies Act 1913, now Companies Ordinance 1984, and is listed on all the three Stock Exchanges of the Country. The Company took over the existing Sui-Multan System (217 miles of 16 inch and 80 miles of 10 inch diameter pipelines) from Pakistan industrial Development Corporation (PIDC) and DhlianRawalpindi-Wah system (82 miles of 6 inch diameter pipeline) from Attock Oil Company Limited. The Company's commercial operations commenced by selling an average of 47 MMCFD gas in two regions viz. Multan and Rawalpindi, serving a total number of 67 consumers.

Sui Northern Gas Pipelines Limited (SNGPL) is the largest integrated gas company serving more than 3.9 million consumers in North Central Pakistan through an extensive network in Punjab, Khyber Pakhtoon Khwa and Azad Jammu & Kashmir and is certified against ISO 14001:2004 & OHSAS 18001:2007 Standards. SNGPLs 11 sites have been registered under the SMART2 Program by Pakistan Environmental Protection Agency (PAK-EPA). The Company has over 48 years of experience in operation and maintenance of high-pressure gas transmission and distribution systems. It has also expanded its activities as Engineering, Procurement and Construction (EPC) Contractor to undertake the planning, designing and construction of pipelines, both for itself and other organizations.

SNGPL transmission system extends from Sui in Baluchistan to Peshawar in Khyber Pakhtoon Khwa (KPK) comprising over 7,613 KM of Transmission System (Main lines & Loop lines). The distribution activities covering 2,205 main towns along with adjoining villages in Punjab & Khyber Pakhtoon Khwa are organized through 11 regional offices.Distribution system consists of 81,828 KM of pipeline. SNGPL has 3,929,842 consumers comprising Commercial, Domestic, General Industry, Fertilizer, and Power & Cement Sectors. Annual gas sales to these consumers were 581,935 MMCF worth Rs. 187,837 million during Jul 2010 - Jun 2011. Future Projects
DEVELOPMENT OF PIPELINE INFRASTRUCTURE FOR LNG, IRAN GAS AND ANTICIPATED INDIGENOUS GAS SUPPLIES The Finance Committee of the Board of Directors of the Company has conceptually approved Project-10 comprising of laying of 1,294 kilometers length of high pressure transmission pipelines from 16" to 42" diameter inclusive of 61,800 compression horsepower, for transportation of upcoming LNG, Iran Gas and anticipated indigenous gas supplies in SNGPL's pipeline network. The project is envisaged in order to absorb additional gas supplies in future from following sources. Corporate Planning & Development ABDUL HASEEB Senior General Manager Planning & Development department is responsible for Survey & Design, Geographical Information System (GIS), Mapping and Contracts. The job scope includes: Planning, Survey and design of new transmission pipeline system, distribution supply mains and augmentation of existing transmission / distribution system. Design of installations related to gas pipelines like valves assessments, Gas meter stations, industrial consumer meter stations etc. To carry out gas network analysis of transmission / distribution system. Preparation of bid documents, tendering and award of contracts relating to pipeline construction. To provide technical services to all engineering departments to resolve technical & design issues. Development of Geographical information System (GIS) maps of natural gas distribution network and transmission pipelines. To undertake domestic / international business development activities for identifying various projects where company can provide engineering, procurement and construction services for pipeline and related facilities. The department has its independent Computer Aided Design (CAD) cell and GIS mapping center with latest hardware, software and trained professionals. AutoCAD release 2008 software is used as drafting tool in developing design drawings in CAD cell.

Mr. Arif also holds the position of Managing Director/CEO of Sui Northern LPG-LNG (Pvt.) Limited, a wholly owned subsidiary of SNGPL. He has an extensive experience of more than 30 years in the fields of Distribution, Billing, Sales, Logistics Support, Procurement and Legal. Mr. Arif is a Mechanical Engineer by profession, registered with the Pakistan Engineering Council (PEC). He is also a Masters in Administrative Sciences and a Law graduate from University of the Punjab, Lahore.

While serving in Ministry of Petroleum & Natural Resources, he was a member of the Core Team in developing different gas import options for Pakistan. Normal Bill Estimated (Provisional) Bill Minimum Bill Sticky / Stopped Meter Bill
Normal Bill

Bill is issued as per actual meter reading recorded by the meter installed and calculated as per rates notified by Oil and Gas Regulatory Authority (OGRA) for all categories of consumers. In general, pressure factor is applied for the calculation of corrected volume of gas consumed for commercial consumers, while pressure, temperature and super compressibility factors are applied to work out corrected volume of gas consumed by Industrial / Bulk supply consumers.

Estimated (Provisional) Bill

When actual meter reading could not be recorded due to certain factors, an Estimated (Provisional) bill is issued to the consumer. Some of the factors are as follow: 1. 2. 3. 4. 5. 6. 7. 8. 9. Estimated (Provisional) bill is based on the consumption of corresponding period of preceding year, or immediate preceding bill or trend of same category of the locality respectively. Estimated (Provisional) bill is adjusted in next normal bill when actual meter reading is available.

Minimum Bill

Minimum bill is issued when consumption is nil/zero or below the prescribed consumption limit as per rates notified by Oil and Gas Regulatory Authority (OGRA) for all categories of consumers. Minimum charges of some categories, as notified by OGRA, are as follows. These charges are exclusive of meter rent and General Sales Tax (GST). Sticky / Stopped Meter Bill

Sticky / Stopped Meter Bill is issued if meter is sticky / stop (out of order) and is unable to record the gas passing through it. The bill is based on seasonal average consumption (summer / winter season) in case of domestic category whereas in case of Industrial and Commercial category, it is based on previous two months or following two months average consumption whichever is higher as per Gas Sales Agreement.

Tariff Definitions
Definitions of different categories (tariff) are notified by Oil and Gas Regulatory Authority as follows. Domestic Commercial Industrial
Domestic

Stand alone meters. (All residential houses/flats where gas is used for household requirements.) Mosques, churches, temples, madrassas, other Religious Places and Hostels attached thereto; Government and SemiGovernment Offices and Hospitals, Government Guest Houses, Armed Forces Messes, Langars, Universities, Colleges, Schools and Private Educational Institutions, Orphanages and Other Charitable Institutions along with Hostels and Residential Colonies to whom gas is supplied through bulk meters.

Commercial

All establishments registered as commercial units with local authorities or dealing in consumer items for direct commercial sale like cafes, bakeries, milk shops, tea stalls, canteens, barber shops, laundries, places of entertainment like cinemas, clubs, theaters and private offices, clinics, maternity homes, etc.

Industrial

All consumers engaged in the processing of industrial raw material into value added finished products irrespective of the volume of gas consumed including hotel industry but excluding such industries for which a separate rate has been prescribed. "An advance payment plan for all categories of consumers with floating return equivalent to six months KIBOR (rate applicable on the date of deposit with the company) minus 2%. The management has restricted the period of advanced to be one year."
