TO HIGHLIGHT SOME MAIN FEATURES: These #arginal #easures will' in fact' initiate 35artial 6aw7 because that3s the only conclusion any sane citi"en can call it' when %8uote) [provision #1] The Governor in Council may 'make regulations .%This #eans he can create any rule he wants for carrying out the purposes and provisions of s.55 of the CDS . it then ends this legal ter#/) 9without restricting the generality of the foregoing .%That3s a 3blank check to do anything this fictitious creation of law wants to 7 WHAT NEEDS TO NOTED IS/ There is no such thing as a hu#an being called The Governor in Council ask!
