Republic of the Philippines PHILIPPINE STATE COLLEGE OF AERONAUTICS Piccio Garden, Villamor, Pasay City The National Economy has the function and goal of uplifting the life of the people in a certain nation. The three-fold goals of the national economy: (1) Equity, a more equitable distribution of opportunities, income and wealth. (2) Growth, a sustained increase in the amount of goods and services produced by the nation for the benefit of the people. (3) Productivity, capacity or degree effectiveness for making greater output out of every unit employed. The State shall promote industrialization and full employment. It should be based on sound agricultural development and agrarian reform and it should be through industries that make full and efficient use of human and natural resources. Industries should also be competitive in both domestic and foreign markets. For the protection of Filipino enterprises, the State shall protect Filipino enterprises against unfair foreign competition and trade practices. Role of private enterprises, including corporations, cooperatives, and similar collective organizations, shall be encouraged to broaden the base of their ownership. All lands of the public domain belong to the State, which is the source of any asserted right to ownership of land. All lands not otherwise appearing to be clearly within private ownership are presumed to belong to the State. All lands not otherwise clearly appearing to be privately-owned are presumed to belong to the State. Our Constitution adopts the Regalian Doctrine with respect to the natural resources in the country . Imperium, government authority possessed by the State which is appropriately embraced in sovereignty. Dominium, the capacity of the State to own and acquire property. Scope: Lands of Public Domain (waters, minerals, coals, petroleum, and other mineral oils; all sources of potential energy; fisheries; forests or timber; wildlife; flora and fauna; and other natural resources. The alienation of natural resources, General Rule: All natural resources CANNOT be alienated; Exception: Agricultural lands. Under section 3, this provision classified the lands of the public domain into four (4) categories; Agricultural, Forest or timber, Mineral and National Parks. Classification of public lands is an exclusive prerogative of the Executive Department through the Office of the President, upon recommendation by the DENR. Classification is descriptive of the legal nature of the land and NOT what it looks like. Thus, the fact that forest land is denuded does not mean it is no longer forest land. It is the congress who determines the limits of the boundaries of the land in our country. It is determined by law. It includes the forest lands and natural parks with specific and clear markings. After its markings and specific limits and boundaries, these lands shall not be increased or decreased, except by law. It is also the congress who has the control of the forest in terms of logging the endangered forest and water shades areas. All these are controlled by the government, especially the congress. All natural resources belongs to the state and the state has the control over it.

Regalian Doctrine- dictates that all lands of the public domain belong to the State, that the State is the source of any asserted right to ownership of land and charged with the conservation of such patrimony. 2. Subsistence- the action or fact of maintaining or supporting oneself at a minimum level. 8. Sanctions- authoritative permission or approval that makes a course of action valid. 9. Negate- to deny the existence, evidence, or truth of: an investigation tending to negate any supernatural influences. 10. Public Utility- business organization which regularly supplies the public with some commodity or service as electricity, gas, water, transportation, or telephone or telegraph service. 11. Integrated- To join with something else. 12. Conveyed- To take or carry from one place to another. 13. Intervene- Occur as a delay or obstacle to something being done. 14. Trade Policy- is a policy affecting exports and imports and domestic commerce formulated to achieve specific goals. 15. Alienated- To become unsympathetic/ hostile.
