Descri!tion In an optimum system, power should be well estimated in design to enable the balance between the coverage of uplink signals and the coverage of downlink signlas. If the coverage of uplink signals is wider than the coverage of downlink signals, the downlink signals at the cell edge are weak and easy to be overwhelmed by strong signals in other cells. If the coverage of downlink signals is wider than the coverage of uplink signals, the MS has to camp on the cell with strong signals; however, the uplink signals are weak and the speech quality is poor. The balance does not refer to the absolute balance. The M on the !bis interface can be used to check whether the coverage of uplink signals and the coverage of downlink signals are in balance. The M received by the "S# contains the uplink receive level and the downlink receive level. Subtract the value of the uplink receive level from the value of the downlink receive level and add the value of the parameter $. The results in d" are graded from levels % to %%, and the number of M s of each level is calculated. Table % lists the mapping between the balance level and the receive level. The parameter $ is calculated as follows& $ ' !ctual transmit power of the MS ( Initial power of the T $ ) Static power level *+ ( ,inetuned power ) #ombination loss ) .ownlink dynamic power control level *+ ( .ynamic /"T gain Initial power of the T $& indicates the value 0in d"m1 of the #ower T*!e parameter set on the .evice !ttributes tab page in the #onfigure T $ !ttributes dialog bo* on the "S#2333 4MT.

!ctual transmit power& indicates the value that is obtained according to the mapping relation between the ma*imum transmit power of the MS and the power level of the MS. .ynamic /"T gain& If the dynamic /"T function is enabled for the call, the value of the dynamic /"T gain is 5 d". 6therwise, the value of the dynamic /"T gain is 3. Static power level& indicates the value of the #ower Le+el parameter set on the .evice !ttributes tab page in the #onfigure T $ !ttributes dialog bo* on the "S#2333 4MT. ,ine-tuned power& indicates the value of the #ower ,inetune parameter set on the .evice !ttributes tab page in the #onfigure T $ !ttributes dialog bo* on the "S#2333 4MT. If the #ower ,inetune parameter is set to De$ault, the value is - d'. #ombination loss& indicates the value of Combiner Loss.-/0 d'1 set in the Set /ower #ontrol /arameter dialog bo* on the "S#2333 4MT. .ownlink dynamic power control level& indicates the downlink power control level of the measurement reports. If the balance between the uplink and the downlink is mainly at level %, you can infer that the downlink loss is too great or the downlink transmit power is too small. If the balance between the uplink and the downlink is mainly at level %%, you can infer that the uplink loss is too great or the

uplink transmit power is too small. The balance level helps to locate the faults in the T$> $ channel, such as the T $ and the antenna. (easurement T $s.
