TheRespondentswritetotheCourttoprovideupdateasfollows:
1G ThematterunderlyinginstantPetitionisthemailingofMagisratesdecisions,which
arelongerthan17lines
2G npreviousNoticesweindicatedthatintheelectronicsystems,thelengthofthe
maileddecisionsislimitedto17lines,astheresultofthesizeoftheenvelopeinwhich
thedecisionsareautomaticallymailedwithnomanualinvolvement.nsuchcases,in
some5%ofthedecisions,onlyanabstractismailed,anditisstatedthatthefulldecision
canbeinspectedattheBureau,orthroughatelephoneservicecenter.Additionally,
attorneys,whoareconnectedelectronicallytotheBureaus,receivefullcopiesofall
decisions,eventhoselongerthan17lines,throughcomputerizedcommunications.
3G Asweinformed,Respondent2ispreparingfortheimplementationofthecurrent
electronicrecordsystemwithanewandimprovedone(named"UnitedVessels),in
whichdecisionswouldbemailedinregularenvelopes,andthereshouldbenoproblem
inmailingdecisionslargerthan17lines.Additionally,asiteisprovidedtothedebt-
holdersandthedebtors,whereeasyaccessisavailabletotherecords.
HG nvariousNoticestotheHonorableCourt,andinhearings,wehaveprovided
detailsandupdatesregardingprogressinthecompletionof"ConnectedVessels.Aswe
havepreviouslystated,priortoitsimplementationnationwide,thesystemwouldhaveto
becarefullytestedin"ColdPilotand"HotPilottestsinoneBureau.Thatisrequired,
giventhecomplexityofthesystem,whichmanagesmillionsofcases,dealingwith
sensitivematerialsandfundamentalrightsofthedebtors,suchasleviesandrestrainton
traveloutofthecountry,andacomplexaccountingsystem.
KG TheDeliveryprocessandroundsofinspections,whichwasconductedunderthe
closesupervisionofDirectorofRespondent2,throughweeklyleadershipmeetings,
lastedlongerthanexpected,astheresultofdefectsthatweredetected,andwhich
requiredrepair,priortotheHotPilottest.Therefore,westatedinourDecember8,2013
Notice,thatRespondent2isconsideringtheprintingandmanualmailingoflongerthan
17linesdecisions.Anextensionof45dayswasrequestedforexaminingthefinancial
andpracticalaspectsofsuchapproach.
6G Andnowtogoodnews:
First,anupdatefollowingameticulousroundofinspections,itwasdecidedthatthe
timehascomeforthe"HotPilottest.Aspreviouslystated.twouldbeconductedinone
Bureau.nthebeginningofMarch,theKfarSabaBureauwillstartworkingwith
"ConnectedVessels.Weestimatethattowardstheendofthefirsthalfof2014,the
systemwouldbeimplementednation-wise.

Furthermore,atthispoint,itispossibletoprepareforthemailingoflongerthan17line
decisions,throughtheuseofamodule,whichwasincorporatedintothenewsystemfor
suchpurpose.Suchmodule,whichwouldhandlethemailingofdecisions,regardlessof
length,wouldbeoperatedintheexistingsystem,sothatalreadytowardstheendof
March,themailingofdecisions,longerthan17lines,wouldbeaddressedinallBureaus
nation-wide,regardlessoftheoutcomeofthe"HotPilottestofthenewsystemand
implementationof"ConnectedVessels.Withit,itshouldbeemphasizedthatitwasthe
preparationforthe"HotPilottestandimplementationof"ConnectedVessels,which
enabledtheuseofthenewmodule.
7G nviewofalloftheabove,thematter,underlyinginstantPetition,wouldbesoon
addressed.WeasktoupdatetheHonorableCourtinearlyApril2014.
