However, the national government was required to retain the payroll function for a period of si months to allow for a seamless transfer of this critical function. !uring this period the national government wor"ing with county governments undertoo" the following tas"s# 1. 2. !evelopment and $nstallation of %ounty &ayroll 'ystem ($&&! 'ystem) in the forty seven (*+) %ounties, Training of forty seven (*+) $nterim %ounty &ayroll -anagers on operations of the $ntegrated &ayroll . &ersonnel !ata/ase ($&&!) system, !istri/ution of standard guidelines on payroll cleansing to all %ounties managers indicating how to verity each employee detail against the personal file, Training of two hundred and nineteen (210) officers on $&&! from %ounties /etween 30th 'eptem/er and 11th 2cto/er, 2013, %ontinuous provision of technical support and assistance, The -inistry has identified staff performing county government functions and sent the list to the respective counties for verification. The num/er of staff serving in the counties are 43,031 and the personnel emoluments regarding these mem/ers of staff amount to slightly over 56' *.03+7

The payroll function was finali8ed and transferred in 9anuary 201*. !uring the transfer of the $&&! system to county governments, a critical

function that processes allowances for specific cadres in the service was inadvertently not activated. As a result a num/er of civil servants did not receive their allowances during the month of 9anuary 201*. $t should /e emphasi8ed that the error does not in any way affect salaries /ut only certain allowances paid to some categories of staff and do not apply across /oard to all pu/lic officers. The pro/lem has since /een rectified. $t should /e noted that civil servants in 2* %ounties are not affected. 23 counties are affected /y this error and in two out of these counties the allowances are /eing processed through a voucher system. $n the 21 counties the arrears are /eing processed in this month:s payroll. ;e regret any inconveniences occasioned to the affected civil servants and appeal to them to remain calm and patient since the pro/lem has /een noted and rectified.. ;e would li"e to commend county governments for their efforts in ensuring that the payroll was transferred successfully and payment of salaries done in a timely manner.
