Research plan for identifying employment-generating sector of Bangladesh

Background:

Reducing poverty remains a formidable challenge for Bangladesh. Although economic growth has improved in recent years, the better economic performance has not translated into satisfactory poverty reduction. Recognizing this disjuncture between the countrys record on economic growth and progress in poverty reduction, current policies emphasize that strong economic growth alone is not adequate for sustained poverty reduction in Bangladesh. or successful poverty reduction, the strategies must also ensure that the poor can get increasingly higher share of the benefits of growth. !n Bangladesh, almost all households depend on employment as their primary source of income. "his is especially true for the poor households since the only abundant productive resource that the poor have is their own labor. !ncreasing employment opportunities and raising the returns to labor is therefore the most viable option to reduce poverty and meet the countrys human development goals. !n this conte#t, one important issue is to recognize that simply having access to employment is not enough to lift the poor households out of poverty. or reducing poverty, both quantity and quality of employment need emphasis for which economic growth alone is not adequate. "his requires an employment$centered strategy to growth in which employment opportunities would e#pand for the poor along with returns adequate enough to raise the households out of poverty. Rapid and sustained poverty reduction in Bangladesh thus calls for integrating three elements within the growth policy framewor%& first, sustained economic growth at reasonably high rates' second, e#pansion of productive and remunerative employment opportunities' and third, e#panding the access to jobs for the poor. "he governments development strategy recognizes the need to orient growth policies toward creating decent employment opportunities for which several options are emphasized, such as adopting policies for ma%ing growth more employment$friendly, increasing overseas migration of wor%ers, and underta%ing special employment creation programs through micro credit and employment based safety nets and public wor%s programs. Secondary Research: or the secondary research, first the major data sources will be analyzed. !nformation will be collected from Bangladesh Bureau of /tatistics, Bangladesh ;mployers ederation, ;#port +romotion Bureau, and Bangladesh Association for !nternational Recruitment Agencies ,BA!RA- and 5orld "rade 2rganizations$ !nternational "rade )enters. Bangladesh Ban% and )enter for +olicy .ialogue /econdly, a matri# of s%ill development projects will be developed and publication from these projects will be reviewed and consulted. +rojects li%e /wiss )ontact implemented /%illful project, !32 "<;" +rogram and others. And lastly relevant reports and websites will be reviewed and the list will be provided as anne# both for the report on the secondary analysis and in the final report.
