EXPANDINGCAPACITYTOREACHTHE66%GOALBY2020

HIGHLIGHTS

TheStateBoardofRegentsAccountability The19memberBoardofRegents,16appointedbytheGovernor,isresponsibleforstatewidegovernanceof Utahspublicuniversitiesandcolleges.TheLegislaturehasgrantedtheboardpowertocontrol,manage,and superviseUSHEtoensureefficiency,transparency,accountability.ThedutiesoftheBoardincludetheselectionof institutionpresidents,policyleadership,programreviewandapproval,andoversightofbudgetandfacilities. TheCommissionerofHigherEducationistheBoardsChiefExecutiveOfficerandworkscloselywiththe institutionalpresidentstoimplementboardpoliciesandpriorities.TheCommissioner,withthesupportofthe Board,alsoworkscloselywithinstitutionpresidentsandboardsoftrusteestoprovidestatelevelleadershipof highereducationinUtah. USHEcollegesanduniversitiesawarded31,970degreesandcertificatesin201213.Thisincludes1,964 certificates,10,376Associatesdegrees,15,294Bachelorsdegrees,3,501Mastersdegrees,and429Doctorates and406Professionaldegrees.Institutionsenrolledmorethan180,000studentslastyear(headcount).Eightytwo percentofUtahhighschoolgraduateswhogoontocollegeorpostsecondarytrainingattendaninstitutionof USHE. Inthe2013LegislativeSession,theLegislatureformallyaddeditssupportofGovernorHerbertsstatewide workforcegoal,that66%ofUtah'sadultswillholdapostsecondarydegreeorcertificatebytheyear2020.The BoardofRegentsestablishedthisasatoppriorityin2012.The201415budgetprioritiesreflecttheBoards commitmenttoenablingtheCommissionerandUSHEinstitutionstoachievethe66%goal.Eightyninepercentof thosegraduatesareexpectedtocomefromUSHEinstitutions. StatewideFocusonCollegePreparation&Completion TheUtahSystemofHigherEducation,underthedirectionandwiththefullsupportoftheStateBoardofRegents, isinvolvedinanumberofinitiativestopartnerwithK12,andencouragecollegepreparationandcompletion. Theseinclude: ConcurrentEnrollmentOver27,000studentsapproximately1/3ofhighschooljuniorsandseniors earnedatotalof189,387creditsbyenrollinginaconcurrentenrollmentcoursein201213.All41school districtsand25charterhighschoolsparticipated.Ofthosestudentswhoenrollinconcurrentenrollment courses,approximately60%ofthecoursestakenaregeneraleducationcollegecourses. CoordinationwithK12Usingmorethan200volunteersfromthebusinesscommunity,UtahScholars encourages8thgradestudentstotakerigorouscoursesinhighschoolinordertobecollegeandcareer ready.Duringthe201213schoolyear,theprogramreached25,887studentsin121schools(14school districts).Also,theestablishmentoftheK16AlliancehashelpedRegentsandStateBoardofEducation membersimprovecollaborationandcooperation. 15toFinishThisisaninitiativetargetedatcurrentandincomingcollegestudentstogofulltime,whichis 15ormorecreditspersemester.Thiswouldenablemorestudentstograduateinfouryears. RegentsandNewCenturyScholarshipsRegentsScholarshipcontinuesitsdoubledigitgrowth.In2013, awardsgrewby45%.TheRegentsScholarshipprovidesanincentiveforhighschoolstudentstotake advantageoftheirhighschoolexperienceandsuccessfullyprepareforcollege.

USHEsuniversitiesandcollegesareeducatingstudentsfor24%lessstatetaxfundsperstudentthanin2008.Despite reducedstatefundingperfulltimeequivalentstudent,Utahsfouryearinstitutionsarethe3rdmostaffordableinthe country.ItisimportanttokeeppubliccollegesanduniversitiesaffordabletoensureUtahnshavetheaccesstothe trainingandeducationrequiredtosucceedintodaysworkforce.

Withthecurrentbaseoffunding,USHEinstitutionsareinstitutinginnovativesolutionstobetterservestudents.53 degreesarenowofferedentirelyonline,withover20%ofstudentsenrolledinanonlinecourse.Inthepastyear,seven degreeprogramswereeliminatedwhileadding15newprograms(6associatedwithDixieStateUniversitytransition). Inaddition,57certificateprogramswereaddedindirectresponsetoindustryneed.Anewstatewidefocusonstudent completionishelpingstudentsmakethemostoftheircollegeexperiencespecificallyinmathremediation, graduationmapsandstackable/reversetransferdegreeawards. 201415Priorities In2013theLegislaturepassed,withstrongsupport,astatewidegoalthat66%ofUtah'sadultswillholda postsecondarydegreeorcertificatebytheyear2020.Toachievethatgoal,asignificantincreaseinstatesupportis requiredtoexpandcapacitytorecruit,accommodate,andsupportmorestudents.Thiscapacitywouldhelpincrease facultytoeliminatebottlenecksingeneralcourses,reducewaitinglistsandexpandhighdemandprogramsincluding Science,Technology,Engineering,andHealthProfessions.IncreasedcapacityincludesadditionalITinfrastructure, expansionoffacilities,increasesinstudentservicessuchasadvisingandjobplacement,andincreasedpriorityon needbasedaidprogramstohelpreachnewstudentsinUtahwhoarenotcurrentlyplanningtoattendcollege.

Tobuildcapacitytomeetthe66percent MissionBasedEquityFundingFY2015 goalitiscriticalthestateaddressthemost acutestudentfundingissues.Although USHEInstitutional$'sandMinimumFloorPerFTE eachUSHEinstitutionreceiveslessinstate $4,800 USURegional $3,561 taxdollars,tuition,orboth,thansimilarly situatedinstitutions,thisrequestfocuses WSU $4,352 onthemostacutefundinginequities.These institutionsfacesignificantcapacity DSU $3,979 limitationswhichcouldunderminethe66 Minimum percentgoal.Fundingwouldbeallocated UVU toinstitutionsthathavethemostacute $3,268 $'sPerFTE needswiththeobjectivethatUtahresident SLCC studentsshouldreceivesimilarstate $3,534 supportbasedoninstitutionalmissionand studenttype. TheBoardofRegentsproposesaminimumfloorofstatefundingforresidentundergraduatestudentsof$4,800.The Board intends to follow up in future years to address equity and capacity at all institutions.
