Department Overview

Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Gas Operations is responsible for all aspects of PG&E's gas distribution and transmission operations, including planning, engineering, maintenance and construction, restoration and emergency response.
Position Summary

The Continuous Improvement Intern, in collaboration with his/her internship team, will work with the Gas Operations Transmission Operations and Maintenance (O&M) organization to improve the valve maintenance process. One of the key maintenance activities performed by the Transmission O&M group is valve maintenance. Per CPUC (California Public Utilities Commission) compliance requirement, we are required to perform annual maintenance on all emergency valves. Every valve on our Gas Transmission system is defined as emergency valve because of their critical function of controlling gas flow in our high-pressure Transmission pipeline system and thus requires annual maintenance. CPUC has been focusing on verifying valve maintenance records during their audits and pockets of non-compliance have been found previously. In order to ensure full compliance going forward, a sustainable, consistent, repeatable end-to-end process needs to be designed to support the volume of valve maintenance. This process needs to

be complemented by a set of clearly defined roles and responsibilities, step procedures, metrics, etc. All prerequisites required, such as gas clearances (i.e., isolating gas sources to secure an area between specified points so maintenance work can be performed safely and efficiently), needs to be considered and incorporated into the process. Proper record management procedures also need to be established to facilitate quick retrieval of records without having to send crew resources to verify valve information manually. A thorough assessment on resource requirements need to be performed and corresponding mitigation plan should be developed to fill any resource gaps in comparison to the volume of valve maintenance work. The results of this resource assessment will feed into the Work and Resource Management group for current year adjustment and long-term planning purposes. Current training and operator qualifications plans should be reviewed and revised, if necessary, to complement the resource plan. Last but not least, the student team is expected to assess the technological gaps in the current valve maintenance procedures and deliver a portfolio of IT recommendations and requirements, along with a comprehensive business case showing cost/benefit analysis. The team should also consider short-term, tech-down solutions that could potentially improve efficiency and decrease risk of non-compliance before full deployment of the technology solutions. This position will be based in Bishop Ranch, San Ramon.

Qualifications

Candidate must be currently enrolled in the Tauber Institute for Global Operations at University of Michigan, as an MBA/MSCM at the Ross School of Business or PhD/MS/EGL at the School of Engineering Desired Qualification Process improvement experience including developing/analyzing process flow maps using Visio Knowledge in modeling methodologies to simulate work demands, resource supplies and operational processes Ability to structure and analyze large sets using advanced Excel skills, including formulas, pivot tables, graphs, VBA Experience or knowledge in finance skills (e.g., NPV analysis, risk assessment) for quantitative business case justification Experience or knowledge in change management techniques and plan development for long term sustainability Ability to work across matrix teams Strong oral and written communication skills Experience in leading work streams or project tasks Experience in using programming languages like VBA/Python to automate office tools and establish dashboard for KPI reporting is a plus

Responsibilities

Detailed project plan with milestone targets and interim progress presentations to management. End-to-end As-is process of valve maintenance, from job initiation, execution to records keeping. Identification of As-is process gaps and issues. Improvement recommendations for process gaps and issues identified in 3). Technological gap assessment with short-term and long-term recommendations. Resource (i.e., crews, tools, materials) requirements to feed into the Resource Allocation model owned by the Resource Management team. Pilot implementation of process improvement recommendations in selected divisions. System-wide implementation plan that includes End-to-end To-be process maps. Detailed implementation plan with roll-out methodology, schedule, etc. Stakeholder analysis to identify and assess key players. Communication plans targeted for various stakeholder groups to address process changes and impact. Business case to support the implementation plan. Formal presentation of recommendations/results to leadership.
