Sierra College’s Nevada
County campus, and local con-
tractors are playing a key part
of the progress,” says Barbara
Bashall, Executive Director for
the Nevada County Contractors
Association.
Bids totaling $13.2 million for
new construction and remodel-
ing were awarded earlier this
year, and the Trustees’ decision
to include Nevada County con-
tractors has given the commu-
nity a major business boost.

and the firms with the best scores
were invited to interview.

I don’t recall if this was the
actual brand I purchased, nev-
ertheless the radiant barrier
installed on my house when it
was being built has proven to
be an excellent product. Our
firsthand report was that as
soon as it was staple-gunned
on the outside sheathing of
our south-facing hilltop home
on a hot July day, the interior
temperature literally dropped
10 degrees in 30 minutes’ time!
This material can be applied
directly as we did to the exte-
rior OSB and the 3-step stucco
process was applied direct-
ly on top of it thereafter. We
also used it on the first floor of
our home to enhance insula-
tion; again it was easily staple-
gunned onto the subfloor be-
fore padding/carpet as well as
underlayment/wood flooring
were installed. As my husband
and I were owner-builders, we
did many of these sorts of tasks
ourselves (pic: here he is in-
stalling the radiant barrier).

Valley had a local carpenter cre-
ate exquisite master bathroom
cabinetry for her utilizing this
nearly indestructible and water-
friendly material – in fact, special
saw blades are necessary to cut
bamboo as it’s SO much harder/
denser than conventional wood.
But the end result and durabil-
ity are definitely worth the extra
time and trouble. The final look
is organic, fresh, and sleek…but
with an underlying warmth al-
ways imparted by the use of na-
ture’s own materials.

eling, or just updating your nest,

hen it comes to remod-
eling, we’re led to the

The Chapel Street Home: A Clear Design Vision
Leads to a Successful Project

evada County, and most
of the communities
throughout the Gold
Country, has a wealth of early and
pre-20th Century Victorian homes.
These homes provide a historic and
aesthetic back-drop to what gives
places like Nevada City and Grass
Valley its unique charm.
But, what happens when one of
these historic homes begins feel-
ing its age? That’s the story of the
home at the top Chapel Street in
Grass Valley.
A two-story, 3-bedroom, 1-bath
Victorian built in 1881, the new
owner wanted to maintain as much
of the original design as possible.
So, a team was put together with
a general contractor along with
interior designer, Debbie Costa.
With 17-years of experience as an
interior designer and Project Man-
ager, Costa brought a background
not only in design to the project,
but an award-winning resume that
includes complete kitchen re-mod-
els, in addition to having worked
closely with a local home re-mod-
eling firm.
“A part of the problem with
this home is that it did not have
a perimeter foundation. While
this was a structural challenge, it
also presented a number of design
problems.” Costa says. To bring

had to pour a foundation and add
center post and piers. To make
matters more interesting, the
house had its original knob and
tube electrical system, so it had to
be completely re-wired.
As the contractor went further,
fire damage was found in the roof.
Eventually, the entire interior had
to be gutted, with the only original
part of the structure remaining be-
ing the exterior walls.
The owner, never
thinking the remodel
would ever have been
this extensive, began to
simply see dollars – a
lot of them – flying out
of their bank account.
But, according to Costa,
this is where having an
interior designer as a
part of the team is a true
asset to the contractor
and the owner.
“In all honesty, I make the blow
to the client land a little softer,”
she says. “A true designer isn’t just
fluff and puff. We understand the
construction and remodel process,
and that sometimes means there’s
more involved than what immedi-
ately meets the eye.
“Just as what occurred with the
Chapel Street project, I can act as
a liaison and advocate for the con-
tractor and the client. Instead of

delivering bad news, my attitude is
sometimes, ‘This could be a blessing
because now you can not only have
the home restored to its original
style and look, but also make some
additions that will make the home
more comfortable.’” For example,
additions that had been made over
the years were removed, while
an upstairs bathroom was added
(where there had not been one pre-
viously). A back and front porch,
along with major landscaping and
a detached garage were also added
that weren’t a part of the original
19th Century design.
Using modern-day materials,
the contractor and Costa were
able to keep the original 1880’s
look. Because the entire interior
was re-built, an entire new floor-
plan was developed that includ-
ed a living room, kitchen, dining
room and laundry that fit into the
owner’s vision of style and liva-
bility. Having an interior designer
as a part of the team helped meet
all of the client’s desires. “By
maintaining frequent and consis-
tent communication, I was able to
represent the desires of the client
to the contractor. For example, to
maintain the 1880’s feel, we used
original door style and trim with
crystal knobs. While it may seem
like a small detail, it maintained
the integrity of the era. Best of
all, it made the owner extremely
pleased with the final project.
“Believe me, that made the con-
tractor happy, as well.” Costa says.
“Many clients and contractors may
not think about having an interior
designer as a part of the team. But,
from my 17 years of experience,
the team concept works extremely
well, especially when the designer

has a clear understanding of con-
struction and re-model principles
and techniques.
“With my background in re-
models, I was able to integrate the
client’s design into the overall pro-
cess. It creates a clear vision and, in
the end, fewer change orders and
more congruency.”
And the result? The Chapel Street
home is yet another Grass Valley
gem, thanks to an interior designer
who always protected the vision of
her client, while acting as an excel-
lent communicator on behalf of the
contractor.

 Encapsulating the Crawl Space and
Waterproofing the Basement

“
Waterproof” as defined
by Webster’s Desk Dic-
tionary is: “impervious to
water”. So, how do you make a
structure or home impervious to
water? French drains, concrete
additives or waterproofing paints
do not fully address the problem?
The answer is in what we actu-
ally “know”. Often times, we
know there are high water tables,
we know there are cuts and fills,
we know there are existing grade
issues, we know there are poten-
tial drainage issues, but we don’t
know exactly where the water
will manifests itself.
Traditional methods men-
tioned earlier are effective if the
water tables do not get around the
physical structure. If the water is
forced by hydrostatic pressure
around and under the foundation
and existing drainage, it will find
its way into the structure and will
manifest itself in the basement or
crawl space. Realistically, the
permanent answer is to make the
interior of the structure impervi-
ous to water by addressing water
intrusion where it manifest itself.
In the Lake Tahoe/Truckee
area there are basements that

flood each year in the spring due
to the thaw. In the Foothills we
have damp and wet crawlspaces
that in many cases never dry out.
Many of these structures have
perfectly good drainage systems
installed by professionals, but
they do not completely address
hydrostatic pressure.
If we know where the cuts
and fills are and we know how
the structure is oriented to the
slope than we also know where
the greatest potential for water
intrusion is. External drainage
systems that pick up sub-sur-
face water designed in conjunc-
tion with proper grading that
directs the water to specific lo-
cations should be part of any

plan, but are not the always the
entire solution.
There are systems now avail-
able that are proven methods that
have been used on the East Coast
for decades and in those regions of
the United States, Europe, Austra-
lia and Canada where basements
and crawl spaces are the norm
and water issues are severe.
The method of encapsulating
the crawl space is an EPA rec-
ommendation against radon gas
( EPA’s radon map displayed
on EPA website shows Nevada
County to be moderate poten-
tial for radon gas), and if done
properly will seal the gases and
dampness inherent in the soil of a
crawl space using a 20 mil poly-
membrane. When the membrane
is completely sealed to the foun-
dation and piers using prescribed
methodology and materials, a
crawl space impervious to water
is the result. In addition to ad-
dressing the issue of dampness
this process seals the crawl space
from the odors that are transmit-
ted from the soil into the home or
building. Encapsulation tackles
the dampness, odor and air qual-
ity problems that exist in many
crawl spaces.
In the more severe cases, de-
humidification systems might
be installed in conjunction with
encapsulations and/or basement
waterproofing jobs to eliminate
excessive humidity.
Waterproofing a basement is a
very simple concept. Identifying
where the water is coming through
to the interior of the building and
directing it out by means of pe-
rimeter pipe and sump-pump.
Obviously this is much easier and
less expensive when done during
construction, but this process can
be installed effectively as a retrofit.
Again, these are systems that have
been used for many years in other
places all over the world and have
proven themselves to work for the
lifetime of the structure.
There is new information and
new technology coming out con-
tinually for waterproofing con-
crete and structures of all kinds;
many of them are excellent prod-
ucts. In my opinion, none of
them truly address hydrostatic
pressure and the water intrusion
problems associated with it; these
new products and services that

When you waterproof a build-
ing or home, you reduce the po-
tential for moisture, mold, mil-
dew, pest infestation, dry rot,
odors and in some cases toxic gas-
es transmitted from the soil. The
air quality in your crawl space
or basement does have a signifi-
cant affect on the air you breathe
in each given structure or home.
There are solutions.

Finding Energy Savings In Your Attic

en years ago when my
family moved to Nevada
County we found that we
were using our air conditioning a lot
more than we had budgeted for. Our
PGE bill increased 4 times during the
summer months! We learned that
a whole house fan would help by
drawing the cool evening air into the
house and exhausting the hot air out
of the attic through the roof vents.
We made the purchase and installed
the unit in the central hallway in our
house. We pulled the chain to turn
the unit on and immediately felt
the cooler air coming in through the
open windows and doors. The only
problem was it sounded like a heli-
copter was landing on our roof. We
found that we didn’t want to have it
on in the evening, (when it is most
needed), because we couldn’t sleep
with all the noise. Then I learned
how much of the conditioned or
heated air in our home was escaping
through the flimsy louvers of the un-

insulated fan. I started wondering
how much money we were losing
by having installed the unit.
Several months ago I spoke to
Chris at Melas Engineering in Ne-
vada City and learned about the
Tamarack whole hose fan. After
reading the article below I realized
that my problems had been solved.
--It almost sounds too good to be
true. One of the best ways to control
your home’s runaway energy costs
sits quietly in the attic, improves air
quality throughout the house, and
pays for itself in two years or less.
It’s called a ‘whole house cooling
fan,’ and until recently it has flown
under the radar, known principally
to builders and contractors as an in-
expensive way to ventilate a house.
Whole house fans have come a
long way in a short time from noisy,
drafty fans with no insulation and
expensive, time-consuming installa-
tion to the energy efficient, inexpen-
sive models offered today.
Because of low initial costs, ease
of installation, and possible energy
savings of more than $10,000 over
a ten-year period, whole house fans
are gaining in popularity. Do-it-
yourselfers and a growing number
of contractors are retrofitting older
homes with them, or specifying
them in new home plans.
Here’s how they work: Situated
securely in a home’s attic, whole
house fans draw cooler air in from
the outside – especially at night – and
push accumulated heat out through
the attic’s soffit vents and eaves.
They also exhaust stale air out of
the house, minimizing or even elimi-
nating what the Environmental Pro-
tection Agency considers one of the
top five health hazards today: pol-
luted indoor air.

about $479 to $1,500.

 Remodling your Kitchen or Bath?

model your home, pricing
has never been better and
many highly qualified contractors are
available. The current housing market,
and slower economy in general, have
forced all of us across the construction
industry to be more competitive; it is
definitely a “buyers market”.
I am thinking of remodeling or
updating my Kitchen or Bathroom,
What are my options?
Your homes Kitchen is one of
the most heavily used areas and is
becoming the key gathering point
for the family and center of enter-
taining. It is also the largest visible
thing that reflects the quality and
style of your home and has proven
to be one of the best remodeling
investments you can make. Most
professionals say you can recoup
up to 100% of your investment in
a kitchen or bath upgrade with the
increased value of your home.
New Cabinets. A new Kitchen or
Bath will usually include cabinets,
countertops, flooring, paint, appli-
ances, plumbing fixtures and lighting
and will give you the opportunity to
change and sometimes expand the
layout and room itself. With the up-
grades Kitchens and Baths have seen
in the last 10 to 20 years this type of
renovation is sometimes required to
bring a home up to date in today’s

$40,000.00 depending on the size of

you make. With a large investment
you will see a huge return in your
homes value and the function and

Refinishing or Re-facing. While
we would all love to have our kitchen
or bath torn out and redone, some-
times our budget does not allow for
it. Freshening up an old kitchen or
bath by refinishing cabinets, replac-
ing countertops or re-facing (replac-
ing the door and drawer faces) can
make dramatic changes. However,
where refinishing cabinets or new
countertops will always be a less
expensive alternative, cabinet re-
facing can sometimes cost as much
as new cabinets.
If you are just replacing door
faces, and the cabinet boxes, draw-
ers and countertops are in good
shape this is a great option often
saving you 50% or more on replac-
ing your entire kitchen or bath. If
your cabinets themselves are in
poor shape, you are replacing your
countertops, or you want to change
the layout of your kitchen this may
not be the best option.
Consult a professional who is
familiar with all aspects of kitchen
renovation including cabinets, coun-
tertops, and finishing to advise you
on the options you have for your
particular project and the cost differ-
ences between them.
Can I get a better deal by going to
Home Depot or a big “box store”?
No, shop locally! Aside from sup-
porting your local community’s

number of highly qualified contrac-
tors, craftsman, and suppliers to help
you with your project. Local con-
tractors and suppliers are extremely
competitive with valley pricing while
offering better quality and service. If
you are considering a new kitchen or
bath project consult your local con-

licensed contractor to help you.
How do I pick my Contractors
and Suppliers?
The biggest variable that affects
cabinets, coun-
tertops, and ev-
ery other part of
your project is
the reputation,
reliability, and
quality of work
of the contrac-
tor who you
are having bid
your project.
Check to ensure that they are li-
censed, insured, and are capable of
performing the work to your expec-
tations and in the time frame you re-
quire. Check references and view proj-
ects they are currently working on.
Get comprehensive and com-
petitive bids on a project. Be specific
about the materials you want used,
the quality of the work required, the
time frame you expect the work to be
completed within, and any other ex-
pectations you might have.
How do I get competitive bids on
my kitchen or bath project?
Competitive bids are bids that
quote exactly the same products and
services. The best way to get a truly
competitive bid is to have a complete
and accurate set of plans and specifi-
cations which detail the project as a
whole, and detail the size and type
of all products to be used. It is well
worth having your project profes-
sionally designed and plans pre-
pared. This not only clarifies the proj-
ect for yourself, but also leaves no
question as to what is to be quoted
by your contractors and suppliers.
As you speak to different sup-
pliers and contractors you will be
exposed to different, and possibly
better, ideas for your project. To get
competitive bids have everybody
bid exactly the same thing. If you
like someone’s ideas, ask them to
quote the change as an option on
your bid. Once you have chosen the
contractors and suppliers you want
to work with spend the time to re-
ally refine you project.
Planning and design fees may
range from a few hundred dollars
to a couple of thousand dollars.
Spending more than a few hundred
dollars for preliminary design and
specifications of a kitchen or bath
is generally not needed, especially
for an initial “bid” package. Some
companies, such as The Cabinet

sign fees towards an order from
their company. Find a designer who
is knowledgeable of products and
building practices and has a feel for
what you want to achieve.
Any remodel project can be stress-
ful and time consuming at times.
Picking professionals to work with
you on your project will make the
process much easier and enjoyable.

Your Septic System

eptic systems: If you are like
most people, you may not know
much about your septic system.
Many believe in the policy – “Out of
sight, out of mind” or “If I don’t bother
it, it won’t bother me”. Unfortunately
this type of mentality is only going to
cause you problems in the long run, es-
pecially if you happen to be remodeling
or upgrading things around the house.
Septic systems are still the greenest, and
most effective, and least expensive way
to dispose of household waste. With all
these benefits comes some responsibil-
ity on your part. Periodic pumping and
inspection of your system will keep it
working for years to come.
There are quite a few projects that peo-
ple undertake without considering the ef-
fect to the mini-sewage disposal site they
have in the backyard. Septic systems are
designed to handle normal water usage
from the home. So for an average four-
person home this should be an average of
200 gallons with a maximum of 300 gal-
lons a day. So being wasteful with wa-
ter (not repairing water leaks when they
happen) or not upgrading to “low flow”

and cost you thousands of dollars.
The other item most often forgot-
ten about is: setbacks. Setbacks from
decks, drives, new foundations, pools,
wells, and other structures. Putting a
pool or spa over your septic tank is not
only a code violation, but also a mess
when it needs service. Septic systems
need to be accessible; one option is to
install lid extenders to the surface, that
way there is no digging in the future.
Checking on the location of both your
septic tank and leach field AND check-
ing to see the proper setbacks before
you start a project will save you a lot of
headaches and money.
Any time you expand your home, it
is important to consider the septic sys-
tem. For example if you expand the size
of your home, make sure you meet the
septic system’s setback. If your septic
system is “in the way” of a project, there
are times it can be moved. Moving the
location of a septic tank can be rela-
tively hassle-free. Moving a leach field
can be a different story. Leach fields are
designed for the area where they were
installed. So changing its location will
usually change it’s configuration. This

can involve new soils testing, proper
abandonment of the old leach field, and
the installation of a new leach field. This
process can get expensive, so doing your
research and planning with a reputable,
licensed company prior to doing the
work is always advised.
If you are trying to add on another
bedroom then your system will usually
need to be upgraded. Every bedroom
that a home has is expected to have a
maximum of two people living in it. So
a three-bedroom home has to have a sep-
tic system that can handle the usage of
six people, whether the house has one
person or six. Expanding your leach
field may require more soils testing and
usually more footage installed. So de-
pending on the condition of your exist-
ing leach field (and its location) costs can
vary dramatically.
If your leach field needs more footage,
(per a septic designer, the county and/or
soils testing) homeowners have many
options available to them. It used to be
that all septic systems involved a tank,
trenches, drain rock, and some pipe. But,
newer technologies can help homeown-
ers with high ground water or poor soils.

ic Stimulus legislation,

he phrase “Dream
Home” probably means
something a lot different
to you today than it did 5 years
ago. Tough economic times have
had an effect on us all. Once a
10,000 square foot Mediterranean
Mansion, your “dream home”

times” as they say. Brighter days

W
ith the economy down
and contractors keenly
competing for work,
this is the perfect time to upgrade
your home. New windows or insu-
lation will help to keep your heating
costs down and you may receive an
energy tax credit. It may be time
to finally upgrade your kitchen.
You may only need something as
simply as new carpet. Regardless
of their complexity or cost, all of
these services are considered to be
“Home improvements,” which re-
ceive special treatment under the
law. Home improvements include
the construction or improvement
of driveways, swimming pools,
spas and hot tubs, terraces, patios,
awnings, storm windows, land-
scaping, fences, porches, garages
or any other improvements to the
structures or land adjacent to your
home. “Home improvements” also
include the installation of carpet-
ing, texture coating, fencing, air
conditioning or heating equipment,
and termite extermination.
In order to protect homeown-
ers, California has very strict legal
requirements for contractors per-
forming home improvements.

improvement is required to provide
you with a written contract for any
home improvements with a cost of
more than $500. The contract must
be in legible writing, in a form that
clearly describes any other docu-
ment that is to be incorporated into
the contract, and signed by all par-
ties. If the contract provides for a
down payment before the work be-
gins, it must be limited to the lesser
of $1,000 or 10 percent of the con-
tract price for home improvements
other than swimming pools, and
the lesser of $200 or 2 percent of the
contract price for swimming pools,
excluding finance charges. In addi-
tion, the contract must contain the
following:
1. The name, address, and li-
cense number of the contractor and
the name and registration number
of any salesperson who solicited or
negotiated the contract.
2. The approximate dates when
the work will begin and on which
all construction is to be completed.
3. A plan and scale drawing
showing the shape, dimensions,
and construction and equipment
specifications for a swimming
pool and for other home improve-
ments; a description of the work to
be done, the materials to be used,
and the equipment to be used or in-
stalled; and the agreed price for the
work.
4. A payment schedule showing
the amount of each payment in dol-
lars and cents that refers specifical-
ly to the amount of work or services
to be performed and the materials
and equipment to be supplied.
5. A statement that, when sat-
isfactory payment is made for any
portion of the work performed, the
contractor must, before any further
payment is made, furnish to the
person contracting for the home im-
provement a full and unconditional
release from any claim or mechan-
ics’ lien for that part of the work on
which payment has been made.
6. A statement advising the
homeowner of the mechanics’
lien law and the recording of pay-
ment bonds.
7. A statement of what consti-
tutes substantial commencement of
the work under the contract.
8. A notice that the contractor’s
failure, without lawful excuse, to
substantially commence work with-
in 20 days after the approximate
date specified in the contract when
work will begin is a violation of the
Contractors’ State License Law.
9. A notice in close proximity to
the signatures of the owner and con-
tractor, in at least 10-point type, that
the owner or tenant has the right to
require the contractor to have a per-
formance and payment bond.
10. Before any work is done
under the contract, the contrac-
tor must provide the owner with a
copy of the contract, signed by the
contractor.
Once the contract has been
signed, no extra work or change
order may be required without the
written authorization of the per-
son contracting for the construc-
tion of the home improvement or
swimming pool. Furthermore, no
change order is enforceable against
anyone contracting for home im-
provement work or swimming
pool construction unless it clearly
sets forth the scope of the work
covered by the change order and
the price to be charged.
It is important to note that the
failure to memorialize a home im-
provement contract in writing does
not always render an oral contract
unenforceable. In a situation where
the parties involved were acquain-
tances, the owners had requested
the work, and construction had
been properly completed, a court
concluded that the risk of fraud,
which the statute was designed
to address, was not present, so the
court enforced the oral agreement.
In another case, a home improve-
ment contract was increased by
substantial amounts of extra work
that the owner ordered orally. The
court ordered the homeowner to
pay for the extra work, noting that
the work was properly performed
and that it would be unjust to al-

low the homeowner to receive
the work for free. The court also
noted that the homeowner was
general partner of a real estate and
development firm involved in the
construction business for 20 years,
not an unsophisticated consumer
whom this legislation was intend-
ed to protect.
In conclusion, it is very impor-
tant that you insist on a written
contract that complies with the re-
quirements for home improvement
contracts, and that you additionally
document any changes to the con-
tract in writing.
