for Johnson County Attorney

xAP ICE R ST

Meet John
John Zimmerman is a long-time social justice activist and former pastor, who came to law school in mid-life to help do his part to make the criminal justice system more just for all; he has seen first hand how the system often mistreats both victims and defendants, especially when they are people of color or poor. John is running for the Democratic nomination for Johnson County Attorney to end the current over prosecution of victimless crimes and replace it with a progressive approach to criminal justice. John is a graduate of the University of Iowa's law school and lives in Iowa City.

What exactly does the County Attorney do?

The Johnson County Attorney sets the policies that guide the county prosecutors. All criminal charges must be approved by the County Attorney to get prosecuted. It is an elected position, and the voters of Johnson County thus have the opportunity to select a county attorney who will set the prosecution policies that the voters most want. Elections for county attorney are the main way the preferences of the people of Johnson County can direct the discretion in a criminal justice system otherwise dominated by unelected police and unelected judges.

Johnson County NEEDS a new County Attorney

Despite its status as one the most progressive counties in Iowa, Johnson County has one of the worst records of over prosecuting racial minorities, those who are poor, and those accused of victimless offenses. Even though only 5% of Johnson County's population is African-American, 40% of the people in the county jail are black. Even though studies show that black and white people smoke marijuana at a similar rate, black people in Johnson County are eight times more likely to be arrested for it. And over 75% of the people in our overcrowded jail have not been convicted, but are stuck in jail awaiting trial because they can't afford bond.

It is an important function of the prosecutor to seek to reform and improve the administration of criminal justice. When inadequacies or injustices in the substantive or procedural law come to the prosecutor's attention, he or she should stimulate efforts for remedial action.
