MEMORANDUM FOR FROM SUBJECT : : : The Lasallian Community Br. Ricardo P. Laguda FSC President and Chancellor GUIDELINES ON SUSPENSION OF CLASSES, OFFICE WORK AND CAMPUS ACCESS (Updated)

Suspension of classes 1. 2. As a general rule, unless there is an announcement to the contrary, classes will proceed as usual. Classes, both at the undergraduate and graduate levels (unless specified otherwise), are automatically suspended, without need for any announcement from the University, under the following conditions: 2.1 During regular holidays or when declared as a special non-working holiday by the Office of the President of the Philippines or, in the case of local holidays, by the Mayor of the City/Municipality having political jurisdiction over the campus; When Typhoon Signal Number 3 or above is raised in the National Capital Region (NCR) before 8:00 am; When declared before 8:00 am by national government agencies, such as the Office of the President, the Commission on Higher Education (CHED), or the National Disaster Risk Reduction and Management Council specifically for the National Capital Region; and When declared before 8:00 am by the Office of the Mayor of the local government units for the areas where classes are held.

The President/Chancellor makes the decision for the suspension of classes under the following conditions: 3.1 In cases when the decision on the suspension of classes, for whatever reason, is left by the government to the discretion of the school; In cases when the announcement of suspension of classes by the government is made after 8:00 am, for purposes of standardizing the cut-off/implementation of the suspension of classes; and In all other cases when the school, on its own, intends to suspend classes.

The decision of the President/Chancellor will be communicated to the Vice Chancellor for Administration for dissemination. Should there be a need to announce the suspension of classes in advance, i.e. before the actual day of implementation, in general, such official announcement of class suspension will be done no earlier than 11:30 pm on the night before the suspension is to be implemented. For announcements of suspension of classes on the same day, such official announcement of class suspension will generally be done no later than 4:30 am, unless the President/Chancellor deems it necessary to suspend classes at a later time due to an unforeseen change of circumstances.

Suspension of office work 6. When classes are suspended due to regular holidays or when declared as a special non-working holiday by the Office of the President of the Philippines or, in the case of local holidays, by the Mayor of the City/Municipality having political jurisdiction over the campus, office work is suspended without need for any announcement from the University. When classes are suspended due to emergencies, calamities, force majeure, or civil disturbances, the President/Chancellor shall consider the suspension of office work on a case to case basis taking into account the welfare of University employees. If the health and safety of employees are also endangered, office work shall also be suspended. In cases when work has already started, based on official schedules, the personnel may leave fifteen (15) minutes after the suspension takes effect. 8. Personnel may opt to continue their work even after fifteen (15) minutes from the suspension, provided that they leave the office within one (1) hour after the suspension is made effective. Personnel from executive and critical offices may be requested to work, despite the suspension of office work and/or beyond the one-hour period after the suspension, for highly meritorious reasons. They may be allowed to do so upon the approval of the Chancellor/Vice Chancellor concerned, provided that the affected Unit Head will be present for the duration of the work. For Co-Academic Personnel, any work extension shall be counted as overtime, provided that a valid authority to render overtime has been submitted to the Human Resources Development and Management Office.

Suspension of campus access 11. The campus is officially open from 6:00 am to 10:00 pm. Only those covered with a permit will be allowed to enter earlier than and stay beyond these hours. When classes are suspended, campus access is also deemed suspended subject to the following:

12.1 When a class suspension is announced, students will no longer be allowed to enter the campus thirty (30) minutes after the suspension is made effective. 12.2 Students on campus are expected to exit within one (1) hour after the suspension is made effective. Loitering inside the campus will be prohibited. Those waiting to be fetched may stay under the covered walk from Gate 2 to the North Gate, at the waiting areas of the South Gate and Velasco Gate, and at the front entrances of the Gonzalez and Gokongwei Halls. 13. When office work is suspended, campus access is also deemed suspended subject to the following: 13.1 When an office work suspension is announced, faculty and other employees will still be allowed to enter the campus but only until 10:00 am. This will allow them to secure important materials from their offices if needed. Entry and exit during this period will be logged and strictly monitored. 13.2 Faculty and other employees on campus are expected to exit also within one (1) hour after the suspension is made effective. Loitering inside the campus will be prohibited. 14. In extreme cases of emergency when members of the University are stranded and unable to go home, specific areas inside the campus shall be designated for overnight stay. Refer to the Guidelines for Overnight Shelter at the University During Inclement Weather and Other Hazardous Conditions. 15.7 Contracted workers who are assigned to work on campus 16. Permits to stay on campus for academic/co-curricular/operational purposes may be granted, subject to the approval of the Associate Vice Chancellor for Campus Development.
