CBCT2203 1.0 INTRODUCTION Alvin Toffler, an expert in the field of futuristic has mentioned in his book called Power Shift that an agricultural and industrial age that has lasted for a few centuries ago will expire and be replaced with the information age in the new millennium. Recognizing this fact, many countries are now turning their attention to the field of information technology by taking the opportunity to make the information technology industry as an engine of growth for the country economy. For example, Singapore has set a goal of making Singapore IT2000 with a Bister Island or "Intelligent Island" by 2000. In this regard, Malaysia is also not lagging behind, Project MSC (Multimedia Super Corridor or abstract MSC) has been announced by Datum Seri Dr. Mahathir at the opening of Multimedia Conference Asia on 1st August 1996. This announcement implies that Malaysia is moving towards the multimedia world and at the same time prepare itself for the information age.

2.0 HISTORY OF THE ESTABLISHMENT OF MULTIMEDIA SUPER CORRIDOR (MSC) Cyber jaya is a new town with a core made of knowledge, in line with the establishment of the Multimedia Super Corridor (MSC) in Malaysia. It is located in the district of Sepang, Selangor and is situated about 50 km south of Kuala Lumpur, the capital city of Malaysia. Cyber jaya trying to be known as the Silicon Valley of Malaysia. Cyber jaya opening ceremony was held in May 1997 by the Prime Minister of Malaysia, Dato' Seri Dr. Mahathir bin Mohammad. The idea of setting up IT-themed city (Hons) emerged from a study conducted by management consultants McKinsey for the Multimedia Super Corridor commissioned by the Federal Government of Malaysia in 1995. Implementing Agency for this idea is the Town & Country Planning Department under the Ministry of Housing and Local Government. Catalyst for this project is the agreement by NTT in 1996 to put the R & D center in west new Malaysia's administrative capital, Putrajaya. Multimedia Development Corporation (MDC Then Irma), the agency overseeing the showroom for Implementation award of the MSC, has Been placed in Cyber jaya for the purpose of monitoring the Implementation award. However, due to the economic crisis at the end of 1997, Cyber jaya project was no longer competitive and prompting the government to take over 55% and 15% stake in Cyber view shares held by SHSB AND NTT through the Ministry of Finance (MOF Inc). Acquisition by the government has given MOF Inc. a 70% stake and Cyber view has remained a government ownership of the company since then. Cyber view then entered into an agreement with SHSB, consortium comprising Country Heights Holdings Berhad (CHHB), Landmarks, Menara Dew (MKLand Controlled Company) and Renong (now UEM World) with reward-reward equivalent to 25%; allow SHSB to develop Cyber jaya as the master developer , while Cyber view became the landowner. In 2004, CHHB and Landmarks sold their equity interest in SHSB to companies under MKLand , namely Modern Eden (12.5%), Impressive Circuits (12.5%) and Virtual Path (25%), resulted in companies under MKLand SHSB became the majority shareholder. Due to shareholders' reluctance to inject their own savings SHSB into SHSB and awarded the contract in higher premiums, SHSB to resume large loans. This has caused financial instability in SHSB. Cyber view then called by the central Government to save SHSB that led to the development and progress Cyber view.

Cyber view's role grew, including implementing various development and government initiatives, while SHSB resume its role as master developer. Added to this, Cyber view also serves to maintain the city and lead investor and community programs in Cyber jaya.

3.4 Electronic Government In MSC is located in Putrajaya for the new Government. It uses multimedia technology to make paperless administration. With the use of multimedia technology is reliable communication and interaction between departments will be made through electronic channels multimedia tide. All information such as birth certificate, marriage registration, driver's license and personal information will be available directly through these channels. Even the use of technology such as mobile multimedia offices, video conferencing, digital archiving, sharing of databases and digital signature facilities. Even the electronic government project includes up to 100,000 government employees. These include the use of multimedia to facilitate training and they provide services to those who need it.

With MSC information technology will be incorporated into the Malaysian healthcare system. Telemedicine is the main element is distance learning, diagnoksis and treatment, the virtual patient record and electronic medical network. Telemedicine Success is dependent on Cluster Research and Development (R & D) established by the university or company to produce the relevant application. Next it will position Malaysia as a center of excellence in telemedicine. It is scheduled for completion in 1998 and the first hospital will be located in Selayang, Selangor. The hospital will be equipped with advanced information technology around the world where expertise can be shared by local doctors to help any patient in need of treatment in hospital services.

3.6 Smart School Belief in IT started in school, the government wants to exercise and active use of IT in schools and it is estimated in the next two years all schools will have access to a global network that is the internet world. This is also to ensure that local talent required by MSC are met and to achieve its target. Model of a smart school was built in Cheras Secondary School Bukit Bintang which will migrate there. From here on more smart schools to be built in the MSC and the next will be disseminated throughout the country. Even companies that are in the MSC can form a smart school concept to build application software, curriculum, course material, infrastructure and training teachers or staff.

4.0 PROPOSED IMPROVEMENTS AND PROJECT IN SUPER CORIDOR (MSC)

Even after it nearly 17 years of development projects and Strengthening ICT MSC has developed in Malaysia, the project is still seen a lot of weaknesses That need to be improved. The government has taken steps to increase the number of information technology enrollment and approve the application of private colleges and universities to produce more graduates of information technology. If the shortage of skilled human resources cannot be resolved, it is expected the job market will be tight and the result is that the cost of human resources to be too expensive and will reduce the competitiveness of MSC.

4.3 Effectiveness Rating Without Borders We know that the MSC program and ICT course evaluated from time to time by a group of experts appointed by the government. To ensure that the assessment takes into account the needs of the community, it is better evaluation of the effectiveness of ICT MSC and this is done without boundaries. This means that the government should collect data related to the views and requirements of all segments of society based on the demographic diversity of the community itself. This is seen to be more effective where the government can obtain a lot of information from various sources about what needs to be good added value to the system and the development of MSC Malaysia ICT in the country.

Hence to dramatically improved the development of MSC Malaysia ICT in the country, upgrading the safety system to Prevent Threats The annual invasion Should always be done to Ensure That All Parties Using MSC and ICT systems are always confident and Countries are also rates in Towards Achieving the right track its mission and vision 2020. MSC project undertaken is designed to produce international smart community for social and economic benefit are expecting nearly 245,000 high-value jobs will be created. Boost MSC expanded all over the world and turn Malaysia into a knowledge society where the number of MSC society raised to 500. MSC also linked to 12 cities in the global information to enhance the social and economic benefits as well as an environment that encourages innovation activities and to lead to new technological frontiers. Since science and technology policies of major countries and Industrial Technology development policy formulation, the development of R & D have been integrated into the overall national development plan. But to further strengthen the technology, the government launched the National Science and Technology Policy second (DSNT2) to stimulate and encourage technology innovation-driven economy.
