Data quality (focus on identifying quality metrics and their implementation), usability, security etc. Build on the initial identified group of standard reports (reports that appeal to all stakeholders -Currently in process). Provide support and input for OST-SDP MOU for Data Matching/clean up and evaluation process. Members so far: Martin Friedman, Agency: - Education Works Valerie Evans, School District Andrew Viren, Parks & Recreation Dona Gonzalez, Agency: - Philadelphia Youth Network Andrew Howe, Agency: - Congreso de Latinos Unidos Robert Spencer, DHS Maritza Gonzalez, Agency: - Norris Square Civic Association Elena Kirtcheva, Agency: - Research for Better Schools Paul Carroll, ASAP Meeting notes: Some of the topics that were discussed included: Why Data Governance: Covers Data that is of good quality, is usable, is consistent and is securely available. Segals Law: A man with one watch is always sure what the time is but a man with two watches is never! Segals law applies to our situation as there are many data systems in play (especially in agencies with established systems) and which system provides data that is reliable, usable and available becomes all the more critical as we look towards data integration. Focus areas: Ways we collect data (Sources and methods) Actual examples from group members The need for avoiding errors at the data entry point was reinforced. It was also mentioned that audits done by funder administrative entity for data errors should be used to see if the number of errors have gone down over time. Part of the data governance is availability of data and some members talked about issues with that at this point with the current system and that would be the top priority for the new System of Systems to mitigate. Data Quality issues: Examples of where issues are or do have potential of developing once the Systems building project moves forward. One member talked about the issue of completeness for all of their locations being a challenge that they hope to mitigate with the System of Systems Project. From the research side it was mentioned that data being in different formats especially if in PDF format can be time consuming at times.

There is also potential for human errors being introduced at the time of data analysis or when the data is entered under time pressure by front line staff.

And answer such questions as: Where do I get this information? What does the data mean? How does it relate to other data? Where did this data come from? How frequently is this data updated? How reliable is this data? How much history do we have for this data?

Ways we can make sure data is of good quality Business rules (inbuilt data validation checks) Data auditing Data cleansing Regular data match up (and subsequent clean-up) through such projects as the one being currently pursued with the SDP. Next steps: Inform the larger Group of our work. Work on Data quality metrics and how Data governance process including data stewardship should look like once the system is in place. Next meeting tentatively in 2 months (date TBD) Set up online discussion board to discuss/share ideas till next meeting.
