ALG-HSE Lifting

Propose
This procedure is to provide employees and contractors working in the Algeria facilities and field locations with a clear and consistent guidance on the required procedure when using lifting gear. This guideline is intended for all Algeria locations and operations, to ensure only certified lifting gear is in service, compliant to QHSE OFS standard 13.

Scope
All lifting gear in use cross Algeria including contractor ones, shall comply with standard 13 and this document.

Responsibility
Line management is responsible for ensuring compliance with this document and standard 13. Personnel involved in lifting operations, are responsible to ensure only certified equipment are used. QHSE support is responsible to assess the segment or location and ensuring only certify equipment is in service. Supply chain and procurement are responsible to supply correct equipment with correct paper work (Constructor certificate).

Definitions
Lifting gear: Lifting accessories (shackle, wire rope sling, chain sling, webbing sling, hook, eye bolt etc..) And appliances (Mobile crane, overhead crane, jib crane, forklift truck, transpalette, container, basket etc..) Third party examination and test: inspection performed on lifting gear by approved contractor MPI: Magnetic and practical inspection( crack detector) Load proof test examination: over load test. SWL; Safe working load WLL: working load limit. Current color code: Established colors identify certified lifting equipment visually.

Purchasing Lifting Gear


All lifting gear must be supplied from Schumberger (SLB) approved suppliers Sapcor and Lifttal. Each gear must be supplied with appropriate paper work (certificate) which records the following information; Certificate number

Assembled Sling Purchased


All assembled sling Chain or wire rope purchased from Sapcor or Lifttal should be submitted to a load proof test. The sling must be test leg by leg or two legs opposite to 1.5 time of the leg capacity. The contractor involve in Third Party Inspection (Tuboscope) inspector must be a witness of the proof load test to ensure the test is done correctly and issue load proof test certificate.

Note: Shackles only Green Pin, Van best and Crosby is approved.

Examination and Test Accessories


All lifting accessories, sling wire rope and chain, shackle, hook, eye bolt must be inspected by a qualified third-part inspector (i.e. Tuboscope inspector) for an interval not less than 06 month not more than twelve (12) months. Load proof test is required; -Priory to use -After repair or modification (Chain and wire rope sling only). -Evidence missing (Constructor certificate) Note: Soft webbing sling is not designed to be tested must be supplied with original certificate.

Appliances Examination and Test


All lifting appliances (mobile crane, forklift truck, Over head crane, basket, container, Jib crane, etc.) must be examined by a qualified third-part inspector for an interval time of not more than twelve (12) months. The examination should be done according to the following; Crane (Jib, Overhead and mobile) as per as BS 7121, proof load test every four (4) years and after repair or modification. Forklift (transpalette, electric and truck) as per as ISO BS 5057 function test, visual check and MPI on the fork and fork holding. Proof load test after repair or modification.

ALG-HSE Lifting

Container and Basket as per as BS 7072, BS EN 12079 or DNV 2.7.1, load proof test every two (2) years for BS 7072 and at the discretion of the inspection body BSEN 12079 , DNV 2.7.1 plus after repair or modification.

Note: Any appliance without evidence should be submitted to a proof load examination priory to use.

ISO container
Containers fitted with ISO corner are not allowed for shackles or hooks, twist lock are required. Twist lock are applied only on container rarely to move once a (1) year or less. Container fitted with ISO corner must not exceed 50 % of its designed gross weight. MPI on the ISO corner is required yearly or before using for the containers rarely used

Cranes and Forklift Forklift truck


Forklift operator is responsible to complete forklift daily check list and ensure the forklift is safe to use and certificate is valid,

Examination and Test


Fork truck must be examined by a third-part qualified inspector for an interval time not less than six (6) months not more than 12 month.
Proof load is required; Prior to use. After repair or modification, Evidence missing

SLB line management is responsible to ensure the forklift in service has a valid certificate and daily check list is used.

Work shop Overhead Crane


Operator must complete daily check list to confirm the overhead crane is in safe condition and has a valid certificate prior to use. Overhead crane must be inspected by a qualified third-part inspector for a period not to exceed twelve (12) months, a load proof test is required; First use Every four years After repair or modification ALG-HSE Lifting 5

Original paper work missing

Note: The four year examination should include visual examination, function test with SWL, deflection measurement ,MPI on the hook and over load 25%above SWL test.(according to BS 7121)

Mobile Crane
SLB mobile crane must be examined by a third-part qualified inspector every year .The examination should be done according to BS 7121 and include the following: Function test Sheave block Boom sheave Wire rope. Winch or hoist. Out riggers Boom MPI on the hook Load indicator (Load chart) Load proof test in the following condition; Prior to use. After repair or modification Constructor requirement Evidence missing. Crane operator is responsible to complete a daily checklist to ensure the crane is safe to use and has a valid certificate prior to use. Lifting supervisor is responsible to complete lift plan and ensure equipment using has a valid certificate. Contractor should supply a crane with valid certificate and have a record to follow up the maintenance and certification on time.

Jib Crane
Any Jib crane using must be inspected by a third-part qualified inspector minimum once a year. The examination should include the following: Visual check MPI on the hook Function test. Load proof test is required; Prior to use/ after installation.

ALG-HSE Lifting

Every four (4) years. Evidence missing After repair or modification The examination test should include visual inspection, function test; jib deflection measurement and 25% above SWL refer to BS 7121.

Wireline Mast Truck


Mast truck must be inspected every year by a third-part qualified inspector, the inspection should include, visual plus function test to the designed limit refer to WL guide line. Load proof test is required every (4) years up to 110% on mast and 125 % on winches refer to Wireline (WL) guide line. Note: All cranes (Mobile, Mast truck over head, Jib) must be recorded in the lifting gear register with date of examination and next examination date. Note; Equipment using for man ridding must have a valid certificate less than six (6) months Remark: Any equipment junked must be destroyed and rejected ones must be separated, repaired and submitted to load proof test examination before returned to service.

Marking of lifting equipment


All lifting equipment in-service must be properly marked with;
Serial number or Identification number SWL or Gross weight Current color code clearly appear

Lifting Gear Register


All lifting gear in service must be recorded in Database (lifting gear register) with following information: ID or Serial number. Description SWL or Gross weight. Location and segment. Date of inspection, Certificate number. Next examination date and type. Date put in-service if known The third-part qualified inspector is responsible to keep the lifting gear register updated. Each segment should keep an update copy of their lifting gear register.

Compliance Monitoring
Line management shall reinforce inspection and base tour to ensure only certifies equipment is in service. QHSE shall access the location ensuring the compliance according to this document. Onshore mobile crane supervisor level 2 must complete the lift plan and confirm the equipment being used has a valid certificate. Supply Chain must audit the crane and forklift contractors to ensure their system regarding preventive maintenance and certification is in place. Personnel involve in lifting operation must perform pre-job inspection on the equipment and ensure each gear has a serial number, a SWL and a current color code. Any doubt regarding this, the job will be suspended (STOPPED) a competent person should be consulted (Tuboscope inspector or NAG lifting specialist)

Records
The Segment shall keep a certification record for all its equipment made available upon request Tuboscope inspector shall keep copy of each record in a database Certificates can be down loaded from the contractors link (https://tuboafrica.nov.com/) These records will be kept for a period of 2 years minmum.

Authority
The NAG Lifting Champion or NAG HSE Manager, or designate, has the authority to interpret, approve changes or grant deviations to this procedure.
